without the boat, oakland is vulnerable to typical incidents of terrorism on the water. the outside consultants urge that the boat be restored as a vital tool to protect the port in the post 9/11 world. there's another risk for not having a fire station on the city's water front. it comes from trait trains. they can cost precious minute foss crews responding from downtown to the waterfront. >> there is a chance you will not be able to get here because of a train. so you're taking a chance, a risk. >> reporter: he says each date some 52 freight trains pass by on the way to the port. each creates a potential roadblock for first responders. parker says that's unacceptable. >> if that fire boat is not reinstated, and they don't put firefighters back in there, someone will pay the pride. >> zach unger says firefighters

invites. >> he's all ready. if you'd like a ticket to the inauguration, it may not be too late. tuesday, if you contact your member of congress, your immediate member for congress, they may have some tickets available. you may have a shot to be there. rick boone, nbc bay area news. a lot of prep work happening in washington, as you might expect. that includes a rehearsal that had army band members standing in. here's nbc'ses derrick ward. >> reporter: some stood at attention. army sergeant major -- and army special irs sarah corey took in for the president-elect and first lady. at this dress rehearsal for the inauguration previews the pageantry associate, a hallmark of this republic. though practice makes perfect, and even as some of the final touches were put on the adornments, it made for a bit of show for the tourists.

the visit was planned in honor of martin luther king jr. day, but now officials for the president-elect say he will visit the museum sometime after he takes office. analysts say it would have been a chance to gain back some goodwill after this weekend's twitter rant against john lewis. trump is weighing in on the situation with britain, in an interview, he said he will offer britain a quick and fair trade deal to help make the country's exit from the european union, known as brexit, quote, a great thing. >> i thought the uk was so smart in getting out. you were there, you put it on the front page, trump said that brexit is going to happen. >> yes. >> right? and it happened. that's when i was going to lose easily. everybody thought i was crazy. >> during that interview he

counts of attempted murder after police say he pulled out a gun at a party and started shooting. the 23-year-old is also an accomplished blues artist who plays at bay area clubs. tom jensen is in san francisco, where, tom, people knew and liked kyle, they said they're simply stunned. >> really stunned. you know, kyle roland has been at the department for less than three months. folks there i'm sure are stunned as well. the people who note hem at this noted blues club near union square in downtown san francisco, played there several times over the past six years, and the owner there said that he couldn't believe it when he was arrested. he's never shown any signs of aggress in the past that he's seen, but police arrested kyle roland at a home near downtown sacramento at about 2:00 friday morning after they say he got into a fight and pulled out a gun. he now faces five counts.

in his mug shot he has multiple cuts and bruises on his face that he got during that scuffle for the gun. sacramento pd says it confiscated two guns at the home. the owner of biscuits and blues was stunned. he's been playing there since he was just 17. he described him as very milled-mannered and polite, but a witness says roland pulled out a gun during that argument at that party and then started shooting when his friend tried to take the handgun away. >> i just told everybody gets down, he has a gun. one of our friends was bold enough and brave enough to jump on it. >> i totally don't believe that is the case. it's not something that, you know -- he's such a nice kid. >> reporter: roland was hired as a contra costa deputy in october. because he had not completed his probationary period, the

sheriff's department said it was able to fire him immediately. in the mug shot you can see all those cuts and bruises. in that scuffle for the gun, sacramento pd says it confiscated two guns at the home. we don't know if his department firearm was involved, but the sheriff's department is working with sacramento pd in the investigation. meanwhile, roland remains locked up in the sacramento county jail with no chance of bailing out. he should appear in court tuesday. we've live in francis, thom jensen. up next they say nothing in life is free. a woman in the north bay found that out the hard way. nbc bay area responds and it gets results. is it better to buy or rent? there are some important things to consider when making that decision, especially as mortgage rates continue to creep up. we'll be right back.

with rising mortgage rates and declining home inventory, people interested in buying their first home are finding themselves wondering if it's worth it. nbc's jo ling kent has the details. >> reporter: adina solomon are on the move. >> i thought this was the next logical step. >> reporter: they saved up to buy a place of their own. the down payment ready to upgrade from their rented apartment. >> i'm back to 1%. >> reporter: as they crunched the numbers, they realized that now at least buying just didn't add up. >> we thought our numbers must be wrong, because everybody says buying a house is a better deal than renting, but our numbers

were showing that's not necessarily true. >> reporter: after the down payment, taxes, a budget for maintenance, pluses rising mortgage rates, they started rethinking their search. here's why. according to trulia, inventory is down a hops 40% to 45%, home prices are rising, requiring larger down payments. the average 30-year mortgage rate is now 4.3%, up since donald trump's election. >> certainly it will be more difficult to buy a home than 2016. >> reporter: what did you ultimately decide to do? >> we decide to do keep renting. >> reporter: and why? >> it made a little more financial sentence. >> reporter: now they're packing up their current place for a better rental deal nearby while keeping an eye on the housing market. for those who want to buy now, they should take a long view. >> if you can stay put for seven years, buying is a better deal than renting no matter where you

we've enjoyed a nice break this weekend. yes, it's kind of cold, as peggy mentioned. already down in the 30s, 45 closer to san jose. fog free right now, 48 degrees, and patchy fog setting up for the morning community. 45 in san jose, and some of the temperatures around the south bay trying to drop into the upper 30s. right now 22, and 41 degrees at sayers toinga. east bay, trivalley, on numbers in the upper 30s. railroad down to a quarter mile for fog. that's a sneak preview of tomorrow morning's commute. and with that all-day breeze, we'll likely see the coolest temperatures of the day into contra costa, napa and solano counties. could have some patchy frost to start and hazy sunshine, highs

close to 60 in san jose. mid 50s from livermore over towards antioch and brentwood. upper 50s, up to san francisco, highs in the mid to upper 50s, with patchy low clouds, and a dry forecast for the north bay after the patchy fog lifts, highs in the mid 50s. pretty interesting. we're seeing the atmospheric river set up, but this time for british columbia. we'll see this drift toward the bay area a bit on wednesday, but the went, friday systems will move through the bay area quickly, which we think will limit the rainfall totals. we'll catch a beake into thursday, and storm 2 on friday. another break for saturday, and then perhaps the strongest storm in the series setting up for sunday into monday. that storm will bring we think the highest rain totals of the three systems, but as you add them up, about 3 to 6 inches the

rain. rewind back to last sunday we had more than a foot of rain across the mountains. the ground will be saturated, winds up to 50 miles per hour will be higher possible at times. wednesday and friday, and then the third system bears watching, maybe for some localized runoff issues, with probably the most rain in the series, last there sunday into monday. by the way, that friday system, temperatures cooling, could see snow levels down to 3500 feet. so a good snow producer for the sierra. the issue this time around will be stronger winds winds and high surf. >> it's wonderful to see the snow pack just really recovering. >> and the drought gone in northern california. >> thanks, rob. a wild day of nfl playoffs. and the warriors getting ready to take on lebron james and the cavaliers. a preview of tomorrow's big martin luther king day game next.
