any additional rain will cause flooding by the end of the weekend. outside in san jose it is chilly. this afternoon will be nice. we will start to see clouds moving in mild temperatures. rain returns as we go through the day the. it becomes heavier through the evening. the rest will be wet. we'll get a closer look in six months as we start with a crash in hayward. >> this is the second crash in the area. we're looking at a smooth flow for our speed sensors. things have been starting to widen out of the altamonte. the second crash for hayward. this is reported off to the shoulder as well. crews will arrive shortly. over here, crews just left westbound 37.

ground breaking at 3rd and 16th. this is an empty lot right now located in san francisco's mission bay which will soon be home to a state-of-the-art facility and arena for the warriors that will soon be call the chase center. it will hold 18,000 fans, which is 1,500 fewer than the one in oracle in oakland. it will have a five and a half acre park. the board of supervisors approved this back in december 2015. that was just over a year ago. a group called the mission bay alliance skewed to block it. they are concerned that the crowds will hurt emergency response times and make access difficult to the medical center. the court did the reject the two lawsuits and the follow-up appeal. today's ground breaking at noon

roadways, the tri-valley is on the outskirts for 580. thank you very much, mike and kari. you mentioned the rains. the ground is still wet out there. crews in the east bay working overnight to clear a tree that fell across a busy road in alamo. it fell at midnight near danville bailiff. it damaged part of a nearby home. everything was cleared before 3:00 a.m. nearly significance weeks after the oakland warehouse fire and we are hearing from the parents of one of the few people able to make it out alive. sam maxwell is still relearning how to breathe after being in a coma. >> go into a room that was full of furniture and smoke and no light and find the correct door.

current temperatures, it is below freezing. 37 degrees. we could have some frost on the windshield and the grass. with that, we see some cloudy skies in some spots in san francisco, 42 degrees. but clear skies elsewhere. the clouds are starting to move in with the approach of our next storm system. we are starting to see green on the map showing rain well to the north of us. it will be arriving in the bay by tomorrow morning. we will see the clouds out in advance of this. by noon today, pretty good coverage of rain. it gets heavier where we see the bright orange and yellows. showing more intense rain by 10:00 tomorrow evening. it starts to wrap up for the day on thursday. still lingering showers.

three storms on the way by the weekend. throughout much of the weekend, we will have rain coming down. a break on late saturday until the next storm moves in on sunday. working looking at the possibility of half inch up to an inch. we could have two to three inches of rain across the bay area. we're keeping an eye on the russian river in guerneville. of course we will have more updates on that. another weather update in a few minutes. now, as we head over to mike, a crash in san jose. >> we will get more updates when chp arrives on scene. slowing west 237 at zanker. reports of a vehicle over on its side. maybe gas spilling from one of the trucks involved.

bracing for a new set of storms. walnut creek, chilly temperatures. it is going to be a completely different story. we are tracking several systems about to hit the bay area. good morning. thank you for joining us on this tuesday. >> i'm laura garcia-cannon. i would imagine a lot of snow in the sierra too. >> absolutely. we will see a lot of that as we head through the weekend. as we two into the next several days, we will be watching wet weather as you get a live look at san francisco. all dry. patchy fog rolling through. we have had low visibility in parts of the north bay, concord, over to livermore. still fog out there. very chilly temperatures.

right now it's only 36 in san jose. it is freezing in livermore and fairfield. into the next few days, temperatures get milder. all of that rain rolls in. details in a few minutes. mike is already tracking what's happening with a crash and bart delay. >> low visibility. over here the speed looks great except for the bottom of the screen. westbound 37 through san jose, off 880. the crash has cleared the majority of lanes. there may be still debris in the lanes. some sort of equipment there and there is a delay of 10 minutes. >> other news, after the orlando

where in three days president trump apes inauguration will get under way. more than 40 congressional democrats now say they are going to skip the ceremony. among them is representative barbara lee. >> some of us work to go try to resist the agenda that president-elect trump put forth. >> well, congressman lee's decision is not sitting well with everyone in the bay area who is talking about a time of coming together. local republicans say this is the time to be putting politics aside. >> they suggest that the fact that a segment of their population is republican. is and those republicans deserve to have representation at the inauguration. ms. rankin leaves for d.c.

huge problems last week during the last round of storms. the hopest a seven-hour closure will help crews avoid that situation going forward into the next round of rain. a major rockslide shut down highway 17 in both directions for some time during the last storm, nearly crushed a news van with a photographer inside. he is okay. it was cleared away, but others followed. they will put up a net to keep the big rocks. it will shut down one northbound lane of highway 17 at vine hill road from 9:30 this morning until 4:00 this afternoon. is and drivers can expect about a 15-minute delay there. flashing signs advising of the road closures. that rock wall net is for the big rocks.

we did see smaller rock slides, mudslides, trees, debris in the roadway last week. that will slow you down. when the rains come back in, make sure you slow down. we'll keep you up to date. if this caltrans closure goes long, we will make sure you know. kris sanchez, today in the bay. >> kris and mike will keep up on that. thank you so much, kris. people in guerneville continue to go recover after were last week's back-to-back storms. ing folks spending time cleaning up the mud and the debris. the community is preparing for more rain is and possibly more flooding. it is 5:39. as we get a look at the expected river levels at the russian river/guerneville it is down to 16.36 feet. and it will be rising as we see more rain moving in for the weekend. by the end of the weekend, it

looks to be just below flood stage. the last dry day before we start to see the clouds rolling in and the storm systems affecting the bay area. the rain moves in tomorrow, especially during the afternoon. the second storm moves in friday. the one after that moves in on sunday. during all of this, we could two and a half to five inches of rain on an already saturated ground. that will raise flood concerns. i'll have details on this coming up in 10 minutes. heading over to mike now, the bart delay has grown. out of san francisco. it was an earlier problem on the tracks. some of it has cleared. some still remains. 20-minute delays. the east bay is the problem right now for the east system. not reporting any problems. the roads are moving well. if you have a chance to dry as your option, many exercise that

toll plaza as well. more than 100 workers at sfo hockey facility say they are ready to walk off the job. teamsters approved a strike after rejecting a final offer from the garage owner. workers have not set a date for a strike yet. they say they hope negotiations can continue. it will take a bit longer to find out how the whale washed up near oakland died. the whale was found two weekends ago during a massive storm. he was towed out to angel island for a necropsy. but there was debris. so that area needs to be cleaned up until that can be done. a suspect accused of filling five people in a shooting rampage at the fort hollywood airport in florida is going to

appear in court. esteban sanitiago will have a trial hearing today to prove he is a flight risk. it appears one of the great recent aviation mysteries is going to remain just that way. almost three years after the crash of malaysia airlines flight 370 the seven has been officially called off. in recent months, pieces of wreckage washed up on indian ocean beaches. but the plane itself still has not been found. thousands of children's medical records could be in the wrong hands. children's hospital said the laptop containing sensitive information was stolen back in october. it had personal health information. the hospital will send out

pence is going to be taking his oath on the same bible as ronald reagan. it is being flown from the ronald reagan presidential library in southern california to d.c. pence has long been an admirer of the late president. something this new administration will no doubt be talking about. general motors is the latest to announce it is going to expand its american factories, spending a billion dollars. >> it has you wondering a bit. >> it is easy math to do. general motors will spend a billion dollars. that does not seem sustainable. it doesn't seem like good business. the plan nothing to do with donald trump. mr. trump of the weekend said he would hike prices of foreign made products giving his power

levee. he warned any german car made outside the united states will face a 35% tariff. if the price is passed on to you, and it would be, that would make the bmw 3 jump from 33,000 to 45,000. trump has said 35% tariffs are coming for chinese products. that include the iphone. it would raise it from $649 up to $876. mr. trump said the germans should buy more chevrolets. angela merkel said they do not sell chevrolets in germany. wall street gets back to work after a three-day weekend.
