take the stage on the west side of the capitol and stand before his family, the incoming cabinet, members of congress and supporters taking the oath of office to become the 45th president of the united states. putting his hand on his bible and that of abraham lincoln, trump will take the oath administered by the very same man he once called an absolute disaster, chief justice john roberts. trump caps off what many agree was one of the most unorthodox and unprecedented political campaigns in a generation, and he reveled in the glory of his win last night, kicking off today's events with a concert on the national mall. standing arm in arm with his family members before the lincoln memorial with brilliant fireworks lighting up the night sky, trump made his final remarks before his transition of power. >> there's never been a movement like this, and it's something very, very special. i'm going to be cheering you on. you're going to cheer me on, but i'm going to be cheering you on because what we've done is so special.

swearing-in ceremony, and at approximately 11:25 vice president-elect mike pence will take the oath of office administered by justice clarence thomas. at high noon donald trump takes the oath of office and delivers his inaugural address. immediately after trump alongside his wife and vice president biden will attend lunch at the capitol with congressional leaders, and they will then travel the parade route from the capitol to the white house, and that's where they will then view the inauguration and the inaugural parade with their family. don't miss our special inauguration. it all begins at 10:00 a.m. eastern, 7:00 pacific right here on nbc. >> let's get a check on some of the other stories that we've been tracking, especially this breaking news now. at least two adults and one child are dead after a car plowed into a crowd of pedestrians in melbourne, australia. 20 others were injured, including five children who were sent to a hospital in critical condition. they were run over while in a popular shopping mall area. emergency services are treating this incident as a, quote, mass casualty event, and hospitals have been put on a code red. police shot the man who they say

deliberately drove into those people. he was arrested at the scene. people were pitting down this man who was wearing red underwear and white shoes. they say the incident is not related to terrorism. >> mexican drug lord joaqin "el chapo" guzman is now in the united states extradited from mexico landing in mcarthur airport landing on long island in new york. in a government reversal, mexican law enforcement took him earlier in the day whisking him on to a helicopter. authorities there had originally insisted that el chapo would serve a long sentence in mexico before extradition. however, officials began to reconsider after the drug kingpin made a brazen escape from a maximum security prison in 2015. he slipped into a hole and a shower and then fled on a motor bike through a mile-long tunnel that led to a residential construction side. guzman was recaptured by the mexican navy six months later and has remained in custody since then. mexican authorities apparently wanted el chapo sent under the obama administration before donald trump assumes the presidency. he's expected to appear in

federal court in brooklyn this morning on drug trafficking charges. all right. rescuers are still searching for survivors from the avalanche that buried a hotel in italy. authorities say that 34 people were at the site when be a avalanche came roaring down after an earthquake. dozens of rescuers are still digging through the snow and rubble trying to find anyone alive. they've made their way into parts of the hotel. at least two victims' bodies have been recovered, but rescuers say that they still have hope because the hotel is big, and there could be pockets of air. 4 of the 24 guests at the hotel were children. so far eight people, including the man you see on your video, have been found alive. >> remarkable, hopefully they have sources of food, water and some way to keep warm. >> back to the big event of the day. will it be a beautiful or damp inauguration for donald trump >> it will be beautiful one way or another. will the weather contribute to that? >> it's a great start.

well as far as the inauguration goes, we're watching this forecast and it does look like we're going to get everything in. no events will be canceled, a little light rain during the swearing-in ceremony and the rain will end and the parade should be dry. in the west a lot of problems, heavy mountain snow and flash flood watches for areas that don't usually see it. look at the green and yellow on the map, that's heavy rain right over the top of los angeles and more to come as we go throughout the day today. california continues storm after storm. it will be a stormy weekend. >> southern california is not used to that. >> three inches of rain is a huge deal. not here on the east coast, where we know the clock is ticking, hours until a new era as donald trump becomes the nation's 45th president. >> nbc's tracie potts is live
