day.. we are now hours away from swearing in a new president... =laura/live= it is officially inauguration day. we're now just hours away from swearing in a new president. we'll have live coverage from washington as the country prepares to have a new commander in chief. and our other top story today, a wet and windy morning commute. that is a look at the reservoirs pretty much unilaterally at capacity. we have a full team in place to help you get out the door. today in the bay starts the right now. all right. rev up your engines because we have a busy friday morning for you. thank you for joining us. i'm sam brock. >> get your umbrella. mine had holes in it. i'm laura garcia-cannon. from our nation's tal to here in the bay area, we have two major

stories we're following. we want to get you up to speed on the storm we're talk building currently moving through the bay area. >> reports of major damage. trees toppled down as you see right there. that is pictures, live pictures from san carlos where within the last couple of hours, high wind nearly sent a tree into a house. >> take a look at this video just into our newsroom. it is out of oakland where high winds sent a tree crashing down on to a roadway. we'll bring you more in a live report coming up in just a moment. we'll find where all of these spots are having trouble. let's check in first with meteorologist kari hall tracking the rain. it is intense out there. >> it is very intense. it is also quick moving. as fast as it moved in, it is rolling out for parts of the bay area. it is quickly moving off to the

east. there was a lot of lightning with this. we are seeing the lightning strikes becoming less active in the last 20 minutes. great news as we have seen heavy rainfall. not seeing it still pouring in san francisco and oakland. that moved off to the east. heavy rain in napa and fairfield. that will be ending in the next few minutes. for san leandro, rain clearing there. it is moving to antioch, brent wood, spots like concord down to the tri-valley. we are seeing very heavy rain. that will last for a little while longer before it tapers off. and heading into the south bay some pockets of very heavy rain moving through san jose towards alum rock is and evergreen. gilroy, san martin lightning strikes a little while ago. now the rain is clearing out of

redwood city and san mateo. very strong winds as we go through the rest of the day. still more waves of this rain in the forecast. more heavy downpours. and the possibility of more downed trees and power lines. we will talk more about that coming up at 5:08. as we head of to mike, he has a traffic break near sfo. things are easing up as far as the rainfall. a short time ago, we had lightning in the area and heavier rains. the lightning might have been a distraction. look at the map over here. not a lot of slowing in the south bay or the east bay. southbound 101, called by chp between 380 and the off-ramp. a crash because of hydroplaning. we see that slower drive. there may be a traffic break. more slowing south on 280 as well. we will track this.

currently changing for the speed sensors there. daly city, flooded roadways. watch the edge of the rooted ways. stay to the middle lanes if you can. traffic relatively light. more slowing around west borough at the on-ramp. i do want to show you the travel times throughout the east bay. no delays as far as these times go. >> reporter: good morning to you. the conditions definitely have changed. i have taken off the ball cap. that rain haslett up. we're in the embarcadero where the big inauguration protest

will take place early this morning show you this puddle. there's light sprinkles. nothing major at least in this area. earlier this morning we saw heavy rain coming town. we got notice that san francisco has activated its emergency operation center as a result of the rain they are expecting later on. we saw early this morning. it could be a factor when you think about the big crowds expected with some of these protests. >> what a contrast in different parts of the bay. pete, thank you very much for that live report from the 'em darrow. more coverage in just a moment. first, it is a historic day for our nation. in a matter of hours, about four, we will have a new president of the united states. >> in fact, a live look here of our nation's capital preparations are under way for

the inauguration of donald trump. in about a half hour, president-elect trump will attend a church service. >> an hour later at 6:30 our time, trump and the new first lady will be meeting with the obamas and have tea. >> 7:30, vice president-elect mike pence will take his oath of office. >> at 9:00, donald trump will take his oath and become the 45th president of the united states. as imagine, there is heavy security and an unprecedented amount of protests happening across the country. tracie potts is in what with with what to expect the next 24 hours. >> reporter: the nation's capitol the back drop for an historic moment today. donald adjustment trump, the reality store who critics said would never survive in politics becomes the 45th president of

the united states. >> there's never been a movement like this. and it is something they, very special. and we're going to unify our country. >> reporter: the washington outsider embracing its traditions, focusing on the future. >> four years from now, the next time we're going to win the old-fashioned way. >> reporter: there's heavy security in washington today. 100 blocks of the city shut down. boats and planes restricted. authorities expect as many as 100 demonstrations. >> i love this country. i'm not going to let these people ruin it. >> reporter: mr. trump begins without one cap net member approved he is expected to reverse president obama's executive orders on immigration and trade. the speech is said to be 20 minutes long, written by mr. trump as well. >> it is an elegant, beautiful, powerful speech. it is is beautifully written and powerfully delivered.

>> the trumps attend church is and join the obamas for tea before heading to the capitol to take the oath of office. the transition from campaign to go governing a divided nation. tracie potts, nbc news, washington. our own raj mathai is in washington, d.c. with us. he will have live reports from the center of the action beginning at 5:30. in the meantime, nbc's national coverage kicks off 7:00 a.m. immediately following today in the bay. raj returns for a special edition of nbc bay area news immediately after that. we'll be here also in a few hours. protesters expected to join hands across the golden gate bridge as whipping winds and rain blows through. it's our other top story of the hour. >> bob redell is live in oakland. we are already getting reports of downed trees. what are you seeing? >> if you heard those loud sounds overnight while you were trying to sleep, that was thunder. of course accompanied with the lightning, something we don't see or hear off here in the bay

area. of the past hour, we saw numerous light flashes of light, seem to be situated over in the bay, if not the peninsula. with that came a torrential downpour. we drove north on 880 past or cal arena in oakland. very hard to see out the windshield. we found the safest speed for us was 45 miles per hour, that's 20 below the speed limit. we were surprised how quickly the water pooled on the road. we saw it on 880. this is high street. a large pool of water covering half the road. as you were alluding to, this downed tree. this was the scene in oakland where a 40-foot-tall tree fell into the lane of highway 13. law enforcement called a man with a chainsaw and had the tree removed and the road reopened an hour later. it is reopened as of 3:00.

what struck me is how isolated it is once we got off 880 into oakland, the water stopped, the rain stopped as if someone turned off a spigot. bob redell, today in the bay. >> he he hit the nail on the head there. a lot of people were wondering is that thunder i'm listening to? and now lightning, a big batch of it coming through. >> we saw that within the past hour. that will be the case as we go through the day. quickly changing weather. you see all the flashes, lightning bolts that shows lightning being detected by our radar. as the storm moved inland, we haven't seen much flashes of lightning. it will be possible. some of the heaviest rain moving through the south bay. it will be rolling quickly off to the east. just as fast as the rain moves in, it will be moving out. as we go through the rest of the day, still seeing this coming in waves with very heavy downpours.

our wind advisory continues throughout the morning. by afternoon, we will still have times of heavy rain as the storm system winds down. we will have the potential of more claps of thunder and flashes of lightning. we have a wind advisory in effect until 10:00. gusts may top 50 around san francisco, the coast and the hills. we have seen downed trees. we may see power outages. this is what we have in fairfield with that storm rolling through. you have gusts up to 44 miles per hour right now. and still pretty windy in livermore with gusts up to 36 miles per hour. coming up in four minutes, i'll have another look at the radar. and we'll also talk about the timeline of this rain as we head over to mike, some mystery slowing in oakland. yeah. the wind will be a factor for folks in the north through the east bay. i'm looking at travel times. looking great across the bay

except for one patch in oakland. traffic clearing up near sfo for southbound 101. i'll update that in a few minutes. mystery slowing for 580 coming up toward the 24 interchange. it looks like things are starting to get better. it did reflect on our travel times. travel 580 now much better. it was up to 25 minutes for a time there. a live shot. we'll show you the conditions as you travel through. watch these off ramps. pack to you. coming up next, we continue our coverage of the inauguration of dontal trump. how president obama spent his last day in office next.

the roadway. i will talk about the adjustments they made for todayed and tomorrow, though. and a live look from washington, d.c. some gray skies. and a whole lot of security out there for the inauguration. we continue to track all the latest of donald trump's inauguration. this is the mall and the nation's capital. he has been slowing last minute mercy. yesterday president obama shortened prison sentences of 300 drug offenders the most commutations. advocates are unsure if things will change once president-elect donald trump takes office. it is 5:16 right now. talk about terrible timing.

pg&e will cut workers. >> definitely a poor read on the political landscape by pg&e. the san francisco business times was the first to report it. 450 in-house jobs, 800 contractors will be cut. now, the jobs are not out here in the field but rather in i.t. 70 will go to india. and the pink slips were told they would have to train indian replacements first. a spokesman tells the business time, they are changing their computer systems and sending support for older systems overseas. pg&e will hire 100 new workers. but this comes on the day president-elect trump becomes president trump. mr. trump has said he will look poorly on companies send jobs overseas. and pg&e, as you well know, has been under the microscope with

the federal government. mr. trump elected as a business friendly candidate he will have a difficult job beating president obama's record. 11 million were created under president obama's watch. the stock market did very well. when you look at the broad measure, the s&p 500, obama second best in modern times behind president clinton. eisenhower comes in third. president obama comes into office after an economic disaster. president clinton after a recession. >> where are you going to do? >> sometimes a little luck doesn't hurt. principle applies to job numbers. >> we have so much to watch in the coming years. right now we are watching this microclimate weather coverage. a live look at pacifica. look at the waves that are crashing in. wind speed will just be too high

to go out and try to the ride the waves. i would stay far waves. >> you want it to be high waves, but you don't want it to be dangerous. they are trying to keep the surfers safe. >> some waves 30 feet by the end of the weekend. >> yes. . that's we are talk building. with the series of storms coming in, high creating high waves. some of the highest winds we have seen in several years in of the coastal areas. the high surf warning kicks in at noon todayed and will continue until 4:00 tomorrow afternoon. once again, we may see those waves up to about 20 to 30 feet as we two into this forecast. we're going to see some of the waves continuing to build as we have a series of storms moving in. and looking now at that wave forecast, we will continue to see some of those waves again with the storms moving in.

now, we will see those large waves breaking and some strong rip currents possible. we want some safe surfing conditions for them. we are tracking a lot of heavy rain and the potential of some lightning here in the bay with some of the heaviest rain now moving into parts of the south bay. and we are seeing that activity continuing to move off to the south and east. a close look at san jose now, the heaviest rain coming down half an inch of rain per hour. as we hope open the picture, we are seeing it quickly racing off to the east. and the hour-by hour forecast brings in that rain in waves today. and there may be a few breaks in between. but unfortunately, we won't see much of a. long enough to give us a chance to the dry out. heavy rain and strong were winds moving through. and the potential of lightning

we will. we talked about the heavy rain in the forecast. let's see how much rain we are expecting for this weekend. >> well, you know, kari, we had the threat of seeing those reservoirs overflow which means, yes, that does bring potential for flooding. those concerns are very valid as we head into the second series of storms. your total rain estimates, take a look at this. half an inch to over app inch ending by saturday. look ahead towards sunday, we are seeing two to three, possibly four for the bay rare. which means the reservoirs could have the potential of hitting capacities. the highest totals are expected in the north bay, santa cruz mountains. uvas is at 100% capacity, which will bring a big threat for possible overflow. >> we will see those storms rolling in this weekend. 45 in san francisco.

north pay. 48 degrees. some of the showers moving through. another storm moving in by early sunday morning. we will see those heavy downpours moving in and heavy snow. you can send me weather updates as we continue to track the incoming storms for the rest of the forecast. we will also see some more rain. and then finally a break for the end of the week. mike, you're tracking minor flooding on the roadways. >> we should be glad it's minor. big puddles. it will pull your car to one side or the other. we have seen a number of sp spinouts. we are back at speed for 101 and 280. we had a traffic break and a shift that the did clear towards

commander in chief.. a live lk good morning. 5:31 on your friday. we are following two major stories this morning. first today we are going to have a new commander in chief as we take a live look at washington, d.c. right now and the national mall in a little over three and a half hours, donald trump is going to be taking the oath of office to become our next president. >> as we await the inauguration here in the bay area, strong storms are whipping through. this is just the beginning of what could be a very wet, windy, weekend. this morning we are already seeing damage from power outages to fallen trees. we have team coverage to help guide you through this morning. # good morning to you. thanks so much for joining us. i'm laura garcia-cannon. >> it will be tough in the early

going. we are a lot of rain coming down. some of that has moved east. >> some moved east into the south bay as well. that's where we are seeing the heaviest rain. we have strikes of lightning, claps of thunder. now the weather has since calmed down for some. but there will be more rounds as we go through the day. we are starting to see the next wave reaching closer to san francisco. so the rain will start to pick up there as go into the next few minutes. we have seen not as many lightning bolts in the bay area. so that's definitely great news. we will continue to see the heaviest rain out of san francisco and parts of the south bay. we will talk more about this coming up at 5:38. a look at the timeline for the next wave of rain as we head over to mike. a viewer called in to help us out on the roadways. >> we're all a team. thank you for sending the pictures in as well. this is the area where the rain is kicking in.

we are starting to see a little more traffic flow. shawn at the desk answered a nice caller who said there is a crash 880 and dixon. folks are swerving around because that is still in the middle of the freeway. no major delays as far as our speed sensors go. transit is a good option for you. we'll let you know about transit systems today and possible weather-related delays. >> we are starting to see problems as we talk about the high winds with toppled trees around parts of the bay area. >> let's take you to the peninsula. live in san carlos. there was a close call for the owners of one home, kris. >> reporter: yes. sights like this have been keeping me up for a week.

pences hopscotched around town. these were high ticket donors and their biggest supporters. among the supporters were bay area people. take a listen. >> we knew that it wasn't just about us and california or us along the coast and the things that we're dealing with. it is about the entire country. and the entire country was hurting because of the policies. we knew it. and we knew we had to do the right thing. >> it is an amazing experience. everything has been awesome. seeing donald trump, toby keith. it's unreal. >> there is a bay area tin general s contingency to support donald trump. his aides have told nbc news he wrote his speech by himself.

graffiti and damage. that's why some business owners here downtown are nervous. some taking precautions by boarding up their windows and pleading for a peaceful protest. the city will be active the ating the emergency operation in anticipation of any problems. reporting live in downtown oakland, redell, today in the bay. >> thank you so much, bob. >> we have seen images from all over the bay area, high waves of pacifica to what bob was talking about. tree lines down, power lines down. >> we have the microclimate weather alert tracking some of the heavy rain moving in. we will see this coming in off and on throughout the day. we had really heavy downpours, flashes of lightning early this morning. things have since quieted down in spots. another round of rain moving in as we go to the next couple of

hours. showers moving through the peninsula, south of san mateo, redwood city, palo alto. for the south bay, rainfall rates up to an inch per hour. it is just about to clear san jose. a little bit of a window there and some time, you may want to wait before you head out the door. you'll have better driving conditions. for much of the south bay, santa cruz down to morgan hill, south county, that's where the heaviest rain is pouring right now. we have a high surf warning that will be in effect starting at noon, continuing into tomorrow with swells possibly highest we have seen in years here. up to 25 to 30 feet. we have a live picture from pacificato show the waves as we are seeing them crashing up on the pier and strong winds expected to continue. which may lead to coastal erosion. we will keep an eye on this as we head over to mike, weather, and the inauguration may effect the commute. >> watching the weather.

district sent out a memo advising them against watching any live coverage of today's inauguration in their classrooms citing controversy surrounding the presidential election, concerns about potential safety issues, and the unpredictable nature of live broadcasting. it indicates some parents voiced concerns about a spike in heated rhetoric amongst students and the community. hundreds of women will march in the bay area. a in san jose. oakland marat 10:00 at madison square park. and san francisco at 3:00 in the afternoon. these are a look at some of the pictures from last night at the lincoln memorial prior to today's events going o. walnut creek and santa cruz here in the bay area. organizers hoping to send a

message women will protect to fight their rights and the rights of families. scott, the business world looking for two things in the first few days of the trump presidency. >> one is this tariff issue i have talked about, sam. mr. trump said over and over and over he will use his power as president to add a 35% tariff to many foreign-made products coming into our ports. items he think should have been manufactured here. he said specifically anything made in china would include most things made by apple and foreign-made cars. he has not been shy about those plans. but the question has been is he serious? we'll know very soon. the second is corporate tax reform. mr. trump has promised to work with congress to make huge cuts to corporate taxes. it seems to have been put on the back burner. mesh has some of the highest

because it just gets turned inside-out with all the strong gusts we have had. heavy rains moving in. we have seen some of those downpours earlier. san jose, santa cruz, farther off to the south. we are getting rain moving through the peninsula. rain falling towards palo alto and extending into parts of the east bay. once again, that rain coming down at a rainfall rate of an inch of rain per hour slowly moving off to the and east. for the next 20 or 30 minutes, this is where the heaviest rain will continue to train and cause standing water on the roadways. as we go hour by hour, we will see waves of this. by 8:00 during that main morning commute, many people out there on the roadways and heavy rain coming down in spots. there will be a few breaks in

between. into this afternoon, heavy rain moving through the south bay and creating very slick conditions through the evening commute. later on tonight, still times of rain moving. and for the day tomorrow, we will have a few more breaks in that rainfall before we get the next storm system moving in. two more down the pike. as we look at russian river guerneville, it is is expected to reach near monitor stage and rise slowly into the weekend. napa river downtown will be very close to the monitor. with heavy amounts of rain, we may see that rising a little bit higher. the rainfall estimates expected to reach about inch and a quarter, up to two inches for the north bay and extending into the south bay up to two and a half, maybe even three to four inches of rain. and on our reservoirs, they are already throw. throw in an additional two to three inches of rain.

how is it look something. >> here's a quick glance right now at the latest capacity update. uvas is at 100% near morgan hill. this is one to keep a close eye on. we are expecting several inches of rain. coyote is 90%. lexington 93%. guadalupe is about 33%. right now the one that we do want to monster for sure is the uvs. anything above 80 or 90 will be something to keep a close eye on. >> not much in the way of dry spells until we get farther down the line. temperatures in the 50s. not seeing dryer conditions

bridge. a wet commute. be careful as you head out to the roadways. a full check of weather and traffic in just a few minutes. mexican drug lord el chapo will have his first federal court appearance. he was extradited to the u.s. and arrived on american soil last night. he is being held at the manhattan cession center now he is wanted in the u.s. for drug trafficking and other charges. three people are behind bars following this police chase along freeways and streets in southern california. it lasted 45 minutes in the area east of los angeles last night. officers believe the gray hon ta accord they were following could have been stolen. it came dangerously close to hitting a van at one point in that chase. the officer was able to use a p.i.t. manuever to bring the car to a stop. raiders fans knew this day would come. it doesn't make it any easier to
