flag. this is unrelated to weather. the live picture of the backup on the oakland side is forming quickly. that's the last couple of minutes. the reason is from emeryville camera we can see that crash at the top of the incline. just saw a couple other vehicles arrive. we'll talk about lane closures in oakland and farther out as well. >> mike, thank you very much. we're also talking about breaking news in the south where we have confirmed in the last 10 or 15 minutes a pedestrian was hit by a car. it happened on center is and actually road. we are trying to get more information. kris sanchez is almost there. she will gather the latest information and bring you a live report coming up very soon.

5:02. niles canyon road is closed as the seven for a missing 18-year-old woman continues. she crashed her car this weekend and still hasn't been found. >> just trying to get closure for that family. bob redell has been closely monitoring the story for us. there have been new developments in the search you found out about yesterday. >> reporter: good morning to you, sam and laura. the alameda county sheriff's office believe they have found this young woman's sedan. finding the car has been difficult because of the high water flow caused by the recent rain. divers might be able to retrieve the car later this morning. a drone is hovering over rapids.

they believe that is the silver honda accord. members of her family were out here to assist in the search. it turns out they were extremely helpful. it was a family member who spotted that object in the water which turned out to be their car. >> their eyes, their attention is so focused on finding their love one it was a miracle they were able to see that anomaly in the water and find it. >> reporter: the 18-year-old daughter had recently graduated high school, was attending college, studying to become a social worker. the chp, as you mentioned, will be shutting down niles canyon at 10:00 a.m. this morning, after the morning commute, in an attempt to retrieve that vehicle. # bob redell, today in the bay.

>> hopefully clearer weather will help the search as well. storms are moving out, but the damage is is done. that looks prior to all the rain we have been having. all the recent rainfall has led to tens of millions of dollars worth damage. governor brown made that announcement last night. each of the counties were heavily damaged by the recent storms. in the bay area, sonoma burn area. communities there in the mountains faced mudslides and downed trees. right now even a little rain could trigger more problems. napa county expected to ratify a recent emergency declaration to recover costs from storm-related damage. it took out several roadways and

caused damage to water and wastewater treatment programs. they will request financial aid under california's disaster assistance act. >> all right. quite a sight here too. look at the erosion on our coastline. the dangerous waves are going to continue that process of causing trouble and more erosion this morning. in half moon bay, people are worried the pounding surf will wash away some of the homes sitting on the cliffs. one of the homes belongs to a state park ranger that was supposed to move in. it is teetering on the edge. >> everything falls into the water eventually. >> where does it end? it's a long coastline. >> many people living in the area are worried a popular walking path along miramar state beach l the next thing taken by

new details we have on that story we first brought you yesterday on today in the bay. we're learning how two men trapped in highway 89 amid an avalanche managed to make it out alive. they did something that likely saved their lives. >> we would sleep for a minute. then turn the car off. >> the area was freezing around the tail pipe and let the carbon monoxide into the car. >> they had their cell service. they were able to call 911. they even took a selfie. they were out within an hour. they were not hurt. >> good thing they had cell

san francisco and the oakland area. if you were out on the roads yesterday, we saw periods of heavy downpours. of course we saw thunderstorms and lightning. over the next half hour, north bay, san francisco, and the half moon bay has a good chance of seeing a few scattered showers. let's go ahead and look at we have seen so far in terms of our water year rain. santa rosa, 194% of normal. oak land, 149% of normal. san francisco has in the year so far over 18 inches of rain. it has been anim pressive amount of rain. here's a quick hour-by-hour outlook. making way for mostly clear skies. but this afternoon, which means you may be able to have a nice dinner or lunch with friends outdoors by wednesday and

circumstances of this hit and run, or hit i should say. ? we can tell you one person was seriously hurt as he was hit by a car. you can see the patrol vehicle there and the vehicle that was involved. lieutenant brian macken here this morning. what appears to have happened? >> sure. we had a driver traveling westbound just passing center road. he was traveling either in a number one or two lane of traffic. the driver did not see the pedestrian. he was clearly outside the crosswalk. the pedestrian was struck. you have serious injuries. he was transported to the hospital where he is in critical condition. >> you have several lanes of traffic. how long do you expect that to be? >> we expect the investigation to take to four hours to complete. a little after 8:00 a.m. is when we anticipate opening the

roadway back up. the driver did remain. we are speaking with him now. >> we heard reports this might have been an uber driver. do you know if that was the case and, if so, if there was a far at the time. >> he indicated he was on a way for a pickup. >> clearly did not make that pickup. but that person is now in the hospital in critical condition. these two lanes will track this with us. we will keep you abreast of what this is at actually and center road. the westbound lanes will be impacted by this crash. we will bring you more information as we get it. kris sanchez, today in the bay. 5:34. we continue to see the aftermath left behind after relentless back-to-back storms. governor brown declared a state of emergency along with 40 others. all of them heavily damaged from

the recent rainfall. it could are trigger more problems for communities. in fact, this morning we are watching the roadways still still from overnight rain. and a big trouble spot on highway 13 where a sinkhole opened up. that's where we find pete suratos this morning. >> reporter: good morning to you, laura. as we are leaving, the crew truck left just moments ago. there is a caltrans crew that went over to check out the sinkhole. i'm not sure what he was doing. we'll show you some of the video from nbc bay area chopper. you can see the sinkhole five feet wide, 10 feet deep. they are calling it sinkhole

steve. they haven't give us a reason for that. we drove around just to get the idea how to get around it. get to highway 13. as i mentioned, crews have shown up. it looks like another crew member has showed up here measuring that sinkhole. they're hoping to fix this sinkhole sometime today. >> talk about all the damage from the storms here.

the 50s across the bay area. here's a quick check of a few cells that are still left behind from that unstable air mass. that could bring a chance of showers in san francisco and the north bay the next hour to two hours. by, 11:00 a.m., we should be completely cleared out most of the bay area. santa cruz expecting to he see a few of those. pushing ahead through wednesday and thursday, we are expecting on thursday a very weak is system that could bring the potential of a few showers thursday morning. the high pressure builds in this weekend. we are expecting several days of sun in the bay area. 41 degrees. by noon, 51. we should top out 56, 57. in san francisco, 42 degrees. also expecting to hit the 50s by 12:00. by dinner time, we are expecting
