i mean, that truck you see spliced right in half. fortunately, no one on the train or in the truck were injured. wow, that is pretty frightening. >> we'll tell you much more about that. but let's start with breaking news. after doubling down on claims of voter fraud, president trump is now promising a major investigation even though those claims have been widely debunked. he is calling today a big one for national security, including a move to fund the wall on the mexican border. our political team has complete coverage. peter alexander joining us now from the white house. he'll start it off. peter, good morning. >> reporter: good morning to you. president trump is putting the power of his office behind yet another major project. today's focus immigration and border security. senior administration official tells nbc news the president will sign executive orders to quote prioritize the removal of criminal aliens and to construct a new barrier along the mexican border during his visit to the department of homeland security

this afternoon. >> mr. may -- >> reporter: this morning president trump is taking the first step to fulfill his signature campaign promise. >> i will build a great, great wall. on our southern border. >> reporter: expected to sign an executive order directing the shifting of federal funds to start the construction of a border wall. the senior administration official says that mexico will ultimately pay for that wall. mr. trump offering a preview tweeting big day planned on national security among many other things. we will build the wall. also breaking overnight, reports of the president's broader proposed immigration plan that includes according to the associated press at least a four month halt on refugee admission and a temporary ban from those coming from muslim majority countries that include iran, iraq, libya, somalia, sudan and yemen. even as president trump met with the congressional leaders, there was claims over the voter fraud. >> that's a total nonsensical

statement. >> this is going to undermine his ability to govern this country. >> reporter: the president's press secretary sean spicer backing up his boss. >> he believes what he believes based on the information he's been provided. he's believed this for a long time. >> reporter: but independent fact checkers and even house speaker ryan say there's nothing to substantiate mr. trump's claim. >> i have seen no evidence to that effect and i made that very, very clear. >> reporter: if proven it wouldn't be an enormous scandal but massive crime. the national association of secretaries of state reaffirming the systemic integrity of the election process saying it's not aware of any evidence supporting president trump's voter fraud claims but open to learning more about the concerns. president trump promising action this morning. on twitter asking for a major investigation into voter fraud including those registered to vote in two states, those who are illegal. and those who registered to vote who are dead, adding depending on results we will strengthen up voting procedures.

justice. >> reporter: insiders say the leading conterpdzs are all federal appeals judges appointed by president bush and white men and democrats are gearing up for a fight. after president obama's nominee, merrick garland never even got a hearing. within the last few moments, seven protesters climbed a crane. you can see the banner, it reads greenpeace in the corner and if the camera pulls out, it has in giant letters the word resist. just blocks away from the white house at this hour. late tuesday seemingly out of nowhere, trump took to twitter, warning that if chicago doesn't fix the horrible carnage there, i will send in the feds. it turns out that the president was likely watching fox news

that ran a segment on that very topic, just minutes earlier. matt and natalie, back to you. >> peter alexander on a very busy day at the white house. back now to the border call and how is that playing out on the border? gadi schwartz is live with more. >> reporter: good morning, natalie. we don't know what president trump's wall is going to look like yet, but we do know what a border fence looks like. this is a piece of the 700 miles of border fencing that separates the united states and mexico. there's another -- about 1,400 miles that's unprotected. we have border patrol, but we don't have a border fence. however, donald trump has said he does not want a border fence, he wants a border wall and he wants mexico to pay for it. it's the constant refrain, we have heard his supporters chanting build a wall. but residents think a wall is going to be particularly effective. the same principles apply as to the fence. they say they'll continue to

come over it and under it. in fact, one of the guys i spoke to on this side of the fence says it takes about 15 seconds to jump this fence. so again, a lot of people saying it's not going to be particularly effective. we'll see how much it will cost. >> gadi schwartz, a big fence. 15 seconds to jump it. wow. msnbc's ari melber is here with today's fact check tied to the trump administration's widely debunked claim that millions voted illegally in this election. >> this started monday night when he told congressional leaders he only lost the popular vote because of alleged illegal votes and sean spicer said that a 2008 study by the nonpartisan pew research center supported the claim that many people who were noncitizens voted. both those claims however are false according to the findings of election authorities. there was no major voter fraud

in in election which is typical. authorities say it's rare for people to take the personal risk of breaking the law to vote when they're not authorized. republican and democratic officials oversee voting in all 50 states and they're responding to the latest claims by reiterating there's no evidence that supports the voter fraud claims made by trump. what about the one specific study that mr. spicer cited? it was from the pew study. in 2012, they found 24 million voters were inaccurate because people died or moved. when it claimed there was voter fraud back in november the author stressed his paper had no findings about the fraud and he spoke out yesterday against the claim, saying there's zero evidence of fraud in the election. bottom line -- trump and his aides have reason to know this evidence and reason to know they're mischaracterizing it which makes the repetition of the falsehoods problematic.

now, the latest news of course, matt, was the tweets we can put them up on the screen after this fact check aired. trump tweeting a call for the investigation into fraud, but only cited registration issues. like voter rolls including dead people. now we have asked the white house whether the president is calling for a criminal inquiry into voter fraud or something else. >> we'll probably know more about this by the end of the day, ari. thank you very much. appreciate it. >> changing by the hour. as we said, president trump is promising to nominate a new supreme court justice by next thursday. nbc's steve kornacki has a closer look at three names in the running. before we talk about the short list here, explain the process of the nomination and what republicans might do to surpass even the democrats. >> right, remember the back story, for a year this seat has been vacant since antonin scalia's death. the democrats now obviously furio furious, there's a threat to

filibuster and the republicans could change the rules of the senate, make it a simple majority of the vote and they have the 50 to get it through. that's drama that's playing out here. >> what are the names we'll be hearing? >> three sort of that nbc news is looking at potentially as trump's short list. maybe the finalist for the thing. start with william pryor. what can we tell you about him? federal judge. all three are federal judges. what would the pros and cons be from looking at pryor? we mentioned scalia, a vocal and outspoken person. that's pryor. very outspoken. of course that would mean this would be an 11 on a scale of one to ten in terms of a fight from democrats. that's one name out there. here's neil gorsuch, he's out of colorado. you can see -- there you go. you can see what you're supposed to see -- there it is. his biography there. but what trump be seeing in terms of pros and cons, this

might be a low key scalia. you don't have the outspoken statements and would that reassure democrats and make them put up less of a fight. another option, number three, thomas hardiman. another federal judge. but what's interesting when you talk about hardiman it's the life story, the biography. you have to sell this candidate to the american people in a way. blue collar upbringing. worked his way through college as a taxi driver. did not go through the ivy leagues. a bit of a different story. of course, conservatives say maybe they're not quite as reassured by his record so far. that he really be one of them for the long term. so maybe the base has concerns. >> when you compare this fight we're going to see over this nomination, and compare it to infrastructure and health care, this is the big fight. >> democrats have been waiting for a year because they were so furious the seat wasn't filled when obama was president. well, greta van susteren is interviewing paul ryan today.

you can see that tonight on msnbc. breaking news from wall street this morning. the dow jones industrial average has reached a major milestone, crossing the 20,000 mark for the first time in history. and it's hovering just above 20,000 right now. cheers could be heard from the floor of the new york stock exchange shortly after the open. boeing and caterpillar contributed to the most gains. forget the flu, the bug to avoid is the nora virus. outbreaks across the country bringing misery to millions of families even forcing some schools to close. nbc's tom costello is in washington with that story for us. good morning. >> reporter: hi, good morning. not a very good morning for a lot of folks nationwide who are sick in bed this morning. and infectious disease experts say the nora virus is one of the contagious and hardiest known. it spreads in close quarters

othink of hospitals, and schools. the symptoms can send you to bed for days. the vomiting and diarrhea -- >> i had it saturday, sunday my older one had it. tuesday after school my youngest one got it for the second time. >> reporter: in one chicago high school, more than a thousand students and 50 teachers caught the virus in a few days. classes cancelled. outbreaks in rhode island causing several schools there to close to disinfect cafeterias and even though it's called the stomach flu it's not related to the influenza virus. but doctors say it's highly contagious. >> if you're near someone who's vomiting, the person vomiting creates a little aerosol and if you're close enough you can literally breathe it in and then

you'll get sick 24 to 48 hours later. >> reporter: experts say the virus can live on surfaces like bedding and countertops making it even tougher to fight. the best defenses are the most basic -- frequent hand washing with soap and water. disinfect contaminated surfaces with a bleach based cleaner and wash linens and towels. if you're feeling sick, stay home. even after the worst of your symptoms pass, you could still make others sick. while nor row virus is deadly, most recover after a few days. the increase in the cases is pretty typical for winter. on average about 19 to 21 million each year. there's not enough data to know if this season is especially bad. but if you or someone has caught it, you know this is absolutely miserable. guys, back to you. >> pretty brutal. tom, thank you. we have an update on the health of minnesota's governor, mark dayton. on tuesday we showed you that

video of him collapsing during monday's state of the state speech. the governor later announced he has been diagnosed with prostate cancer and will undergo either radiation or surgery. now, doctors say the collapse was not related to the cancer. dayton says he plans to finish the final two years of his term. he turns 70 by the way tomorrow. back to the dramatic video at the top of the show and police in utah have released this dash cam video. it shows the moment a train smashed into the fedex truck, wiping out that tractor-trailer. the train just missing the truck's cab. fortunately, no serious injuries. the crossing arms though, they were not down at the time and the lights were not flashing. so they're thinking there are indications that snow and ice may have caused the system to fail. the accident is under investigation. maybe the arms were frozen. >> the latch didn't go off. >> if that tape runs longer, the arms come down after the accident.

snow out there, what's the weather look like? >> the snow is getting out of california and parts of the west. but it is moving into the dakotas. this is south dakota, and you can see a lot offender benders, a lot of people off the roads. the conditions there pretty, pretty awful. however, the good news for our friends out west, things are calming down in california. for the most part things fairly dry. we are looking at a few leftover snow showers around salt lake city and down in the mountains of the southwest, but you can see for today, not too bad. a little on the chilly side in las vegas. 48 and sunshine. some clouds in medford. but l.a. finally, sunshine, 60 degrees, cooler than average, but i think they'll take the sunshine. partly cloudy in san francisco. rest of the country, well, that storm that caused all the problems in the dakotas now making its way into the central great lakes bringing snow and wind. we're looking ahead of the front, some mild weather. but it will be wet from ohio all

today, including one that will begin the process of funding a wall along the southern border with mexico. of course, that was one of his signature promises during the campaign. he also says he plans to announce his supreme court nominee next thursday. and the president also in the news for this late-night tweet, vowing to send the feds to chicago if the city doesn't fix its long-standing problem with violence. citing 228 shootings this month alone. chicago's police superintendent responded, saying his department would welcome any help. in other news, sports caster erin andrews is revealing the secret battle she waged over cervical cancer during the nfl regular season. hoda is here with more. >> after enduring the cancer diagnosis and a painfully public trial, erin andrews is opening up about one of the toughest years of her life. >> reporter: erin andrews was shocked after doctors revealed she had cervical cancer

7:39. we are back now with our ongoing series, where are they now, case closed. this morning, a case that made worldwide headlines. the 2010 killing of university of virginia lacrosse player yeardley love. >> a jury convicted her former boyfriend and fellow lacrosse player george huguely. this morning, his mother is speaking out for the first time and sharing the first pictures of his life behind bars. here is janet shamblian. >> reporter: yeardley love found face down in a pool of blood in her apartment, dead at the hands of her former boyfriend, huguely, and sentenced to 23 years in prison. no chance for parole. his mother who made a brief statement after the trial is, this morning, breaking her silence. >> why are you speaking out now? >> janet, i never spoke

we're back now eight minutes after the hour c. as we mentioned, erin andrews has gone public with her fight against cervical cancer. fortunately, it was caught early. after two surgeries, she's cancer free. for some who skip recommended screenings, the disease can be deadly. here with three things every woman should know is dr. evelyn. january is cervical cancer awareness month. doctor, good morning. >> morning. >> we don't know the specifics of erin andrews' case. we know it is highly treatable, and she seems to be doing okay. >> right. >> routine screenings seems to be the key. what are we talking about? how often should you go for the screenings? >> good question. the college has changed the protocol. is it three or five years? basically, just ask your physician what's going on. but our best screening is our pap smear. women over the age of 30 need an hpv attached to that. >> getting down to the hpv, there is a connection then between the human papalona virus

and cervical cancer. >> yes. however, the majority but not all of cervical cancer is caused by the human papalona virus. >> there is guardasill, boys and girls are recommended to get the vaccine. is that the best protection. >> for the time being, yes. of course, screening. but the american college of s n gynecology and pediatrics to get it starting at the age of 11 and you have until 26. >> highly effective, do we knie nonexposure to hpv, the better it works. >> what are other ways to protect against cervical cancer? >> no glove, no love. condoms. decreasing the amount of cervical exposure that you have. that means decreasing the amount of partners you might have.

but protection, condoms, is the best way. >> what are the symptoms of cervical cancer? >> it has many, many symptoms, believe it or not. not the precancerous lesions. you can get bleeding, meaning bleeding after sex. irregular menstruation. sometimes a foul odor with the vagina can give you a clue as to whether or not you have cervical cancer. >> another important point is age. a lot of people think this is an illness or disease that usually comes earlier than your 50s. but it actually is not necessarily the case, right? >> yes. especially in a recent study. after the age of 65, you know the american college of gynecology doesn't recommend pap shameful. these women are getting cervical cancer and dying from the disease. i say even after the age of 65, especially if you've never been exposed to it and you have a change in your partner, i think you should be screened, nevertheless. >> doctor, good information.

out my phone, i was way less likely to go and check things. >> that's genius. i've never thought about it. >> sleclean up your home screen >> as i'm talking to you, my phone is vibrating. >> my hope is at the end of the 30 day, you will have found three or four keys to mindfulness that you can take away with you and use in your everyday life. >> i've learned some really great tips from andy. two biggest priorities are making time every morning for a few minutes of silence. doesn't have to be a lot of time. also, limiting how much i use my phone, especially at home. the fitness tips have been great. the nutritional tips have been great. but this, this is not hyperbole, this has been transformative and life changing for me. >> the ten minute, sitting there. what do you do when thoughts are kicking around? explain that part. >> at first, it becomes -- it is very difficult to stop your mind from wandering. >> yeah. >> this morning when i did it, you find your mind wandering and
