and as we get a look out there now, it's only 39 degrees in palo alto. another chilly start with highs today reaching the mid to upper 50s. even a few spots hitting 60 degrees so we'll look at the bay area coming up as we go over to mike. better news for dublin. >> look at this on a friday. jammed up to the dublin interchange. the reason why it's backed up is there was an earlier truck fire. the rest of the bay, nothing unusual. but a big trouble right now for the tri-valley. big news that big rig that we talked about, that burned out trailer that has been cleared from the roadway all lanes have reopen. the backup -- the camera's right here, that's where the backup starts to clear up heading to the dublin interchange. slow headed to elle chara. folks were hearing about it since 6:00 p.m. this morning so they know to take 84 and cut down through pleasanton. get back to your typical route because in the next few minutes that should be cleared. also clear are the h train

tracks. no delays for any of the other systems so things are improving at just 5:02. >> let's hope they get some improvement in the developing story. authorities this morning, they're still searching for a bank robber who evaded officers yesterday and prompted a manhunt in the santa cruz mountains. deputies released the surveillance image of the robber. the chase started before 11:00 a.m. at one point it led to the lockdown in scotts valley. that's where the robber left his car on highway 17, took off into the woods after he had already hit several cars. >> he jumped over the ravine there in a black hoodie. >> now, during the chase, the scotts valley police officer fired at least one round, but it's not clear if the suspect

was hit. the lockdown closed nearby schools and backed up traffic well into the evening. we'll continue to follow the search for the bank robbery suspect this morning as well. we're constantly updating our facebook and twitter feeds and our website, nbc bay area.com. hopefully it will save lives. we know that the golden gate bridge will get a suicide bare yes but the costs involved are going up. pete, the board of directors today is going to be meeting and talking about the issues of cost and also the traffic impact of putting in the nets. good morning. >> reporter: that's right, good morning, sam. so suicide prevention nets will be installed later this year. but the board of directors will decide on approving more money that will be used to manage traffic. so it will take about four years to install those nets. now, if you guys remember when this was approved back in 2014, the amount for this project has since doubled. and today the board of directors are going to vote on adding an additional $2 million that will be added for chp to manage the traffic. the good news is most of the

construction will take place at night. so chp will be in charge of closing lanes or whatnot during the night when this construction is taking place. as for that meeting when they approve what they're expected to approve this $2 million to help manage traffic, that meeting is going to take place at 10:00 a.m. we're live in france. >> thanks very much, pete. 5:04 on a friday. a march and a vigil are planned tomorrow for a man shot and killed by a vallejo police officer. he was killed early monday morning when they responded to a fight at a house party. police say they found ramos on top of a 16-year-old boy wielding a knife and that they acted accordingly. social media post, ramos' family said he was defending his brother during the fight and that police did not --

the stronger part of the sentence not the money but the fact that pg&e had to run a ad on television. a woman said that the ruling was fair. >> i thought the judgment was strong. but, you know, it's never not. because i can never get my family back. >> it should also be noted that the utility needs to perform 10,000 hours of utility service and back in 2013 there was a record $1.6 billion penalty imposed on pg&e. about that smell in the east bay, a composting facility has been ordered to dial back operations. the landfill operates the organics material processing

facility and there has been a cease and desist issued due to the foul odor complains. it's being called a public nuisance. the property is called a potential fire hazard. the facility is told to stop accepting green waste until they have a way to properly process it. well, the band is playing on. stanford band is back. they were reprimanded and they have been reinstated. the provost ended the suspension that was supposed to last for the rest of the school year. they're on a provisional status. a campus conduct band found they violated the alcohol policy in a previously imposed travel ban. good friday morning. 5:06. as you step out the door, only 38 degrees in the south bay. 40 degrees in the peninsula and 35 in the tri-valley.

we have at least come above freezing there. 37 in the north bay with some patchy frost. and as we go into this afternoon, reaching 58 degrees in the peninsula. tri-valley 57, it will be right where we should be for this time of the year. average temperatures, a lot of sunshine. it gets even warmer as we head through the weekend. coming up at 5:11 i'll have the plan for for san jose. now, mike what's happening in dublin? >> we have recovery. better speeds than about five or ten minutes ago. that's because that big rig make cleared from the dublin interchange. here's the rest of the bay. that's what you expect for the friday commute. unexpected is this slower drive approaching the dublin interchange. that big rig was in the lane since 6:00 p.m., but it's now been cleared and we have traffic smoothing out in the area. right around the b.a.r.t. stations there. not as many people taking that cut-through. you can get back to your normal route and folks have restored that. over here, you can't use your normal route.

focus on economic cooperation between the uk and the u.s. and it's expected to go better -- or they're hoping that they'll be able to build bridges more so than we have seen recently with mexico. that president's trip now off, not coming to washington. while we await the arrival of theresa may this morning. british prime minister theresa may visits the white house this afternoon. after telling republicans in philadelphia she wants a trade deal and international cooperation with the u.s. >> america is strong and prosperous at home, it's a nation that can lead abroad. but you cannot and should not do so alone. >> may is under pressure back home after president trump said torture works. >> we do not sanction torture. >> neither does mr. trump's defense secretary, general james mattis, being sworn in today. mexico's president cancelled next week's visit, refusing to pay for a border wall.

thank you very much. another protest against the president in san francisco to tell you about. hundreds of people came out last night demanding that donald trump reverse course on the keystone xl and dakota pipelines. he signed executive orders on today allowing the permitting process to move forward. activists say they're fighting to protect the environment and resources. >> if he changed his mind and he changed his way now, for whatever reason, for whatever interest, he would be a hero. >> we won't give up. nobody going to give up. >> protesters say they're not going anywhere and that they're determined to shut the project down. as the president and the mexican president continue to battle over the border wall, san francisco mayor ed lee gearing up for his own battles with the trump administration. in a state of the city speech yesterday, lee promised that san francisco will remain a sanctuary city.

san francisco gets about $1 billion in federal funding. all right. there is growing concern this morning about the president's digital security. all the more amazing given everything that happened with hillary clinton. he appears to have two phones. one issued by the white house. and also his old personal android phone which we assume is insecure. >> and scott mcgrew, the president's twitter isn't as secure as most people's either. >> it's not as secure as mine or at least it wasn't until late yesterday. the presidential twitter account, @potus, doesn't use two factor authentication. that's when you log in and then the service sends you a text. if you pretend to be the president and i do not suggest that you try to do that, twitter offers to reset the president's account with no secondary security. notice that e-mail goes to a g-mail account, not a government account. all of these things are risky security particularly the

president using g-mail. we do understand much of this has been fixed overnight. you have to think that if twitter got a change request for the president of the united states, maybe somebody at twitter will say, maybe we should look into. there's concern about staffers. many own a server that got george bush into so much trouble as well. this is sean spicer the president's press secretary. he appeared to tweet out two mysterious messages that may have been pass words, but could have been pocket dials as well. we'll continue to watch that. landon dowdy's twitter is landon dowdy cnbc. her password is not go tar heels, because that does not work. >> that was in the running when i was creating it. the markets will try to end the week on a positive note. futures are mixed this morning

and the dow rose to the all-time high yesterday, above 20,000. but the nasdaq fell as investors said it was -- had another round of earnings reports. the first report on fourth quarter gdp is expected. the dow rose up to 20100. the nasdaq slipping today. back over to you. >> we'll bring you that gdp data as we get it. a recent warning published by the american medication association about baby gadgets. those that monitor their health, like wireless monitor, temperature monitors. smart socks. little socks there. >> to let you know if they're cold. >> that's what it does. now doctors say these are not particularly -- they're not going to hurt the baby but doctors are concerned whether or not they even work. two questions. do they give proper data particularly about heart rate? secondly, once you have that

>> we all love baby bella. >> yes. >> that's carrie's little girl. >> she is doing great and at home with my mom this morning. sleeping. if you're up this morning, getting ready to head out the door, make sure you bundle those babies up because it is very chilly. and then as we go through the day, it will be warming up. here's a live look outside at palo alto. we have clear skies and looks like traffic is flowing nicely there. we'll check in with mike to see what else is going on. we'll see the cold weather today and then warming up into the 60s in most spots. 60 in hayward and in concord it will be up to 57 degrees. 58 degrees in da lee city and san francisco up to the mid to upper 50s and 59 degrees today in santa rosa. we have all of this dry air rolling in to the bay area. and then we see this cluster of

clouds. another storm system well west of the bay area. it will take a few more days before it gets here. so we are looking at a nice, dry weekend and temperatures will be warming up too. so we won't see that rain moving in until we head into late wednesday into thursday. and then we'll see a couple of rounds of some rain moving in. so enjoy now while we have this dry weather. looking at the reservoirs we have had -- we haven't had any rain since monday. then here we go looking at the levels where there's still at 100% for theuvas reservoir and coyote. the levels are anywhere from 50 to 90%. don pedro at 90%. into southern california, it

doesn't look that high, but keep in mind, just one year ago we were seeing the reservoir levels down to 19, 20%. so we are doing much better. looking what's happening out there now, if you're following me on facebook and twitter, you can ask me any questions that you have. looking at this weekend, some highs in the 50s for san francisco. and 60s for the inland areas. and once again, a lot more sun. mike, what's happening in the tri-valley? >> well, look at the positive like you do. we're looking at the bay area, most of it completely clear and some recovery for the tri-valley. look at that. now almost no slowing remains for west 580. but 84 is seeing more traffic shift there. again, because that big rig it was there since 6:00 p.m. yesterday has finally cleared just before 5:00 a.m. almost 11 hours. live look at the dublin area shows you traffic through the area. no problems. a light flow and a little slowing at el chara. back at the maps, a couple of minutes added on the 580. it's light because it's friday. 84 again, a couple minutes

temperatures dipped into the lower 30s but skies are all clear. we will see the temperatures warming up. 37 at santa rosa and morgan hill at 34 degrees. some frost you may have to scrape off the windshield before getting going. as you get the kids ready for the school bus this morning, it will be mainly clear and cold, at recess they'll enjoy lots of sunshine. still needing that jacket. it will be warming up with some breezy winds at 1:00. as we head over to mike, we're still tracking that slowing, but it's shifted west? >> yes, it's migrated. first we had the big backup in the tri-valley, approaching the earlier crash that has cleared and now it's shifted over to the castor valley and it will hit 880 and disperse north or south. let's look at the bay bridge. the drives through the maze and down the shoreway, 16 minutes from highway 4 down to the bay bridge toll plaza.

the metering lights are on even on a friday. more loosely packed. >> thank you very much, mike. 5:32, a developing story we're following this morning where the search continues for a bank robber in the santa cruz mountains. we first brought you this breaking news yesterday. the suspect has been on the run ever since. today kris sanchez has new developments from overnight. >> reporter: good morning to you, laura. hard to believe we've been talking about this since yesterday, as you said, it's so cold and yet that suspect is still at large and did surface some time between that bank robbery and now. now, this is new video of this morning of the van which sheriffs deputies say he stole from a home in the area of weaver and soda springs. a woman told officers she came home to find an hispanic man in her home with a 6 to 8 inch hunting knife. he told deputies he changed his

clothes and took off in her van and deputies were able to stop that van with spike strips near lexington reservoir. neighbors who know this terrain cannot believe that the suspect is still out there. >> it's steep and hilly. even the streets are steep. i can't walk up my road it's so steep. i can't believe the endurance of this guy without a car. >> reporter: it all started yesterday at 10:00 in the morning when the suspect allegedly robbed a bank of america branch and led the scotts valley police on a chase on highway 17, triggering a full shutdown of highway 17 and a shelter in place for neighbors and schools. here is a surveillance photo from the bank. only he may be wearing a teal shark shirt and a beanie and blue gloves. if you see him or know anything, call 911. but it is hard to believe he's

pictures from arlington. 5:35. newly released photo may bring deputies closer to finding out who killed a woman in her home last month. we have the latest twist in the case and bob, what are we learning? >> reporter: good morning to you, sam. the alameda county sheriff's office says that a surveillance camera captured video of her possible killer. the department has released this still image from the video that shows who law enforcement says is a person of interest in the murder of andrea st. john. unfortunately as you can tell the picture is not that great. you can see it's very grainy but a sergeant tells us after watching the entire video, d.c.s know -- detectives notice he leans to one side when walking. and there's a carolla similar to the one on your tv screen and it helped to establish a time line

for the murder of st. john. detectives say this person and his car were seen near the crime scene in castro valley. this was late monday night or early tuesday morning, december 12th or 13th of last year. this is around the same time law enforcement found st. john dead in her home on grove way and castor valley. her house set on fire in an attempt to cover up murder evidence. >> she's a mother, a grandmother. and so that's important that she's got two daughters that are really, really grieving bad for her. >> i think this is really encouraging. and i'm glad that this investigation hasn't just died off. >> reporter: the reason deputies released this image and information about the car, they're hoping that this rings a bell with you at home. if you have any information, if this jibes with you in any way at all, the sheriff's office is asking you to give him a call. bob rovell, "today in the bay." >> thank you. it's 5:37 right now. a sold-out appearance by a

the bay bridge metering lights are on. we'll tell you what else to look out for. niles canyon road will be shut down again tomorrow as crews try to recover the body of a teenager who crashed her car into alameda creek nearly a week ago. investigators say jada jenkins' car careened off the road after hitting another car. her car was submerged by the time chp officers arrived. searchers spotted the car on monday, but rushing waters kept crews away. another car that crashed into the creek yesterday morning which we brought you as breaking news, but that driver is doing okay. a north bay chp helicopter rescue crew has released video of what turned out to be a busy wednesday. they rescued a paraglider who crashed and he suffered nonlife threatening injuries, and a

hiker injured her park in annandale state park. she was safely transported to the hospital. santa clara county is extending hours for the shelters and warming centers. more beds are added to the shelters as well, as we talk about the cold temperatures this morning. those shelters will remain open through sunday. a moment for reflection today. today is holocaust remembrance day, marking 72 years since the liberation of auschwitz, the nazi concentration camp. the teams are preserving the remnants of the holocaust and the atrocities there. workers are restoring buildings and barracks to the original state. that restoration is supposed to continue for about another two years. more than a million jews are thought to have died just in auschwitz alone. quarter to 6:00 right now. the holiday rush is on across china as people head home to celebrate the lunar new year. the year of the rooster is just about here. it starts tomorrow. and there are festivals planned across china. talk about holiday travel leading up to the new year.

the mass migration across china is considered the largest in the world. lunar new year celebration last through mid february. all right. is it all talk or a total shakeup in washington, d.c.? while conversations continue about a 20% tax on mexican goods. >> scott mcgrew, experts say that could cost billions. >> and cost jobs. mexico is our second or third largest trading partner depending on how you look at the numbers so wall street has to think about how to factor in the possibility of a tax. you know, one proposed by press secretary sean spicer or even bigger tariff discussed by president trump. investigators have not been figuring on a trade war. that said, the dow did hit a new record on thursday. tracie potts will have more for us from washington, but in the meantime, keep in mind, if you tax stuff coming out of mexico to pay for the wall, it will be the person buying it, the american company or the american consumer that actually pays.

>> fourth of july hot dogs, here we go. >> too early to think about that. all i can handle is coffee right now. we are going to have some chilly temperatures as you head out the door. all clear skies. here's a look at emeriville, the traffic is rolling on by. getting very busy with clear skies overhead. look at the temperatures. only 42 degrees right now in oakland. 37 in santa rosa. san jose 38 degrees and 35 degrees in livermore and morgan hill. but then as we go through the day, it warms up into the upper 50s. walnut creek, 58 degrees. livermore, 56. and belmont is 56 today. san mateo is 57. 57 at the marina today. and 58 degrees in nevada and is a mona is 59 degrees. we have a couple of days of dry weather before we start to see the clouds working into the bay

area. but that won't be until about wednesday of next week. so looking once again at our weather planner and looking down the line, starts to show some showers between wednesday night and thursday. until then, enjoy the dry weather. next weekend looks wet. looking at the sierra, we're keeping an eye on the snow pack and the levels and the amount of snow we have had. look at this statewide average. right now, 189% of average. the southern sierras doing the best. we saw all of that heavy snow that happened last week and they're now at 223% of average. compare that to three years ago where it was 12%. so we have made huge improvements here and hopefully we can continue to see some more snow there for a long term water storage. follow me on facebook and twitter. we'll talk more about this and the forecast, which looks

beautiful for this weekend and our high temperatures reaching the upper 50s for san francisco. next week gets started of right and then this weekend, we're going to see those temperatures in the inland areas warming up into the mid to upper 60s. then those showers in the forecast starting on wednesday. mike has a look at the drivers headed out. we get a break from the rain and getting a break from any of the problems in the tri-valley about 5:00 in the morning. all lanes open for 580. if you heard about that big rig fire it is gone for the morning now. looking over here, we still have the water on the road west 37th. still closed into highway 101. there was a fender bender in the area, but it's cleared from the lanes. no problems looking across the venetian bay and from the east to the west bay, and i want to show you the drive times. saw all the green on the map. 17 minutes down to the bay bridge. no delays for the transit systems. all is moving well.

it is 5:56 right now on a friday morning. a very clear look outside right now at the city of san francisco. and the transamerica building. it is cold out there today. but a warm-up in store. we'll talk about this in just moments. well, some frightening moments this morning. a southern california mountain, an avalanche on mount baldy set the scene for this held rescue. four hikers were caught in the snow slide about halfway down baldy bowl, near the 4,000 foot peak. they only suffered minor to moderate injuries and their cell

phones got resectioned and they were able to make a 911 call. a number of rescues have been in the past couple of weeks alone. a quick thinking 911 dispatchers are being credited for saving a woman locked in the trunk of a moving car. she managed to make a call to the johnson 911 call center and they got disconnected. eventually, they figured out the make and the model of the car she was trapped in and even where she was headed. >> texting, it was the only way i know that probably would not get her in trouble. >> this is a prime example of technology being used to the fullest at someone's greatest time of need. >> police eventually spotted the car, rescued the woman and arrested the driver for kidnapping. dispatchers say this shows the need for 911 centers to have updated technology. >> pretty amazing. get them smartphones too. a chaotic scene at a tampa hotel after a fire breaks out.

flames could be seen shooting through the roof of the marriott waterside hotel. that's some cell phone video of it. the fire broke out in the area where roofers were working. but they still have no idea what caused it. fortunately, everyone was able to make it out safely. new details right now on the story we first brought you as breaking news yesterday on "today in the bay." santa clara police are still searching for a suspect who nearly dragged an officer who was trying to arrest him. this happened in the parking lot of the 24 hour fitness. officers approached a white man as he was sitting inside the silver sedan. they found out he was a convicted felon with two outstanding misdemeanor warrants. he refused to get out of the car and sped off. >> the officer was holding on to him and running along the vehicle and let go to avoid being dragged. and the suspect fled the scene. >> the officer was not hurt. at 5:58, a search still

it's just about clear now. northbound 101 saw the first burst. that's an easy friday drive. highway 17 moves well south and north both directions south of the summit. we had the closure yesterday. we will talk more about that right after my report and what's the latest. of here looks great through the east bay for 238. just the volume coming off the valley. no major surprises there. nice, easy blow of traffic. a developing story
