our way. today in the bay starts right now. good morning to you. thanks so much for joining us on now this halfway mark through the week. it's wednesday morning. i'm laura garcia-cannon. >> i'm sam brock. that's the transamerica building. so clear and crisp right now. rain drops all over it. yeah. tomorrow morning we will have that all covered with rain. it will be wet the next 24 hours. we have a few more hours of dry weather towards the day. as we get a look at the rain, we come closer to the coast. it starts out with light showers moving in from the coast to the inland areas as we go through the day. a look at the bigger picture. you see there is a storm system in the clouds. all of that will be here for the rest of the week. we also have a wind advisory that will be in effect late tonight the coast and the hills included in that wind advisory. 15 to 30 miles per hour with

higher gusts. we'll look at how long it lasts coming up in the microclimate forecast. now mike has the crash in live more. >> we had that police activity in san jose. actually has reopened. two things. this shows up right here in the tri-valley. not a major concern. the radar and the data comes in. it may be a possibility. we'll have a crash west 580. i saw a lot of slowing. may have cleared this from the hov lanes. no problems through hayward or the bay bridge. tri-valley travel times 24 minutes. that's great. >> let's hope it stays clear. roads are finally being reopened in east san jose as police investigate a deadly shooting near the eastridge mall. we understand police removed the

victim's body within the last hour. the shooting happened on actually road. so the investigation has been going on for quite some time. so far no suspects have been identified and the motive for the shooting is unclear. this is the city's fourth homicide of the year. today in the bay kris sanchez is there monitoring the scene talk to go investigators. she's going to go for a live update coming up in the next half hour. now to the very latest on a story we first broke last night on nbc bay area news at 11:00. it comes to the disappointment of many is surfers. one of the most iconic in california is in jeopardy. really in the world. >> pete suratos live with details on what it means for even this year's contest. good morning, pete. reporter: yeah. good morning to you. a very popular surfing event, arguably the premier in the bay area. we're standing in front of the

21-year-old cruz vargas robbed a bank last thursday and created delays near redwood estates on highway 17. he was eventually caught the following day in san jose. this might be hard to believe but the search is still going on for an inmate who escaped from custody with his handcuffs still on. we brought you the breaking news during yesterday's newscast. he was on his way to sfu to be france ported back to kentucky when he jumped out of the back of a car on 880 in hayward and took off. the inmate being transported didn't have child safety locks. they didn't put leg shackles on because they were facing a long flight back kentucky. you see them establishing a perimeter yesterday afternoon. they stim hadn't found him. >> he could still be in the community here locally. keep your doors locked i guess,

right? he was wanted for violating probation on a credit card fraud case in kentucky. he was recently arrested in hayward on a dui charge. agreeing to pay more than $1 million for a rape claim by a fellow student. criminal charges were never filed. but in a statement the school says the faculty member was placed on leave after the incident and has since resigned. happening today, can cal state students from across the bay area organizing a protest in hayward. they are discussing a 5% hike in student fees. if the tuition hike comes to pass, it would be the first in five years. good wednesday morning. it is 5:07.

sunshine. you'll get peaks of that. here's our microclimate. 45 in the peninsula. 42 in the tri-valley. also patchy fog in the north bay. a wide range in temperatures from 39 in the north bay to 50 in san francisco. the approach of this next storm system will roll in from west to east with some rain stretching closer to the coast right now. some light spotty sprinkles. it won't arrive with the heavier rain until later on tonight. we could still once again see light rain ahead of that at any point today. the wind starting to pick up. shows the winds rushing 15 to 20, 25 near the coast throughout the evening. later tonight the winds continue to increase with some of those sustained winds 20 to 35 miles per hour. and there may be higher gusts. that with an already saturated ground and more rain moving in. potential of more drown trees.

two weeks ago .. during a haul from california to new york. a truckee family. the pain was so bad he he stopped at a dentist and received antibiotics, but the pain goss worse. on a return trick he went to a hospital in utah. doctors say his tooth infection had spread to his blood and lungs and he died monday leaving a widow grieving. >> it's going to be hard. half of me was taken away. >> they have a 2 and a baby that turns next month. incredible loss there. >> how quickly things can happen. >> very much unexpected. nbc bay area responds to south bay viewers who sent the same complaint to us.

consumer investigator chris chmura took their calls. the dollar amounts varied from $1,000 to $3,000 each. but the story was the same. in all 25 case, people told us they had required an ambulance a little more than two years ago. in the middle of 2016, they got an unexpected notice from a debt collector. >> i was shocked, because i never had any news from rural metro about a bill or anything. >> rural metro is the name of the company that operates ambulances for santa clara can county. in a statement, they acknowledged it sent an unknown number of accounts to collections in error. they said the billing issue resulted from a processing change when rural/metro came out of bankruptcy. we forwarded the 25 complaints we received to rural/metro, it erased almost $35,000 in debt. but there's more. tonight at 11:00, we'll explain

we are going to have some scattered showers. so get ready today. clear the leaves from the storm drains. yes, we have to do that again. 46 in the south bay. 50 degrees in san francisco. patchy fog here and there. i haven't seen any really dense fog. that's good news. 61 degrees will be the high in the peninsula and the tri-valley. upper 50s for san francisco. east bay 60. we're starting to see the rain reaching closer to the coast. lining up from north to south. as it moves in, we will bring in gusty winds. the sister of this storm, the swirl of the clouds well to the west of us. and all of this has to work its way into the bay area with rain. at times it will be a little bit heavier. when we see the heaviest rain it will be in advance of gusty winds from the south. the storm system, along the coastline, in the hills, that's where the winds will be the effort.
