take a live look outside......se vicky/2shot your time now is 7:00. good morning to you. take a look at the beautiful shot right above san jose there. pink and glowing and clear for the moment. thank you so much for waking up with us this morning. i'm vicky nguyen. let's take a look at the forecast with vianey arana. it looks beautiful out there. >> yeah. >> if you want to get things done before the super bowl, perhaps your time is now. >> this is the time to head out. we're tracking a pacific storm system. it's expected to bring a decent amount of rain tonight. it will be around the time of the super bowl. if you were planning on having a

barbecue, go ahead and set it up with a tent or bring it indoors. a few scattered clouds. we're seeing overcast conditions along peninsula and san francisco as well. there it is. san francisco, 51. east bay also at 50 degrees. now here's a quick check of the doppler radar. you're going to notice a lot of cloud cover. we do see that storm just offshore and that storm will be making its arrival. as of now, the time line is showing it at about 4:00. i know super bowl is around the 3:00 hour and i know your friends are proing going to be coming over before that. have them stop and pick up what you need. you don't want to head out. we're expecting breezy and windy conditions as well. tie down anything that may fly away. patio furniture, et cetera. now, as far as those temperatures, well, we will be climbing into the upper 50s and

60s for san jose, but expect that rainfall to stick around through tonight and in through the start of your workweek. but we're also tracking two more storms. rain totals and time lines coming up in just a bit. >> okay. vianey, thank you. we begin this morning with developing news on the president's order that bans people from seven predominantly muslim countries. in a decision made overnight. the fight has now moved to the bay area. a federal appeals court in san francisco has denied the justice department's request for a immediate reinstatement of the president's order. that means the temporary travel ban is not in effect. this comes off a judge temporarily halted the president's order. the department will continue reinstating travel visas that were canceled. we'll wait until tomorrow. that's when the 9th circuit court of appeals in san francisco will hear arguments

from president trump and the administration. once again travelers are being let back into the u.s. including a 12-year-old girl from yemen. she's expected to be in the bay area to be reunited with her family later today. her parents are citizens of the united states. but she was born in yemen. she was about to head to the u.s. but she was stuck in limbo because of trump's immigration ban. they will be there to offer help. >> we expect to see a lot of people coming through from the seven affected countries as families who have waited all week are waiting to be reunited with her family. >> her attorneys confirm to us they have left djibouti, they're on their way to america hoping for a better life for the

12-year-old girl. thousands flocked the san francisco plaza yesterday. a woman now a u.s. citizen, a refugee from ethiopia. >> this country opened up a lot of doors for me. i'm a doctor. i wouldn't be able to do what i'm able to do here in any other country. >> as we said, the battle is far from over. the white house said it is prepared to take this case all the way to the supreme court. a berkeley restaurant is showing support for immigrants and raising money for them. every monday and tuesday they'll be selling taco bowls. the proceeds from each taco bowl will go to the immigrants and refugees. the co-owner andrew hoffman said

return to uc berkeley soon. earlier this week his speech was canceled because of protests that turned violent. demonstrators tore down barriers, started fires, and damaged buildings. this is what it looked like on wednesday. bricks, bottles, and fireworks flying through the air. there were fires and $100,000 in damage before the entire convenient was shut down. the club member was with yiannopoulos the night of the protest. he said he was in fear of what could have happened. he said university officials need to make more arrests if things get out of control again. >> it's complete disgrace that they allowed protests to happen. only one arrest? it should have never happened. this should have never happened. the security should have done their job. >> the group has asked yiannopoulos to come back. the school said it will allow it if the students request another

public speaking event. others are very worried lit cause more damage. a south bay imagine is under arrest this morning accused of killing his wife. they arrested him. they suspect him of killing his 40-year-old wife. the police were called out on thursday morning. that's where they discovered the body in a house on the cul-de-sac. neighbors say the couple lived there less than a year and never heard them argue. >> i was shocked to know someone had been killed. it's very confusing. it's the first time i saw something happen in my neighborhood. >> neighbors say the victim was a doctor and a young girl under the age of 6 also lived at that home. held at gunpoint in their own home, the police released this video from a robbery investigation on friday. police say two armed robbers invaded a home on red stone circle around 1:30 p.m.

proudly caring for northern california, you're lking (live)t "n-r-g" adium houstonthe site super . your time now is 7:14. we are just a few hours away from kickoff. you're looking live at nrg stadium in houston. that is the site of super bowl li. the game between the new england patriots and the atlanta falcons kicks off at 3:30 this afternoon. well, some four-legged deputies from the east bay will be keeping watch at the super bowl. the alameda county sheriff's office tweeted this photo yesterday. it shows capable nine deputies and their handlers in houston. the four are part of the massive security team in texas for the super bowl. police and federal agents from 40 different departments are there. >> everything from more canine teams, more viper units. >> you won't be seeing plain

illness and she had not attend gamd this year, but today she will be there in person to root on her son. let's get a check now of the forecast here with vianey arana and actually i'm hearing the weather at the super bowl will be nice as well. >> yeah. compared to what we'll see, they're definitely better off than we are. good thing last year, right? we had the super bowl here. good thing it wasn't here this year. this year we're dealing with completely different weather than we saw last year. peninsula, 48. tri-valley, 44. mostly cloudy sky and overcast skies for san francisco at 51 degrees. we're not too cold out there, but you may start noticing an increase in cloud cover. that is because we're tracking a pacific storm system that's sitting offshore at the moment. it's expected to hit land at about 4:00. here's a quick check of today's high for the dard. palo alto, 65.

half moon bay, 67, and the skies will be a combination of clouds and rain. here it is. doppler radar right now showing the storm system just offshore already tracking east making its way into the north bay and san francisco first. but as far as the timeline goes, well, let's talk about it. as of now it looks like the arrival of that storm could be as early as 4:00. areas near santa rosa will begin to see moderate to heavy you up pours and if you fast forward to about 6:30 right smack dab in the middle of super bowl, we're talking widespread rain. as far as intensity, i would go ahead and call this a modern storm rngs but periods of heavy storms will be bringing breezy to windy conditions as well. this will become widespread by :30. fast forward. we're not expecting this. the downpours will continue through tonight till about 12:30 and the majority is expected to

track east. right behind it we have lingering showers. so we're not getting a break from the rain through tonight into monday. the rain will also carry on over into tuesday because we're tracking another system that will be making its arrival. fast forward right now through about 5:00. and monday night. look at this. we get another round of showers through santa rosa, along san francisco. san mateo. on monday night into tuesday, it may fall in that rain shadow which means the majority of the south bay may get hit-or-miss showers. the south bay will definitely feel the impact of the storm. let's take a look at the estimated wind gusts. right now fast forward to 9:30. look how strong these winds are expected to get. redwood city. 30 miles an hour. half moon bay, 31 miles an hour. you definitely want to prepare and go ahead and tie down any of that patio furniture. unfortunately if you had plans

for barbecue outside, you may want to take it indoors. you don't want to have to deal with flying paper plates. now the second storm will be making its arrival on tuesday. the third storm arrives on thursday. expect gusty winds at time. briefly heavy rain. localized flooding is a possible risk as well and they could see between 2 to 5 inches of rainfall through the third storm, that is. here's a quick check. a high of 58. windy conditions will begin to pick up at about 7:00. fast forward to monday. the rain continues and we get that second storm arriving on tuesday. 59 degrees. we're going to get the greatest break from the rain on wednesday where it's going to be more periods of showers. and then by thursday, another storm system arrives bringing rain that will carry on as of now through next week. this is definitely going to be a very soggy week for the bay area. stay prepared. stay ahead of the game. don't put away the umbrella and i hope we all enjoy your super

vicky/2st good morni, thanks fog us. good sunday morning to you. the time now is 7:28. 49 degrees out there. let's give you a live look outside of san jose. a little cloudy start to your day, but it's going to be dry for a good pork of ttion of the >> exactly. thanks for waking up with us. you talked about it. you have a few hours to get some things done if you need to be outside or get things going for the super bowl party. but you might not want to stay outside. >> i wouldn't. i know a lot of people love to set up big televisions outside, outdoors. if you have an amazing patio, i hope it has a cover because right around the time of the super bowl, we're talking pouring rain. take a look in san francisco. 62 degrees. we're starting to see those overcast skies. half moon bay looking a little cloudy out there and expect to see highs right now in the 50s.

but they'll be climbing into the upper 50s, staying in the low 60s. we're not staying too cold. the rainfall is expected to touch down. as far as your highs for the day, as they begin to climb into the 50s, you're going to start to see an increase in cloud cover. you can see that storm system just offshore. expect to make its arrival on land at about 4:00 and becoming widespread by about 6:00. also expect to see those winds picking up, anywhere between 15, 20, picking up to about 30, 40 possible gusts by about 7:30. so it's definitely going to be soggy road conditions. hopefully nobody's on the road. i would imagine not too many people are out on the road especially considering the super bowl and all that. however, if you do want to be outside, hopefully it's an enclosed patio because with the wind and the rain, it's going to be blowing sideways. >> good heads-up. we begin with developing news from the early morning hours on

president trump's order banning people from seven skuntries. a federal appeals court in san francisco has denied the justice department's request for an immediate stay of a lower court's stand. that order if you recall bans travel from seven muslim majority countries. it means the executive order now is not being enforced. this all comes just two days after a federal judge in washington state temporarily halted the president's order. the state department says this now means it will continue reinstating travel visas that have been canceled. now what happens? well, we wait until tomorrow afternoon. that's when the ninth u.s. circuit court of appeals in san francisco will hear arguments from the state of washington and the trump administration. as the fight continues in the court, immigrants and travelers once again are being let back into the u.s. that include as 12-year-old girl from yemen who is expects to

feds. >> reporter: that's where millions of drivers learned that their airbags were faulty, they would pay a fine and repairs would be slow. >> so for eight months i was driving around in a dangerous car. >> reporter: he felt he was due part of the $95 million fine that takata paid to the american government. he was wrong. >> i got zero, zero. >> reporter: we analyzed federal fines at nine large agencies totally more than a billion dollars. what stood out is how rarely corporate fines are ear marked for consumers or those who investigated it. when humidifiers started catching fire, the money went straight to the treasury for general use. >> the at&t wireless is in trouble again. >> reporter: a $100 million fine at&t face for misleading

your time now, 7:45. president trump may be taking another step toward u.s. immigration reform. we already know he signed an executive order limiting refugee admissions. mr. trump has also threatened sanctuary cities with the loss of federal funds if they fail to cooperate with the immigrations and customs informant. that's i.c.e. before we get to all of that, larry, just last week we were

talking about how many of these executive orders from mr. trump are going to end up in court. i want to get your reaction this morning on what's happening now with the travel ban. >> right. last week it was the sanctuary cities. this week those who don't agree with the ban, they went to federal court. the judge in washington state did something the other judges haven't done. he issued a temporary national stay, a temporary restraining order for the whole country. not just for your the state. >> he has the power to do that. >> he has the power to do that. it's temporary. the federal government has said, whoa, we want it to go back wrchlt they appealed it, they appealed it to the circuit court of appeals, theth circuit that covers washington, california, and several other states. they said maybe you have merit, maybe you don't, but we're not going to issue something willy

willy just like that. they're all working overtime. everybody has to get their arguments. i want to make one thing clear. the fundamental question is whether this travel ban is allowed. the president says it's allowed because he can control immigration. but the good argument is, no, we're talking about freedom of religion. everyone knows it's a muslim ban and the first meant says you cannot discriminate because of religion. so it's the president's right on one hand versus the constitutional right on the other, freedom of religion, and this is the kind of thing that the circuit court of appeals has to somehow ferret out. right now they have travel. it's been temporarily limited. >> it's 100,000 in the pipeline

so you're talking about a lot of people here. and by the way, once the circuit court of appeals decides on this, you can expect it to go to supreme court and this will take months. >> and the white house has prepared to fight all the way to the supreme court. let's turn to h be1 visas? >> some local observers would say it's somewhat critical. the h1b allows them to hire foreign workers. we're back to immigration. now, the program is particularly vital. take a look at the value of the h1b program to the bay area. 85,000 people admitted every year in this program, yet of that 85,000, one-third as of 2013. one-third were hired by bay area companies. now, it says a lot when a region with less than 3% of the u.s.

population uses one-third of the h1b workers. >> and that makes sense why it would have such an impact on us if mr. trump makes changes. why is it he wants to limit this program particularly because we need these technology workers here in the bay area? >> two pressure sources have come into play here. it's ironic. first, the president we know foreign workers take the place of american workers and they therefore undermine the american employment situation. he's all, by the way, about bringing jobs back to the u.s., we know that. but in this case it's also losing u.s. workers to foreign workers as well. second, for years organized labor has criticized the h1b program arguing they hire h1b workers because they can pay them less. now, studies differ over this conclusion but it's a powerful argument for labor, especially now. so as with so many other alliances we've seen emerge in

the trump area, it ooh's strange intersection between the maverick republican president on one hand and elements that usually support the democratic party on the other. >> larry, as you do so well, break down what the president wants to do about the h1b program and how likely? >> it's believed the president wants to reduce the number of h1b admissions to half. that's 40% less than we currently have. but in this case as we have, he's going to need congressional lenl lags. they're already moving on the issue, although not necessarily in the direction the president wants. darrell issa has made a proposal. issa believes a higher minimum

would keep companies from replacing foreign american workers. there's a bill in mind to hire workers while requiring companies to prove that they have tried to hire qualified americans first. so that's where they are right now. >> those sound like measurable steps. is that going to be enough for the president? >> hard to predict this president as we know over the last few weeks but probably not. probably not why? because last march then candidate trump issued a statement that he was, quote, totally committed to eliminating rampant widespread h1b abuse. whether there is, that's up for grabs. but in subsequent statements he's also said he wanted to limit it to 50,000 for future h1b admissions. but look. make no mistake about this. the tech lobby is not the lobby it used to be.

it's become much more outspoken. they don't treat job issues the way other manufacturing companies do. so they're not about to roll over. and for that reason, don't be so quick here. in unof us should be. for that reason any changes to the h1b program may accommodate the tech companies more and the president less. there's a learning curve for president, all presidents. this president, whatever his sense of self-esteem is going through a learning curve just like allovers have. you know, running a country is not like running a business and that's something this president is going to learn. >> and we're learning a lot about it through his twitter feed. thanks, larry. stay with us. we'll be right back.

good morning, bay area. rain is on the way yet again, which means you may have to prepa prepare. over the next couple of hours we'll start seeing a big change in the forecast. 44 degrees overlooking the ground with our sky cam. right now temperatures aren't too cold. in the 50s. palo alto at 48, san francisco, 42. these temperatures are expected to warm up just a bit for a cool day with a lot of rain. we are expecting that pacific storm system to arrive over the next couple of hours. we are dry right now. it's a good time as vicki y mentioned to run that errant.

this will move inland at about 4:00. that's when the expected arrival is starting off in the storm bay. let's take an hour-by-hour outlook. oakland, expect to start seeing moderate to heavy downpours. fast forward to about 6:00, 7:00, it becomes widespread. where you see the yellow and the orange that's where you could see moderate to heavy downpours. we're expecting windy and breezy conditions to occur around 7:00. gusting of 30 to 40 miles per hour along the half moon bay area. make sure you tie down that patio room furniture. at 5:00 we continue with the rain. we're not expected to have it stop. if you have an early monday morning commute, we could have lingering shower. fast forward to monday and we'll see another round of showers push through the bay area. san francisco out near san mateo and palo alto.

by tuesday san jose could fall in the rain shadow which means the majority of the rain will stick to the north bay and also along peninsula. here's a quick check of what you can expect over the next couple of hours. super bowl sunday right now looking very rainy in the bay area in the next seven days. we're tracking two more storms. we're expecting to make a touchdown by tuesday night. another will be making a touchdown by thursday. so a very soggy seven days ahead in the bay area. you're definitely going to want to take some time and don't put away the rain boots. we've got plenty of use out of them and we're expecting several more inches of rain so it's definitely going to be a very windy and wet week ahead. unfortunately, well, kind of like the rain, but driving in it not so much. today is going to be a good day with family and friends. >> thanks. and thank you for making us part
