constitutional principles involved. but you made a more local case for this, saying this order would have an adverse impact on the state of washington. which sides of the argument or side of the argument do you think had the most impact with the judge? >> it's always hard to know exactly what the judge was thinking matt but i think it's fair to say that we had declarations from businesses like expedia and amazon, university of washington, washington state university, and talking about the impacts to their employees, their students and businesses. we feel strongly that made impact in the court on friday. >> in their appeal the justice department argues that -- i'm quoting here -- the president has unreviewable authority to suspend entry of any class of foreigners. and that judge robart's ruling, quote, second-guesses the president's national security judgment. unquote. should the president have broad authority when it comes to the issue of national security? >> well, there's two different questions there, matt. right? should the president have broad brought authority? sure. we don't dispute that. but the first part, of what the federal government is arguing, is unfettered authority.

in other words, nobody can question it not even a judge. and the federal government argued that in court. and i'm glad that we responded by saying that argument is frightening. we have a checks and balance system in our country. and the president does not have totally unfettered discretion to make executive orders as he chooses. >> yes, and obviously, this is a temporary stay. at the moment, the justice department can go back to the 9th circuit court of appeals today with more evidence and more information. do you think this will hold up? and if it doesn't, what are your possible next moves? >> i'm confident this will hold up, matt. i would not file this complaint unless i thought we would prevail. so our next move is simply to defend this and we're confident. look -- in a courtroom, it's not the loudest voice that prevails. it's the constitution. and the president violated the constitution in fundamental ways and that's impacting thousands of people across our country. and, frankly, that's not right.

obviously, was named mvp. a victory parade will be held in boston tomorrow. this morning, lawyers for washington state and minnesota are telling a federal appeals court that restoring president trump's order on immigration would unleash chaos. that ban was temporarily halted by a judge in seattle. the justice department is set to file its response on behalf of the president today. the white house says it expects the courts to reinstate that ban. a powerful storm system is beginning its push across the country this morning. it's moving ashore in the pacific northwest and will eventually bring snow ice and rain from seattle all the way to new england. we'll get more on that from al in a moment. let us begin this half hour though with an all-new rossen reports this morning. a new case of explodeingeing electronics. this is a laptop bursting into flames several times. jeff rossen is here with this. this is scary video. >> it is. welcome, maria.

good morning, matt. it is dramatic. two teenage boys hanging out at home when the laptop explodes and catches fire not once not twice, but four times. the suspected cause, the computer's lithium-ion battery. the same kind of battery that many of us use every day. causing fires and prompting recalls. this morning, you're about to see that video and how to protect yourself. home security cameras are rolling inside this california house. two teenagers sitting on the couch. this dell laptop plugged in charging. it explodes. blowing out the fire, they carry it outside to the patio. but three minutes later, the laptop bursts into flames again. he blows it out again. but minutes later, the laptop ignites for a third time. the teenager using a fire

extinguisher. it works. and he moves in for a closer look and, boom. the laptop explodes. sparks and embers flying towards him, just inches from his face. >> really scary when it exploded on me. in shock, didn't know what to do. >> reporter: finally, he puts out the fire for good. the apparent cause of the explosions the lithium-ion battery inside. dell telling nbc news it places the highest priority on safety and has launched a complete investigation. these lithium-ion batteries similar to the find that have caused fires in hover boards samsung smartphones and laptops. how dangerous can they be? we've got access at underraters laboratories in chicago. u.l. we are in the battery testing lab. you have to wear safety glasses in here. and you're about to see what it looks like up close when the

good monday morning. we're coming up on 7:56. a lot of rain across the bay area. heavy downpours now moving through dublin. you can see on our camera there windshield wipers on and you definitely need the umbrella as you head out. we'll see this rain off and on. scattered activity. stormranger mobile doppler radar truck scanning around picking up on heaviest rain in the east bay and also for the peninsula and san francisco. it's still raining in dublin and also other parts of the tri-valley over toward pleasanton, hayward getting in on heavy downpours. peninsula over toward redwood city, woodside. some rain that will slow down that morning commute and also a wet start in san francisco in parts of the north bay. we'll still see the scattered activity as we go through the rest of the morning and into this afternoon. later on this evening the rain becomes more widespread with some pockets of heavy rain. we also have a concern of some downed trees and power lines as we will see the winds gusting at times up to 30 to 40 miles an

democrats, are now throwing their support behind a lawsuit over president trump's controversial travel ban. and they're joined by a series anies, as well. all of it, in this suit, that the supreme court will likely, ultimately decide on, with the administration, the fight far from over. today, the legal battle, boiling over, with the president's controversial travel ban on hold right now, as foreigners with visas who were stopped by that ban, now entering the u.s. the federal judge behind that order, now drawing fire from president trump, who's tweeting, just cannot believe a judge would put our country in such peril. if something happens, blame him and court system. people pouring in. bad. the president, under fire himself for calling james robart, a, quote, so-called judge. robart, appointed by george w. bush in 2003. the court order, just one of several fights the

how to do that with grace. if i'm supposed to live show me what i'm supposed to do. >> reporter: celine ryan's journey hasn't been easy. it's been remarkable. she's a 51-year-old engineer from michigan, mother of five diagnosed with colon cancer three years ago. she's not just any patient. they called you a historic figure in medicine. >> hmm. >> reporter: have you wrapped your brain around the immensity of this? >> not even a little bit. it's not sinking in. >> reporter: after undergoing surgery, radiation and chemo in her hometown doctors discovered cancer in her lungs. despite treatment, seven tumors threatened her life. she read online about a clinical trial using gene therapy at the cancer institute in maryland. >> two days after i found out it was terminal i called. it was my birthday. this is great. this is going to work. it's going to be my birthday present to myself. >> reporter: you got turned down.

twice. >> it wasn't their fault. >> reporter: her tumors were too small for the treatment. celine was devastated. but she refused to give up. she reached out once again. and her persistence paid off. in march 2015 she joined dr. steven rosenberg's trial. he's a leading researcher and chief of surgery at the national cancer institute. his trial involves removing cells from a tumor, and multiplying them by billions in a lab, rein turning those cells back to your body to fight the tumor. celine spent a grueling month in the hospital 148 billion cancer fighting sells were put back into her body. and the results sent shock waves through medical community. >> six disappeared completely. one started to grow about eight or nine months later. and with everything else gone and only one tumor in all of the scans that we could do we decided to take it out. >> reporter: celine's cancer has

broader implications. her unusual genetic makeup allowed researchers to identify how to attack the mutation that causes common cancers. >> no one had gotten this treatment to work for the common cancers that start in the lining of the organs of the colon and the rectum and the pan degreeious and the breast. >> reporter: what you attempted to do with celine can be replicated in other cancers going forward. >> our planning in that gene therapy, using the exact reception from celine's cells to treat other people. >> reporter: his team is building an army of cancer-fighting cells. >> let me show you the incubators in which we grow the cells. these are kept at 37 degrees. we grow cells, individual cultures from patients. and so for example, each one of

let's look at your weather and show you what's happening. and we're looking at a lot of wet weather and snowy weather in the pacific northwest. a lot of schools closed in washington state. seattle, the eastern two-thirds pretty good. and warm in the south and the gulf coast. 80s and 70s throughout. 20s and teens as you get into the northern plains. 20s in northern new england. for today, we look at a risk of strong storms today, late in the afternoon and the mid mississippi river valley. rain and snow up and down the west coast, especially in the pacific northwest. beautiful day here in the northeast. temperatures getting nice and mild. and look for warm we we have some pockets of heavy rain moving through the east bay. the south bay mostly dry. san francisco also not seeing much in the way of the heaviest rain. mobile doppler radar truck is scanning around showing the rain is coming down from just

that ban was halted on friday by a federal judge in seattle who dwrished a temporary restraining order. then the ninth circuit judges yesterday reviewed that ruling and at least until they pick up the issue again today, they've kept it in place. that controversial ban has led to nationwide protests. silicon valley's most powerful companies have weighed in with nearly 100 filing a brief to the court, including the likes of apple and google arguing it will keep some of the best minds from coming to america. a lot of folks on this post-super bowl monday waking up to dark and drizzly conditions. kari hall has the latest on the weather after this.

really fine. >> watch those fingers. >> you don't necessarily have to use the frilly top of the celly. and that can work as a seduction technique. you can chop these up fine. but i use this bottom bit. if you spread it open it looks like a rose. we will put it upended in a little bit of the dressing. we'll throw in our hearts of palm celery hearts. a little rough chop on the artichoke. and we'll throw in chives parsley, and pinch of red pepper. >> you know it's going to be good. >> and a little olive oil to activate it. mix it. leave it in the fridge for about 20 minutes. it may get a little wetter. but it's going to have unbelievable flavor and everything is going to get a chance to marry. >> doable. >> we'll move right on. people think lettuce is delicate. take hearts of romaine. brush it with olive oil and

throw them on to the grill. you can do it on a bias to get the grill marks here. you may want to take them off before these, so they have a little crunch. >> they don't get wilty? >> not at all. you can put a little weight on it. i had this one down it's starting to get a char. we'll char it. take it off the heat. right here we have shallots cooking. take it off. and get some bacon off. shallots and bacon fat. we have honey. >> if my husband did all of this for valentine's day i would be his forever. that came out wrong. >> yeah. >> have you got dan stevens' eyes. >> this will be great. >> i'll just stop talking. >> people will show him the dan stevens interview and this. happy valentine's day. >> i'm going to move. dijon mustard, rice vinegar.

and get these combined with the blood orange. mix it with the bacon fat and the shallots. let it come to temperature. as it combines going to bring in a lit official the chopped bacon. four strips worth. it's crispy now but it will become chewy. you want to watch it. you don't want it to burn. moving over here we have our charred romaine. we have our salad. we plate it right on top. >> al how does it taste? >> it's fantastic. really is. >> once we plate it you can scoop the dressing on top. >> we have 20 seconds. >> all right. we'll plate that. little goat cheese. >> and what about the -- >> the steaks here's the rose. stick it right on here. move it down. we have a pound and a half ribeye. you want to slice it against the grain. what i like to do is take it after you cook it to rest. i put it right on top of some arugula, so the juices can act like a dressing. i put a little lemon on top, it
