carry your car away. of course we know in some spots people had to be rescued from their cars. street flooding as we see a lot more yellow here on the radar indicating heavy rain. stormranger mobile doppler radar giving us the hardest rain moving through parts of the north bay as well as san francisco. it is still coming down near daily city. west oakland, lafayette, it is pouring with reds and yellows. it extends to antioch towards delta. still tracking a lot of pockets of heavy rain moving through the peninsula, out of pacifica. and reports of trees down and mudslides as well as. >> a pathway between silicon

valley and the santa cruz side. wet roads is standard for the south bay, especially after that rain you talked about coming through the south bay. highway 17 south from los gatos to santa cruz. a tree sticking out in the fast lane. traffic is getting by slowly past the seen. there are two others they're worried about. a good samaritan stopped by with a chainsaw because they just had one and they are helping out. we have video we will get to quickly. the other critical roadway cut off by a tree down again is on the coast, highway 1 between pacifica and half moon bay because of a tree across the freeway. both directions closed north of the tunnel and devils slide. back to you. thank you very much. we have new video to show you this morning. this is what sam was talking about. dangerous conditions in sonoma county. this is shellville south of sonoma.

rescuers had to save six people from three cars that got caught in rising waters. and it is still coming down. bob redell will join us with a live report in 30 minutes. kari mentioning a flash flood warnings in effect until 4:00 p.m. it is not just the north bay being impacted by the latest wave of storms. >> today in the bay kris sanchez near the guadalupe river. we understand the river could reach flood stage in this latest round. >> reporter: good morning to you, sam and laura. we are here at the guadalupe river. we are hardly ever here near the banks of the guadalupe. you can see how close they are. it is a little too dark to show you, the water is starting to flow over the jog and biking

path. this is a river that is a concern for the flash flood situation. we will be monitoring it for you. our photographer did get video about a month ago. this is how the guadalupe. we have seen plenty of rain since then. our team is forecasting it could reach flood stage. the flash flood watch is a problem in the santa cruz mountains where they are facing more rock slides and mudslides. the storms that are stacked up will be a problem for folks whose homes have had enough. a man in the santa cruz mountains said he can't even begin to fix his roof which was partially collapsed two weeks ago. we'll show you how close this is going to get in flood stage. a lot of equipment to juggle in the rain.

immigrants and refugees welcome. in early january, someone stole the sign. the church replaced it. but just this past weekend, someone damaged one of the sign's poles. the church intends to keep displays that sign. they are divide over immigration is virginia. on one hand, they joined a lawsuit against president trump's immigration order. on the other hand, virginia republican lawmakers are holding the cities responsible. it will now move to virginia's lower house. back to our microclimate weather coverage this morning as we continue to see a lot of changes in the hour or so we have been on air. bay bridge on one side of your screen and the golden gate on the other.

>> there are wind advisories. let's check in with kari tracking the storm. >> we are seeing heavy rain. you can see it in the cameras moving through san francisco, extending over towards oakland. we are getting pockets of really heavy rain here. as we scan around the bay area, some of the north bay seeing a steady downpour. it will take a break soon. you probably definitely need it as we are looking at san francisco, also moving through berkeley, concord and lafayette. san leandro, heavy rain creating standing water. discovery bay with lighter rain. as you go down towards union stickers it is really pouring. it was coming down hard in pacifica a few minutes ago. but another wave of heavy rain towards mill bray and san mateo. palo alto getting ready to see heavy rain as well. with all of this we do have a

flash flood for the north bay, as well as the santa cruz mountains near creeks and streams and rivers. i'll keep an eye on all of this. mike has better news for highway 1. >> the earlier tree down for highway 13 cleared very quickly from the redwood road on-ramp. and the tree across highway 1 as we look at speed sensors all over the bay, highway 1, good recovery as well. the tree was across both directions for the freeway. again, it has cleared, reconnecting folks from pacifica, half moon bay and along the coast. made quick work of that. crews working hard all around the bay. highway 17 jamming up south of bear creek road. heading from los gatos to bear creek, you can use that ramp. we have another tree affecting a lane. the second sounds like it is open. we have good travel times heading towards the bay bridge, east bay and tri-valley.

gate park and hiker in marin county in 2015. landsley will be sentenced to 100 years to life. the second will be charged 50 years to life. at 5:15, courageous actions taken by a flight attendant on a bay area flight are changing the way the airline industry trains employees to look for signs of human trafficking. alaska airlines employee in 2011 noticed something unusual with two passengers on her flight from seattle to sfo. the passengers were an older man and teenage girl. the teen had reported bruises on her arms and odd demeanor. she could tell something wasn't right. so she urged the girl to go to the bathroom where she left a notepad and pen.

get ready to head to work early on this tuesday morning. it is coming up on 5:20. a live look at san jose, 101. there is a lot of sloppy conditions that you have to deal with as the heavy rain starts to move in. we are scanning around the bay area. the mobile doppler radar truck. it is really coming down in san francisco right now. especially there on 101. and as you head over toward the bay bridge. slippery driving conditions. also for oakland, moving toward lafayette and concord, you see the heavy rain. the rainfall rate coming down at over an inch per hour. it does not take a lot of that to really create issues. flooding, street flooding as well and in union city you see the heavy rain moving through there. heading back over toward the peninsula, near pacifica,

burlinggame, turn the windshield wipers up on high. palo alto, more of a steady downpour. it is about to get heavier. we have rain moving through the santa cruz mountains, near saratoga. that is coming down at a rate of half an inch of rain per hour. as he we go through the rest of the forecast, still seeing pockets of heavy rain through the main morning commute. before lunchtime, we will still have scattered showers. but it does start to taper off later this evening giving us a little bit of a break. still times of heavy rain in the north bay, overnight. and then we will see more dryer air moving in in between these rounds of rain and the potential over the next couple of days of getting at least another inch and a half of rain in the north bay. so we're watching the rivers stay like the guadalupe river at almaden. just below flood stage at 4:00.

all of this moisture rolling into the bay area. the storm is not over yet. i'm keeping you updated on facebook and. make sure you're following me. and accepted me any pictures if you can do so safely if you see weather happening. the forecast shows we will be drying out just in time for the weekend. mike has an update on that tree down on 17. >> that's right, kari. it's cutting off part of your freeway heading towards the santa cruz side. wet roads all over the bay. not so much of a disturbance to the flow of traffic. unexpected things on the road like a tree, southbound 17 just south of bear creek, one lane blocked. crews continue to work on this. the speed sensors show a slow southbound drive, los gatos, the santa cruz summit. the approach toward the bay bridge, that's the upper and lower east shore freeways.

we look at the conditions out there. san mateo bridge, very soupy. light volume of traffic but tougher drive for visibility. we're seeing the rain. there it goes. a subtle build as the metering lights, they get ready to turn that on. we did have wind advisories overnight. back to the maps. we'll talk about mass transit as well. so far no delays, no disruptions. and running on time. back to you. that's good news. >> exactly. that's the good news. the commute might have gotten a little more expensive. the parking fee increase happening at several bart stations across the bay area. bart riders at some east bay

celebrating a super bowl. there's the lombardi trophy. never gets old. robert kraft said this was the sweetest super bowl victory they have had. the patriots victory parade is happening later this morning. you probably know by now that the patriots, despite all the deflategate talk, tom brady getting suspended for the first four games of the season, they triumphantly beat the atlanta falcons in the biggest super bowl comeback ever. the pats have won five since 2001. a lot of people made bets on that game in vegas. this is what's going on now. rabbits invading vegas. owners have been abandoning their pets which tend to be harder to carry for than cats and dogs. it seems bunnies are doing what bunnies do best. they are multiplying en masse.

you have to dodge the tree branches and some have the potential of falling because the ground is so saturated. throw in wind gusts 30 to 40 miles per hour and it causes more problems. mobile doppler radar is parked on san bruno mountain. santa rosa is catching a break with lighter rain. for san francisco, really heavy downpours there. berkeley and moving through the oakland hills and lafayette. you see the bright yellows and the roads showing very intense rain. for most of the tri-valley, from pleasanton through sinole, livermore, steady downpour. it creates low visibility and standing water as also getting heavier for the san jose area, especially near evergreen. we'll continue to monitor all of this. a complete look at the microclimate forecast coming up in seven minutes.

on the other hand, we've seen so much drought that i can't help but be glad. >> a good resource is our free nbc bay area app. all eyes on the bay area. today we might get a possible ruling in san francisco that could impact people across the world. today in the bay pete suratos is at the 9th circuit court of appeals where they could decide the fate of the president's travel ban. >> reporter: once again, all eyes will be here in san francisco as the ninth circuit court of appeals decides the future of president trump's tramp ban. be all legal briefings have been filed by both sides, which would be the opposition and the department of justice. some opposition is saying this ban would unleash chaos. former secretary of state's madeline albright and john kerry, as well as tech companies such as apple, google and facebook. the department of justice, on the other hand, is saying that the president is simply trying

to protect national security. a three-judge panel will review the briefs. oral arguments will be heard by phone. experts say the president faces a tough battle. >> this is a huge civil rights case with enormous implications as to people's rights to travel and overall rights in a democratic society. of course there are many organizations that are incredibly troubled. >> reporter: oral arguments will be heard at 3:00 p.m. today. each side will get 30 minutes. thank you for the latest, pete. 5:37. alameda county leaders will approve a new seven-figure legal fund to assist undocumented immigrants. they announced their support for the measure which sets aside $750,000 to fund legal aid for immigrants. a matching grant from the san francisco foundation will double

former stadium. >> now to the latest on the murder trial of garcia torres which enters its sixth day today. he is accused of killing morgan hill teenager sierra lamar. the focus is on the victim. yesterday some of lamar's friends said she wasn't happy about her family's move from fremont to morgan hill. in an odd move, they brought up her use of ecstasy and pot. they didn't want the defense going into "these character assassination tangents." she could use it to show lamar had reasons to run away. >> maybe sierra wasn't as happy as everyone thinks. since the d.a. opened that door, the defense now wants to show a different picture. >> both sides are going to be back in court in just a few hours. and so will we. mary ann favro will be in court bringing us the details.

you can see the water as far as the eye can see, has covered this intersection. this is about 25 yards from our location. you can hear the water. it hits some sort of barrier and it has turn spwaed into rapids. you have to be careful driving in the dark when you have wet, rainy conditions like this. i'll show you an example why. between midnight and 1:00, three vehicles, one was a sedan, a pickup truck, and a third vehicle got stuck in these flooded waters. we are told local authorities had to rescue six people from the vehicles. it's not clear if there was a flash flood and they were driving on dry roads or they thought they could get through. regardless, their vehicles were stuck in the situation. it is our understanding all six did get out okay. shellville is roughly over in that direction. but there is no getting through this area. this section of highway 121 is

temporary shut down on both sides where it coincides with highway 116. and on that end beyond the traffic lights. reporting live in sonoma county, bob redell, today in the bay. >> bob, thank you very much. right now we are seeing pools of water. that is hard to believe. >> a lot of spinouts, crashes. it is not even 6:00 just yet. >> it is just going to get worse. a lot more rain on the way. we continue to see the atmospheric river bringing in heavy rain. a live at san jose right now. drivers on this stretch making it along the roadway just okay. a look at 880 in oakland. it is very slow. you really have to slow it down. pockets of heavy rain. our stormranger, mobile doppler radar truck is parked on san bruno mountain. north bay seeing a steady

downpour where bob is. salsalito, pockets of heavy rain moving there. going down 101 into san francisco. low visibility as you drive out on the roadways. this is what we're seeing all around the bay area. i get a look at the stormranger, pockets of heavy rain near 101, san mateo. you lose that level of detail. so that just shows you the added tool that stormranger is to us. it gives us better accuracy of what's happening around the bay area. a lot of heavy rain. we will continue to see this through the day. as the rain moves north to south. then it tapers later this afternoon. it look dryer. we have to get through the next several hours. another storm will be moving in right behind that. so a couple of rounds of storms moving in for the rest of the week and the potential of an added at least inch of rain for most of the bay area. we can see all of that moisture just rolling in.

>> reporter: guys, good morning. because of the city's lack of oversight, the main way to fight an eviction is taking your landlord to court. but winning can still feel a lot like losing. elizabeth lee was left with $42,000 worth of legal bills after fighting back against her landlord who tried to evict her from her san francisco home of 27 years. the newest owner of the building martin eng tried kicking her out by saying he wanted to move in. it is called an owner move-in eviction, and it's legal. but our investigative unit recently exposed what it appears to be widespread abuse of that eviction, which may be allowing landlords to kick out rent controlled tenants in order to have new people move in at a much higher rent. a judge ruled her landlord's story of wanting to move in wasn't credible, saying the landlord engaged in fraud, intimidation and coercion.
