we saw pictures of kayaks yesterday. another little peek into tomorrow. today is a break from the heavy rain. still going to see showers moving through. as we take a look at the radar, you see we are still tracking a lot of green here on the map. and stormranger, our mobile doppler radar truck is parked on san bruno mountain, scanning around the bay area, showing a lot of rain in spots that don't need it at this point like guerneville and windsor as well as santa rosa, calistoga. all of these areas still seeing the rain this morning, towards napa county and also for spots like vacaville. still tracking more of the rounds of rain moving in. this will be lighter compared to what we have had recently. berkeley, west oakland seeing

showers. and lighter rain heading into parts of the south bay right now. i'll have more on this. as we head oever. >> no delays yesterday. we have those for this morning's commute as well. overall, traffic flowing very well. major roadways flowing nicely. we still have the closure for highway 37 between 101 and africa. pothole repair work the second time here. positive there. this continuing issue. for much more, back to you. >> this could be the new normal for highway 17. a live look at crews racing to

open up at least one northbound lane. you see lights in the distance. that's where they are doing their work. right now one southbound lane is open in each direction. a mudslide shut down a popular roadway scotts valley between sugarloaf and vine hill road. it closed all lanes in both directions. it is frustrating drivers throughout the winter. >> another potential problem we're watching this morning is highway 84 in the east bay. take a look at that after mud and debris blocked lanes for hours yesterday. >> the concern is the rising alameda creek. how are things holding up this morning? >> reporter: we can definitely hear alameda creek rushing down. drivers driving through might

wonder for how long. it was closed 12 hours after a rockslide on niles canyon road, also known as 84. the creek spilled over its face. with clogged storm drains there was really nowhere for the water to go. two cars going into alameda creek. it has been rough for folks between fremont and sinole. >> pretty bad. we got it done. >> it means no customers for local businesses. they are feeling pretty waterlogged as well. kris sanchez, today in the bay. thank you very much, kris. at 5:03. from the east bay to the north bay. concerns continue to mount as the next round of rain moves in. this is a live look at the russian river this morning. it is expected to crest within

the next opinion hour. we're going to continue to monitor this throughout the morning. pete suratos also there now. he will join us with an update coming up in our next half hour. in the meantime, it is an escalating situation on the peninsula too. more rain could mean more raw sewage in redwood city. this is what things looked like last night. the park on west bay shore took on water. that mix of flooding and raw sewage forced people out of their homes. a year ago a flood forced some of the homes to be red tagged. pictures and video of downed trees continue to come into our newsroom in the oakland hills. we want to see your photos too. you can post directly to facebook. and we may show it on tv. this is a good resource for you as you track changes in the

weather at the nbc bay area app. it is free. just open it up and click on the weather tab immediately that opens when you open the app. 5:05. the mysterious death of a novato woman. police found a 61-year-old woman dead in her home on san marcos court. the woman appeared to have suffered from gunshots. investigators are looking for the victim's live-in boyfriend, craig anthony digrazia. he is considered armed and dangerous. they are asking for help from the public to find him. they released a photo of his suspected license plate. he may be driving a 2008 silver hyundai suv. it was a gruesome discovery in oakland. several bags of animal remains find along skyline boulevard.

sonoma. we will watch for heavy downpours. wet weather moving through berkeley, owe rain da. and parts of the south bay through cambria, saratoga. it will be closing in on san jose soon. mike, what's happening with all the roadways? >> good news, light traffic. 5:07. but bad news, we have to watch key spots. you will be jammed up for folks coming into livermore. two lanes for emergency pothole repair. great flow of traffic once you get past it. traffic is slowing between the santa cruz side and los gatos. both directions are traveling

with one lane in each direction. you will have to do a lane shift. just note you can pass in both directions between vine hill and sugarloaf is where they have the traffic control. northbound for the summit, he just heard about this here. a distraction for the southbound side. blocking possibly one lane. very delicate commute. over towards the bay bridge, much more robust. no problems, no delays. a huge flow of traffic to the live shot. the rain had come through. the closure right around atherton. thanks, mike. awaiting a landmark decision. the president's travel ban is on hold for now. we will update you on where the case stands this morning coming up in a live report. >> silicon valley worries about

today in the bay edward lawrence live in washington with details on what is expected to be a landmark decision. good morning. >> good morning, sam and laura. the three-judge panel is determining whether the travel ban should remain in place. this is one of the checks and balances of the constitution at work. the ninth circuit court of appeals promptly probed both side. the three-judge panel asked tough questions of the trump administration lawyers. >> how many have been committed from people coming in from these countries? the answer is there haven't been any. >> the department of justice argued we need to have a balance in immigration policies that guard against terrorists who

want to do america harm. >> the president struck that balance and the district court's order has upset that balance. >> the attorney for the states of washington and minnesota said it is the court's responsibility by law to make sure the president has not overstepped his authority and accepted the country into chaos when implementing the travel ban. >> it has never been more important in recent memory than it has today. but the president is asking the court to advocate that role here. >> president trump won't back down. >> some things favor the law, and i'm all for that. and some things are common sense, and this is common sense. >> isis is trying to do us harm. >> the three-judge panel is expected to make their decision by this weekend. within the last hour, trump took

come down the hill. and maybe you want to get some practice in. >> tahoe. >> we have the report coming up. we are dealing with a lot of rain, a lot of snow. it is still busy out there. a live look at san jose. getting a chance to dry out for some of the heavier rain. at times, scattered showers throughout the afternoon. this is our break. we will have our stormranger tracking what's going on. this gives us a two dimensional view of the rain and the height of the clouds. it can detect the type of precipitation coming out of the clouds. we're the only ones with this tool. so we are basically going to be tracking this as it continues to move in. some of the heavier rain in the north bay.

heavier downpours near santa rosa. a break in the next few minutes. northern marin county. san rafael. san francisco picking up on some of the rain moved in. owe rain da seeing lighter showers. watching the russian river that will be cresting today. high above flood stage at 6:00 in the morning. so the downtown areas really need to keep a close eye on the river levels and move to higher ground. also, if you're planning this weekend to head to the sierra, it is looking good. unfortunately we've got some rain mixing in with the snow. up to 47 degrees tomorrow. 192 inches of snow at the base. we're going to see more rain.

dakota's rich oil fields to a refinery in illinois. opponents promise more protests and legal challenges. this morning nbc bay area responds to a sunnyvale man who said his car was wrongfully towed. >> he got his car back, but not without paying a big chunk of money. >> tim kirkly hands a parking permit from the rear-view mirror of his car. not long ago tim's car was towed. he said his permit was hanging from the mirror as usual and said he took the pictures of it at the tow yard. still, he had to pay $400 to get his car back. tonight at 6:00, we'll explain how it happened and outline your rights if you believe your car has been wrongfully towed. if you have a consumer

area. no changes this morning. a round of heavier rain tomorrow morning. this is a break even though we are still tapping into deep subtropical moisture and it is bringing at times of rain. i want to show you the timeline. lighter rain as we go through our hour-by-hour outlook. coming up in eight minutes, we'll talk more about what to expect as far as your winds and river levels. mike tracking three major issues. that's right. these are weather related. we are looking at your drive at know vat he toe. local roadway flooding. highway 37 completely closed between atherton and 101. westbound direction and now

eastbound is closed. it will probably remain closed through the next storm until the weekend as well. we have emergency repair work. two right lanes blocked. clear through livermore. 45 minutes. almost an hour out of tracy. they are moving. that continuing saga of the mudslide. >> we're going to hand it off to todayed in the bay bob redell. he is continuing our team coverage from highway 17 to give you that vantage point. >> what does the morning commute look like with only the two lanes open. >> still a little bit early in the commute. traffic seems to be moving pretty normally. what they have done is southbound 17, they have turned it into a two-lane road. one lane of traffic in either direction.

northbound 17, the real northbound 17 to your right where the bright lights are, that is shut down because of a mudslide. it is hard to tell. caltrans has made progress. it was covering both lanes. now it is just covering the far right. caltrans workers expected back out here at 8:00 this morning. we just spoke with chp. there is no official eta when they will open. the officer was saying it could be later today. not until tomorrow. a manipulate of mud, rock, debris spilled onto both lanes of northbound 17 in scotts valley between sugarloaf and vine hill road. it caused a vehicle to over. that driver is okay. workers must be careful, however, not to remove too much from the bottom. otherwise, the material on the top can come sliding down. that's why caltrans has ordered a special piece of equipment called the spider, which will be

able to move debris at the top of the slide. >> it is a separate arm that can kind of hold out and you can claim up with the spider. >> it is horrifying. we had a bus full of kids come by two hours before this landslide. it could have been all our children coming through there. >> once the spider arrives, they will be able to finish removing that mudslide and reopen northbound highway 17. incidentally the location of this mudslide is the same location that a mudslide across the tv news van just last month. reporting along highway 17, bob redell, today in the bay. let's go right now, thank you, bob, to the north bay where we find pete suratos. the russian river cresting.

where do things stand right now? >> good morning to you, sam. and i can attest to that. rain has been coming down in guerneville. the river is expected to crest at 6:00 a.m. at 2:00 a.m., it was 34 feet. i want to show you guys, this is a place we have been. we were here last month. there was massive flooding. i want to show you where we were last time. the water was about halfway up the windowsill. you can see it is not as strong as we saw last month. we will show you video when we had the flooding around town. folks using canoes just to get around town. we are in moderate flood stage.

rain after yesterday's damaging storm. this slide in napa may take a week to clean up. the napa river is dropping. >> so many situations to keep track of, laura. alameda creek appears to be full and rushing, the creek is. it seemed to play a major role in the closure yesterday. highway 84 was closed. shut down 12 hours yesterday. floodwaters and debris were to blame for that. this is what highway 84 looked like after was said and done. we would like to see some of the storms from your perspective. maybe from water levels there. that is a photo from candi clark

rule not to impugn other senators. so warren is prevented from speaking about the nominee again. >> betsy devos warning yesterday the education secretary will deliver remarks to employees this afternoon. the senate was tied at 50/50 her nomination. and vice president pence had to break that tie. the first time the vice presidential vote was needed for a cabinet nomination. >> switching gears. it is 5:39. three santa clara county jail guards accused of beating a man to death. the jury will get to see some text messages from at least one of the guards. the guards accused of beating him in august 2015.

they have pleaded not guilty and have been on paid leave since his body was found. messages show at least one of the guards enjoyed seeing the inmate suffer. >> back out to our microclimate alert and a new way to track the changing conditions. menlo park firefighters are keeping an eye on the creek from the sky. they are using drones to help out in ava right of different situations. they have used drones in water rescues and in searches. they plan to use them to fly over emergencies for situational awareness before first responders can-can actually get onto the scene. >> check the forecast. it feels like a break. still showers coming down out there. >> and it is still quite breezy out there. 5:40 this morning, winds coming from the south. half moon bay, 50 miles per

out that the closure has been extended until 8:00 this morning. we should note that power lines came down. folks were without power. again, an extension until 8:00 this morning. 5:46 right now. there is a possibility that water restrictions could last a little longer than expected. considering a recommendation to extend regulations through the spring when governor brown will have the final decision there. water restrictions were first implemented three weeks ago. a plan to raise fairs for buses and transit services that use the golden gate bridge. today people have a chance to get more details during an open house meeting. highway and transportation district is hoping to raise fares to make up for a $51

close. much comes from worry about the future of espn. many are opting for skinny cable bundles that don't include espn. that could have far-reaching effects beyond just espn's parent company disney. back when everybody got espn, whether they wanted it or not, everybody subsidized the sports industry whether they watched it or not. now that fewer people are paying for the channel, that model may suffer. japanese prime minister abe will meet with president trump on friday. the first lady is denying reports she wants to profit from her position. earlier this week, melania trump

sued the daily mail for this, slanderous lies. she said those lies would affect her ability to make money from her position as our first lady. in the suit filed earlier this week, remember, these are the words of melania trump and her legal team, she said opportunity to make millions the next few years as she becomes one of the most photographed women of the world. but the first lady has no intention of using her position for profit and will not do so. so a denial this morning. if you read the lawsuit, which was only just filed earlier this week, it would seem to indicate that was the plan. >> thank you very much, scott mcgrew. >> 5:49 right now. all the water in our reservoirs creating problems. this is lake oroville near chico. the force of the water just

cracked the cement. engineers are assessing that damage. >> that is mazing. the menlo park mayor posted this video on twitter. the creek reached flooding stage yesterday. this is all the debris pulled out of the creek. this playing out all over. >> you know, this is what we need for several years. we need to replenish the deep groundwater. and the reservoirs are doing better but where we should be. this is really helping out.

what we are seeing in oakland, widers showers moving in before the next round of heavier rain arrives early tomorrow morning. still tracking rain moving in. a lot of green on the map. mobile doppler radar parked on san bruno, scanning around. showing some of the heaviest rain and pockets of heavier downpours. spots like guerneville, windsor, sebastapol, santa rosa, it is still raining. let's head to the santa cruz mountains. we had over 12 inches of rain in 24 hours. in just this area. we are tracking a lot of on heavy rain. lighter showers heading also towards san jose. expect the streets to be wet as you out.

up the peninsula, light rain, a light downpour in san francisco just to make things treacherous as you get ready to head out the door. still seeing some of the rain moving in. look hour by hour outlook. it gives us a chance to dry out later on today. and still spotty light rain until the next round of heavier rain moves in. we will also have gusty winds and more potential problems for the bay area as we continue to track all of this wet weather. the model shows a potential of another inch of rain for the north bay. parts of the santa clara valley looking at least an inch of rain. once again this atmospheric over the bay area. we're keeping you up to date on that. our temperatures stay in the upper 50s to lower six for san francisco. check out that weekend. it looks really nice.

a lot of sunshine on the way. still problems on the roadways from the last storm. >> we need some of that to try out highway 37, 101 in novato. the roadway is looking good with speed sensors for san jose. a tree down highway 34. that is familiar for folks when you have damage there. the mudslides continue to be a problem. traffic is flowing in both directions for highway 17. expect major delays. two lanes blocked for repair work right around greenville. metering lights are on and the reds are, guys. >> they are.
