good saturday morning to you. it is 7:00 and here's a live look outside. wow. beautiful skies as we look at san jose from communications hill. for the first time in what feels like a very long time, no rain out our camera this morning. thanks so much for joining us. i'm kira klapper. vianey arana has a look at that microclimate forecast. you say this weekend is the weekend to get out and enjoy. >> it is. you're going to wake up to maybe sunshine, finally, right. >> wow. >> so i think today's going to be a good day for you.

hopefully the sun gets you in a good mood and your day started out nice. south bay in the 40s. not too cold. nice temps, 48 degrees along the peninsula. tri-valley, 46 degrees. you may notice a few clouds in the east bay as well as 47 degrees. san francisco also in the 40s. and with that beautiful sunrise, we can't complain, because it's finally going to stay dry, at least for the next couple of days. seeing high pressure, and as that storm system makes its exit, i just want to show you what the radar looks like. you may see a few scattered clouds and showers right off the coast, but have no fear. we won't see any rain through the weekend, but offshore we are tracking a chance of more rain, but i'll have more details on that. let's enjoy the sunshine for now. so -- >> yes. enjoy it while we have it. all right. indeed. stay tuned for potential rain on the way. >> yes. unfortunately. you know, it's going to be okay today. so, hey -- >> enjoy it while it lasts. as vianey said, enjoy the

nice weather today. across the bay area, damage from the rains, repairs could take time. a gaping hole after a highway collapses. governor jerry brown requested help from president trump and is urging the president to issue a major disaster check clerics de. that's in low gatos. a road frequently used by both cars and cyclists. what's left of los gatos hills. the biggest collapse we've seen all winter long. about 200 feet wide and 50 feet deep. remarkably, no one was injured in the collapse. this morning, though, there's a threat of a smaller slide about half a mile away. fred glover, we spoke with, lives in between the two. >> and i don't know what they'll do here where it's only partially out. they grot to figure out how to keep it from eroding further. i don't know how they're grog to manage that. it's going to be an interesting few months. >> crews say the hillside

continues to inch down this morning. caltrans, though, won't begin working on solutions until monday. they say they hope more of the road doesn't disappear over the weekend. if you are headed over highway 17 this weekend, be prepared for plenty of detours and closures. parts of the road remain closed following a massive mudslide there. just yesterday it was bumper to bumper traffic for hours after the road was closed in both directions. this is the same site where 54-year-old robert dill, a construction worker, was run over and killed by a construction truck while clearing the mudslide thursday. the chp reopened the southbound lane to traffic just after 7:00 last night, but with portions of northbound 17 still shut down into today, drivers are left with few options. >> i'm afraid to take some of the back roads, because you never know, the trees and landslides and might get caught in the middle or something. >> the chp says driver going north on 17 from santa cruz will only be able to get as far as

granite creek road. major problems getting to and from lake tahoe. a south bay couple literally ran into trouble on highway 50 where this tree fell right in front of their car. >> within a second of throwing it in reverse, the rest of the hill came down on to the road. >> across two lanes of traffic. no cars coming the other way. >> yep. once we hit the guardrail, the jeep you know, started tilting, to a 45-degree angle, and luckily then two trees stopped us from flipping over down into the american river. >> wow. glad they are safe. and it was even worse on interstate 80 to tahoe and reno. that highway had been closed in both directions for most of yesterday, because of a mudslide. late last night, caltrans reopened one lane of eastbound 80, but westbound 80 remains closed. and as we have been reporting, the mess left behind from the latest series of storms

's police say a man was trying to get away from the scene of a car crash outside of the parking garage, and this is how police tell us things unfolded after that. >> a single male was seen running from the vehicle holding weapons. officers got into a pursuit. the suspect was involved in another crash. he was taken into custody, as

officers searched the apartments we located one deceased subject. >> so police are treating that death investigation as part of the car crash and pursuit. president trump and the first lady are in florida at the winter white house, as it's being called, with the japanese prime minister and his wife. onboard air force one yesterday, president trump spoke about the travel ban saying while he's confident the ban would be approved by a higher court, it's possible his administration will just write a new executive order. >> we'll win that battle, but we also have a lot of other options, including just filing a brand new order. >> [ inaudible ]. >> could very well be, but i like to keep you, i like to surprise you. >> meanwhile, a court of appeals asked for a vote whether the court should rehear the case. this rare move comes after a unanimous three-judge panel refused to reinstate the president's travel ban. this decision will stay in

place, unless the full court votes. and there is anxiety for immigrant communities here in the bay area this morning. immigration and customs enforcement officials arrested more than 150 people in southern california this week. so now the question is could, it happen here? i.c.e. saying a long-planned operation targeting criminals not an action ordered by the trump administration. community advocates claim agents arrested people with no criminal history at their homes or work. they say the arrests pairs with the political climate has shaken communities. >> talked to close friends and family about my emergency plan. what would happen. it i were detained, and vice versa. exchanged that information, and i mean, those are conversations that i never thought i would have to have. >> senator dianne feinstein issued a statement saying she a alarmed by these arrests. san francisco mayor ed lee says

12-year-old girl scout and her mom outside of an east bay grocery store. the two weren't hurt but are very shaken up. "today in the bay" spoke with them about their terrifying ordeal. >> i never thought that this would happen to me. >> reporter: it did happen, on wednesday. a robbery at gunpoint outside this safeway store in union citizen. rosa bennett and her 12-year-old daughter were there selling girl scout cookies. >> this guy came, and he was asking about cookies. how much is that one? how much is -- then he left. >> reporter: he came back angry. jumping behind the table holding a gun. bennett says she froze. her daughter just stepped away at the car to replenish the cookies. when she got back to the table she knew something was terribly wrong. she concealed her daughter's identity. >> i felt so bad for my mom. i was like, why, why did this happen to happen? why? and i just started crying. >> reporter: union city police were angry, got a full description of the suspect, but

==kira/ra the time is 7:15 on your saturday morning. look at that. the sun shining over the golden gate bridge on a rare dry day here in the bay area. enjoy it while it lasts this weekend, and if you're headed to nearby fan fest at at&t park, not a raindrop in sight. so enjoy the day today. nbc news has learned exclusively that russia is considering turning over nsa leaker edward snowden to the u.s. as a gift to president trump. according to a senior u.s. official intelligence experts sdovlered this after analyzing a series of russian conversations and notes. the materials reportedly talked about handing over snowden to "curry favor with the new president." snowden is a fugitive stuck in russia. if he were to return to the u.s., he would face espionage charges. yesterday's snowden tweeted "irrefutable evidence that i never cooperated with russian

intel. no country trades away spies, as the rest would fear they're next." back here in the bay area, take a look at this video of the water gushing out of the anderson reservoir near morgan hill. about 400 cubic feet of water released every second. this is to relieve the pressure on the aging anderson dam. instead of it being collected for groundwater, this will flow all the way to the ocean. officials say there's simply too much water to deal with after this winter's record rainfall. and this is the scene in the mugs river valley where people are parking their cars and boarding their watercraft. in guerneville, the russian river flooded once again. many people here know not to be fooled by this weekend's clear skies. >> we're not out of the forest yet. and it's february. february's wet month. >> we've had enough. we're done. that's it. stop the rain. >> the third time this year that

this guerneville neighborhood has flooded. and it's one huge water hazard. this is at the redwood canyon golf course in castro valley. it's completely under water, flooded after the storms because a nearby reservoir is over capacity. "today in the bay" got a close-up look at the problem. >> reporter: yes, this isn't the water hazard. this is the 9th hole. in fact, all 18 holes are flooded. in some areas, three to four feet. locals say they've never seen it this bad. too much, too fast. a combination of two inches of rain over the past couple of days combined with water released from the upper san leandro reservoir has turned the redwood canyon golf course into a huge lake. the san leandro creek runs right through here. what is normally a gentle stream has opened up and swallowed this course. >> i do golf here quite often with friends and family in the summertime. this is -- an anomaly.

>> reporter: the golf course since between two reservoirs which they say are both at capacity. they manage the land and tell us their lease agreement with the golf course allows them to flood it if necessary. they're hoping to dry out the course and open by next friday. but east bay says they may need to release more water from the reservoir before the next storm. in castro valley for nbc bay area news. >> wow. aside from that flooding it would be a good day, technically, to go out and play golf. >> we mentioned that it's going be to sunny, but a lot of areas are probably still very muddy. >> yeah. >> you know, after all of that rain, you can only expect to see muddy roads and trails and all of that, but, hey, if you're not wanting to head out to a mountain, at least enjoy the sunshine right here. point arena, looking absolutely subby. look at that beautiful skyline. we will be enjoying a lot of this sunshine through the weekend. half moon bay looking equally stunning thanks to the

underground sky cam. today is a good day not just for inland areas but also along the coast. check out mount diablo. low clouds, looking absolutely stunning. right now, if you're waking up, it's not too cold. the temperature in the 40s. 47 degrees, and 46 the tri-valley. as we begin to say farewell to the upper level low, high pressure dominating, which is why san francisco is looking absolutely gorgeous at 47 degrees right now. a look at doppler radar. we can see over san francisco and the north bay area as well, drying conditions. heading further south along southern california, well, l.a. is expected to see some rain this weekend. and we will begin to see some high pressure dominating, and the disturbance that brought all the rain, at least the next couple of days. tracking unfavorable weather unfortunately yet again that could make its arrival as early

as wednesday. for today a nice breeze across the bay. san francisco, 8 miles per hour and half moon bay expecting about 18 miles per hour right now. fast-forward through 8:30 p.m., you'll start to see the winds pick up a bit. san francisco 18 miles per hour. napa area at about 25. half moon bay staying at about 17 and in redwood city, s10 mils per hour. and the south bay area not expecting to see too much wind. all in all, wind remain fairly calm through sunday. you can see not really a major factor. today's forecast is looking gorgeous, as that high pressure dominates, we begin to climb into the 50s and 60s across the bay area, mostly clee skies. san haase, high of 62. half moon by high of 67 and san francisco could reach anywhere between 59 and 60, which means if you're heading to fan fest at at&t park which is set to take place at about 10:00 a.m. to 3:00 p.m., completely free, by the way, expect a nice day.

welcome back to you. here's a live look at at&t park in san francisco where the sun is shining. and in just about two and a half hours thousands of people will go to giants annual fan fest. from 10:00 to 3:00 and fans are ready for their team to make another run at a world series championship. of course, the giants came up a little short last season losing to the eventual world series champion chicago cubs. the orange and black were back at the ballpark yesterday. fought nor practice, instead kicking off a weekend meet and greet before heading off to arizona for spring training. here's "today in the bay" from at&t park. >> reporter: most players in attendance. you see some behind me now. each with a different off-season story. hunter penns, for example. >> oh, yeah. got married. that was pretty big.

francisco woman. she was evicted from the home she's lived in for decades. yesterday at city hall, about two dozen demonstrators expressed their anger towards the city's sheriff. [ chanting ] >> sheriff vicki hennessy trying to explain the court order of the eviction of 100-year-old iris canada but to no avail. canada has been in the same apartment for years and involved in a lengthy court battle to stay. the owners granted an agreement, but say canada began staying with family in oakland which they say was against the agreement. a claim activist are now disputing. >> we don't expect this of san francisco. we do things differently here. we don't evict people who are 100 years old and have health problems. that shouldn't happen in san francisco. >> after going by the house over the last six months, 12, 14 times, offering eviction assistance, adult protective services working with them, that this is the time do it.

>> the sheriff says iris canada was not home when the evishgzct occurred. an attorney says it was regrettable but could have had a different outcome. after hiring a high-profile attorney, be at the sinking tower, second thoughts. the homeowners association retained dan petrocelli for its lawsuit against the developer. millennium partners. petrocelli is best known for winning a judgment against o.j. simpson for the family of ron goldman. some of the residents of this luxury tower now say they're being kept in the dark. >> we don't know what the legal strategy is. why did they hire a defense attorney? over a construction defect attorney? maybe there's a plan there. i don't think the members of our hoa are stupid. i think they're smart, great people. it would be nice to know what the plan is. >> petrocelli had no comment on the concerns saying he was

with fans today. be packed welcome back. it's 7:39. taking a live look outside. the sun is shining over at&t park which is going to be packed with giants' fans today. the giants are hosting their annual fan fest that starts at 10:00 this morning and goes until 3:00 this afternoon. players are expected to attend. they'll sign autographs, take pictures at locations throughout the park. the event is free and open to the public. i think i read 50,000 people are expected. if you happen to be staying at the same hotel where the warriors stay, be warned. it might be a little noisy. welcome to steph curry's life. [ cheers ] >> wow. this is outside the warriors hotel in memphis last night. rock star treatment for curry as he gets on the team bus. a lot of cheers wherever he goes, as you might imagine.

bring on the sunshine. the bay area finally catching a much-needed break after all of that rain that hit the bay area the past couple of days, and look at this shot over ocean beach. today will be a great day to not just head to the beach, maybe a nice hike. kira and i mentioned the hiking trails might be a little soggy. take boots if you don't mind getting mud on. and thanks to the underground sky cam, seeing high pressure dominating meaning a lot of sunshine, drying and warming conditions as we say farewell to the upper level low. peninsula waking up now to 48 degrees. south bay a nice 478 degrees pap few scattered clouds here or there. low clouds lingering also in the tri-valley at 46 degrees in san

(laughs) what'd he say? and i was like, good-bye. i love you. and i was like, good-bye. se now like, this is the cliffhanger, so we don't know if he loves you. what's gonna happen if he doesn't? francisco lt the number of people kicked out of their homes in san francisco last year was the most evictions the city has seen in 15 years. were these evictions legitimate or are land owners and property owners cheating? digging in to see what's behind the spike. >> reporter: the plain way to fight eviction taking your landlord to court. for some tenants even winning can still feel a lot like losing. our investigation found a lack of enforcement may be allowing landlords to frost off a system forcing people out of their homes.

elizabeth lee has a kitchen table full of nightmares. the stack of documents include evictions letters and lawsuits all involving her landlord repeatedly trying to evict her from her san francisco home of 27 years. >> where would i go? there's no way i could afford to live in the city. >> reporter: lee's under rent control paying just $1,200 a month for her two-bedroom apartment. her landlord started trying to get her to leave soon after he bought her building, suing her in 2010 arguing the longtime flight attendant violated her lease, including using her foam hoar illegal activity. he said you were using this apartment to run a prostitution ring? >> yes, and drug use. >> reporter: lee deny thing-of-the accusations but her renter's insurance decided to settle that lawsuit allowing her to stay in her home, but the landlord didn't stop trying to kick her out. you started getting eviction notices in the mail?

>> yes. in the mail, taped to my door. you know, slid under the door. >> reporter: her landlord served her four different eviction noechts over two years telling her he is to move out because now he wanted to move in. but lee didn't believe him. >> in the middle unit, middle floor, he has no intention of moving in. >> reporter: in san francisco, landlords can legally evict their tenants in they or in some cases their relatives want to move into the home. calmed an owner move-in eviction. recently we exposed a lack of oversight that may have allowed some landlords to abuse the system wrongfully kicking out rent-controlled tenants in order to have new people come in as a much higher rent. what we found, pretty astonishing. we spent six months going door-to-door across san francisco to find out if landlords followed through on moving into the homes where they evicted someone. by law, they have to intend to

live there at least three years. otherwise, the old tenants have a right to move back in at their old rent. we interviews more than 100 people and in 24 cases, nearly one in four of all the evictions we looked into, the landlord, or family member, was not living in the home. an apparent violation of the city's housing laws. >> does anyone actually check in the people that should have moved in are the ones that actually are living there? >> no. we don't check. >> reporter: robert collins, executive director of the san francisco rent word overseeing evictions. back in november he told us his office submits a ran smpl example to the district attorney each month so she can investigate if they're illegally evicting tenants. >> it's doesn't seem to be working? this man is an assistant d.a. saying it's difficult to prove if a landlord actually intended to commit fraud, plus says the random list of e evictions his

office receives each month doesn't actually provide any leads. >> we need to have a reasonable suspicion that a crime is occurring. >> reporter: the whole reason they're giving it to you is so that your team can investigate criminal wrongdoing. >> correct, and we do look into the forms and we do look into this area of the law, and to see what we can do as far as prosecuting cases. >> reporter: can you tell me how many cases you've actually looked into? >> i don't have a number for you, unfortunately. >> reporter: is it possible it's vere zero? >> i wouldn't say that's correct. >> reporter: but you can't tell me what the number is? >> i can't. >> reporter: but he could tell us how many landlords the d.a. office prosecuted for using this kind of eviction to wrongfully kick out of tenants. zero. over the past ten years not a single prosecution. which amazing elizabeth lee since the san francisco rent board actually recommended the d.a.'s office consider taking action against her landlord.

a judge found to be engaged in fraud, intimidation and coercion, taking her landlord to court kept lee in her home but is still left with a mountain of legal bills and the lingering fear that her landlord will try to evict her again. >> reporter: how much have you spent fighting this over the years? >> i'm out $42,000 for sure. used all my savings, so it's been really difficult. >> reporter: elizabeth lee's landlord, martin ing said he'd sit down for an interview and then stopped returning our calls. over the phone told us i'm probably one of the best, honest landlords in san francisco. trying to say i had bad intentions but how did they know if i'm going to move in or not? this is a tenant from hell. she is as nasty as anything. that was the result of our reporting, the san francisco board of supervisors now plans to hold a government hearing on the issue of owner move-in
