oroville dam after a spillway developed what officials call an erosion scar. nbc national correspondent miguel almaguer is there. good morning. >> reporter: matt, good morning. emergency personnel working through the night and now into the early morning hours calling this situation very fluid now, the oroville dam is safe, it's the emergency spillway in jeopardy. if that goes communities downstream would be in serious trouble. the emergency spillway at the oroville dam is this morning in its own state of emergency. warning of an imminent failure and the potential of a catastrophic flood state water officials ordered the immediate evacuation of 188,000 people. >> we thought we were okay and then all of a sudden bam, you need to leave. >> we had to make a very, very critical and difficult decision. to initiate the evacuation. i couldn't risk the lives of thousands of people. >> reporter: the sudden

emergency triggering chaos, as families jammed roadways out of oroville. >> need to go straight through and make a right. >> reporter: gridlock lasting miles and for hours. >> i'm concerned about getting out. >> reporter: with the massive reservoir at over 100% capacity this weekend, engineers spotted an erosion scar near the emergency spillway. lake oroville holds enough water to cover the entour state of connecticut in a foot of water. the tallest dam in the nation, 770 feet, it sits above several communities in butte, sutter and yuba counties. oroville's primary spillway which releases water from the reservoir to free up storage space was damaged last week. now a scramble to get it fixed before the next storm and more rain. but first, this morning, water officials planned to use an army of helicopters and massive boulders to shore up the emergency spillway.

what may be the best hope to prevent a disaster that may be looming. officials say if that emergency spillway gave way a 30-foot wall of water would come cascading down into communities downstream. that of course would be a catastrophe. they hope to avoid that. they have a long day of work ahead. >> miguel, thanks very much. this morning a powerful winter storm is hammering new england. a second round of heavy snow and high winds for a region hit hard last week. once again there are problem airports coast to coast. we'll get al's forecast in a moment. first, blake mccoy is in portland, maine. good morning. >> reporter: sheinelle, good morning. it's a ghost town in portland, maine, the only vehicles we've seen are snow plows as conditions are very dangerous. everyone else staying home this morning. it is deja vu for this part of the country, still digging out from last week's snow. blizzard conditions once again this morning in the northeast.

new england being slammed with its second major snowstorm in a week. >> the last one was treacherous. >> i want it to end. >> reporter: the latest round of snow started falling sunday, and this morning winter storm warnings are in effect from new york to maine. in new jersey, a woman had to be rescued after her car crashed into an icy pond. emergency crews moved quickly as the car filled with water. she's expected to be okay. in bedford, massachusetts, a pedestrian was killed sunday night after being hit by a snowplow. in boston, schools are closed for the third school day in a row. >> out of the safety for our kids and also getting keeping people off the roads. >> reporter: in connecticut, icy roads have caused more than 100 accidents, and 600 calls for help. once again the nasty weather is snarling air travel, 1700 flights delayed, 900 canceled. with snow falling through the morning. >> this is crazy.

>> reporter: maine could get hit the worst seeing up to two feet of snow. now back out here live in maine, i want to show you how big the snow banks are. you can see more than waist high on me. the snow will taper off, the big concern are winds, because they will have potential to pick up this snow and create blowing and drifting, more hazards for drivers. >> al is in ohio. good morning to you. >> reporter: good morning, guys. we'll tell you why we're here in a bit. i was stuck on a runway at laguardia over two hours, a lot of flights canceled. what we've got now, the current radar shows we've got more snow, still pounding maine, lighter snow around the great lakes on into boston. but as you can also see we're going to be looking at this storm pulling away with strong winds, potential blizzard conditions, along the new england coastline. as the storm moves away, the

gusts will continue, it's going to make for hazardous travel. the snowfall amounts right now on top of what's fallen another 8 to 12 inches of snow in northern maine, portland will see another 2 to 4 inches and 57 million people affected by the winds from the spine of the appalachians up to new england, warning areas 50 to 60 miles per hour winds, the watch areas from 40 to 50-mile-per-hour winds and that's going to cause major airport delays continuing from new england all the way down to washington, d.c. >> all right, al, thank you. more in a couple of minutes. let's turn to politics and a host of new concerns facing president trump. including mounting questions about national security adviser michael flynn's future in the administration. nbc national correspondent peter alexander at the white house with the latest on this. good morning to you. >> reporter: good morning. the president today is juggling several significant issues demanding attention, questions of what to do about his

immigration order that is in legal peril, questions about north korea and questions about his national security adviser with one white house official telling me this morning that some aides are encouraging president trump to consider firing michael flynn. back in the nation's capital president trump facing a new foreign test, during his one on one weekend with japan's prime minister in palm beach. the two men reacting after north korea's missile launch over the weekend. this new video of the test released overnight. >> you know what happened? >> reporter: in a joint appearance shinzo abe calling it intolerable. mention trump added. >> i want everybody to understand and fully know that the united states of america stands behind japan, its great ally, 100%. >> reporter: in mexico, thousands protesting president trump's plans for a border wall with a new round of immigration

raids in the u.s. officials announcing hundreds of arrests in at least six states. the operations described as routine focused on criminals. but families fear its part of a broader new crackdown. >> with donald trump being president i see no hope for us. >> reporter: with the president's controversial travel ban on hold the white house to unveil. steven miller who wrote the executive order also lashing out at the courts. >> we have a judiciary that has taken far too much power and become in many cases a supreme branch of government. >> reporter: his boss great job. the future of another aide michael flynn who is no longer denying that before taking office he may have spoke tune the russian ambassador about sanctions imposed by president obama. >> is the president have confidence in his national security adviser? >> that's a question that i think you should ask the

president. the question you should ask reince the chief of staff it's a sensitive matter. >> reporter: repeating the false assertion that president trump lost the popular vote due to massive voter fraud doubling down that thousands of massachusetts residents were bussed into new hampshire to vote illegally. >> i can tell you this issue of bussing voters in to new hampshire is widely known by any one who has worked in new hampshire politics. >> reporter: miller offered no evidence of fraud whatsoever. more on michael flynn, the top democrat on the house oversight committee the fbi and intelligence committee should investigate flynn's conversations and whether flynn encrypted those and an effort to avoid monitoring here at the white house president trump will host justin trudeau, the two will have a news conference together. >> all right, peter, thank you. jeremy bash is an nbc news

security analyst who served at the c, a and defense department and alise jordan was the communications director for the national security council, during george w. bush's administration. good morning. that answer from steven miller to chuck on the fate or confidence in michael flynn, did it sound like a bit of a straight arm? >> that was not a robust defense. if the i were mike flynn i'd be very worried about my standing at the white house with president trump. >> let's talk about why, jeremy. if he had this conversation with the russian ambassador prior to the inauguration and if they spoke about those newly imposed sanctions from the obama administration, how serious a mistake was that? >> talking to the russian ambassador may not be that serious. the question is why did they try to conceal it and perhaps the reason is because the conversation happened on december 29, the very day that the obama administration imposed those sanctions, so clearly he was signalling to the russians hey, when we come in we're going to do things differently. that's not something i think

that the in-coming trump administration wants to acknowledge. >> there is another piece, he misled the vice president. he said that no sanctions or they didn't discuss those so there is a serious credibility issue. >> that's the huge issue i think more so than the communications with the russian ambassador, it's does vice president mike pence who staked his own integrity on what general flynn told him, does he have confidence in the national security adviser. so i think that internally in the white house this is going to be a battle pitting mike flynn up against the vice president. >> can mike flynn survive as national security adviser? >> i think 24 days in he has become the story and you've got north korea trying to launch missile tests, no. >> i think it's hard. the national security crisis piling up. we had a missile launch, from iran, a counter terrorism raid in yemen that's gone poorly, we had a travel ban that's rolled out in a botched fa thetion. they need the a team there. i'm not sure they have it. >> back to north korea.

we talked about the days before the inauguration you said new presidents, new administrations always get tested whether from a terror group or foreign adversary. it seems north korea wants to test this president in the form of a missile, how serious is it? >> it's a serious matter because they launched it into the sea of japan toward our ally japan. but the president when he made his statement saturday i think was kind of too short. he kept it to only 125 characters. he actually could have been more expansive. he should have said i think that we should defend our ally south korea where we have 28,000 troops and we condemn these launches. >> we have a tweet. north korea just stated that it is in the final stables of developing a nuclear weapon capable of reaching parts of the u.s., it won't happen. he drew a line in the sand d. this launch cross that line? >> it's interesting because he drew the line, then when he spoke in his statement he actually was quite hesitant and

new england. up to two feet of snow. boston up to a foot. schools have been closed there for the day. and thousands of flights at airplanes throughout the region are canceled or delayed. nbc news has learned that aides to president trump is asking him to consider firing national flynn, his national security adviser. the reason, flynn is no longer denying he may have talked about u.s. sanctions with the russian ambassador more than a month before inauguration day. also this morning, a south carolina woman who survived an unimaginable kidnapping ordeal is breaking her violence. joe fryer has that for us. >> reporter: good morning. kala brown and her boyfriend disappeared last august. she was kidnapped and rescued two months later. she is sharing her story with dr. phil, who gave us a preview. on a sprawling 100-acre patch of land in south carolina, deputies

say kala brown was held for two months in a metal storage container. for the first time, she is sharing her story publicly in an interview with dr. phil, airing today and tuesday. >> when he opened it and put you in there, what was in there? >> it was pitch-black. but he had a flashlight. and he had a lot of shelving, with, like, dried food and rations and stuff. and lots of bottles of water. >> did he live you bound? or did he bind you? >> he left me bound. and he put a chain around my neck. >> how long was the chain? >> 2 1/2, 3 feet. >> reporter: the man accused of kidnapping her is todd colehappen. he is also charged with killing her boyfriend. a crime she tells dr. phil she witnessed. >> she went into shock instantly. but she began right away to think, he didn't kill me on purpose. there's something going on here.

>> reporter: dr. phil says, as time passed, brown gained strength. >> she said she discerned at that point that he wanted her alive more than he wanted her dead. >> reporter: acting on a tip last november, deputies finally found brown. the sheriff says she was chained like a dog. >> i'm telling you it's by god's grace we found that little girl alive. >> reporter: investigators say he has confessed to seven murders. three of the bodies were found on his property. the other four were killed at a bike shop in 2003. his attorneys have not returned our messages seeking comment on the case. >> if he is watching this right now, what do you have to say to him? >> i would just tell him that no matter what he did to me, he did not break me. he cannot destroy who i am. and i won. >> reporter: when she says something like you did not break me, do you believe it? >> there's no question. you look this woman in the eye,

thank you for doing a great job. >> thank you for having me here today. jenna sharei'm ... oubreakingews: good morning. 8:26. i'm sam brock. we continue to follow breaking news from oroville, we're waiting an update from authorities. this is actually a live look now from our helicopter. as we have seen in the last several minutes, folks walking around the oroville lake area there, preparing to try to shore up erosion. this is what it looked like yesterday, close to 200,000 people were given mandatory evacuation orders over fears about a possible failure of an emergency spillway due to unexpected erosion. crews are scrambling to drop tons of boulders into the spillway, that emergency spillway, trying to shore it up, before the next round of storms arrives. all of this after storms last week damaged the lake's main spillway. this morning, lake levels have dropped enough to limit the

kitchen in vermont. it's nice to see you. look at you with the green hearts. >> i wanted to show some love. >> we're going to make two different recipes. >> we are. >> you say, baking is not as hard as people make it out to be. but you don't want to mess up, especially when it's valentine's day. >> you really don't. >> are you sure that i can do this? be nice. >> maybe. i'm here for you. >> first, is cookies. what are we talking about? >> butter and sugar, always crucial. eggs, flour, some red dye if you want to use it. it makes these extra special. sprinkles, vanilla bean paste. >> we got our batter working here. what do you have already? >> we have the butter and the sugar. and it's creamed together. that looks like a nice, lovely paste. nice and fluffy. add eggs one at a time. and what's crucial is you want to make sure as you add the

eggs, you want them incorporated before you add the flour. this is vanilla bean paste. >> how are the measurements different? >> it is a one to one swap. this has a vanilla bean suspended in it. have you bought a vanilla bean? they're dry as heck. that's the red dye. this is the good stuff. this will make it nice and red and festive. and use as little or as much as you like. darker dyes tend to make recipes bitter. just know that. keep that in mind. >> how long is this going to take? >> we're going to add the flour. always have it on the low setting. otherwise, the flour, you're going to be spritzed with that. you're going to make two batches. one red and one plain. you're going to roll it out into

a nice rectangle. and you're going to plop one on top of the other. and you can get sugar dough from the refrigerated section of the grocery store. i wouldn't. but you can. we're going to do four rectangular pieces, relatively even. >> you're going to create this loaf over here. >> a loaf of dough. and what you do is you are going to slice and dice. you're going to take a nice slice like that, all the way down. and you're going to take this and you're going to stamp it out. you have nice stripes. isn't that clever? you can take the rest of this dough. and you can smoosh -- technical terminology. >> you get less than perfect. >> you put a little -- a little cutout in there. but keep that together. and then, you bake it like that.

you baked your cookies. when they're warm, you can take your cutter and make sure if there's sides that are too brown or that have spread a little, stamp it again when it's warm. and then, we're going to put them together. you're going to take royal icing, which is like glue for bakers. a nice thing of royal icing. and our cutout on top. >> and you made little cookie sandwiches. >> or, if you are a crafty minx, you put a little lid on top. >> it's a little valentine. and a ring. >> is that the real one or the fake one? >> look at that. you gave it to me apparently. it better be real. >> let's go back here. now, you're making truffles. this sounds harder. >> this is so much easier. >> that sounds easier. >> so much easier.
