>> it was that warm, especially in the south bay. it was amazing yesterday. and valentine's day. you couldn't ask ask for anything better than that. as we go through the next several days, we know our weather will be changing. so as we get a last look out there of this dry weather, san francisco looks beautiful to start. clouds moving in. look how warm it is is now. 54 in oakland. almost 10 degrees warmer than yesterday at this time. 57 in napa and santa rosa. highs once again on the warm side. 68 in livermore, napa. san francisco, 63 degrees. mike, as i'm looking at the emeryville camera, it looks dark. >> that's right. as you look at the map, no slowing. it is slow across the lower deck.

you can't see the tunnel, which is normally lit up. you can't see the tower. i'm told the lower deck is also in the dark. some sort of power issue. chp and caltrans is aware of it. there is a good volume of traffic. the lights for the street are on, not the metering lights. >> mike, thank you so much. following breaking news out of san francisco this morning. homicide investigation has shut down several streets in the city. this video from the scene just into the newsroom. we are asking police for the exact chain of events. we'll have updates and bring

them to you as soon as they come in. we continue to follow a developing story out of oroville. >> mandatory evacuation order has been lifted but some aren't going home just yet. >> here's why. another series of storms is approaching that could bring two to four inches the next few days. >> yesterday a disaster declaration was issued. now there is a race against time to fix the issue before the rain comes tomorrow. >> reporter: helicopters will come in and take these bags to the emergency spillway. all of this hard work is not letting up. work crews are moving heavy rocks from here to the emergency

of a shovel into the road. this is near a mile ridge road. it is an alternate when highway 17 is shut down. supervisors still debating a plan to apply for urban schild funding. that's money that would go to disaster and terror response training. urban schild pro mite the militarization of local law enforcement. supervisor cohen called to delay the vote to apply for funding which had been scheduled for the end of the month. an accused serial purse snatcher is back in court today. he targeted at least 14 women between october and december of last year. investigators say the robbers targeted older asian women.

50 has be ut down becau of relief in the sierra. highway 50 reopened in both directions. interstate 80 west brownbound rd as well. great news for the thousands of bay area families heading to lake tahoe. this weekend kicks off ski week for a lot of local schools. a small window to see something absolutely spectacular. a photographer captured the annual firefall. it is when the waterfall appears like lava. the photographer says he can wait all day to try to get that shot. we think it was absolutely worth it. the golden touch over there at yosemite. the angle of the sun, i guess.

lot of rain more much of the bay area except for the north bay. we will start to see some of the showers moving in. for oakland, 62 at 1:00. 5:00, 64 degrees. and you can see what i'm talk building here. some of that rain starting to roll in to far north california. we are starting to see some of the showers to the north of the santa rosa area. and then on northward. so we are going to see a few more spotty showers moving in. we can see that more hour by hour outlook. scattered sprinkles moving off to the south and east.

good through the tri-valley right now as well. back to you. nbc bay area responds to a walnut creek woman whose new windows didn't pass inspection. >> she couldn't get the company that installed them to fix them. chris chmura brings us her story. good morning. one year ago the city of walnut creek expected joanne hernandez's newly installed home depot windows. the city said three did not meet egress requirements for the fire code. meaning she might have trouble getting out in an emergency. so joanne called home depot to tell them the windows failed. she had the company sent out a manager twice to look at the problem but nothing was ever done to correct it, to fix it. after several months, she reached out to us for our help. we contacted home depot, and it went to work immediately ordering new windows that would pass egress and arranging for installation as soon as possible. in a statement home depot told us, ms. hernandez's windows passed permitting, so we were
