watch, also you can pull it up there too. if you download the app you can see the radar. let's look at the radar right now as we continue to see some of the pockets of the heaviest rain moving through the south bay, as well as the east bay. just getting a little bit of clearing now. you're going to be done with this first round of rain. it is is still very soggy out there as we see a lot of rounds of rain moving through the bay area recently. san francisco clearing around the sunset district. but you are also seeing it on the embarcadero right now. seeing downpours near richmond, concord, walnut creek. a steady downpour for those areas as well as the delta heading through the tri-valley. the bright reds and yellows indicating brief heavy rain that could allow for some of the water ponding on the roadways. really heavy rain moving through there. but the heaviest rain moving to

the hills. we are seeing that into parts of san jose. so going to see a soggy morning if you're getting ready to head out 101, south county, morgan hill, as well as through the santa cruz mountains where we have many mounting concerns with all the mudslides and debris rolling across parts of 17 and 152 and some of the roads through boulder creek and heavy rain there. heading up the peninsula, i just wanted to show you the heavy rain there. all of this tapering off late morning and early afternoon. we'll talk about the timeline coming up. very rainy east bay. >> that's right, kari. the east bay. it is worse in the tri-valley. this is not the worst of what kari had on the radar. it is bad as far as the conditions heading across the bridge. slippery conditions puddling,

ponding. the main area is wet. you will find puddles and minor flooding popping up. minor crashes throughout, most of them on the side of the road. around market street, somewhere a crash causing more than just a little bit more of a problem. slow on the sensors. they haven't had an update in the last few minutes. the rest shows wet conditions. still the mudslide. we will continue to follow that and of course send it right back to you. back to the storms moving in right now. we are monitoring the impact it is is already having across the bay area. >> we talked about the fact that the peninsula, one of the spots getting a lot of rain right now. you see the surf and the tied also something we're watching chosely. a live look from pacifica. our forecaster vianey is out there watching conditions. we'll talk to her coming up in 15 minutes. >> now to one of the biggest

problem spots in the bay area. highway 17. here's a live look at the problem right now. you can already see traffic is reduced to just one lane in each direction at 5:04 in the morning. they hope for the next several days of rain no more mudslides occur. off ramps in scotts valley will be closed to prevent drivers from taking short cuts in the city. the north bay, improvements are going on for another troubled highway. crews have been working overnight on highway 37 in novato. this is video from yesterday of the work they were doing to prevent the road from continuous flooding. the highway remains shut down this morning. >> it's a busy one too. this morning for pg&e crews they are already in action. the utility said it they are re

for any outages. wind gusts may reach 40 miles per hour. >> and the first real test for the folks in oroville and the emergency spillway problems we've been watching here, the water level is oroville will be something else. we will be monitoring extremely closely. it hasn't been tested yet with more rain after they brought in boulders to reinforce the structure. more back-to-back storms could mean a mandatory evacuation. the danger is not yet over. pete suratos is out there finding exactly where things stand. we will be talking with pete as he monitors conditions. everyone there hoping for the best. our coverage will continue as well on nbcbayarea.com stkphraofp. all eyes on the building under construction. this is frightening.

showers. it is breaking up for the east bay. raining in the peninsula, the south bay and during the 9:00 to 10:00 hour, starting to see more breaks in this rain. it will still be breezy out the there. peeks of sunshine. we will only have a little bit of time before the rain returns for early tomorrow morning. if you are planning to head over to the sierra for winter break, i'll have a look at the squaw valley/alpine meadows report. >> tracking a big rig which is very easy to track because it is not moving on the nimitz. a bunch of crashes that popped up the past 40 minutes. most of these are minor, off to the shoulder.

roads are wet. more drops on the camera lens. rain moves from north to south. it is clear in san francisco and much of the north bay. just a few lingering showers up there. as we get a closer look at the city, it has cleared out. we are still dealing with wet roadways. patchy fog and mist and drizzle. the heavier rain over towards concord, walnut creek, as well as the delta where we are still seeing pockets of heavy rain, looking at pleasanton to see how hard that is coming down. a rainfall rate of a tenth per hour. oakland, you are seeing clearing there. and heading down towards san leandro, fremont. the heaviest rain moving off to the east, into the hills. approaching pinol he e and livermore as well. yellows here on the map showing rainfall coming down at a

heavier pace, causing slick road conditions, morgan hill, gilroy, as well as the santa cruz mountains. there's our radar. we see very heavy rain there as well. moving up the santa cruz machines, we are seeing the rain moving through palo alto, as well as clearing. we are seeing that happening right now in pacifica. that's where our forecaster vianey is right now. we are going to see what the conditions are like along the coastline. >> yeah, kari. on the drive up here, it was pouring rain. you can still see very strong winds and of course strong waves crashing. there is currently a high surf advisory. it will remain in effect until 9:00 tonight. the potential of waves of about 20 feet, between 13 to 15 feet.

waves peeking mid morning. we are also seeing very strong winds. the coast guard has given out a statement saying, hey, if you have anything to tie down, watch out for debris. they have seen debris washed up with the recent storms. please make sure to tie them down. we'll talk more about the strong wind gusts at 5:45. first, over to mike for a look on the roads. obviously we had very wet roadways. a word of caution throughout the morning commute. also a big problem, not the south bay, not the peninsula. one lane in each direction. we're looking at this. only two lanes in the northbound direction. half of your freeway is blocked. jackknifed big rig.

off-ramp closed from northbound 880. north of the coliseum all the way up to the area of downtown fifth again. chp said big rigs west bound 580. when they say that, it will be a while before they clear. waiting for one of the companies involved. this could be 40 minutes more at least. we'll track the big problem for oakland. the other issue is the rain. it calmed down the last 20 minutes. slick conditions out there. watch the off ramps. quickly up to the maps. the problem in downtown oakland, two and a half times the typical drive. half an hour delay at you travel through 880. the rest moving well. ace train with limited service. back to you. all right, mike. thank you very much. coming up, making a college

thank you for joining us on this thursday on what is becoming an, oh, so familiar site. i'm sam brock. >> i'm laura garcia-cannon. it is causing problems for the morning commute as well. look at the radar. say this is one that will move through quickly. >> we are going to see more of that wet weather the next several days. this is something we're getting used to. we have seen round after round of rain. this one a quick mover. in the pa lanes la, the drivers making it with slippery road conditions in the tri-valley. downpours coming down there. and cloudy in san francisco now as we are also seeing some rain, spotty showers and lighter downpours in the north bay. as we get a look at the radar, heavy rain south and east. lingering light showers in san francisco, into the north bay. so this is what we will be dealing with as we head into tomorrow as well with the second

storm system moving in. we will talk how much rain to expect in seven minutes. mike is tracking a big rig crash in oakland. >> this is the one we have been talking about. my goodness. this big rig on its side. this is the problem. the crash at the fifth avenue off-ramp of northbound 880. you see the damage to the cab. you see a couple on the shoulder as well. an plans was there. the driver suffered major injuries and was transported from the scene. all this traffic jammed. only half of the freeway available. we'll show you the maps and the problems it's causing. all the way seeing wet roadways. slick conditions. the big rig over on its shoulder is blocking half the freeway north of 880. jammed from 5th back to just north of the coliseum. chp giving them them another 45

they are bagging up all the gravel. it will be used to shore up the emergency spillway. the big white bags of gravel as they continue to shore things up. give you the latest update that was tkpeufrp to us. the emergency spillway, the lake levels are 26 feet below the spillway. there is 100,000 cubic feet of water being pushed down the main spillway in anticipation of the storm we are seeing right now. both the both showing some erosion. >> all right. it sounds like we lost pete signal there. the main focus is they are trying to make sure everything is okay. they are making sure in case

they have to evacuate again they are at the prepared. >> they are dropping large boulders for day and a half trying to shore up the emergency spillway, something we will be following. let's check in with kari hall. how strong is the storm that is going to be hitting us. we see the rain moving through with heavy downpours. we are going to see this activity tapering off here. looking once again at this region. the water feeding into the feather river causing flooding concerns as we will continue to see heavy rain. this entire area under a flash flood watch until saturday. so that will be an ongoing issue. a lot of rain, looking at the potential of at least an inch and a quarter, inch and a half. it will be higher, up to two and a half inches of rain. that will be feeding down into the lake oroville area causing concerns the next couple of days.

rain quickly tonight. kari talking about the moving through very rapidly. a lot of rain it brought with it. crews tracking can conditions. you can get information on our home page and the nbc bay area app. the president is expected to put an end to people being mentally unfit from the social administration. scott mcgrew is covering donald trump's first 100 days. people were not happy to see the rule go but they were e happy to end it. >> the rule was put into place my the obama administration. and sometime today we expect president trump will sign a document stopping the rule from ever taking effect. this is probably what it will look like. i say this because president trump here is signing a similar order. this is not the president

signing a law. you need the full cooperation of congress to get a law passed, which the president then signed. the congressional review act is approved by the republican senate on wednesday. this rule would have ordered the social security administration to turn over a list of names of people who were not mentally well enough to work and not mentally well enough to manage their own to the national instant criminal background system. as you might imagine, the nra is against that. so too is the aclu and the national mental health stphaoine and national autism. here's an obvious one. schizophrenia. but also eating disorders and even depression and autism.

the group said this is unconstitutional. if you want to take away somebody's constitutional right you have to have more than a guy sitting at a social security office making the. decision. keep in rule this rule has never been in effect in the first place. mentally ill people are not particularly dangerous with guns. no more than the general population. the duke study, funded by the national science foundation, compared 80,000 documented mentally ill people with the general population and found they are less likely to use a gun in a crime. i talked to a professor who said to me, you know what, i'm embarrassed to be on the same side as the nra to be honest but i still believe in it. we asked the white house and the

roads slick. and the rain is still coming down there. we are going to led up 101, palo alto, where it is also pouring rain at this point. starting to get busy on the roadways. seven-day forecast at the bottom of the screen. the south bay, you see the rain icons pretty much every day in the forecast. we're going to settle into the pattern. rain off and on. we're starting to see some of the rain shifting off toward the south for the east bay, as well as the south bay. and we are getting a little bit of a break in the north bay. but still lingering light showers and light rain in san francisco as we get a closer look. we see pretty much the whole city covered with rain extending to oakland as well. and farther east, we are getting a break in concord, walnut creek. heavy rain for the past 30 or 40 minutes. it will get lighter there. so a chance to head out the door without it pouring at this

point. but discovery bay, you are still seeing heavy rain right now. also for the tri-valley, pretty good coverage. if you're able to wait 10 or 15 minutes, you'll get a break here. that's what we are seeing right now. going up and down 880, 680 at this point. we will start to see that rain activity tapering off for a little while. union city about to catch a break as well. fremont, light showers. it gets heavier as we head into the south bay with pockets of heavy rain between allen rock and lupitis. but heavy rain around gilroy, morgan hill. the rainfall rate coming down quarter of an inch per hour. still a heavy downpour for the santa cruz mountains where we have had a lot of issues with the mudslides. some additional rainfall here may mean more problems. so allow extra time for anyone

coming from the santa cruz mountains into the bay area. breaks in the rain for palo alto. it is getting a little bit more spotty for the peninsula as we are seeing light showers from san bruno and light rain in pacifica. as we get a closer look, we are seeing showers moving in there. we will head out to vianey arana. what does it look like in pacifica? >> reporter: it's getting windier by the minute. with the blowing wind from the northeast, we are starting to see the side ways rain develop in addition to these large waves. the storm will move through pretty quickly. at the moment, if i take out my anemometer, which measures wind speeds, it is 15, 16-mile-per-hour gusts. up to 25 miles per hour as well. although you may not have an

anemometer like i do, we have our app. i know that pacifica right now you can zoom in on your exact location. it shows you the sustained winds 50 to 60 miles per hour. very easy to download this app. future cast, looking ahead, half moon bay -- >> all right. as kari was saying, the wind gusts are strong. >> hope she doesn't get her phone wet in the rain. we have seen the downpours coming down. looking at additional rainfall for much of the bay area reaching an inch to an inch and three-quarters. also for the santa cruz mountains. another two inches of rain. so the storm system moving through now.

>> reporter: good morning. sonoma county schools at the center of this probe. he said when he was in high school classmates repeatedly called him the "n" word. a former classmate posted the con federal flag on social media and threatened him in these online exchanges. they found the district failed to respond appropriately to the harassment. the feds concluded it was a civil rights violation. the department raised concerns that other black students faced similar treatment. without admitting any guilt, the district agreed to make changes. the superintendent said he takes these meters very seriously is
