bay area app. all you have to do is click on the weather tab and you can access our live doppler radar. >> breaking news we have been following overnight. fire crews had to jump into action in the rain after fire broke out at a longstanding restaurant in the east bay. footage just into our newsroom in the last hour or so. flames and spoke overtook k.c.'s barbecue. the owner says he was driving by the restaurant san pablo overnight, spotted the flames, called the fire department. and the family was preparing to celebrate under 50th year in business. we spoke to the nephew of one of the owners. we will look to cue up that sound bite for you. sorry about that. the fire was contained 1:45. it took them an hour to get things under control. the cause of the fire is still under investigation. happening today, there's a plan to ban bart strikes.

today a state senator is 13eb expected to submit two bills to make that a reality. the eupl pact that could have. >> reporter: good morning to you, sam. everything is moving smoothly at the bart station. this is what the east bay senator wants things to look like even during the negotiations. if you commute on bart or if you are an employee you had employees missing, you know what a headache that was. so many were left scrambling. that's why the east bay senator wants to make sure that doesn't happen again. the two bills you mentioned would keep bart workers from striking. should that not pass, the sec d proposed law would make strikes less effective. glazer is a democrat.

senate democrats pull another all nighter debating the nominee for the epa, scott pruett. pruett is up for the final confirmation vote today. nbc news reports oklahoma attorney general is is facing some problems at home. a judge has ordered him to release thousands of e-mails between his office and fossil fuel companies. pruett has a close relationship with that industry. despite the opposition, pruett is expected to be confirmed. >> history is coming to the bay. two full-scale ships are docking along the embarcadero for a 10-day port of call. the lady washington and chief tan. both are represent can qaas that helped to pioneer sea trade in the 18th and 19th centuries. they provide walk-on tours. you can visit them at san

wind speeds in san jose 37 miles per hour. a wind advisory is in effect. as we two through this evening, it will be breezy. we will start to see a shift in the wind direction as we go into tomorrow. this is the first time we have seen that kind of setup this season. gusty winds as we are seeing the rain mosque south to north instead of the usual direction. the richmond san rafael bridge, that is where the rain is coming down the hardest right now. over to emeryville, martinez, that is where it is really pouring. this is the second storm system. the third one right behind that one. the fourth one behind that one. we are going to see it moving through next week.

coyote creek worried about their homes possibly flooding during this week's storm. there has been so much rain the district has not been able to get the water out fast enough. the reservoir is 99% capacity. expected to go over 100% during the storm. >> storms are coming in producing run-off. on the very saturated hill sides that could cause street levels to rise. >> there is nothing we can do about it.

it is mother nature. >> this letter was sent out to reassure residents that the dam is safe in spite of it being near capacity. they are addressing this because they have a 2009 study that found the dam is at risk of becoming damaged after a magnitude 7.25 or greater quake on the calaveras fault. highly unlikely it would fail if there were such a quake. now, in order to relieve the pressure on the dam. that's the reason this outlet has been open five weeks now. if the water does go over as expected, the district will turn this off to minimize any flooding downstream towards san jose. live in morgan hill, bob redell, today in the bay. bob, thank you so much for that report. there are absolutely questions about safety in the area of oroville where rain is still coming down right now. there was plenty of it yesterday. even more expected for today. water levels are, at least for

this is a look at footage september into our newsroom. flames and smoke overtaking k.c.'s cue at san pablo avenue 12:30. an owner was driving by, saw the flames, and called 911. the family was about to celebrate their 50th year in business. we spoke to a family member of one of the owners. >> my grandfather is kind of a mess right now. we are just trying to figure it out, come together as a family and figure out our next move right now. >> the fire was contained about 1:45. the cause is still under investigation. >> happening today, several groups are organizing a nationwide general strike. the group claimed more than 100 protests will take place across the nation. more than 100 protests will pop up across the country, one is planned for noon in san

francisco outside 555 california street. that is a building partially owned by president trump. there have been other protests here, including the one you're looking at. this is one in san francisco as well. it is unclear how many people attend the protest in the city. some of the fdz ties garcia torres to lamar's death. a rope was found inside the car that contains strands of sierra lamar's hair. defense attorneys say it may be the result of cross-contamination by investigators as they were gathering the evidence. 5:. the job site of the san francisco high rise where a construction mishap triggered evacuations is still shut down. building inspectors issued a notice of violation citing failure of a machine that caused the platform the crane was on to tilt. the property owner and contractor required a licensed

the update for the san rafael bridge. thank you very much. quickly approaching quarter to 6:00. parents are awaiting news about a tuberculosis scare in fairfield. the county health department confirmed an active case at the school. it is unclear whether the patient is a student, staff member, or volunteer. the patient is receiving treatment and will not return to campus until cleared by the health department. we are being as transparent as we can. >> the school plans on holding a testing clinic and townhall meeting in the coming weeks. >> we are learning this morning the palo alto school board is voting at the end of the month to fold a segment of stanford university child care center into its own. this is one of stanford's
