and we begin this friday morning with a look at our live doppler radar. there is green pretty much everywhere across the board with the weather wall, if you will. we are tracking that over the wall right now making for a wit and windy commute. a live look at all four of our bay area bridges this morning showing wet conditions that you'll run into when you head out the door. keep the umbrella handy. certainlying a workout this winter. i'm laura garcia-cannon. >> it might not be friday lights but it is friday. >> lots of people trying to get out the door. they want to know how long will it stick around. >> buckle up. we are going on a wild ride with more waves of heavy rain moving in. we have seen this pretty much throughout much of the winter. so here we go again with some waves of heavy rain. you can tell by the yellows and the reds there moving into san francisco right now. what's different about this

storm is moving from south to north, which is a setup we don't normally see. as we get a closer look now at the north bay. close to a half an inch of rain per hour. when it comes down that hard you ge get puddles on the roadway. mike tracking those conditions in the north bay. ? we have had more rain. reporting a little bit of flooding in san carlos. a slower drive midway.

water is being released into coyote creek. it could impact homes along the creek's banks. as the next storm moves in, track it with our free nbc bay area app. click on the weather tab to access live doppler radar. happening today, an east bay senator is planning on introducing two measures that aim to prevent bart workers from going on strike. the bay area came to a stand still when bart workers went on a massive strike in 2013. that led to more grid lock and major issues for people who rely on public transit to get to work. things are running normally here at the fremont bart station. this is exactly what east bay senator glazer wants to look like when contract negotiations are going on between and its labor union. if you are a bart commuter, you surely remember the strikes that left so many people scrambling

for a way to get to and from work. the two bills they plan to introduce would keep workers from striking. the second proposed law would make strikes less effective. glazer is a democrat. two years ago a similar ban was introduced by a republican member of the state assembly. union leaders are blasting this plan. the current bart contract is good until 202. kris sanchez, today in the bay. >> thanks for the very latest there, kris. new video into our newsroom. it is the aftermath of a bombing attack in pakistan that killed at least 75 people. it happened yesterday at a shiite muslim shrine in pakistan. a suicide bomber detonated the bomb in the shrine's main hall

"thank you for all the nice statements on the press conference yesterday. rush limbaugh said one of the greatest ever. fake media not happy!". the president continues to be haunted by questions about his ties to russia. yesterday during the news conference he denied reports that someone on his campaign staff had constant communication with russian intelligence. >> i have nothing to do with the russia. to the best of my knowledge, no person that i deal with does. >> the president also coming to the defense of his former national security adviser he

said he asked for his resignation only because he misled the vice president, not because he misspoke about sanctions. still going on right now, senate democrats pull another all-nighter debating the nominee for the epa, scott pruett. pruett is up for the final confirmation vote today. nbc news reports oklahoma attorney general is facing some problems at home. a judge has ordered him to release thousands of e-mails between his office and fossil fuel companies. democrats say pruett has a close relationship with that industry. despite the opposition, pruett is expected to be confirmed. i'd like to get back to our microclimate weather alert this morning. a wet and windy morning commute.

the radar there on our screen. wherever it is, you're seeing a whole lot of glean. on the right-hand side, a live look from san francisco on the top. san jose on the bottom. let me give you a closer look what's going on around the bay area. some breaks in showers across the south bay. zooming in to san francisco, it is coming down heavily right now. that is where we see the rainfall rates. close to half an inch per hour. that is also moving closer to the bay bridge. as we go down the peninsula, getting lighter in spots. it is still coming down with gusty winds. that rain extends towards parts of emeryville and berkeley, as well as oakland. so there may be more of the water ponding on the roadways. that's what you're dealing with as you head out for that drive. okay, we are going to see the heavy rain approaching within the next few minutes.

hayward seeing lighter showers, as well as fremont, extending towards mill pea tapitas. the rain moves south to north. saratoga, expect rain to get heavier within the next few minutes. heavy rain up to 80 and for the peninsula. we will take a look at the forecast as you get ready to head out for the bus stop. that's coming up in about three minutes. heading over to mike now, it will be dicey on . stkpwhraop it is friday. friday, lighter volume. 17 does show slowing. both directions are slowing. one lane in each direction.

it is pouring. the view out the window right now. 56 degrees with rain. 53 degrees in the tri-valley. in the north bay, it is 50 degrees. cool, soggy and at times gusty winds. looking at some of the heaviest rain moving through the peninsula, as well as the north bay. we will see this in waves coming through because the second storm system moving through this morning. the first one was yesterday. the third is lining up right behind that. there is a fourth one set to arrive next week. let's look at the timeline. 6:00, here we are. we are seeing bright reds and yellows. if you have the app, you can follow along. it takes you throughout the day as well. and looking at 9:00 this morning, when more people are getting out on the roadways you will see heavy rain. the seven-day forecast at the bottom of the screen shows a lot more waves of rain moving in. it won't be raining the entire time. as we go into this evening, starting to see a little bit of sunshine peeking through.

at any point we could still see rain falling. not seeing much in the way of clouds. a long weekend for many. if you are heading to lake tahoe, it will be in the 40s. rain mixing in with snow. additional snowfall expected. bring the tire chains. if you're heading to the beach in monterey, a few thunderstorms and off and on downpours. water temperature at 54.5. brave souls out there.

recovery across that richmond to san rafael bridge. the rain also came through the area. still puddling and pondinging. despite minor flooding for 101. kris sanchez just got to the scene scene. are you seeing surface flooding? >> the good news here, the water seems to have run off at this point. the water company did manage to shut off the broken water main break. you can see on the roadway where that water was a little bit earlier, where it was lifting through the concrete on the ground. and it was coming through the cracks in the roadway. the water company is here you can see the truck right there.

there is a bigger kind of a worn out area, pothole that seems to be developing. and the concern was there would be compromised roadway here. you can see the crackling here in the asphalt. the water has subsided. there are four homes that are now without water. we will see you the video we have from when the water was coming at full force early this morning. we don't know how much water was tkpwuri gushing water came out. it started flowing 5:30 this morning. crews are out here. repairs are under way. the water has run off. good news for folks is they are on a hill and the water has gone away. so it is not ponding in this direction. here live we see another crew has just arrived to resolve the situation. we will try to get more

information and bring it to you as soon askris sanchez, today i now an issue that is affects the south bay. concerns for people who live along coyote creek in morgan hill as from the anderson reservoir is being released into the creek. >> the reservoir has been near capacity the past several weeks because of all the recent rain. it is not supposed to get too full. it could become unsafe in the event of a large earthquake. >> bob redell joining us live with an update on the water levels and overflow concerns. the water gushing behind you, bob. >> good morning, sam and laura. it is possible they could experience flooding. santa clara water district is trying to lower the level of the

reservoir. they kept their release outlet fully open. gushing water 400 cubic feet per second. so much rain the district has not been able to get it out fast enough. it is 99% capacity. expected to go over 100% with the incoming storm. a district spokesperson said the water would start pouring over the spill, into the creek below. >> it is producing runoff. and on the very saturated hillside could cause the creek levels to rise. >> not a lot we can do about it. it is mother nature. >> the santa clara valley water district sent out this letter wednesday night to a residents that the dam is safe despite it being near capacity. a 2009 study found the dam is at risk of becoming damaged.

they believe it is highly up likely the dam would fail, just that it could experience damage. it shouldn't go above 68% capacity in order to release pressure on the earthen dam. hence, the reason the outlet has been open five weeks now. if the water does go over the spillway as expected, the district will turn off this release to minimize possible flooding downstream on coyote creek. bob redell, today in the bay. >> bob, thank you very much. 6:38. right now water spilling out of the main spill in oroville. we are closely monitoring that situation. that's the dam up north, not far from chico. the rain is falling in the area. at the moment water levels are well below the threshold for the emergency spillway to be activated. federal regulators issued a warning back 2011 saying the communities downstream of the dam would not receive enough

warning time for an evacuation if the dam failed. right now regulators are stressing it is not in of failing. crews are still working to make those repairs. nearly 200,000 people who live near the dam were issued were mandatory evacuation but they were lifted earlier this week. 6:39. now to breaking news we have been falling for you overnight. fire crews have been working through rain and snow after a fire started in a long-standing restaurant in the east bay. this is footage september into our newsroom at 4:00 this morning. flames and smoke overtook k.c.'s barbecue on san pablo at 12:30. an owner happened to be driving by, saw the flames, and called 911. the family was prepared to celebrate their 50th year in business. we spoke to a family member. my grandfather is kind of a mess right now.

we are trying to come togethers a family and figure out our next move. >> fire was contained at 1:45. the cause of the fire is still under investigation. happening right now, several groups are organizing a national strike. they claim 100 protests will take place across the country. one of which is planned for san francisco, outside 555 california street. that is a building partially owned by president trump. there have been other protests here, including the one you're looking at. it is unclear how many people attend the protest in the city. a new travel ban might come down next week. yesterday the justice department held a ninth circuit court of a to stand down on a full court review of president trump's first travel ban. white house officials say the review is not necessary since the president will release a

narrower order next week. three judges unanimously rejected a motion to reinstate that ban. back right now to a microclimate weather alert. and a live look outside there. a soggy san francisco and transamerica building. clearly rainy conditions there. >> meteorologist kari hall is tracking windy conditions this morning. i'm getting messages from several viewers on facebook saying it is windy in gilroy. >> this is a different storm system moving in. it is moving from south to north. so that wind is funneling into santa clara valley. we're getting some of the higher wind gusts in places we don't normally it. as we go through the morning, expect winds to continue to pick up. that may cause more downed trees. look at the wind speeds expected in san jose at 41 miles per hour. and gusting along the coastline. so we will continue to have strong winds for the next several hours as the storm

system continues to move through. then it will be calming down as we see the winds shifting later on today. looking at the radar, we are getting very heavy rain through the peninsula, the santa cruz mountains and the east bay. waves of rain moving from south to north and continuing to move north of santa rosa, catching a break with lighter showers in san francisco. and for the east bay, still seeing a steady downpour. we will take another look at this radar and a look ahead what to expect as you make weekend plans. mike is checking highway 17. >> i am, kari. it is wet. light traffic flow. lighter than your usual friday because monday is a holiday and some schools the entire week next week. some folks getting a head start. 17 still very slow in both directions even it is a lighter volume because of restricted flow.

we are in a microclimate weather alert. it doesn't matter if you plan on taking 101 or the grapevine, your car will be rocked by high winds and this storm system moving in. it is bringing in waves of heavy rain into the bay area. we will continue to see the potential of steady water on the roadways and more rain that could reach much of the bay area half an inch, close to two inches for the north bay. we will talk about weekend plans for you coming up at about 6:50. and we just got word all lanes of highway 101 have standing water around vermont. that's in san francisco. here the golden gate bridge

here are the top stories onbc bay ea welcome back. a very wet start on your friday morning. we begin with a live look along highway 17 in the santa cruz mountains this morning. traffic inching along. still reduced to just one lane in each direction. actually putting a lot of pressure on local streets. drivers trying to look for detours. the next few day's workers and riders will have to brace for more rain in. it keeps collecting water and is at risk for overflowing. right now it is 99% full.
