our radar, tells you the rain is coming down steadily across the bay area. contra costa county overnight, we're going to show you in a second a look at flooded streets and sand bags and people doing whatever they can to brace themselves for another round of wet rain. kerry hall is standing by. >> it's raining really hard across the bay area. pretty much everyone is covered with downpours right now. here are the main concerns right now. a flood watch is in effect. make sure that you stay close to your phone to get those nbc bay area alerts as we may see some quickly rising creeks and rivers. also winds gusting close to 60 miles per hour along the hills and coastline and that will bring down more trees and be prepared for power outages. this is a slow-moving storm and we are not the only ones seeing it. it's pretty much covering the whole state with some heavy rain moving and targeted on the bay

area, so we will see round after round of some heavy downpours as we go into this afternoon as well before this storm slowly tapers off. we will talk about how much rain to expect and looking ahead to the next several days. it's coming up in about six minutes. as we head over to mike, a lot of water on the roadways. >> look at this. this is video the crew sent in, the driving of 101 towards san francisco. the water clearly an issue an the freeway. look at this. watch, now they're in the water. the water is kicking up. this is pretty deep. there are some lights ahead but look what's on the other side. flooding on the roadway. a tow truck waiting to help out. back to the maps. you're going to see a lot of areas with a lot of water on the roadway. it's most focused towards the area of 84 woodside and throughout the east bay, the oakland hills.

88 we have slowing but not because of lanes flooded but because of a crash where a lane was blocked. i think they should have it to the shoulder but i'm going to check with chp and get the update. more coming up. back to you guys. >> thank you, mike. right now there are serious concerns in the south bay as this latest storm hits. here's a look at some video on sunday of some people on morgan hill had not seen in a very long time. water spilling over the reservoir for the first time since 2006. now there's really fear of flooding in communities down stream. >> we continue our team coverage from the reservoir where crews are preparing for a potentially disastrous situation. >> long-time residents are hoping history does not repeat itself. they remember the storms in 1997 and '98 that caused widespread damage to mobile homes.

two decades later, there are new concerns about flooding. the santa clara valley water district put out a next storm message warning people here of a high risk of flooding in low lying areas along coyote creek which runs through san jose. this is one reason why. for the first time since 2006, anderson reservoir in morgan hill is full and spilling over, sending water rushing into the creek. people living in low-lying neighborhoods are keeping a close eye on the rising waters and doing what they can to clean out debris to prevent backups. >> this is higher than i've seen in the last five years and might be the highest that i've seen in the whole nine years that i've lived in my house here. >> reporter: there are similar danger in the santa choose mountains. the river in belten is also expected to rise rapidly, creating dangerous conditions. dick sergeant spotted a man in the river below his ben lowman

home. >> we were standing here looking down at the river and on the two trees that are close together down there, it appears that there was a body and we called 911. >> reporter: swift water rescue crews confirmed the man was dead and pulled him from the water. his name has not been released but we've learned high school a 46-year-old man from ben lowman. the coroner is expected to perform an autopsy later this week to determine how he died. nbc bay area news. >> certainly very tragic situation there that happened on saturday. 4: 35 this morning. pg and e working to stabilize the soil after a mud lied. you see how hilly it is over there. it's in a remote part by the highway. crews deployed a helicopter to fly in materials. that slide was noticed back in january. they've been working with engineers and soil experts to

try to address it. they say that customers have not lost power as a result of their work but they do not have a time frame for when that stabilization process is expected to be done. north in oroville are easing despite the next fears of rain. the department of water resources increased outflow in anticipation of the oncoming rain. the increase only temporary and is expected to balance the water flow. the water is 50 feet above the spillway. officials say it is unlikely it will create another emergency. stay on top of it by downloading our free bay area app. new video this morning of a horrific crash and fire in the north bay. this is a driver who lost control of their car, slamming into a metal sign last night. as you can see by the facebook video that was posted by the

southern marin fire department, look how far the car got onto the hill there, bursting into flames. this happened on highway 101 in sauce leto at 7:00 last night. the driver did not survive and chp is investigating that crash. 4:37 right now. a rainy start to a monday morning. threats of flooding and soaking should continue for most of the day. kerry hall joins us for the forecast. and we are seeing the heaviest rain moving through parts of the east bay and the delta about a quarter of an inch per hour. we will take a wide view of the radar coming up right after this break. and it's a live look at the north bay shows you not a lot of cars, water on the roadways. flooding is our concern right now even though a lighter volume of traffic is expected. plus, a red light for uber. the claims of sexual harassment that are going viral and the company's response to a former

it is 4:40 on this monday morning. microclimate weather alert with some widespread heavy rain rolling through. these are the type of weather conditions you have to deal with as you head out the door this morning and you want to make sure you allow some extra time to get to where you're going. more flooding is possible as we go through the day, with some parts of the bay area getting several inches of rain. more on that at 4:47.

just looking at the try-valley travel times, pretty soggy out there, a lot of standing water. no major delays. the volume of traffic will be lighter today. we still want folks to slow it down. i'll show you why. now to an urgent investigation. that's what uber's ceo is calling for after a former employee's blog post went viral. the post written by susan j. fowler describes several instances of sexual harassment and gender bias during her time with the company and accuses uber management of not doing enough to stop it. she claims a manager sent her a string of messages that appear to be asking for sex. she writes that when she reported it to hr and upper management she was told, he was a high performer, quote, and that they didn't feel comfortable punishing him for what was probably an innocent mistake. she also says that later other female employees told her they

good morning on your monday. 4:45 as we take a live look outside at san jose. we are under a microclimate weather alert this morning. san jose the only city in the bay area this morning waking up with more than 100 customers who don't have power. man, that was not the case last friday though. a lot of people experiencing that. >> i got out all my candles and flashlights and the kids were wondering why and i'm like, you never know. >> a say yans or we got a problem. >> maybe a little of both. i had a tree on top of my house. it was so windy last week.

>> i've seen so many trees down and unfortunately that will be the issue we'll have to face again today. we have another high wind warning in effect for the coast and the hills, and this is what you have to deal with as you step out right now. you can see that there's just some sloppy road conditions, and the rain is just coming down, just blown around by the wind. a live look outside coming across the golden gate bridge, some very soggy whether there too. flooding will be likely today, especially along the russian river at guerneville, going above flood stage later today. also coyote creek will be an area of concern because it will be raising for the first time this season. also, the san lorenzo river at felton expected to reach a major flood stage by later today. so some of the issues we'll be watching as some of these waves of heavy rain comes in. looking at the seven-day forecast at the bottom of the screen right now in the

peninsula we will have a couple of days of a break mid-week, but right now it's not it. we will continue to see some more heavy downpours moving in, especially more concord as well as fairfield, seeing some rain moving in and also for the south bay, you can see on the camera what it looks like on the radar. here's what to expect for the rest of the day. heavy rain at times and localized flooding, and even at 7:00, 8:00, we still have some very heavy downpours. here we are right before lunch time and you'll want to make sure you stay inside today if you can because even this afternoon we'll have some more heavy rain and the potential for a few thunderstorms, something we also haven't seen for quite a while. tonight we start to see this activity becoming more scattered but still some times of rain going even through tomorrow. so we do have the potential of getting several inches of rain here, especially for the santa cruz mountains. we are looking at the potential here for at least five, possibly up to ten inches of rain there.

for the north bay, we're looking at over three inches of rain for spots like napa, so i do expect those rivers to rise fairly quickly. we have a high wind warning in effect for all these areas shaded in purple. that includes the mountains and the coastline. then for the wind sheltered valleys, we expect the winds to be 20 to 30 miles per hour. through the day wind seeds will stay at 25 miles per hour. it won't take much to knock over more trees and cause more power outages. along the coastline the winds could get up to 50 to 60 miles per hour today. i'll keep you up to date on that. mike has something going on right now, two crashes? >> we have many spinouts reported. minor accidents for most of the cases, 101 at woodside we have

recovery after a crash here northbound just shy of woodside road. that was causing slowing for about the last ten minutes. and maybe a second crash north of woodside. watch it if you're heading up the peninsula north of pal la alto. westbound 580, we'll watch for a report of flooding there. southbound that crash cleared there. that's over on the shoulder. as you're getting towards the bay bridge, look at this we had roadway, a lot of ponding and puddling. and of course the mudslide for highway 17. the bay bridge shows you how much water is on the roadway and how many cars are not. we have a lighter volume of traffic for this morning's commute but you should still drive slower because of the conditions out there. mass transit system, we have

train number three running again because of the complications. they're still doing track work in the central valley corridor. remember, bart is on a saturday schedule so it's not a normal commute day. back to you. >> thank you very much. this morning the search continues for the suspect who opened fire on chp officers. it happened at about 2:00 sunday morning during a dui stop at the 98th avenue off ramp in oakland. highway patrol says the officers were wrapping up when they heard gunshots nearby. neither officer was hit. investigators found shell casings but no suspects have been found. today, president's day takes on a different meaning in cities across the nation. organizers are calling them not my president's day rally. this was held yesterday outside trump tower. they're being organized in a

holiday morning, president's day here. thank you for joining us. >> a very soggy start to our day. before we get to the latest storm track, i want to show you some pictures live from the north bay this morning. trucks and cars plowing through the water. they're not going through right now. it is light traffic. it's a holiday, thankfully but there's a lot of standing water out there on 101. this is at lucky drive in marin county. it is a usual problem spot when we pick up a lot of rain in the north bay. we'll keep an eye on the situation there. kari keeping an eye on everything. >> we have a lot of issues throughout the day, looking at the potential of more flooding, rising creeks and rivers and also the power outages that may be caused by the high wind and downed trees. looking at our micro cliemclima it's about 55 to 56 across the board and very sloppy conditions. as we look at the radar, you can see this is a very large storm.
