along the los gatos creek. >> it is just amazing to see. we are also watching the dangers mounting in the santa cruz mountains this morning. this is a live look in felton near san lorenzo river. it is pretty dark, but it is expected to start rising rapidly creating very dangerous conditions there. "today in the bay's" chris sanchez is there monitoring the situation for us and will bring us an update coming up in the next half hour. now to continuing coverage this morning, pete soranos live in san francisco. >> it is pretty wet out there. the beginning of a wet and windy morning. plenty of downed trees behind you, standing water on he is a, where are you? >> reporter: first things first, you can see rain is coming down near market. this is a downed tree in this area. i just got good information from a local here in a second, but he said the first section to the

left went down. then on the right this area snapped. and he was telling us it wasn't the wind that knocked it down. as we know last week, we had the issue with a downed tree knocking out power for tens of thousands of folks in the south bay. we did a drive around on the freeways this morning, this is cell phone video shot from the 101 north near the 9th street exit ramp. the water is splashing over the car. here's video off 101 southbound near sfo, visibility is low driving through the area. the wind gusts were 39 miles per hour. personally, when i drove across the bay bridge, there were high winds when i was driving in. of course, that is something we'll keep an eye on this morning. but once again, look at this downed tree, a pretty big one off market and gulf. and i spoke to a guy in this apartment complex here and we'll bring you that interview next

hour. i'm pete suratos for "today in the bay." >> thank you for that live update. ready for action at any moment, a water rescue team is in sacramento right now waiting if necessary to respond to emergency calls caused by today's storms. it is expected that some of the calls could come in from maxwell, the area highlighted on the map there. much of the valley as much rated with water because it is so flat. last week the same team deployed because of a threat of an emergency spillway at the dam. this time they are positioning teams near the danger areas before they are needed. >> the governor's office is leaning forward, it's a serious move for them. certainly, i hope nobody has to be used, but if the teams needs to be used, they are in a pre-positioned location to do that. >> the fire department is trained to rescue people from fast-flowing water and they will

use special boats to do that. we'll don't monitor these situations throughout the morning. and you can download the free nbc bay area app tool to find out where the rain is coming. on this presidents' day, president trump is interviewing candidates in mara lago to replace general michael flynn. >> he is looking to reinstate a travel ban focusing on seven predominant predominantly muslim countries. they are also plans to hire thousands of agents to help with the deportations. the president says the measures are aimed in getting criminals out. >> get them the hell out of here, bring them back to where they came from. >> this is going to have a ripple effect through communities across the country affecting legal immigrants and u.s. citizens as well.

>> you just heard from a representative from an organization that advocates for latinos. the debate over this can intensify with secretary jon kelley scheduled to visit mexico later this week. here's a look of the bay bridge toll plaza with plenty of rain drops on the camera lens where the traffic holiday could be lighter than it normally would. it most certainly will be. but most of the time bay area drivers have it worse than anybody else. the analytics company anrex looked at 1,000 metropolitan areas across the globe. and where did the san francisco bay rank? fourth in terms of average hours stuck in traffic over the year. that's 83 hours of traffic. perhaps no surprise here, l.a. finishing first at 104 hours. moscow and new york city finished second and third respectively.

very interesting. as you mentioned, the presidents' day holiday, a lot of less people on the roads, but inside where it's safe to be with all this rain, kari. >> definitely a day to stay inside. at 5:07 we have the rain rolling through the bay area. where we see the yellows and reds showing pockets of heavy downpours. and a closer look pretty much shows a wide swath of steady rain moving through san francisco as well as the north bay into the south bay as well. now, we will closely watch all of these creeks and rivers. and also the guadeloupe river and almaden expressway expected to stay below the flood states based on the current rainfall expectancy for today. and it is going to reach a 12.3 mark later this afternoon. and napa river just below 24 feet. that may go above if we see

rolling rain across the area. we'll look at the creeks and the areas we are mostly concerned with coming up in a few minutes. now we'll go to mike with a crash in oakland. you're watching the rivers flooding, i'm watching the roadways flooding. oakland has proven to be a longer lasting situation. this is westbound 580, although the slowing doesn't look tremendous from this speed sensor read, we have all lanes blocked at lake shore drive. now we have all these blocks because of crashes that are being cleared from the area and get off the freeway and travel along the surface street back up onto the freeway. you should be okay. but you want to completely avoid that. take 880. we have wet roads all across the bay. we have some flooding in spots for the north bay. your usual suspects, sir francis drake and spencer in the north bay. as well as the peninsula, still watching this crash on northbound 101 at whipple. travel times throughout the south bay are just fine, but

it is now 5:12 and a wind advisory in effect. we are seeing high winds along with all the rain moving through. we will have a concern of some flooding as we go through the day. we'll talk about that and a look at area creeks and rivers coming up in about five minutes. and kari, we are looking at drive times at 20 minutes on the bay bridge. that should improve as two lanes were just cleared around lake shore. mike and kari, thank you so much. so much water on the streets of contra costa county. this is new video cap which you wered from downtown lafayette. ponding on the streets there. you can see it visibly there.

the el hombre creek has overflowed before. have you seen this? it was a huge sinkhole that opened up in studio city over the weekend just swall log two cars. it's really unbelievable looking. you probably saw it on your social media feeds, in fact. it looks like it's out of a movie. thankfully, drivers of both cars were able to get out safely. imagine the story they can tell. flooding and mudslides partially paralyzing other parts of southern california as well. this video is from santa clarita showing streets turning into muddy rivers there. the good news is people forced to leave their homes are now allowed back in. but much like the bay area, more rain is expected down south today. all right. the entire state getting it right now. a storm of a different kind this morning for uber after a former

employee made claims she was sexually harassed. >> scott mcgrew, uber is promising a full investigation. >> a full investigation that uber did not do. good morning. ub eae uber's ceo says he will follow-up on this. a woman says she reported to her manager after another more propositions her for sex. the manager said she was a high performer and should let it go. uber's ceo addressed the blog post last night on twitter. he wrote, what's described here is abhorrent and against everything we believe in. anyone who behaves this way or thinks this is okay will be fired. i've instructed our chief human resources officer to conduct an urgent investigation. there can be absolutely no place for this kind of behavior at

mean more uprooted trees. >> that was the problem we had on friday. and it will be windy today. and also with that heavy rain it doesn't take much because the ground is just so soaked. when you add in a little bit of wind, it causes trees to topple over. and we are also dealing with slick driving conditions out there. windshield wipers on. and also some standing water. a lot of concerns here, the seven-day forecast now coming up at the bottom of the screen starting with the south bay. and we'll have a couple of dry days for the middle of the week, but today, not your day for some dry weather. we do have a flood watch in effect as we will see some times of heavy rain moving through and rising creeks and rivers. winds gusting in some spots especially along the coastline and in the hills up to 16 miles per hour. so we will have more tree and power impact with this slow-moving storm. you can see what it looks like now on the radar. and we are seeing some pockets of some really heavy rain indicated by the yellows and the reds there. much more of a steady downpour at this point this morning.

and we will continue to see this causing a lot of problems. so let's go through the day. we are going to see some pockets of some really heavy rain continuing through the morning as well as the lunchtime hour. if you are heading to work this morning, it is going to be a slow-go. and getting even worse as the morning goes along, even this evening's commute will be treacherous. but we'll start to see a few more breaks going into the 8:00 to 9:00 hour. but we'll see lingering rain early tomorrow morning. so expect tomorrow morning to be just as wet as this one, but we won't see all of the really heavy rain we are seeing now. looking at the potential of several inches of rain here, especially for the santa cruz mountains. we say see over five inches of rain here. wouldn't be surprised to see some spots getting eight, nine, ten inches of rain here. for the north bay, looking at the possibility of three inches of rain. and all of the creeks and rivers will be a concern, especially the russian river at guerneville

expected to rise to 33.5 feet. flood stage is 32 feet. coyote creek, 12.4 by tomorrow afternoon. and the san lorenzo river will hit major flood stage later today and continuing for tomorrow. for the guadalupe river, making it to 16.3 feet. that is expected to stay below flood stage, but we are close there. once again, coyote creek expected to rise up above the flood stage. and this is the highest amount it's been in a very long time. i'm keeping you up-to-date on facebook and twitter. you can also send me what it looks like where you live, what conditions you're facing heading out for work or school. no school today, right? well, we will have chilly temperatures for the next several days. we'll be reaching into the mid-50s once we get that break in the rain. and as you can see, it does return for the weekend with some more scattered showers. heading over to mike now, what does it look like on the

peninsula? >> it's wet. it's wet all over the place. the peninsula, you're asking about the red zone. everywhere else, the speeds are going well. over here at 101 northbound we have an issue. the second crash of the morning through the stretch just shy of whipple road. and chp is talking about folks getting offed a woodside because the middle lane is blocked. that's a slower spot, 283, the same stretch, no problem. if you can just spare the time, great. a little farther south, we'll look over to 101. the camera there in palo alto, there it is still. we have the disabled vehicle on the right shoulder. and so watch this little lane here on the left, you have plenty of space. soupy conditions. there's a crew in the middle of the roadway, making sure this construction crew is maintaining a safe distance. watch anybody drifting a little bit. back to the roadways, we are talking about traffic here for oakland. westbound 580 at lake shore, two lanes cleared after the last report. good progress there but we have

that. nbc bay area responding this morning to a san francisco man who shipped a box of wine across the country that never got to its destination. >> he was out $700 because the shipping company denied his claim for reimbursement. the consumer investigator chris comora is here with more. >> aaron shipped two boxes of wine, one box arrived and the other didn't. and that one had $700 worth of wine inside. aaron learned from the ups website the box was damaged and discarded. aaron filed a claim with ups and was absolutely stunned when it was denied. he couldn't get ups to reconsider his decision so he reached out to us. we reached out to the company and the company said there was a change in ownership at aaron's local u.p.s. store to cause a computer glitch in the system. and aaron's claim was processed and reject during the confusion. in a statement ups apologized for aaron's experience and said

this is reminiscent of scenes we saw last friday with a lot of trees getting toppled. we saw those winds south of the bay area reaching 86 miles an hour on friday. i don't think it will be that high, but still just a little bit of wind and these trees that are just sitting in a ground that is soaked. it won't cause much for some more of the trees to go down. so we have high wind warnings for all those areas shaded in purple and for parts of the valleys where we are under a wind advisory until 1:00 this afternoon. and we will also see more waves of this heavy rain and some strong wind going throughout the day. looking now at covered radar for the spy bay area, we are seeing the pockets of heavier rain moving through the east bay. we'll talk about how much rain to expect coming up in a few minutes. and now as you drive up 101 through the peninsula, some problems there, mike? cars may be asked to leave the freeway.

there. now there's a real fear of flooding in communities downstream. bob redell continues our team coverage from the reservoir and crews are preparing for a disastrous street along coyote creek. >> reporter: on friday a rate of 400 cubic feet per second was spilling into the reservoir here. for the first time, the rate of relief is expected to raise to 3,000 cubic feet per second. after 6:00 tonight, 3,000 cubic feet per second. those are from the santa clara emergency services that has acted in response to the flooding here. they are also advising people who live in coyote estates to

consider sandbagging their homes farther downstream in san jose where the water district is warning neighbors near flea market where we found one resident removing debris so the water doesn't back up into his home. >> this is higher than i have seen in the last five years. it may be the highest i have seen in the whole nine years that i have lived in my house here. >> reporter: they are also concerned about the area near kelly park and the golden wheel mobile home park that flooded back in 1997 and '98. the water district has shored up a creek that runs behind the mobile home park and the levee will be tested over the next 24 hours. reporting live in more michigan hi -- morgan hill, i'm bob redell for "today in the bay." the dangers in the santa cruz mountains and the san lorenzo river are rising this

morning posing concerns to the communities. kris sanchez is live where things stand so far this morning. good morning, kris. >> reporter: good morning to you, sam and laura. we were hoping to show you how swift the san lorenzo river is running this morning, but the rain is coming down so hard that the equipment can't take it anymore. we can tell you it's about 8.5 feet, that is not flood stage, but yesterday swift water crews had to brave the waters to pull the body of a man from pedaloma. the coroner won't say if he drowned until the autopsy happens later this week. this happened right behind duke sergeant's home. >> we were standing here and looking down the river, and on the two trees close together down there, it appeared there was a body and we called 911.

>> reporter: now it is going to be very important to stay away from this river and all of the other streams and waterways in the bay area because they are going to rise very fast. kari hall and the nbc bay area weather team are forecasting five to ten inches of rain for the santa cruz mountains today alone to push the san lorenzo river to 21.5 feet, which is considered major flood stage. now we're here at the opening of the henry cowell state park. this is one of the bridges where one of the gauges is monitoring the river level. this information beamed up via satellite to the usgs and the weather service are being monitored. if you want to see the graphic between where we are right now and where we are expected to be at 4:00 this afternoon, find it on twitter. @krisnbc. kris sanchez for "today in the bay." we want to bring in meteorologist kari hall with an update on where the bay area

reservoir stands at this hour. >> we are watching the re reservoirs as many are above flooding. the coyote creek and guadeloupe river are in trouble. it will be rising just below flood stage. and downtown napa will reach the highest point tomorrow cresting at 5:00 at 24 feet. guadeloupe river at 101. up to 16.3 feet, that's based on the current rainfall. if you have the nbc bay area app, you will get alerts if they go above flood stages with some of the areas reaching above flood stage. coyote creek is expected to reach 12.4 by tomorrow morning, reaching above flood stage later on today. all of this heavy rain also causing some more problems near

oroville and sam is tracking that. yes, this is obviously something we have been watching since last sunday, thank you so much. up north in oroville fears are easing despite the next round of rain. we know the efforts underway there to try to alleviate that situation. this is a look at the spillway of action. that's the main spillway. the emergency spillway not activated right now. the department of water resources increased outflow from the main spillway on sunday in anticipation of the incoming rain. now that spike is temporary to balance the water flowing in and out of the reservoir. this is the most important part, the water is 50 feet below the emergency spillway. it is unlikely the new round of rainfall will create another emergency, but we'll certainly be keeping track. thank you very much, sam. 5:38 right now, live pictures from lucky drive. this is marin county, the area notorious for flooding. we are seeing a lot of ponding on the roads.

be careful heading out the door. a lot of solo spin-outs this morning. a horrific crash and fire in the north bay. it is almost hard to make out here, this is happening, a driver losing control of their car slamming into a metal sign last night. this is facebook video hosted by the marin county. the car up on the ledge burst into flames. it happened on highway 101 at 7:00 last night. sadly, that driver did not survive. the chp is investigating the crash. you can see the force up against the ledge. >> that is hard to believe. 5:39 and we'll get a check of the microclimate weather forecast. it is very rainy out here this morning. >> yeah, look at all this covering the radar right now. we are also seeing pockets of heavy rain moving through the altamont pass along 580 and also for parts of the south county where we are seeing pockets of yellows and reds there. but mostly a pretty wide spread steady rain across the bay area including san francisco.

a few more breaks just around the south city area and also through the peninsula. we will continue to see more waefs of rain as we go throughout the day. and also we'll see more scattered activity going into this afternoon or this evening. i'll talk more about that and we'll take a look at what to expect coming up on the other side of this break. green is usually good for speed sensors, but for the road weather index, that's the entire bay area that has wet roadways. that's a big note, obviously the conditions. the big note for the peninsula right here, we told you about the crash i'm tracking coming up to whipple, there's not just the crash but also a roadway flooding. so chp says you have to get off. indeed, there are folks getting off the freeway at woodside road jamming up traffic on the approach. the crash is just south of whipple. so if you're getting on the freeway north of whipple avenue on highway 101, you're okay

many of those injured were security officers. protesters have been demonstrating against bullfighting that resumed last month for the first time in four years. the city leaders are calling it an act of terrorism. and 5:45 right now with frightening moments for a woman in palo alto. the search continues for a violent attempted robbery suspect. police say a woman was walking with her dog through palo alto's party park saturday night when a man threw her to the ground and tried to rob her. the suspect allegedly put his hand over her mouth to stop her from screaming. but that didn't stop her from biting him and the dog bit him as well. the suspect is still on the loose. the woman and the dog were not injured. this san jose state department is investigating an alleged assault that took place at the fraternity.

bay area. some are calling it "not my president's day." many rallied outside of trump tower in chicago. meanwhile, there are others in san berkeley and san matteo. and are being organized in a dozen other cities including new york, washington and los angeles. scott mcgrew has been examining the president's first 100 days. and today we are on day 31. >> day 32. >> i mean day 32. >> the pentagon will be busy today. let me take the fall for telling you 31. it is 32, my bad. because generally at the pentagon, they now have a new plan to defeat isis this morning up. we can say that because candidate trump swore he would give a plan to officials within 30 days. and he also signed an executive order to require the military to

come up with their own plan within the 30 days. so we can say 32, there's a plan or maybe there are two plans. here's matt lauer back before the election trying to sort all that out. >> so is the plan you've been hiding this whole time asking someone else for their plan? >> no. but when i do come up with a plan that i like and that perhaps agrees with mine or maybe doesn't, i may love what the generals come back with. >> but you have your own plan. >> i have a plan, but i want to -- look, i have a very substantial chance of whipping. make america great again. we are going to make america great again. if i win, i don't want to broadcast to the enemy exactly what may plan is. let me tell you, if i like maybe a combination of my plan or the general's plan -- >> with 30 days gone by, there's a plan. probably the president's, because in october, trump said i know more about isis than the generals do. i would bomb the bad word out of them.

i would blow up the pipes. i would blow up the refineries. the head of our military, secretary of defense james mattis is in iraq for briefings with leaders there. he made the point to say the u.s. would not take the sooil b we may take the oil in the future. and the president clarified a statement he made at a florida rally on saturday when he lamented something that happened in sweden. >> if you look at what happened last night in sweden, sweden, who would believe in sweden? >> the problem is nobody had anything -- any clue what he was referring to. he was referring to a documentary that claimed sweden's crime rate had gone up after accepting refugees. the swedish statistic guys say

reaching into the mid-40s. now coming up at the bottom of the scream, we'll get back to the sierra forecast. look at how much snow we could see over the next three days. the potential in truckee, up to 47 inches of snow. it has definitely been a record snow season there, a lot of snow there and rain here. we're looking at a flood watch in effect with heavy rain continue and wind gusts at 50, possibly 60 miles an hour to bring down power lines with the slow-moving storm. getting out the door, 55 degrees in the peninsula as well as the east bay. that brain will continue. look at the radar, it is just rolling on across. and we're going to see this continuing through the day with some pockets of some really heavy rain right now moving through parts of the east bay as well as the south bay. as we go around the radar looking at the north bay, a

pretty even coverage of some rain. and also for part ps of marin county where we are concerned about flooding. and san francisco is still seeing pouring there heading down the peninsula. we're starting to see breaks across the santa cruz mountains. then the east bay seeing pockets of heavy rain to the east of oakland, heading to san ramon, hayward and union city will continue to see the rain moving through parts of the east bay into the south bay. santa clara, right there in that area along 101, some really heavy rain. and also heading farther south down 101, seeing some heavy rain through the south county. we will not see this rain letting up until later on this afternoon into the evening. still going to see a lot of this moisture rolling on across. and the potential of several inches of rain today. even early tomorrow morning, still some heavy downpours moving through before we see this activity tapering off. and we will also have a chance of some thunder and lightning,

so something we'll be watching for and the possibility of -- look at that, over five inches of rain for the santa cruz mountains. also picking up on a lot of rain for morgan hill where we will be closely watching the anderson reservoir and the dam there. heading back over to mike, several issues now on the roadways. we're going to follow the issue on the peninsula first, that's the major one. a complete closure of highway 101. all over the bay, scattered and minor crashes spin-up. there's an issue for flooding and a crash on woodside road combining to have all lanes closed. they are demanding that you get off to the surface streets. el cimino, if you get on at whipple, you clear the crash. so far we do have a light flow of traffic for a mile on the approach there. and on the other side, 280 is moving very well. this crash at 580 and lake shore on the east bay in oakland, two

watch the water kicking out. we'll check in with meteorologist kari hall to check in on the storm coming up in a couple minutes. in the meantime, new scrutiny this morning of a controversial practice that has been used on dozens of farms in california. this could be containing some of the food we eat. >> steven stops has the story. >> reporter: this report just released by scientists at uc berkeley, lawrence berkeley lab and the psi energy institute raising new questions about whether the practice of using recycled water is a safe practice. at least 90 farms in the central valley now used more than 20 million gal lands of this produced wastewater from oil wells every day on their crops. farmers have been doing this for two decades, but now scientists say some of the chemicals found in this wastewater may be absorbed by the plants when the crops are irrigated. that raises questions about
