communities at risk in the south bay. when it is expected to reach its peak. today in the bay starts now. good tuesday morning to you. thanks for joining us. i'm laura garcia-cannon. >> i'm sam brock. glad to have you with us. we have seen some unusual things. a lot of the bay area under water. this video just into our newsroom. this is the terminal a parking garage. you can see water coming up to the tires. certainly enough to scare fema. workers busy using pumps to get the water out of the borage. i will say this, it is very expensive short-term parking. maybe that is in everyone's best interest. >> it is. some of those people may be out of town. >> that's what i was going to say. that's the kind of weather we have been facing around here. conditions all around the bay area. yesterday evening. now we will see the water levels cresting and falling as we go into the next couple of hours.

still looking at scattered rain. we forward up mobile doppler radar. it is in san jose outside the station here. it is giving us a very high detailed view of what's happening around the bay area. picking up on even the widest of the rain that continues to move through. we have pockets of heavy rain moving through the santa cruz mountains and the east bay from san leandro, al he mow, concord, you are seeing heavy rain right now. it will be ending within the next few minutes. still, a lot more rain as we go through the day. i'll give you a look at what else to expect. and more flooding and closures on the roadways. mike? >> tsouth of the san jose, we have the issue for highway 17. we will talk about that in a second. for 880 tpharbgt north, we have two right lynn lanes closed.

vladding happened overnight. the left two lanes are open. it is not a big deal. we'll track this as things get crowded through fremont. highway 84 through niles canyon, we talked about the worry we had because of the rain coming through. there was a mudslide. we are watching this area for the closures and how it affects traffic for 680 and 84. over here, a big pothole in the right lane slowing you out of the altamonte pass. >> more to report on. thank you very much. this is new video of intense flooding in livermore. the police department posted this video to facebook last night. you see the water overrunning the streets. that's at the intersection of north canyon and collier canyons road. >> terry: is headed to the scene to check it out. he will have a live report in 28 minutes. it has been a treacherous commute for weeks on highway 17

suspect getting any better. >> kris sanchez is live near yet another mudslide. a new mudslide. this one causing problems. chris, here we go again. here we go again. this one is different. this one is a rock and boulder sliding. you can see where the rocks came down onto the southbound lanes highway 17. you see a white jeep vehicle. it was hit by one of the boulders that came down. it seems most live stable at this point. they are going to keep 17 southbound shut down socal trance can get a look by daylight. the first boulders came down 12 hours ago during the start of the evening commute. within two hours, chp was turning people around. this is impacting both southbound lanes of highway 17 and highway 9 as well. the alternate route is 101, 156.

this family didn't wait to hear the official news before making other plans. >> we're so tired. the roads are so bad we're going to spend the night here. i don't think we can stay on highway 17 for another couple of hours. >> now, this is what happened about two, three hours before this rockslide. earlier in the day, a large tree came down across highway 17. in that case, drivers took matters into their own hands trying to clear the roadway. one guy had a chainsaw in his truck. the work at the main mudslide granite road near scotts valley, that work continues. although there is progress there. we got a little bit of video driving by yesterday. you can watch that on facebook. this roadway is going to continue to be a headache at least until day break. of course after the morning commute. another rough day here in the santa cruz mountains. kris sanchez, today in the bay.

thank you very much, kris. we'll try to stay dry out there. i know that's tough. 5:04. rising waters continuing to cause problems. alameda creek, niles canyon shut down amid flooding. along coyote creek, communities remain on edge right now. live in san jose where a lot of people are nervousing watching the rising creek. a live look. this is above flood stage. a flood warning has been issued along the creek until at least thursday night. the creek is flooding because of the overflow we have been telling you about from the reservoir. the spillover will reach its height mid morning tomorrow. even though people are not being told to evacuate their homes, there are shelters open just in case. the evacuation centers are up. the community center on la

kraoerb that avenue. >> mike was talking about this a couple minutes ago. the alameda creek which runs along the road is swollen and overflowing onto the roadway. the storm season has been rough flooding and mudslides have closed down roads periodically. a highway trial officer escaped serious injury. the driver of the suv died. he was assisting a disabled driver during the bad weather. chp officer was taken to the hospital with what are said to be minor injuries. the crash closed all but one lane for several hours. we will continue to monitor a developing situation throughout

it will be scattered rain still lingering today. breezy to gusty winds. the creeks and the rivers will be falling today as that rain ends later this evening. it will be turning much cooler. let me get you out the door across all our microclimates. 53 in the tri-valley. 54 in san francisco. still soggy out there. times of rain and also the roads are still wet. so our mobile doppler radar truck stormranger parked in san jose giving us a i high detailed view of what's happening on the radar. los altos, extending to fremont. the rain still coming down there. as we go into the east bay, light showers. it gets heavier through alamo. and heading over towards san ramon. we are seeing showers move through for sunnyvale, moving into santa clara and san jose,

palo alto, redwood city on a steady downpour. so that's the kind of rain we will see coming in waves. temperatures cool with highs reaching into the upper 50s. and it will be even cooler the next several days. as we go through the forecast, san francisco only going to see a high of 50 degrees on thursday. and then it stays cool into next week as the next storm system moves in. more rain in the forecast late friday into saturday. saturday, sunday, monday at this point looks wet. i'll keep an eye on that. what does it look like on 580? >> i have explaining to do. we saw this crazy travel time. i don't know if we can use this. we are looking at big travel time-out of the altamonte pass. it is not as bad as it seems unless you're coming from tracy into the area.

i'll explain the other one. another set of potholes reported here on flynn road similar to what we saw a couple weeks ago. caltrans repaired one. then they went back and said we have to get back in packup. again, repairing the larger pothole. two right lanes are still blocked. this jammed up traffic over there a lot out altamonte makes it clear. highway 84, still closed to niles canyon. we warned about it yesterday. sure enough, that's what happens here. mission boulevard, 680, alternate means the getting around the closure. over to the bay bridge, no major problems. we have backup at the bay bridge. back to you. thanks very much. >> it is 5:21. not just for breakfast anymore.

5:24 on your tuesday morning. nbc bay area responds to a man with a problematic fridge. >> chris chmura is here with his story. >> when gene's refrigerator started leak anything september 2015, he called reliable appliance service to fix it. he said he paid the company $245 for a fix. but he says the fridge kept leaking. so he called reliable appliance again. the company sent out a supervisor who told him to adjust the temp. he tried that, but the leaking continued. that's when he decided to go ahead and call company. it replaced the thermostat. he said the fridge has been working fine ever since. so he asked reliable appliance service for a refund. a year later he still hadn't gotten his money back. we contacted reliable appliance service and they refunded $245.

the storms are moving out but the aftermath remains from downed trees, flooding, mudslides. another dangerous morning for drivers. >> our microclimate weather team ex pan the bay area as we track all the trouble spots for you. and there are many. good morning. thank you for joining us on this tuesday. i'm sam brock. >> let's get straight to the microclimate weather alert we are having. flooding major concerns now. >> yeah. we still have water covering the roads and some of those issues still lingering as the creeks and rivers continue to rise well after the heavy rain has moved through. so we still have scattered showers going on in the central valley. for us, we are still looking at some of the rain moving through creating slippery conditions.

we will see this moving through the delta, extending to the tri-valley. is and farther south towards fremont. new heavy rain. you are hearing that outside the window right now. it also extends across the bay, over towards the santa cruz mountains. heavy rain will continue to move into sunnyvale, santa clara within the next few minutes. the timeline for more rain coming up in seven minutes. mike has a major delay for bart riders. >> we're on the good side. they had equipment problems at the west oakland station. that's the orange right here for the bart system coming through, which is basically everybody. it should recover well. it is is early in the commute. no recovery for ace train. we are hoping to reinstate full service. weather-related problems for the central. so no ace train service.

closer to the bay area. we have the niles canyon closure. we will talk more about the issues there, as well as a other closures. highway 37 closed for flooding. metering lights have been turned out. we have slowing. highway 84 closed. that's a new development since yesterday's news. back to you. all sorts of issues. new video this morning in nearby livermore. this is intense flooding near los pocitas. eight people rescued from their cars. livermore police department posted this to facebook at the intersection of north canyons road and collier canyons road. pete suratos is live with an update for us. how is it looking now, pete? >> reporter: good morning. we are just in between our team coverage. we had to put on a ball cap because it is starting to

drizzle. i know you just showed the flooding. it is very muddy still. we'll show you that video once again. the area was flooded down the hill from the college. ten rescues took place between 5:00 p.m. to 9:00 p.m. eight folks trapped. the fire department had to take care of these water rescues. the water came down here from the las positas college. it is still muddy in this area. collier canyon road is shut down as they continue the cleanup process. pete suratos for today in the bay. 5:33.

continuing our team coverage. >> bob redell joining us in is san jose. we are seeing receding in spots. good morning. >> we are. but in the low-lying areas. look here at collier park behind me which butts up against coyote creek. this part of the park still flood. the streets we saw in san jose last night that were flooded we drove past some of the intersections this morning. i'm happy to report the flooding has receded. coyote creek has a heavy flow through it. it is is not bursting through its banks. this is what it looked like for drivers on oakland road where coyote creek flows. it snapped a tree. brought it down on the road itself. nervous moments for the south

bay mobile home park. the drains backed up. water started rising in streets around the home raising fears more maria jorge. >> it got to right here, which is approximately three feet higher. >> fortunately, that did not happen yesterday. cite due to the san jose fire department on scene pumping water out of the mobile home park. we just drove by that neighborhood an hour and a half ago. the water has receded. it doesn't appear any of those homes sustained damage. bob redell, today in the bay. no damage there, bob. a very different scenario to our north. one home destroyed. several others padly damaged and threatened in the north bay because of erosion along the russian river. russian waters rushed away a

property. homeowners placed boulders alongside the river as a buffer to help save some of the homes. >> there are four houses that have been having problems with the yards. >> in the north bay, two homes in petaluma were nearly damaged when a huge tree fell between their properties. luckily the homes are okay. do not get caught in the rain without knowing what's going on. right you will get updates on your smartphone, alerts whenever there is activity and a personal forecast to let you know when rain will arrive at your home. 5:36. tracking a developing story. the fireball that followed a deadly airplane crash today in australia. we are now learning four american tourists died in the crash along with the australian pilot. it happened after it took off from a small airport at 9:00 a.m.

the plane crashed into a shopping center. no one on the ground was injured. three victims are from texas. new, seven young people recovering right now. frightening moments in new york city central park. they were e all rescued after falling into an ice-covered pond. a group of people, some as young as 10 years old, were standing on the ice. the youngsters were taking a group selfie. nearby skateboarders jumped in to help. they are otherwise set to be okay. right now i want to check the forecast with kari. we are in another microclimate weather alert stphrfp. yeah. still tracking rain. creeks and rivers receding. scattered showers to make the commute still very wet. stormranger, mobile doppler radar, is giving us high detailed video of what's

happening around the bay area and tracking some of the flood warnings. a flood warning in effect for alameda creek and all the areas leading into the calaveras reservoir. and the coyote creek area until further notice. for the southern watershed area for coyote creek, that hrwill b in effect until 11:30. we will take a look at some of the water levels at 5:44. right now mass transit delays. >> just because something cleared doesn't mean it is completely recovered. we are watching continued delays

for bart. whatever problem they had. they had residual delay. that is anything 20 minutes or over. we should see less and less as it continues the next half hour. niles canyon, which is closed, highway 84 is closed because of a mudslide. we're looking at other issues complicating the drive. highway 17 completely closed. this is different than the mudslide you probably heard. if you're joining us, this is south of highway 9. a slide yesterday caused the southbound lanes to be closed until caltrans can check it out. no lanes in each direction. northbound is fine. 152 is closed. you have to go down to 156. and 92 to the north, we'll take you back over there.

little peek of this video. you see the traffic signs. >> mike, kari, thank you very much. 5:33. happening today, it has been a controversial program. the san francisco tech bus. we have covered many protests of that many practice. later, leaders are deciding whether to make the program a permanent one. they will weigh the pro and the cons of what has been in place the past year. it does not include a so-called hub model which would require them to stop on on certainly streets. the pilot program expires at the end of march. riders will notice changes on the bus lines. no bus lines are going away.

perhaps the biggest change will be large, articulated buses. it is 5:44. this morning there are serious questions about a is security breach at jfk international airport. a full investigation is under way. they are trying to find 8 of 11 people who passed through a checkpoint. they were able to board their flights without being stopped yesterday morning. three passengers even set off metal detectors. scott mcgrew has been examining the president's first 100 days. today is day 33. >> on day 33 we have a new national security adviser. >> yes, we do. someone free of allegations he's connected to. three-star general r. mcmaster to the job.

this comes after michael flynn resigned after lying to the vice president about his contacts with russia. trump will not need senate approval on this. the national security adviser works directly for the president. mcmaster well thought of. he is a west point grad. he got a star in the first gulf war and has a ph.d. in history. wrote a look about the mistakes made leading to vietnam taking the johnson white house and then secretary of defense robert m k mcnamara to task for mistakes made. the president promises a new travel ban to take the court's objections into court. "the associated press" says the new ban will bar people from the same seven countries as the first badly written plan. but key difference is it is going to allow people who have already been approved to travel

here. keep in mind people from the countries have always been subject to extreme vetting. some wait more than 10 years. the last ban kept out people with the legitimate visas and kept out only legal residents with green cards. the new ban presumably will not. sam and laura, we have not seen the final product, but this is a huge point. if you add all of this criteria today, the new ban describes something we have been doing for years. all right. the new ban like the old ban. >> scott will be looking at the president's tweets, executive orders and speeches throughout the first 100 days. scott would like to hear from you. share your thoughts with him on twitter. no ban on interacting with wildlife, at least not in this scenario. check it out.

will have passing showers. a little bit of a break. and then the rain returns once again. even at 4:30, 6:30, a chance of showers. it will become few and far between variety. later this evening, clearing skies and some cooler temperatures dropping in. additional rainfall may reach close to half an inch for spots across the east bay. livermore. you could see another three-quarters of an inch. many all icons show storm reports. we have had 34 reports of flooding or wind damage across the bay area. recently we haven't seen much on of that. still lingering showers today. the next storm moving in.

let's look at the timing. friday, we will start to see rain moving closer. could be here late friday night. on saturday and sunday it looks wet. plans will probably not include being outside for long periods of time. we will see the storm system winding down. all of this on facebook and twitter. seeing what you're seeing out your neighborhood. chilly temperatures moving in. morning temperatures will be in the lower 40s. this will definitely feel more like winter rather than heading closer to spring. heading over to mike, flooding in fremont. we'll show you where that is. and the rest of the bay as well. mudslide, highway 84. we will talk about that closure. and we notified you of the closure just past highway 9. this is the flooding that happened overnight.

northbound 880, between dixon and new warren, they are flooded out. crews clearing the roadway overnight. very early morning. the sheen on the roadway. that is a big old pond. they had to pump it off the roadway. it is still not completely clear. i will check with chp. the pothole has been repaired. all lanes once again open at north flynn. traffic let loose from the altamonte pass. slowing for 680. nothing dramatic. metering lights are on.
