a major traffic artery shut down at this hour. >> forces hundred of people outside their homes with new evacuation orders issued overnight. live pictures throughout the bay area. >> right now lives are being put on hold. crews scramble to go clean up a waterlogged san jose trying to get everybody out. more mandatory evacuations to tell you about. coverage of this flooding continues right now. all right. a lot of changes since last night. we will walk you through it. i'm sam brock. good morning. >> i'm laura garcia-cannon. it has been a hectic 24 hours for people in san jose with new evacuation orders in effect right now. they have been expanded through the area east of coyote creek but west of 101. it is stemming from the swollen creek. from the anderson res, morgan hill through san hoe is say to the bay. >> right now an escalating

situation on highway 101 as floodwater consuming the roadway there. pete suratos has been out on scene. let's start out with mike inouye kicking off team coverage with the impact this will have on thousands of people. >> a tough morning for san jose. speed sensors reading clear as you would imagine. green for most of the area. we know about the closure for niles canyon. this happened overnight. highway 101 completely closed in both directions. a live picture. there's no traveling in either direction. this is the 280/680 interchange. heading down to where all the bright lights are there. highway 101 is open to and from this area. back out to the map. we don't know when they will reopen because of all of this

flooding through the area. there is closure here. no estimated time for the reopen. your alternate is moving smoothly 280 and 87. it will make you take the corner instead of cutting the corner. this is the evacuation area for downtown san jose. happy hollow continues to be an issue. that area of 101 is closed. right there you saw there is a lot of water. and pete is actually out there roadway. >> reporter: good morning to you. the roads are empty on 101 south. the roads are flooded. we have seen it the past hour. 10 south in san jose is completely flooded. the water coming up to the guardrail. we have been showing you all morning. traffic being diverted to 880 while they try to figure this out. the big issue, you have the reservoirs and creeks.

officials don't know where this water is going to go. chp told me it wrapped up right when we started our show at 4:00 a.m. they will decide what the next steps will be. chp and caltrans are working together. right now you are seeing the 101 south. it is is completely flooded. we're live in san jose for today in the bay. ? be careful out there. obviously pete is on on the freeway itself. the closed area for highway 101. all the flooding shows up. 280 and 87 as your alternate for

the morning and possibly into the afternoon because of all that flooding. of course we will follow this. back to you. >> mike, thank you very much. we'll check back with you soon. rush to safety yesterday for families and loved ones and pets. people's lives being uprooted. many left wondering if there will be anything to go back to. >> kris sanchez with the details on the families being impacted there. good morning, kris. >> reporter: good morning to you, sam is and laura. a city worker we just saw going from location to location trying to if the water receded. obviously it's not going down fast enough. in the distance you see vehicles still under water. farther back you see a red x.

that's how they are making sure they cleared every place. evacuating 500 families. you have likely see some of the families and pets being evacuated by boat. many folks said they did get some notice that it was going to crest, spill over its banks but they had no idea it would be an evacuation and an emergency. >> you can see people left a long time ago. >> what people are doing is blaming the city. they could have done things much sooner. >> san jose mayor says clearly there was some sort of failure in the system. though the city did notify and so did the water district. they said that is a matter for later. right now this is an emergency. you can't force people to leave. in fact, we have a number of

people who are sleeping right here right next to the floodwaters, which are contaminated. back to the city worker he said his shift usually starts at 7:00. he came to work 4:00 yesterday afternoon. he said he's happy to be here working emergency hours because he is a public servant. >> it is is amaze to go see. are those people sleeping, are they homeless or people who decided not to leave that area? >> no. it appears to me these folks have no where else to go. though there are three shelters open right now. it is is our experience that a lot of times folks don't want to leave. they want to sleep on the street. we are trying to be quiet so they can rest here. they are safe. they are on higher ground near the overhang of the restaurant next door. but, you know, this was a question yesterday. why didn't people force the folks to leave?

they had a technical swift water rescue yesterday. why didn't they force them to leave? you can't force them even if it in their best interest. >> a lot people we are talk building now. kris sanchez, thank you very much. a lot of people have been concerned about their pets as well. san jose animal services center have taken in a lot of pets as well. this is not a rural area that was impacted by the coyote creek. you can see it cuts right through downtown. this is the map of the extended aevacuation order issued overnight. it shows how big the swath is. >> this is a huge and historic plane. bob redell is live in the flood zone with where things stand. bob, we see standing water behind you. good morning. >> reporter: we're at the

sperb intersection of 26th and santa clara. you can get an idea how deep this water is or suspect. cars are able to get through. compared to what we saw 20 minutes ago, i'm wondering if this water is receding just ever so much. just a little bit perhaps. you can see the newspaper stands are a good foot deep of water. a liquor store here. that is not up to the entrance yet. about five hours ago, the city of san jose issued mandatory aoe vac kwraeugs f evacuations for this part of town. we have not seen people evacuating overnight. we saw someone come out of their house. maybe they didn't realize there

were mandatory evacuations. we haven't seen it this morning as we have been driving around. we did speak with one shop owner. unfortunately for him the water did get into his opinions. >> i opened in 1987. i have been here over 30 years. i have never seen the water like this from. in 1998 i think it was when it got flooded downtown, the area, it didn't really come over here. it just went up to the curb. that was it. i've never seen it come inside this before. >> to give you a sense of how significant this flooding is of coyote creek, the area is under mandatory evacuation. it's part of the 100-year flood plan. not only is it the area within that plan, there is an extension of that area by 250 feet. so this is -- i wouldn't say

unpress tented. could be. but definitely highly unusual. significant given the amount of flooding you have in the downtown area. coyote creek is a good half a mile. as you look behind me, san jose police have been posted a couple intersections here at santa clara street. people getting up for their wednesday morning drive. bob redell, today in the bay. >> it is is just is amazing to see. >> simply astounding. bob was talking about the history of this. once in 100 years you would expect to see a floodplain like this. you talk about the fact that

coyote creek never hit this level of flood stage. >> this is above historic records. it has dropped below 11 feet at this point. we are right now going to continue to see this slowly dropping. but the problem is the anderson reservoir that's upstream from this is still at 104% of capacity. so this will continue to spill down into coyote creek. and it will continue to slowly fall. there will be a flood concern the next seven days. now it is is at 10.95 feet. it crested yesterday evening at 13.6. we still will be above flood stag until tomorrow at 11:00 p.m. keeping an eye on this as it has never happened before, and we will see what additional racism does to this and other tributaries coming up. >> thank you very much, kari. 5:11.

kit and the tire change. temperatures dropping down to 1 by friday morning. right now no trails are opening. this will be open as we head into the next couple of of days. more coming up in the microclimate forecast. >> highway 101 down by morgan hill northbound is completely reopen. 101 near brokaw is what is closed down. let's bring in scott mcgrew. big business will expect to run as normal. even getting to the office downtown may be a lot more challenging. look at that big yellow swath. >> that's right. this is a flood zone here, laura. well east of the major business center. adobe, the museum is and other big buildings are here. anywhere near 101 will be near

impossible. using 101 downtown, east santa clara would not work out well. mckinley elementary will be down here. empire garden school up here. coyote creek running through them. we have been trying to get a hold of mckinley and the other schools who are indicating they are open. if you're involved in the franklin school district, we would really like to hear from you. business travel would be unaffected. the airport is over haoe. che all right. that may be behaving itself. let's look at someplace that is most certainly not. thank you very much, scott. all that water in the middle of the highway. this is highway 101. mike talking about the closures. if you're just waking up right now, you are finding the entire stretch of highway between 880

and the 280/680 connector closed. it could be hours before that stretch is reopened. >> and a look at downtown san jose. a flood threat in effect right now. water in the downtown area. many businesses and homes are being surrounded by this water. many areas completely aoe srbg kwraeut evacuated. hopefully some of these waters will recede in the coming hours. >> we have a couple of days of dryer weather. >> the thing is we will have three days here to watch the water levels go down. it is happening so slowly because we have had so much rain. they don't have anywhere to go. it is chilly. it will be a cool day. a live look at downtown san jose. as we go into this afternoon, going to see a lot of sunshine.

temperatures reaching into the lower 50s. 63 degrees. behind this weather system, temperatures have dropped. now the seven-day forecast is coming up at the bottom of the screen. you will see we will have a period to dry out. then the rain for the weekend. all the rain has been so significant. santa rosa, 205% of normal. san jose, almost 15 inches for the water year. still lingering snow for parts of the sierra. all the green were the flood warnings for the valley. flood warnings continue until further notice. extending up toward milpitas.

we talked about 880, 101. and 680 to alum rock. all the areas that immediately surround coyote creek. some of the creeks that flow out will need to be closely monitored through the day. collier, that is still very high. we have an ongoing flood warning for the mark west creek. that will be expiring in three hours. the weekend storm system will be here saturday. as we get a look at the timeline, going to see a few scattered showers farther north friday. this takes it a little bit farther south to start out. but it does roll into the bay area with widespread rain on sunday.

rainfall totals initially look like we could see a general inch of rain. nothing really significant here. hopefully that gets in and out fairly quickly. i will keep you up to date on what's going on. i want to see what you are seeing out your window as you try to make your way around the bay area. low 50s the next three days. on saturday and sunday, scattered showers. but the heaviest rain on sunday. getting around all these closures. >> we have major closures unexpected for the south bay. we are looking anywhere north of the dumbarton bridge. highway 101, this happened overnight. very unexpected through the the valley is. northbound, seeing slowing toward the 680/280. bay shore freeway is closed both

welcome back. breaking news this morning. coyote creek flooding causing closures of highway 101 this morning. you cannot get through near the 280/680 interchange northbound or southbound. good news, highway 101 down in morgan hill golf course has reopened. >> okay. so that's news you're probably just finding out as you wake up. when you went to bed, there was a section of 101 that was closed. crews fully reopened 101 in

morgan hill after they spent the entire night trying to fix an issue caused by the same problem. this is between bailey and cochrane road. crews built makeshift dam of rocks and mud to stop the flow of water. >> we have so much coming into the canal, it is overtopping in many places. we found a weak link that is now flooded the roadway. >> they hoped to have all lanes opened by 1:00. all lanes reopen a little after 4:00. only a few hours behind schedule. the water district is s trucked in 200,000 tons of material. >> making a lot of people evacuate from their homes. we have reporters across the bay to give you the very, very

a very, very delicate on the freeway. north of the dumbarton, backup start to the bay bridge toll plaza. we talked about the full closure both directions closed because of flooding through the area. this is just north of coyote creek. this is where the evacuation zone is that you're talking about. 880 and 680/280 interchange. alternates are 280 and 87. we are seeing slowing south of 87. 280 itself or 680 north are the better routes. 101, the empty bay shore freeway. we see flashing lights from 280

much better situation there at least getting towards the closures in san jose. >> a lot of people being diverted into monterey. take a look at this. this is what happy hollow looks like right now. we saw all the massive flooding that came through the area. they had to come in by pwoeboat take the people out. coyote creek cut through downtown. this shows you the extended evacuation order extended overnight. >> it's huge. it has been in effect for a few hours. live in the flood zone with where things stand is bob redell. you are in the middle of downtown san jose. >> you can see santa clara has

been reopened in time for the morning commute. several intersections here at 26th street. you can see significant flooding. it's a good foot deep. this is part of a mandatory evacuation area that the city announced around 12:15. this is north of 280, south and west of 101 and primary east of coyote creek. we have not seen too many people evacuated. we have heard of a couple. as you werable to look a moment ago, it is at the lip of some of these businesses and homes but not necessarily into the homes itself yet. here we are a number of blocks away from the creek and it is is

slow to recede. a shop owner saw his business get flooded. we spoke to one home owner who tried unsuccessfully to keep the water from going into the home. >> we had it closed. it comes up to here, bro. it was bad. up to here. we got what we needed, got cleaned up and waited it out. >> if you are going to be driving in this section of the downtown san jose area, you do want to be careful driving through the water. you can see the car coming through right now. this particular section is not too deep. early in the morning one car had to turn around because they weren't sure if they were going to mcit. give you a sense how powerful the croak is. look down santa clara street.

go seven blocks that way. that's where the creek is. a good half mile away and you are seeing this from the rain and the swollen creek. live in downtown san jose, bob redell, today in the pabay. >> where does all this water go? >> kari, this is the big of flood we have seen in a couple decades in san jose. at least right now. >> it is historic. >> we have never seen this. this will cause major issues going farther down the line. i want to show you stormranger. the storm system is winding down. we get a closer look at mobile doppler radar look. we are going to see dry conditions throughout the day, which is critical at this point. look at how widespread in flood warning is. milpitas, 880, wayne, all of these areas close by coyote

gathering there. it has such a problem. this is close to the 101 interchange which is completely shut down northbound and southbound directions. we bring you all the developing news. the coyote creek flooded yesterday. >> it is causing all sorts of problems. >> we are looking at the closure for highway 101. between 101 is and 280 interchange. we are already seeing the repercussions on the morning commute. that will be one of your reroutes. we will talk about this. there goes highway 87. under slowing there. >> and i want to show you a live look outside at downtown san jose. all dark right now. still dealing with the aftermath of all the rain. we will have a chance to dry out as we go through the day. temperatures staying well below average. a lot of people displaced at

this point. we will have to deal with chilly temperatures all throughout the day and the next couple of days with highs reaching the low significance. now over to vianey, in downtown san jose checking the flooding going on. >> reporter: yeah. that's right. this is higher up. this is an apartment complex. look at this major flooding. this is the highest level in 95. a new record 13.6 feet. right now we are keeping a close eye because the anderson reservoir, which spills over the coyote creek is still at 104%. it has never reached 13.6 feet. which could explain why we have seen this flooding. this is a new record.

12.8 feet setback in 1922. that flood concern is is expected to continue the next seven. good news in sight. we have been seeing that flood level continue to go down. it crested at 13.6 on tuesday. earlier this morning, right before we left, kari and i were looking at the latest models. it looked 11.6. right now it has gone down even below that. current models are showing now 10.95. so we are expecting for the levels to continue to go down. we are monitoring this. we are expect to go see more rain heading into the weekend. this is something to keep a close eye out. for now, i will have the latest update as far as what we can expect the next seven days. and areas that have seen record-breaking crests as well. >> we are talk building how high the reservoirs are.

coyote lake up to 108%. we expect this to be very slow to recede. the reservoirs are over capacity at this point. we have been talking about how cold it is behind us. temperatures in the low to mid-40s. 35 degrees in santa rosa. a look at the wide view happening across the region. scanning around the bay area. not picking up on any rain as of now. we are going to dry out as far as rain falling from the sky. flood warnings for parts of the south bay continuing until further notice when we can start to see water levels receding along the coyote creek. all the areas shaded in green, you're including once again until we can say the all clear. we can look at the satellite imagery. we can see the storm is farther down the pike.

it is day 34. >> the pressure is not on the president per se but his party. >> right. lots of pressure on congress as they return home to their home districts and hold town halls. normally this is a boring affair. but town halls all over the nation. this is jason chaffetz. grassley is down on the her left in iowa. a constituent gave hem a bottle of tums and said you're going to need it. a couple of things that are remarkable. first, as i mentioned, these are usually boring affairs. but people are very involved in their democrat she. this is red state iowa.

happy hollow. >> i went to anderson just to see. 101 up to by morgan hill has reopened. but the problems remain. >> we saw the video cascading water onto the streets. >> we haven't seen this before. we have had so much rain. in some spots double the amount we get for the water year. all of this has to flow somewhere. we are now finally getting a chance to at least see the water stop falling from the clouds. we have patchy fog. it is very chilly now. the temperatures are in the low to mid-40s. the seven-take forecast coming up starting in the peninsula.

you will be able to see the next few days. rain rolling back in for the weekend and for monday as well. looking now at san francisco. it is 47 degrees. still pretty soggy out there. 36 degrees in the north bay. but the high temperatures this afternoon cooler than average. some spots, by 10 degrees. 53 degrees in san francisco today. stormranger, our mobile doppler radar truck, is is scanning around the bay area. not pigging up on any rain for now. we are looking at drying conditions for today. oakland seeing high temperatures reaching the low to mid-50s. sunday will be the day to watch. the of the storm moving in. this may fluctuate as we two into the next couple of days. follow me on facebook and twitter.
