>> we are one degree above freezing. dealing with all the wet weather trying to dry out and some very cold temperatures as well. it is 43 in the peninsula. tri-valley, 39. 33 degrees with frosty conditions in the north bay. we may see icing from all the leftover rain on the roadways. 43 in san francisco. highs only 55 degrees in the south bay. and 56 in the north bay. we'll take a look ahead to a couple more days of dry weather and what to expect this weekend as another storm system moves in. good news to start the commute. stkph that's rig that's right. the roadways are driving. highway 37 reopened just a few minutes ago in the north bay. they said traffic would be rein stated for highway 37 through

novato. we will track this of course up in that area. also clear is niles canyon. that cleared yesterday evening about 4:30. got notification access was available between 680 and mission boulevard. great news to start your commute. back to you. >> we'll take whatever we can get. developing news. floodwaters continue to reseat in san jose at this hour. some evacuees are being let back in their homes. >> areas in red are still under mandatory evacuation orders. that includes three mobile home parks near the 880/101 interchange, spartan stadium, and also an area near the san jose municipal golf course. the green is where people can return back home. >> they are coming home to a harsh reality. homes, cars, and belongings are

contaminated. >> very difficult to deal with for those folks. the floodwaters are going down rapidly. the rains let up. kris sanchez kicking off team coverage in one of the areas still deeply affected by the flooding. kris? >> right. this is one of the areas for mandatory evacuations, sam and laura. we wanted to come back to this spot. this is really our yardstick. this is where the floodwaters were the first day where i am right now. they receded down the driveway now. you can see two of the cars that were nearly completely submerged in water just about a day ago. the waters are going down. the waters are highly contaminated with household chemicals, gas, oil, and sewage. they are not safe for people to walk around in. we did see one set of women walking around in their bare feet. the mandatory evacuation orders

are still mandatory for this neighborhood, the rock springs neighborhood where cars and apartments are under water. folks have been showing up since yesterday morning hoping they could get inside. there is no target for when these folks might be able to go home. there aren't a lot of housing options at this point. many are still in the overnight evacuation shelters. they have a lot of questions for the city, and the city has a lot of questions as well. >> we are sending out crews to assess damage. we are urging people not tom return to their homes in those mandatory evacuation areas. the water is not safe. >> we monitor water flows through the streams to better understand what the waters will do in the coming days. of course we are preparing for rains expected over the weekend.

>> that's the fire department and the mayor. hopes were dashed that they could come home. they were helping each other, though very little. we did talk to a woman who came yesterday. her second story is affected by the floodwaters but not the flooding because she can't get up there. there is a chance some of the buildings will be red tagged and folks will not be able to go home at all until this is rebuilt. we have the evacuation numbers. i'll tweet out that map of the areas where folks can-can return. many folks will know at this point. and many of you have been asking for information on how you can help. we do have is that up as well. i'll put that on my facebook page. kris sanchez, today in the bay. >> nice to see how the community is coming together. water experts will be on site at

officers responding to reports of a shooting. they found the victim suffering from gunshot wounds. the man died at the scene. the shooting is under investigation. not to this point released anymore details stkphraofp anymore details. 4:37. >> very chilly temperatures settling in. we have snow in the sierra. we will talk about what to expect just offshore and another system is set to move into the bay area. traffic on highway 101. not a traffic job. it is open for business unlike 24 hours ago. your commute and actually access for the tri-valley. and a special tribute to a california highway patrol officer tragically killed on duty yesterday.

just out of the altamonte pass. 84 moves smoothly. >> thank you very much, kari and mike. 4:41. chp will honor the lives of an officer killed in a crash in pursuit of a suspect. officer lucas chellew lost control yesterday. he was chasing a suspect. today at noon, a bell toll tribute ceremony will take place at the chp academy in west sacramento. governor brown is responding to the loss saying, "ann and i join all of californians is offering our deepest condolences to friends and family of officer chelew who worked day and night to help the people. officer's great courage and sacrifice will never be forgotten. 4:41.

while. >> we're getting up to low 50s today. >> yeah. that's, in some spots, 8 or 9 degrees below where we should be. it is cool not only for this afternoon but this morning as you step out too. that will wake you up. all clear skies. only 42 degrees. we have seen the 40s and 30s in parts of the bay area. as we get a look at storm ranger, mobile doppler radar. we have it parked on san bruno mountain. spotty showers offshore. we are going to see some clearing conditions. but i have been tracking a few very spotty showers still left over, moving through the santa cruz mountains. this may bring a wintry mix as it approaches the summit and weakens farther inland. don't expect it to have a high impact. as we look at those temperatures, this is having a bigger impact. santa rosa, 33 degrees.

36 in fairfield. palo alto, 45. and the seven-day forecast coming up at the bottom of the screen. we're going to have a couple of days of rain in the forecast. just in time for the weekend. as we go through the day in san francisco, 44 at 6:00. and then into the upper 40s, lower 50s. we will stay mostly in the 40s throughout the day. we turn our attention to what's happening for the weekend. here's the storm system starting to look a little more puny out there. that is definitely great news. it is not topping into the subtropical moisture to the south. that will work in our favor. we try to recover from all the flooding heading into the weekend. we will keep it dry today and tomorrow as well. we will start to see spotty showers moving in. lunchtime saturday it will be

rainy and chilly. we may cee lo elevation snow. heading into sunday, another round of scattered showers. but this does not look to be a heavy rain producer. at this point, it looks like in total we are looking at a tenth of an inch in the bay area. if this changes, i will keep you aware of what's going on. if you're following me on facebook and twitter, i'll make sure i post some of the updates there. as we look at the seven-day forecast, it will be chilly into the weekend. only seeing the highs reaching the lower 50s. upper 50s by the middle of next week. and another chance to dry out after monday. the highs reaching 60 for the inland areas. as we head over to mike, or starting with good news. >> 17 has been a problem for a couple of days. we do still have some of the closures for highway 9. 101 was closed yesterday

morning. it opened this morning. more openings, this is good stuff here. niles canyon, highway 84 once again open. started yesterday evening. 680, mission boulevard all getting help this morning. no major delays out of the altamonte pass. this just in a short time ago, highway 37. 101 is and 37. cleared the last of the closures. it cleared up the last three minutes. the sensor back to green. the bay bridge, no problems for the approach. the live shot. i want to show you the camera which gets pushed around. getting back out to our system, i want to talk about the mass transit system.

morning at 9:30 at the administration building at the golden gate bridge toll plaza. new, have you seen these two men? take a look. palo alto police releasing these images in hopes it will end in an arrest. police say the men are season suspected in a home burglary, an attempted home burglary early this month. both happened on the same block of roosevelt circle. this is from one of the resident's burglary systems. >> when deputies broke into a home in saratoga last fall and shot the home owner they were there to help, did they violate their own policies and procedures? that is in tonight's special report. it happened when santa clara county deputies conducted a welfare check on titus avenue across from christa mccall law elementary school.

as flood waters recede maare ft it is all muddy. everything is pretty much lost. >> coming home to a haar much reality. as floodwaters recede, many are finding out they're left with nothing. many are awaiting news when they can even go home. the historic floods in san jose coverage continues. cleanup for hundreds of flood victims in san jose. tough road ahead. a story that's been heavily shared on social media. horses stranded in san jose floodwater. i'll have the latest on their condition coming up next.

a very good thursday morning to you. thanks so much for joining us. i'm laura garcia-cannon. >> i'm sam brock. we have seen changes in the weather. good news, it is a lot dryer today. it is also a lot colder. >> it is. i saw some homeless people burning a fire on the side of the road. people are just trying to stay warm out there. that's what we are dealing with as we start out behind this storm system that left so much damage around the south bay. as we get a look now at some of the temperatures, 32 degrees in santa rosa. 39 in livermore. palo alto, 43. a live look at san jose now with the clear skies at los gatos, 45 degrees at 9:00. not seeing the temperatures rise that much. ten degrees below 63 degrees.
