condition coming up next. a very good thursday morning to you. thanks so much for joining us. i'm laura garcia-cannon. >> i'm sam brock. we have seen changes in the weather. good news, it is a lot dryer today. it is also a lot colder. >> it is. i saw some homeless people burning a fire on the side of the road. people are just trying to stay warm out there. that's what we are dealing with as we start out behind this storm system that left so much damage around the south bay. as we get a look now at some of the temperatures, 32 degrees in santa rosa. 39 in livermore. palo alto, 43. a live look at san jose now with the clear skies at los gatos, 45 degrees at 9:00. not seeing the temperatures rise that much. ten degrees below 63 degrees. more of the cold weather in the

forecast. also, another chance of rain for the weekend. we will talk about that coming up. does it look in san jose? >> i will show you the pleasure of showing you highway 101 with traffic flowing. this is different than 24 hours ago. i wanted to reassure folks everything is all right for the bay shore freeway. bay shore freeway, highway 101, no problem. highway 17, you're all right. morgan hill, continuing with traffic flow there. we have had closures the last few days. raised roadway. highway 37 now open in novato. that's good news. between atherton and 101, they have opened it up 3:30 this morning. and a live look out there. i'll show you the bay bridge coming up. we'll send it back to you. >> the order of operation. mike, thank you very much. 5:01. let us get back to the

developing situation in san jose. floodwaters receding at this point. that's good news. while some folks are finally able to get back home, the problem is they're finding out most of their belongings are most likely contaminated. >> thousands remain under mandatory evacuation orders. those are the red areas you see on the map. people in the green area are finally allowed to go back home. now we are learning it could take weeks before some people are let back in their home. >> we have team coverage on the cleanup and recovery efforts still under way now. >> bob redell will start us off with the latest information on the neighborhoods impacted. bob, you have been out there in the thick of it. what are you seeing there now? >> reporter: good morning to you, laura and sam. a number of people have put their belongings out here on the sidewalk. we have desk, carpet, couch, stereo equipment. these are items that got swamped

by the rising waters of the coyote creek. unfortunately these possessions are no good and will need to be hauled away. this is border by 18th and 22nd street. it was hard hit by the flood. the water was a couple feet deep in many of these homes. what might surprise you is how quickly people began to clean up the mess. they were unclogging street drains to get it to recede quickly. they are removing items sadly they can no longer use and trying to figure out how to decontaminate their homes. >> it's hard. a lot of memories there. >> the city of san jose is raising money to help residents with no flood insurance. we'll show is you a checklist f

of. >> thank you, bob. >> let's move forward. thousands of evacuees spent the night far away from flood damaged homes. at one shelter in san jose, we counted 150 people. many are staying with friends and family as well. we spoke with a woman who works for franklin mckinley school district. she and her son are staying with a cousin. other family members are around the is south bay. >> my sister had to stay somewhere else. >> when you talk about the assistance and how to help out, there are go fund me sites for people who have lost everything, as we have reported. the red cross is also accepting donations. >> not just people affected, but beloved pets. it's been days and the horses have yet to be rescued. pete suratos is live with the

tough recovery efforts about to get started once again today. they are having a tough time getting to them. >> reporter: good morning to you, laura. nbc bay area facebook page, capturing the hearts and minds of our viewers. these horses, more than two dozen horses strapped because of these floodwaters in san jose. we are standing a couple of blocks away from where all this took place. really a dire situation as depicted in the video. police and animal controls were out all day yesterday trying to figure out how to safely pull the horses out of floodwater. it has been contaminated according to local officials. volunteers came from miles just to bring water and food to the mores. >> i'm happy that everybody is is alive and they have food and

freshwater. that's all that matters. >> reporter: the option of airlifting the horses to safety was thrown out there. but that will require sedating them which would be risky since they were too hype thermic. we will fly sky ranger at 6:50 of the scene to give you a better idea of the situation. pete suratos for today in the bay. >> thank you for the latest there, pete. of course they aren't the only ones in trouble. the shelter has taken in several displaced pets. the animal shelter will continue to help take in pets. you can make a donation by mail or in person. it is is a beautiful center located on monterey road. it may not be used directly on the animals affected by the floods but they do help out so many animals in the south bay area.

>> the animals part of the heartbreak in the area. we are getting scenes of the flooding from the eyes of our nbc bay area viewers. this is always so helpful. this is gish road not far from the mobile home parks that were evacuated. leslie sent these from watson park east of japan town. you see the basketball hoop there to the left of your screen sitting above the water. we want to see your pictures and video. post it directly to our facebook page. in other news, a southern california protest going late into the night after video emerges of an off-duty police officer firing his weapon during a scuffle with young people. you heard the shot fired right there. this video was taken on tuesday in anaheim. no one was actually hit by the gunfire. in the leadup, the officer is seen arguing with and holding

onto a 13-year-old boy. police say the argument started when the officer asked the kids to get off his property. hundreds protested last night f. at 11:00, police started making arrest. they will hold a news conference coming up later today. moving on to politics now, transgender advocates promising a fight after the trump administration pulled back federal protections allowing trance gender students to use school bathrooms matching their gender identity. >> that was put in place by the obama administration. secretary of state rex tillerson and jon kelley planning on meeting with the mexican president later today. he made it clear his nation is up happy with the immigration crackdown. >> as the administration deals with all of that, congressional republicans are dealing with this. angry voters at the townhall meeting most demanding obamacare

remain in place. this is during senator tom cotton's townhall. he said there were, quote, professional protesters. >> it is a loud group, small group of people disrupting something, in some cases, for media attention. >> in the meantime, key players in the trump administration will speak at the conservative political action conference in maryland, including steve bannon and vice president mike pence. the president will speak there tomorrow. it is 5:09 on this thursday morning. we are starting out with clear skies and chilly temperatures. down to 41 degrees right now in the south bay. 39 in the tri-valley. we have also seen freezing temperatures in the north bay. still worried about icing on the roadways as it has been so wet out there. there may still is be puddles, especially on bridges and overpasses. as we watch out for that, we will see clear skies.

north bay, up to 56 degrees. a lot of sunshine today. you may be heading out of town. if you're planning on heading to the sierra, i'll have a forecast at 5:14. as we head over to mike, a note about the san jose flooding. >> bob redell is out there showing how things are going on. we talked about highway 101 being open. and the south bay freeways are just fine. but the evacuation zone still has an issue withstanding water. this may potentially affect some of the lines. a word of caution. it is possible that they have to have a one or two block reroute. that's a minor delay. no delays for bart. full service restored for the ace train. all the central valley flooding.

authorities made ten arrests. in a final show of dissent, they set up tents and tee pea pees. >> a middle school teacher is accused of criticizing students for taking part in a protest. students said they were humiliated to participate in the nationwide demonstration. the english teacher, whose name has not been released, started pressing them about why they felt the need to miss school. >> she was trying to say we're dumb, our parents are for not letting us can come to school. >> at last night's school board meeting the interim superintendent apologized on behalf of the board reminding that haywood unified is a safe haven for all immigrants.

>> uber's woes continuing this morning. >> it is in the midst of an investigation of harassment. >> piecing together what comes across as a disturbing image of business culture gone very wrong. this comes after former employee at uber leveled allegations of sexual harassment over the weekend. in just one paragraph of the "times" report, we read one uber manager groped female co-workers at a company retreat in las vegas. a director shouted a homophobic slur at a subordinate. one threatened to beat an underperforming employee's head with a baseball bat. and keep in mind this is the sensoreded version. arianna huffing ton said they

would no longer hire "brilliant jerks." uber is investigating itself led by a ceo who has been ceo while all of this is happening. tesla opened books to investors tuesday afternoon. it was our first chance to see what tesla looks like now that solarcity is part of the company. this is the first time it showed up in the financials. solarcity is installing on homes that end up getting foreclosed. they are not doing deep enough credit checks. elon musk said they may have to build the model 3 and they must ask for more money. he said it will bring the company close to the edge. the model 3 will start rolling out in july.

we are looking at coyote creek. what we are expecting the next couple of days. the levels have dropped down to eight feet at edenville. up to 13.6 in the past couple of days, which of course as we know now is a new record. and the reservoirs are also still over capacity at coyote lake, spilling into anderson reservoir. now 102%, going down the line to coyote creek. we are seeing some of our other reservoirs 100%. the seven-day forecast at the bottom of the screen. you can see the shower icons for saturday and sunday. right now we will keep it dry. in santa rosa, 32 tpredegree. 33 in napa, 35 in fairfield. today in oakland, upper 40s at 9:00. reaching the low 50s. a lot of sunshine today.

the showers staying offshore. they will be diving to the south. we look at it to continue for our area. as we go through the day, we have it parked on san bruno mountain. a lot of space between our next storm systems. that gives us a couple of days of dry weather. as that moves off toward the east, we will see this arriving on saturday with scattered showers now looking at this tapping into deep subtropical moisture. a quick system moving in. another one right behind that on sunday. as we look at the future cast, we will see dry weather today and tomorrow. early saturday morning, scattered showers. looking a little bit more widespread for late morning, tapering off saturday night. and on sunday, another round of rain moving in. as we head over to mike, some surprises for the north bay. >> some folks joining us at the

a cold start for our morning, kari. >> it is very cold out there. of us trying to stay warm. some spots dipped below freezing in the north bay. we are going to see these temperatures staying cool even as we go into this afternoon. right now it is 33 in nap. 32 in santa rosa. patchy frost. 43, palo alto. a live look outside right now. things are flowing smoothly. we will see sunshine, mike. that's helping us out. with the slowing on the road. >> we have a little bit. but that's in the north bay. highway 1 right along the coast. keep that in mind. overall, a good drive.

orders, people have been showing up hoping to salvage something, anything from their homes and cars because they had to leave in such a rush. this water is highly contaminated. there is no target for when they might go home. >> we are urging people not to return to their homes in the mandatory evacuation areas. the water is not safe. we continue to monitor water flows to better understanding what the waters will do in the coming days. of course we are preparing for rains expected over the weekend. >> noaa was monitoring.

a very long process for many people. >> reporter: sam, what makes this flood cleanup here doubly difficult is that residents are not only having to deal with water damage, they are having to deal with water coming out of coyote creek contaminated with oil, gasoline and sewage. and that is now all part of their property as you walk down here on. in this neighborhood a few blocks away from coyote creek and williams street park, this area flooded with two to three feet of water. when the waters finally receded it left behind ruined property, couches. hardwood floors had to be torn up. and drywall that had to be replaced. >> it could have been worse. we got out. not a big deal.

>> the city put out a checklist of things to do before heading back into your home. you do want to call your insurance company if you have flood insurance. do that right away. make sure the electricity is off the first time you go back in the home. if you have canned or pouched food, they can be saved as long as you remove the label. clean in a mixture of water and bleach. there are other suggestions what you should do with aou sills, walls cut open the walls if there doesn't appear to be damage. bob redell, today in the bay. >> bob, thank you very much. we are going to continue our coverage both on air and online.

all the latest headlines. reports from last night as well. we have an entire section dedicated to floods and the evacuation orders. >> it is 5:38 right now. we are awaiting more details from pittsburgh police after a man was shot and killed near a busy shopping center. it happened at 8:00 near the atlantic plaza shopping center. the man died at the scene. pittsburgh police say it is is under investigation. they have not released any additional details. sad day for law enforcement. today chp will honor the life of an officer killed in a crash while pursuing his suspect. officer lucas chellew crashed into a pole into south sacramento yesterday. he was chasing a suspect. today at noon, a bell toll tribute ceremony in west sacramento chp academy.

anne and i join all californians offering our deepest condolences to the family. the officer is survived by wife and two young children. >> very tragic there. we are hoping to learn more about an east bay sheriff's deputy he was run over yesterday. it happened at the jail in dublin. he suffered traumatic brain injury and is now on life support. recent weather conditions and visibility may be to blame. >> we will be praying for him. happening later today, it is your final opportunity to give input on the golden gate bridge. it would raise fares to make up for a $51 million deficit. this morning at 9:30 at the

let's look at travel times. highway 84 through pleasanton showing a flow. reopened highway 84 through niles canyon. we have more to go. it is is 5:44. we are getting a look at the anderson reservoir levels. up to 102%. flood stage for coyote creek is 10 feet. it has never gotten up to 13.6 feet, which is what we saw tuesday. now it has dropped to 8.2 street

at aoeedenvale. we will continue to monitor this and keep an eye on what it looks like from ground level. some of the areas still flooding. now over to vianey arana. >> reporter: yeah, kari, we have all been monitoring the situation the last couple of days. you can actually see right now it is looking muddy. a couple days ago this entire area was completely flooded and people did have to do some evacuations. we are already seeing folks back at home. a lot of people yesterday were wondering. a lot of people tweeting and facebook comments were asking what are people going to do in terms of future and how to prevent this disaster. here is a live aerial view of the area flooded before. the national weather service and usgs is working towards a solution. this morning at 9:00, they will

clean up. the discussion will focus on how the city combats president trump's immigration policies. in santa clara county, they will discuss the county's latest lawsuit challenging president trump's executive order that will defund sanctuary counties. scott mcgrew has been examining president trump's first 100 days. today is day 35. >> today anger of the bathroom situation. the trump white house tuesday withdrew federal demands the state requires schools allowing students to use the bathroom of their choice. it was put into place by the obama administration. it is important to note what the white house has done, states can still require their schools to have a gender neutral bathroom choice, but it will be up to the

coasting in with much better news. as always, anim provement as we head into the week after such a busy week. now, as we look at what we are seeing out there. here is a live look outside at san francisco. as you step out the door, make sure you have on a heavier jacket. also the sun glasses. we finally have an all clear day here. once you step out, the temperatures are chilly. it is is 44 degrees. humidity, 63%. seven-take forecast coming up at the bottom of the screen. we will have scattered showers for both saturday and sunday. but not looking like a heavy rain event at this point. is so 41 degrees in san jose. 40, morgan hill. down to freezing in santa rosa. watch out for icy patches on the elevated roads. 42 degrees at 8:00 in the morning. more people getting up. the kids at school. then we will see those temperatures in the low 50s as

we go through the day. mostly clear skies later on tonight. and we are looking now at the satellite imagery. this tells the story of what's ahead for us. this is spinning out in the western pacific. it is is not looking as beefy as it did. and it is also not tapping into subtropical moisture farther south. which is great news. it means lower rainfall totals for us as the system progresses east into the bay area. more dry weather today. still some moisture from north to south offshore. and heading into saturday. this storm system moves in. starting out with scattered showers. rain moving through. it will be widespread. light on saturday. a quick one and one as we go into the start of next week. this model puts down a tenth of

welcome back. 5:56 on your thursday morning. these images still so surreal to see. developing stories is out of the south bay. thousands of people still under evacuation orders this morning as the water sitting by the car's wheels after intense flooding in san jose. this is a live look at the rock springs area, which is one of those areas still under mandatory evacuations. we have team coverage coming up in just a couple of minutes. it is 5:57 right now. when deputies broke into a home in saratoga last fall and shot the homeowners they were there to help, did they violate their own policies and procedures? that's what we look into in tonight's special report. it happened last september when sheriff's deputies went to conduct a welfare check at the home on titus avenue.
