no rain for this thursday morning. certainly a lot of cold. >> yes. bundle up. it is is really cold out there. starting with temperatures in parts of the bay area dip below freezing. it is is 37 in the tri-valley. also seeing patchy frost. clearer skies. you can see the sun starting to rise in the south bay camera. 43 degrees in san francisco. 33 in the north bay. highs into the mid-50s with sunshine. looking like a beautiful day but much cooler than where we should be for this time in february. your system and my system tie the weather data together. we have roadways reopened.

i want to show you these patches of pink. diablo range, oakland hills. the possibility of frost over there. it is still closed. highway 1 to the beach. things are shaping up across the bay bridge. 24 minutes slowing for the upper east shore towards richmond. and the span from emeryville. traffic moving very well. chp says watch for higher winds across the bridge. >> devastated flood anything san jose. another aerial perspective from yesterday. these floodwaters are receding this morning. thousands of people under mandatory evacuation orders. there's widespread damage left behind. the story has been developing overnight. evacuations are still in effect for thousands of people. we're learning it could be weeks

those people are allowed to return home. >> they are likely contaminated my the floodwater. >> we have full team coverage tracking the developing situation. bob redell with the cleanup efforts that are now under way. good morning, bob. >> reporter: good morning to you, laura and sam. we are in one neighborhood where residents were able to to return. you see a couch, stereo equipment, more furniture out onto the sidewalk here being hauled away. items got swamped by the contaminated waters rising out of coyote creek. the possessions are no good. this neighborhood bordered by williams in san antonio was hard

hit by wednesday night's flood. residents were unclogging street drains. removing items from their home. they are trying to figure out how to decontaminate their belongings. the task is overwhelming. >> it's hard. a lot of years i've lived there. >> the city of san jose is raising money for residents who don't have flood insurance. it could be a while before it is distributed. how other residents are coping with the damage with some of the destruction. and also a checklist being put out by the city for people returning to their homes that were flooded. bob redell, today in the bay. it is interesting for people. thank you very much, bob.

here is a look at the current evacuations map. you see everything in green. the red areas of the map, that's where aoe kwraeuevacuation ordem in effect, mainly the old oakland road area and rock springs area. >> for folks who have not been able to return home, thousands of evacuees spending the night in their homes. many are staying with friend and family. it is not even a full picture. we spoke with a woman who works for the franklin mckinley school district. she and her son are staying with a cousin. >> we are homeless. my mom had to take at my uncle's house. my sister as well. >> there have been go fund me sites is set up for homeowners who lost everything. >> here's another group impacted by the flooding by san jose.

all the animals. nbc bay area sky ranger was  overhead. volunteers have been bringing food and water to the horses. >> and bringing in their own boats as well. pete suratos with that part of the story and why rescuers haven't been able to remove the horses from the area. good morning, pete. >> good morning, sam and laura. police are keeping us a few blocks from that situation. so we don't know exactly what the situation looks like on the ground now. we know the story was heavily shared on nbc bay area social media, specifically our facebook page. they were stranded in floodwater near coyote creek. you can see how the situation looked like yesterday. this is video from sky ranger. very dire situation depicted in the view. that is off rock springs road. horses stuck in the water for more than 48 hours. we do know police and animal control were out there all day

trying to figure out how to pull the horses out of floodwater. it has been described as contaminated by officials. we heard stories of volunteers bringing food and water for the horses. >> i'm happy that everybody is is alive and they have food and freshwater. that's all that matters. >> reporter: the option of airlifting the horses to safety was thrown out there. but that will require sedating them which would be risky since they were too hypothermic. we will fly sky ranger at 6:50 of the scene to give you a better idea of the situation. pete suratos for today in the bay. >> thank you so much, pete. horses aren't the only animals

in trouble. the animal shelter has taken in several displaced pets. they will continue to do that. if you want to help, you can make a donation to the shelter by mail or in person. it is located on monterey road. shelter does caution your donation may not directly be used on phals affected by tanim floods but they help so many.

it is is 6:13. scattered snow showers. check on any road closures as we have seen a lot of snow here recently. and it will be very chilly. highs reaching 21 degrees. a low tonight of 2 at squaw valley and alpine meadows. we have had 252 inches of snow at the base. of course new powder on the ground. more scattered showers and we'll also see rain showers in the bay area. that's coming up at 6:19. change for i-80 over the

summit, heading through the sierra. here, minor delays. typical build. 25 minutes. highway 4 to the bay. a lot of people in the pay area like to head up to yosemite. the only way to get there is highway 140. even then damage to the roadway slowing things down. highways 120 and 41 remain closed because of damage from the recent storms. an off-duty police officer firing his gun during a scuffle with young people. all right. you see the chaos that ensued that.

in the leadup, the officer is seen arguing with and holding onto a 13-year-old boy. police say the argument started when the officer asked the kids to get off his property. hundreds protested last night . at 11:00, police started making arrest. they will hold a news conference coming up later today. developing this morning, there are now only a handful of protesters left for the dakota access pipeline camp. a large police presence showed up to make sure people left peacefully. some did not. authorities made ten arrests. in a final show of defiance, they set tents and teepees on fire. >> a middle school teacher is accused of criticizing students for taking part in a protest. students said they were

humiliated when they came back to participate in the nationwide demonstration. the english teacher, whose name has not been released, started pressing them about why they felt the need to miss school. >> she was trying to say we're dumb, our parents are for not letting us come to school. >> at last night's school board meeting the interim superintendent apologized on behalf of the board reminding that haywood unified is a safe haven for all immigrants. it's been quite the last few weeks, even months for the stock market. >> look at your portfolios. big businesses expecting big tax cuts. >> enormous tax cuts. they could come as soon as august. now, the problem congress is going to have to solve, how do you make up for all of that lost revenue? that's not a wall street

problem. investors pushed the dow to new records. the longest streak of record closes in 30 years. the dow up 32. the nasdaq lost 5. more trouble for uber this morning. >> piecing together what comes across as a disturbing image of business culture gone very wrong. this comes after former employee at uber leveled allegations of sexual harassment over the weekend. in just one paragraph of the "times" report, we sensored it, one groped female co-workers at a company retreat in las vegas. a director shouted a homophobic slur at a subordinate. one threatened to beat an underperforming employee's head with a baseball bat. and that is the sensored version. arianna huffington said they would no longer hire "brilliant jerks."

uber is investigating itself led by a ceo who has been ceo while all of this is happening. what's worse than being in group 4 when you're boarding an airplane? being in group 8. it is adding 5 through 8 through its boarding order. just making the categories they'rer. narrow narrower. all of those things you hear over the p.a. it is faster. but at least passengers don't like it. nobody wants to be group 2. so it is is executive platinum and one world emerald. you get on the plane at the same time. gold is group 4. >> we're okay with that. >> he wants to be platinum all the time. >> that's 2. >> what's the group where the

with a battery and smoking. >> we are talking about the drought you have an update where we stand for the state of california. >> really promising news right here. we have had so much rain. we have seen some improvements in southern california with the last round of heavy rain that recently moved through there. come of to the television. take a look at this. there's a lot of colors here. parts of california farther south of the bay area. no more exceptional drought. no more extreme drought. that is some huge news for us. and major improvements here as we get a closer look at the bay

area once again. we have been pretty much removed from the drought status. just a few spotty showers left over from the storm system that moved through yesterday and the day before. mobile doppler radar parked on san bruno mountain. a couple more days of dry weather here until this storm system moves in. what i'm seeing here also looking great. we are seeing it looking a little bit more puny compared to yesterday. as it moves in, we are expecting some scattered showers. it starts out on sunday and continues into -- or starts saturday and continues into sunday. we start to see light showers moving in, becoming more widespread at lunchtime start. winding down by dinner time. and on sunday, also another of rain with another quick moving

right now at 6:30, we continue to follow a developing situation in san jose where thousands are still under mandatory evacuation orders from all the flooding from coyote creek. this is a live look in the light of day from one of those areas in san jose still under evacuation. meantime, other people are being allowed to return home. but many returning to extensive damage. a live look showing some of the cleanup efforts. a very good thursday morning. thank you for joining us. i'm laura tkpwar garcia-cannon. >> i'm sam brock. it comes with a lot of cold weather, though. >> that's what we are feeling this morning. something that snaps you awake. we are seeing some of those temperatures in parts of the bay area dipping below freezing. here's a look outside over san jose. as the sun rises, skies are all

clear. as we get a look at storm ranger tracking showers just offshore. that is where it will stay. as we go through this afternoon, all dry as we clean up from all the flooding we have had in the south bay. we'll talk more about what to expect the next several days as the next storm system moves in. we head over to mike start anything san jose. >> i wanted to make sure no doubt highway 101 different than yesterday. it is is open. you see the traffic flow. this is what we typically see about 6:30. in fact, as we look at your map, a mild build. we are still talking about this area where the evacuations occurred in san jose. i want to show you the rest of your commute. pretty scattered build as far as patterns go. canyon reopened from highway 84. back in business between 680 and mission boulevard. earlier crash now cleared.

that's the reason there is extra slowing for pleasanton. a nice drive over toward the bay bridge. look at that. 34 minutes from highway 4 to the bay bridge. a tad bit slower. in the 50s through most of the upper shore freeway. back to you. >> thank you very much, mike. back the our developing story this morning. the devastating flood anything san jose. video from nbc bay area sky ranger this morning showing the extent of the flooding and the damage. the waters are starting to recede this morning, but thousands are evacuation orders. >> if your home is in one of the green sections, the one big one in downtown san jose, it means you have been cleared to return back home. the areas in red are still in effect this morning. >> all hands on deck covering every angle of the story. let's begin with kris sanchez.

good morning, chris. good morning to you, sam and laura. a couple different measures we're watching this morning. the city will reveal the damage estimates, the dollar amount of damage for this flood along the coyote creek. usgs is sending out folks to measure the flood gauges. our yardstick is that white car there. that's the car we have been watching since evacuation orders started tuesday. yesterday it was just below the line. now you can see it is halfway down the tires and just below the bumper. this is also the measurement that a lot of folks are watching as they come into the rock spring neighborhood near happy hollow park and zoo. hoping to get back in and salvage anything they could. they left with 25 minutes notice. some of them evacuating by boat. now, this goes against the city's advice because the water

is contaminated with oil and gas and sewage. and so the mandatory evacuation orders are still in effect. they are telling people to stay out of the water. no word when they can return. we will tell you there is more rain on the horizon some we are urging people not to return to their homes in those mandatory evacuation areas. the water is not safe. we continue to monitor water flows to better understand what the waters will do in the coming days. and of course we are preparing for rains expected over the weekend. >> the city sweeper trucks are out moving mud. we saw city trucks pumping more water out of the neighborhood and off the roadways. the city is expected to reveal the damage estimate in dollars. that will determine how much aid

the city can recoup from the city government and state government. as you show us pictures of sky ranger looking overhead, you might be able to see where the city is starting to recover. for the folks that live in those two neighborhoods, they already estimate that they have lost everything. kris sanchez, today in the bay. thank you very much, kris. we will get a good illustration how the waters are starting to recede in a moment. thankfully evacuation orders have been lifted for much of the flood zone. people are starting to return home. many are finding so much damage left behind. >> joining us live in san jose with the cleanup that's under way. we were talk to go some of the folks yesterday who lived in their home for 30 years or more. they are determining what, if anything, they have left. >> good morning to you, sam and laura. unfortunately for many of the people near williams street park

not far from coyote creek, they have sustained a lot of damage. the floodwaters here already receded. you compare that to the view from nbc bay area sky is ranger over the neighborhood live not far from here where there is stillwater. now, if you're to the floodwater conditions now to yesterday, we do know the waters have receded significantly. but it is -- they're still there compared to this neighborhood where we are at right now where the water has been gone almost 24 hours. what makes cleanup doubly difficult is they are not only dealing with water damage, they are having to contend with the fact that it is contaminated with oil, gasoline and sewage. this neighborhood, the flooding was about two to three feet deep. couches, clothes, other possessions that need to be

thrown away. hardwood floors that needed to be torn up. and drywall that will eventually need to be replaced. >> everyone is safe. we're safe. it's time to get out. >> i'm going to give you the highlights here. if you have flood insurance you want to call your insurance company and notify them immediately. make sure the electricity is off the first time you enter your residence. as far as food is concerned, as far as canned or pouched foods they can be saved as long as you remove the labels. they could be contaminated by the water. and you want to clean in a mixture of water and bleach. there are other suggestions on the city's website what to do with utensils, furnishes, carpets, walls. cut open flooded walls even if there does not appear to be any damage.

of an officer killed in a crash. officer lucas chellew crashed into a pole into south sacramento yesterday. he was chasing a suspect. today at noon, a bell toll tribute ceremony in west sacramento chp academy. anne and i join all californians offering our deepest condolences to the family and friends of officer chellow who worked day and night to keep the people safe. his sacrifice will never be forgotten. the officer is survived by wife and two young children. >> deeply tragic there. 6:40 now. we have good news for commuters in the north bay. highway 37 finally reopened. for several weeks flooding left partially closed through novato. it has really been the trouble

travel times in the tri-valley smooth. what is new is the fact that highway 84 reopened through niles canyon including mud and trees. we still have other work to do, kari. >> mike, we are now at 6:45 watching the water levels at anderson reservoir flowing into coyote creek. flood stage 10 feet. we are seeing it very slowly falling. it is 8.1 feet at edenvale. it is very slowly falling.

we still have areas that are flooded. let's head over to vianey arana live on the scene near oakland road. >> reporter: yeah, kari. i'm here at the ground of the mobile home park that was flooded. above me is sky ranger giving you a live aerial view of what this area currently looks like. very muddy. earlier we saw a bunch of debris. we saw knocked over cones and damaged mobile home parks. this is what it looks like now here. two days ago this area was closed off and flooded because of that coyote creek that did manage to go over. unfortunately it affected this area. you can still see the knocked over cones. it is muddy and slippery. earlier today at 4:00, we were driving through this area. it was almost eerie. you can see the panels right here, damaged homes. and just two doors over we spoke with a resident who briefly talked to us. he had he decided to stay in his

home. but he did say when he stepped out of his home, for reference he told me the water hit him at hip level. i'm 5'3". he said the water did manage to go into his home. he's telling me that the water hit at about this level. unfortunately, he does not have, from what he told me, flood insurance. so it is going to be very costly. we got a lot of questions on facebook. we're asking what will they do this prevent this in the future. we can see a lot of damage that was in this area which is why this morning they will host a special media event at 9:00 a.m. they are inviting the media to join scientists along coyote creek. they will collect data. usgs provides real-time stream

militants. >> a story we have been following closely at home. the garcia torres case, that trial continues today. we are hearing for the first time that lamar and garcia torres might have known each other. according to the mercury news, it was revealed by a lead investigator during testimony. he had he interviewed one person that indicated the two were acquaintance that. could undermine dna evidence found in garcia torres's truck. >> nancy pelosi holding an immigration and refugee roundtable. it will focus how the city can-can combat president trump's immigration policies. >> in santa clara county today, officials will discuss the county's lawsuit challenging president trump's executive order that threat especiallies to defund sanctuary jurisdictions. today we are on day 35. >> scott showing us some of the

video of raucous town halls all over the country. >> people demanding why they are getting rid of the affordable health care act. why representatives supported trump. very red state arkansas. wow. did you see this? the internet lit up wednesday afternoon. arkansas congressman tom cotton held his tom hall and constituents gave him a very hard time. this is all carried live on youtube. now, to cotton's credit, he answered their questions calmly and carefully. you see him walking off there. that is not entirely fair of us. he was on the stage for two hours. the white house continues to claim the raucous townhalls are filled with small numbers of paid protesters. here's sean spicer earlier in the day. >> it is a loud small group of people disrupting something, in many case, for media attention. no offense.

just because they're loud doesn't necessarily mean there are many. >> little did spicer know how loud and how many were going to be in arkansas. many identified where they are from and say they are not paid protesters. this is a look -- a live look at the conservative political action conference in maryland a few minutes ago. kellyanne connen way repeated protesters are not who they say they are and say democrats are belly aching. the one time we did know there are actors in the crowd were at donald trump's announcement that he was running for president. today on the president's agenda on this day 35 talking with manufacturers about jobs and corporate tax cuts. sam and laura? wall street will certainly be listening.

system set to move into the bay area. still well to the west of us. what i'm seeing now, this is not as moist and not as wet as we were seeing earlier. this continues to have a little bit of dryer air, which is great news for us. and the is subtropical moisture well to the south. it hasn't tapped into that. for us, that means lighter rainfall totals for both saturday and sunday. we will start to see the rain moving in early saturday morning. if you were trying to make some plans, looks pretty wet especially in the middle of the day saturday. by evening time it does clear out with another round expect odd sunday and moving out by monday morning. so looking at rainfall totals for both of these storm systems moving in, that's about a tenth of an inch of rain, which is great because we don't need any more than this. even as we go into next week, starting to look a little bit dryer. following me on facebook and twitter, i have been tweeting out what's happening in the sierras as far as snowpack. definitely promising news there.

and welcome back on your thursday morning. before you head out the door, here are the top stories on nbc bay area. dozens of people under mandatory evacuation orders because of all the flooding from coyote creek. pete suratos live to explain how volunteers are trying to help the horses trapped by floodwaters. good morning to you, sam and laura. you had about 28 horses san franciscoed in the floodwater in rock spring neighborhood for 48 hours. we show you a live look from sky ranger. the horses appear to be on dry land standing in mud. they were there all day attempting to rescue the horses.

the owner say their horses appear to be okay. pete suratos, today in the bay. good news there. now to rock spring neighborhood in san jose. you can see the floodwaters continue to go linger. they have receded. the area under mandatory evacuation. >> we have been getting images from nbc bay area sky ranger seeing some of the waters come down the coyote creek. no longer at flood stage. >> still just holding steady at eight feet, two feet below the flood stage. we will see dry weather, sunshine, as we continue to clean up in san francisco looking at highs today reaching 53 degrees and scattered showers again this weekend. how is this for good news? mike says today's commute looks great. >> the freeways reopened. no major problems. san mateo and dumbarton bridge. 40 minutes from highway 4 to the berkeley curve. >> good to see things calming down.
