discovered. it may have you wondering what you'll find the next time you go for a walk. that story ahead. today in the bay starts right now. 5:00 on the dot here on your friday morning. so glad you're with us. i'm sam brock. >> i'm laura garcia-cannon. the devastation left behind after floods in san jose. nearly 4,000 are still under mandatory evacuation orders. the nap indicates people still out of their homes including portions you see in red. the area is shrinking. it includes center and phalen and the area near oakland road. the majority of the people impacted are back in their homes at this hour only to find a mess left behind. many seen sifting through the findings of their belongings,

some are waterlogged and contaminated. let's get to meteorologist kari hall. as the storm system moves down, a weaker system moving in compared to what we see recently. i much needed break here. going to continue to see the cool temperatures and is sunshine. the high temperatures making it into the mid-50s. and looking at san francisco. low 50s there. and 54 in santa rosa. up to 56 degrees. we're keeping an eye on those water levels, especially at the anderson reservoir. for more on that, head over to forecaster vianey arana. good morning, kari.

i'm right here in the rockford neighborhood. the entire team has been out monitoring the flooding. i'm along coyote creek. the water rushing pretty strong. it is is no longer in flood stage. look at the video from two days ago at the reservoir when it was at capacity at 106%. we can see it was very strong and still a very dangerous situation, especially when you're talking about spilling over into the coyote creek.

today in the bay rick boone is live. there are signs this body has been there for some time? >> reporter: that's what we are trying to piece together as we speak right now. reaching out to detectives on this case. they haven't gotten back with me yet. that's because they are trying to get some answers here. as you indicated, rising waters may have led to the fine that happened here in the alameda creek. the body had been under water for some time. you might remember an 18-year-old jada jenkins crashed her car into niles canyon lost month. her family has been notified of the discovery. they don't know the identity right now. they are still trying to figure it out. this all handled because a man was going for a walk along the trail walking his animal.

that's how this all began. a lot of investigative work right here in this area. we are here along the union city line. >> thank you very much, rick. a community on the peninsula is demanding justice right now. a man gunned down while playing pokemon go at a park. someone shot 20-year-old kevin riley in august of last year. his father said six months without his son and no arrests is a nightmare. >> he took away everything in my life. he took my heart. he took my best friend. my everything. he took everything. >> i can't imagine the pain. at the vigil in san mateo, a $50,000 reward was announced for

information leading to an arrest. the high school retired riley's jersey. >> that's pain for those parents. 5:06. months after the fire and this morning there is still a physical mess because of the ghost ship warehouse. in the days after the fire, oakland city workers moved much of the debris to a temporary dump site where it has been sitting ever since. water quality control regulators are telling oakland to cover the debris, or better yet just dispose of it in the landfill. they say none of it is hazardous but they are worried about the runoff. the federal government is saying it did not lie to the santa cruz police chief about a recent gang bust. here's the back story. department of homeland security arrested 10 people in daly city,

watsonville and santa cruz. but the police chief said some santa cruz residents were detained with no criminal history. they were singled out because of their immigration status. the chief was told no immigration holds will be placed. i.c.e. spokesman said authorities encountered 11 illegal aliens who were detained initially. ultimately, 10 of those individuals were released. one remains in custody at this time due to his criminal history. moving on to politics. president trump heads to maryland today to speak at the conservative political action congress meeting cpac. >> the president following his chief of staff reince priebus and steve bannon who has not been speaking publicly at all until this event. both spoke yesterday. bannon doubling down on the

high turnover. we have learned in the past two years the agency lost 110 social workers. right now it is struggling to fill 32 social worker vacancies. >> i need that social worker there. if they're so overwhelmed because there's so much going on, it is is really not in the best interest of the child. >> is this an agency in crisis? >> i wouldn't say it is an agency in crisis. i would say it is an agency that is aware that vacancy and turnover are a huge issue. >> the department director declined to be interviewed but said her goal is to build -- this is a quote. build a strong in extra structure to meet state and federal outcome measures. tonight they explain why their investigation is different and how it will lead to real reforms. we investigate tonight at 11:00.

having a bad no good week. google's automated car company is suing uber. waymo said they sued plans from google when he left auto, a company uber then bought. they said they figured out it happened when it was accidentally copied in on an e-mail. the faa has released a list of drone sightings made by pilots. you well know there is a concern about drones and airplanes colliding. there have been no documented cases of collision, though several have claimed it happened, including east san jose. looking at the south way. you can see the stars there. february to september last year. generally small planes at hi hillview. one said he struck a zone but there is no evidence of that.

and one drone south of the golden gate bridge. that is a no fly zone period no matter what. in these reports, these are pilots reported the aircraft contr control. i missed it. i had to go around it. this video was shot when a chp helicopter crew rescued him. the rescued snowboarder said he accidentally went out of bounds during heavy snow. he waited it out all night as temperatures dipped into the teens. >> it was scary. i think it was probably one of the longest coldest and darkest nights of my life.

and will not cap into subtropical moisture we have seen with previous storms that brought in very heavy rainfall. we are going to see an increase in cloud cover. and also by tonight, mostly cloudy skies, spotty rain early tomorrow morning. as you make plans for the weekend, wet at times at any point from especially saturday morning and again sunday afternoon. we get the second wave of rain. but rainfall totals with both of these systems. it looks like we will see a tenth of app inch of rain or less will be a little bit higher farther to the north in spots like ukiya. as we head over to mike, he has an update on highway 24 with the installed car. >> much calmer day. much calmer commute. it is friday so we should see a lighter volume of traffic. the concern for highway 24 was the person out of their car,

chp says watch the falane as yo come off the bridge. bay bridge toll plaza. backup just formed about two minutes ago. they turned the metering lights five minutes ago. right on schedule. >> thank you very much, mike. it is 5:32. new numbers this morning show a lot of people are finding other ways to get around besides bart. kris sanchez live with a look at what bart officials may be considering. thanks, kris. is. >> folks who bart in the morn g morning, the problem is what people are doing in off-peak hours. that is euimpacting the bottom line. ridership is down the first part of this year. about 5% fewer people are taking

bart on the weekdays. that is nearly double on the weekends. the surprise here is that this follows six years of ridership growth. according to theory news, it could add up to a shortfall in the upcoming fiscal year in terms of the operating budget. bart labor contracts are set through 2021. no cost cutting there. bart manager who overseas the budget say they are considering cutting discounts to seniors and youth. and reducing service on some lines. here's how it could impact you whether or not you take bart. the riders could be finding other ways to get around. that will mean more congestion on the roadway. that may already be happening. a little perspective. we'll tell you the "new york times" is reporting that ridership on the subway in new york city is down and the transportation authority there is pointing the finger at ride sharing services.

kris sanchez, today in the bay. kris, thank you very much. now to international news. following breaking news out of turkey where we have learned a second car bombing in a town captured by turkish troops went off. eight people died as a result. a few hours earlier, a different car bomb went off killing 60 people. the turn issue prime minister says isis was behind both attacks. they withdrew from the town but are still in control of areas around it. other news from the middle east, u.s. backed iraqi forces are pushing into mosul, the long stronghold in that city. they gained full control of the airport. 750,000 people are believed to be trapped in the western part of the city. the eastern part was fully liberated last month. back here at home, 5:34 and this weekend, an exhausting

cleanup after the historic floods to hit the south bay. as families start to return home, they are finding a muddy mess. >> right now there are still mandatory evacuations under way in the hardest hit areas. the portions in red there are where is still a mandatory evacuati evacuation. those areas are shrinking. it includes center and phalen and portions of mobile home parks near oakland road. for people living there, it could take weeks or months before things get back to normal.

>> reporter: what remains is mud. dark streets because the electricity is still out. water-logged cars. and uncertainty for people who live in the homes. when they are allowed to return, they can only imagine how bad the damage is inside. the water was contaminated with gasoline, oil, sewage. many residents had little warning about the flood. they had to leave quickly without being able to raise their belongings off the floor. many of those items now lost. >> well, each other. so that's most important, that we still have each other and we survived. nothing happened to us. it's not clear when the city will lift the mandatory evacuation order in effect for

this neighborhood by spartan stadium and happy hollow park. people are still out because of the contaminated muck that is an inch or two thick. reporting live in san jose, bob redell, today in the bay. bob, thank you very much. appreciate that report. 5:37. criminal charges could still be filed in the wake of an incident this week that got ugly involving an off-duty lapd officer. we showed you this video yesterday. an unidentified officer firing his gun. you see him reach for it there and firing into the ground. he was confronting teenagers who walked across his lawn in anaheim. that video sparked protests. an attorney is calling for an independent investigation. >> the police officer pulled out his gun, discharged his gun, and there were 13 and 15-year-old kids nearby. that was reckless and dangerous.

>> that attorney believes that the city of anaheim went too far in initially defending the officer's actions. the officer is now on administrative leave. the lapd is conducting its own probe. >> new details in the death of a chp officer. a suspect has been arrested and will be in court today. chp arrested a man in connection with the death of officer lucas chellow. they believe his the one the officer was pursuing when he lost control of his motorcycle and crashed into a pole. reaching out to lbtq seniors living with disabilities, specifically those suffering from alzheimer's. the department tkept odepartmen adult services is addressing that issue at noon today. the goal is to prevent social isolation and improve access the

rainfall totals are expected to be very light with this system. looking at the potential of now and early monday morning, up to a 10th of an inch. i'll keep you up to date on what to expect this weekend. as we head over to mike now, looking at a crash that affects two bridges. >> one is a new crash. this is the dumbarton bridge. you can see the slowdown in the east bay. this is southbound 880 as you cross decoto. it sounded like one of the vehicles was totaled. we are hoping for no major injuries. over here we continue to follow this one. eastbound 580. i told you about that crash. we thought it would clear quickly. no. look at the live camera. traffic getting off the bridge

blocking one lane past the toll plaza. take a look at this. amazing new video and further proof by firefighters are heroes for the jobs they do. this is video of a firefighter in china who is risking his life to carry a burning gas tank down several flights of stairs in an apartment build so it doesn't explode and destroy the building. it happened in central china wednesday. it had a broken valve and couldn't turned off. the firefighter suffered burns but is expected to be okay. i don't know how many lives he saved doing that. new details overnight on what kind of chemicals used to kill the half brother of jong-un. kim jong nam was killed by two women in a busy kuala lumpur

airport. they wiped the chemical on his face. you see it highlighted in the red circle as he was preparing to board a flight. police arrested the two women. one vietnamese, another indonesian and a north korean man last week. they are looking for more suspects. a developing story we're following. many passengers on a flight from sfo to jfk are wondering if their civil rights were violated and here's why. when delta flight left in new york, they were met by customs and border protection at the doors of the airplane. they were checking passenger i.d.s as they came off the plane. we asked what was going on. >> he said it's not for you to worry about. he said we do it from time to time. >> a customs border protection spokesman said they were looking for a specific person and, "this individual was ordered removed

refused. so at the same time you have president trump taking the fbi about one thing. the white house, according to reports, was asking the fbi to leak about something else. cpac conference continues today. we saw a rare appearance by steve bannon. he will be on your far left there. the former breitbart editor turned top presidential adviser said the white house will deconstruct by replacing government leaders with leaders from the private sector. president trump addressed the cpac at 7:00 a.m. our time. so very soon. the president has addressed cpac several times before as a private citizen. all right. even more staff. admiral william mccraven who commanded special operations which killed osama bin laden told students at the university of texas president trump's claim the media was the enemy was the greatest threat to democracy in his lifetime.

rain throughout the day. it clears out saturday night. the next round of light rain moves in sunday afternoon. and moves out of here by monday morning in time for the main morning commute. so looking at the weekend forecast, temperatures starting out in the upper 30s tomorrow for the bay and inland areas. highs reaching the low 50s. scattered rain once again for sunday afternoon. and then we'll head into some more dry weather early next week. you have an update on the crashes? >> two of them. getting off on the richmond said, you're jammed up. crews on scene trying to remove the overturned vehicle eastbound 580. this is getting off the bridge from san rafael into richmond. westbound, folks starting to line up. toll plaza as well heading westbound. crash just off the bridge. metering lights are on.

some folks using highway 37 as an alternate. the only other issue in southbound 880. cleared to the shoulder. great news. closer to fremont and lalvarato a deadly force situation that ended in the shooting death of an 86-year-old navy war hero. from the information we have, they turned a welfare check, meaning is everybody okay, into a deadly force situation. we investigate that shooting death in saratoga and hear from an eyewitness who raises questions about whether deputies followed proper procedure. first happening now, you just heard kari. another storm is headed in this weekend. stormranger is working overtime. our mobile doppler radar will be giving us an exclusive look at the storm. download our nbc bay area app. plus, sanctuary campuses in california.
