daly, wrapping up buddy week on the today show. savannah has one more week of maternity leave. are you with the oscars like you are for march madness and the final four? >> i do. i have "la la land." >> we'll see if carson's predictions have much more early on. let's start on a friday morning with our top story. president trump taking the stage at the largest gathering of conservative leaders and activists. his speech comes a day after members of his administration addressed the gathering, including controversial strategist steve bannon. we have complete coverage, beginning with nbc's peter alexander. peter, good morning to you. >> reporter: matt, good morning to you. president trump will speak here at the political conservative action momentarily. trump is the first to address cpac in his first year of presidency since ronald reagan. this highlights what are the successes in the president's first month in office. vice president pence teeing up the president's arrival this morning. >> i promise you, he will never

state. >> if you think they're going to give you the country back without a fight, you're sadly mistaken. hold us accountable for what we promised. hold us accountable for delivering what we promised. >> reporter: president trump highlighting one promise being fulfilled, a crackdown on undocumented immigrants. >> we're getting really bad dudes out of this country at a rate nobody has ever seen before. and they're the bad ones. and it's a military operation. >> reporter: that phrase, military operation, quickly contradicted by his homeland security secretary, meeting with mexican officials. >> there will be no use of military forces. there will be no, i repeat, no mass deportations. >> reporter: the white house clarifying. >> the white house was using that as an adjective. it's happening with precision. >> reporter: while another campaign promise -- >> we peel and replace obamacare. >> reporter: is -- is already facing obstacles. john boehner is telling a health conference that repeal and replace is not what's going to happen. they're going to fix the flaws and put a conservative box around it. also, they're looking to bolster the nuclear arsenal. >> a dream is that no country would have nukes.

but if countries are going to have nukes, we're going to be at the top of the pack. >> reporter: another item, combatting human trafficking, what ivanka's father called an epidemic. >> it's a very terrible problem. it's not talked about enough. >> reporter: the white house still not clarifying ivanka's role, but her presence at the high-level meetings is unmistakable. back now live after 7:00 pacific time, there's a live look where the president will be taking the stage momentarily. there are a couple days planned including the armed and fabulous, the new normal, and is heaven as a gate and a wall of extreme vetting, why can't america? >> peter alexander, thank you very much. and katelyn jenner is speaking out in a message on twitter. she says president trump has reneged on a promise to allow transgender students to use bathrooms and locker rooms that match their gender identities.

>> i have a message for president trump from one republican to another. this is a disaster. and you can still fix it. you made a froms to pro -- made a promise to protect the lgbtq community. call me. >> one of the subjects we want to talk to steve kornacki and nicole wallace about. the president did a good job of saying he is going to continue to do what he promised to do during the campaign. this audience during that campaign had real fears about trump's conservative credentials. what specifically do they want to hear from him today? >> i remember saying at the republican convention that the republican party i worked for 20 years led by george w. bush and inspired by ronald reagan died in the room that night. that's a symbol of how weak

conservatism was. there's nothing conservative about what he's doing. but they have bought it, hook, line and sinker. >> what does he need to say? >> well, the question is, what is he going to say? and he is going to say the same of what he's been saying. that conservatism, is about protectionism and isolationism and the very things that animated fighting those three things, animated conservativism for generations before it. >> campaign on the trail, then, candidate trump said for repeal and replace obamacare. and then, has john boehner in orlando, at the health care conference, saying, they shouldn't actually call it that because that's not what is going to happen. they're going to fix the flaws and put a more conservative box around it. we saw that in peter's piece. that's a guy that knows a thing or two about the legislative process. the former speaker, mike pence at cpac, saying that obamacare, the nightmare is about to end. what does that say?

>> that's john boehner a guy that's waiting a few years to have the freedom to say that. that's something he wanted to say and couldn't. that's the bind that republicans are in right now. he says, if you take this away right now, this entire program and you don't have a replacement, you own any of the failures that happen. and they haven't had a placement in a generation. >> but repeal and replace makes a good bumper sticker. fix does not. >> it does not. but we had reporting that some of the early talks between outgoing president obama and incoming president trump were about doing just this, about rebranding it and tweaking it. so i think this has been the plan all along. >> really quick topic. military operation, that the president used in describing the round up and deportation of undocumented immigrants in this country. the white house tried to walk it back. did they succeed? >> so there's a story out this morning about how the generals, general kelly and general mattis' primary job is stood clean-up and save face for the united states of america around the world.

and you see that with this comment, general kelly saying this is not the case. there will not be mass deportations. you saw general mattis talking about how we are not after iraq's oil. the most interesting people to me right now are the generals who seem to be doing clean-up full-time. >> and steve, quickly on the transgender issue, we just saw it there, he said, president trump said on the campaign trail people should be able to use the bathroom they feel they identify with. what happened with this issue? >> they are getting a lot of negative attention on this, a lot of criticism, and there's a big chunk of the country outraged by what the administration is doing here. i do think it is worth stepping back and realize when you look at the polling on it, this country is split on this. there are a lot of people out there who are on board with what the administration is. and you look how fast these cultures are shifting. five years ago president obama was opposed to gay marriage on religious grounds. a lot of people have not come as far as the liberals on this issue. >> steve, thank you. nicole, welcome back, good to see you.

on monday former george w. bush will be here for an exclusive live interview and to show us his new tribute to america's wounded warriors. and on tuesday, house speaker paul ryan will join us live exclusively. we'll talk you on a first-of-its-kind tour of the capitol. that's on tuesday on "today". this morning, we're learning more about a confrontation between an off-duty police officer and teenagers. it ended when the officer opened fire and sparked protest. nbc national correspondent miguel almaguer is in anaheim, california, with more. good morning. >> reporter: good morning. that officer has not been named or spoken publicly. investigators believe he was firing that shot into the ground. still, he could face criminal charges. >> let go of me. not that hard. >> reporter: anaheim police say this was the first physical confrontation between an off-duty l.a. police officer and

a group of teens after a series of previous complaints about neighborhood kids trampling the officer's lawn. the confrontation quickly escalated as the officer and teen argue. >> i didn't say that. why are you lying. i said i'm going to sue you! >> reporter: after struggling with the boy for several minutes, the officer was surrounded by teenagers and tackled by one of them. before pulling a gun, firing a single shot. police say the officer felt threatened and made the decision to use force. >> during the confrontation, it is alleged the 13-year-old boy made a threat against the officer that led the officer to believe that he was going to shoot him. >> reporter: today, city leaders and police are shaken by what they see. though the video does not show the entire encounter. >> i'm deeply disturbed and frankly angered by what it shows. the video shows an adult

wrestling with a 13-year-old kid and ultimately firing a gun. >> reporter: with police now protecting one of their own, hunkered down across the street from the officer's property, which was vandalized during a rowdy protest wednesday night, neighbors are divided over what happened here. >> they come to our property, they kick our stuff around, they shove stuff into our tree -- confront them and they are very bold. >> we are upset. there's no reason for an officer to respond like that. they are trained to actually apprehend the person in a professional way. >> reporter: this morning, the dangerous confrontation that went from a struggle to a shooting remains under investigation. but many here have seen enough. and are now drawing their own conclusions. the two teens arrested were later released. they have not faced any criminal charges, but investigators say all parties involved including that officer could still face

criminal charges. the investigation should be complete in a few days. back to you guys. >> miguel, thank you very much. important update now. we now know what poison was used on the attack of the half-brother of north korea's leader. it was a banned and highly toxic nerve agent. kelly cobiella has more on this. kelly, good morning. >> reporter: matt, good morning to you. yeah, another twist in this story in a frightening one. the malaysian police chief says that vx nerve agent, classified as a weapon of mass destruction, was used in the terminal of a crowded international airport to kill kim jong-nam. two women wiped kim jong-nam's face with a deadly nerve agent vx. investigators said the alleged killers washed their hands after the attack. one woman seen on surveillance video holding her hands away from her body. police say one of them was sick and vomiting. and that tests from kim

jong-nam's skin and eyes confirmed the poison. >> vx nerve agent, which is a chemical weapon. >> reporter: vx or venomous agent x, a tasteless, odorless liquid. experts say it's the deadliest nerve agent ever created. mere drops on the skin can kill and quickly, causing convulsions, eye pain and stopping breathing. kim jong-nam had a seizure in the ambulance and died before reaching the hospital. north korea is believed to have the third-largest stockpile of chemical weapons. this morning, malaysian officials say they're sweeping the airport for any trace of the deadly liquid. investigating how it got to the country and who might have smuggled it here. at the north korean embassy at kuala lumpur this morning, more denials. >> this is a lie. >> reporter: the north koreans deny they have been officially asked to cooperate. they say the investigation into the attack on kim jong-un's half-brother and one-time rival

is flawed and still haven't acknowledged that he's dead. seven north koreans are wanted for questioning, including a senior diplomat seen at the airport the day of the attack. and the malaysians say that diplomat is now in the north korean embassy in kuala lumpur, but no sign the north koreans will allow access to him. in fact, the war of words between the malaysians and the embassy is heating up. this morning, the malaysian foreign minister called the north korean ambassador delusional. matt? carson? >> a story that gets more and more bizarre. kelly, thank you very much. let's turn to the countdown to the oscars. hollywood, the big night on sunday. what exactly can you expect? joe fryer is out at the dolby theater in los angeles with a look ahead. joe, good morning. >> reporter: good morning, carson. they rolled out the red carpet which is currently covered by a white tarp. come sunday, this will be a runway for hollywood's biggest stars.

well, "la la land" has the most nominations, but anything can happen on a night that promises to be entertaining and likely political. ♪ city of stars >> reporter: how brightly will the city of stars shine upon "la la land"? with 14 nominations, the musical would need to win 11 oscars to tie the all-time record. >> "la la land" is a perfect film. >> reporter: an "snl" sketch poked fun that it wasn't everyone's favorite film. >> it was fun, the scene was good. i guess i just didn't think it was amazing singing. >> reporter: its biggest challenger is "moonlight" a coming of age tale that talks about race and sexuality. >> things are a little bit up in the air. >> reporter: the fight for lead actor has tightened. "manchester by the sea's" casey affleck swept up most of the awards this year, but denzel washington is gaining momentum. >> mow make sure they are doing right by you. >> reporter: when it comes to

the leading ladies, emma stone faces her toughest competition from isabelle huppert and natalie portman. viola davis seems unstoppable, seeking her first oscar win for a role that already brought her a tony. >> let your head rest in my hand. >> reporter: while "moonlight" is vying for supporting actor in a diverse list of nominees that follows the so-white controversy. no matter who wins, politics will likely take the stage if the recent golden globes is any nomination or indication. >> we need the principled press to hold power to account, to call them on the carpet for every outrage. >> reporter: "the new york times" will debut its first-ever oscars ad, with a message, the truth is more important than ever. a sign that with millions watching, hollywood's biggest night could become its most political. the mood of the show might be

if you look at what's happening in minnesota right now, there are blizzard warnings and watches. and we are looking at blinding snows. schools are closed throughout minnesota. it is a real mess there. and that storm system is going to be pushing to the east. as you look right now, there are 25 million people under some winter storm warning or advisory. 18 million people, i should say. and then as that pushes east, we are going to be looking at not only snow for the upper midwest, but severe storms for cleveland, detroit, indianapolis, a real mess. snowfall amounts anywhere from 6 to 12 inches of snow. then ahead of that, we've got record-setting warmth. look at these temperatures. i mean, we are looking for records, the spring highs stretching from the northeast for new york, cleveland, charleston, all the way down tallahassee, everybody looking to set some records. we'll get to your local forecast coming up in the next 30 seconds.

on thursday, feature guests included mike pence. two washington, d.c. police officers recovering after being shot, wounded in a late-night shoot-out. it happened in a neighborhood on the city's northeast side. officials say the officers were shot in the lower part of their bodies. their injuries not life-threatening. the suspect was shot and killed. and a power plant that stood in cleveland for more than a century is now a pile of rubble. [ explosion ] crews set off explosives overnight, imploding the lake shore plant. it will be used for now as green space for the community. in the meantime, a hearing to decide if former prep school student owen labrie will be wrapped up right now. he claims that he received ineffecti ivive counsel. morgan radford is at the white

house up in new hampshire. morgan, good morning to you. >> reporter: matt, good morning. owen labrie wants to tell his side of the story to a jury again. sentenced to one year, but out on bail. he's made a push for a retrial in the courthouse behind me. last night, i spoke with the father of his accuser, and he says there shouldn't be any redos. alex prout, said his daughter has come along way, since accusing owen labrie of sexual assault. >> she said, daddy, i'm no longer a victim. i'm a survivor. >> reporter: but he says seeing labrie is painful for his entire family. what's going through your mind? >> anger, heartbreak and disappointment. >> reporter: labrie is asking for a new trial, accusing his former defense counsel of dropping the ball. former lead attorney, j.w. karny denies it. >> do you believe your team

represented the defendant effectively at trial? >> yes. >> reporter: he says he presented damaging evidence from being presented in court. >> i put my heart and soul into this case. and did everything i could to help owen receive justice. >> reporter: labrie's trial got worldwide attention, with emotional testimony from his accuser, chessie prout. >> i was raped. >> guilty. >> reporter: labrie was convicted of sexual assault, child endangerment and using a computer to lure a minor for sex, a felony requiring him to register as a sex offender for life. but he was acquitted of the most serious charge, rape. chessy, first revealing her identity in an exclusive interview with savannah last summer. >> i feel ready to stand up and own what happened to me, and let other people know they can own it, too. >> reporter: now, speaking out

==tvo== the situatiois improvinto a good morning on your friday, 8:26. i'm sam brock. the situation is improving to a degree for thousands of people hit hard this week by the flooding in coyote creek. people in the rock springs neighborhood are still under mandatory evacuation orders, but as you can tell from the video there, a lot of that water that at one point was chest high earlier this week has been pumped out. based on the last update we got thursday morning, 3800 people remain under a mandatory evacuation order at this point, but it is hoped that all those remaining flood victims can return to their homes by sunday. also, next tuesday, city council members plan on ratifying their local emergency declaration. mike is tracking a newly developed crash on 87. what do you know? >> we have a easy drive for most of the bay, right down here in san jose, a crash originally reported blocking the fast lane,

==tv= e situations improvingo a deee .. for tusands of good friday morning at 9:26. i'm sam brock. the situation is improving to a degree for thousands of people hit hard by the flooding of coyote spring. people are still under mandatory evacuation orders. as you can see, it's all dry. at least most of the road there is. that was chest-high water earlier this week that's now been pumped out. based on the last update yesterday morning, 3800 people across the city remain under mandatory evacuation. it's hoped all the remaining flood victims can return home by sunday. also next tuesday city council members in san jose plan on ratifying their local emergency declaration. within the last hour authorities confirmed a young woman whose body was discovered on the banks of alameda creek is

that of the young tracy woman who crashed her car into alameda creek during heavy rain. a man walking his dogs made that discovery. investigators say the body had been under water for some time. crews spent days searching for the woman after her car crashed on january 21st. her family was still holding out hope she might have survived. a very tragic story. we'll have more for our news at 11:00. we'll have a look at what is a dry friday turning wet this weekend.
