"moonlight" you guys won best picture. >> the oscar oops that has the world talking this morning. how did this happen? we'll take a look at the explanation surfacing about envelopes. >> and flooding fallout. most san jose residents are finally back in their homes but some will not return for a long time. bob redell has the latest on what kind of care those families are receiving. plus, it's a wet commute to start out your workweek right now. so dark out there. it's hard to see the slick spots out there. there are plenty of them. live highway 101 in san jose. wet roads after a wet overnight. let's get through monday together. let's start it out with the weather. >> you can see it on the camera there as you head out, still some raindrops lingering across parts of the bay area. let's look at storm ranger right now. mobile doppler radar parked on san bruno mountain right now. spotty showers still lingering out there. as we get a closer look, we see for the most part things are pretty much drying out but roads may be slippery as you go for that drive. also, a little bit of rain still left over parts of the santa cruz mountains and also some snow this morning on mt. hamilton. through the day, we'll see more of these spotty showers moving through. much of this activity tapering off. we'll talk about that coming up in the next few minutes as we head now over to mike looking at the slick san mateo bridge. >> your radar shows that rain traveled through. i show what it left over here. very slick roadways. as you can see in headlights, water kicking up. we have a bit of a rooster tail for the time being.

back out to maps, we're talking about also what a kari showed on the mountains here. things are moving well including highway 17. overnight road work over the course of this week working to shore up the side where that mudslide was. back in service for all lanes at 5:00. become to you. firefighters safely rescued two people during an overnight apartment fire in hayward. happened about 1:00 this morning at the apartment complex. firefighters say two people were correspondence cued from third level units and no one was injured. damage from the fire is limited to one unit but several other units have no gas or power. for now about 30 people are displaced and the cause is under investigation. it is what everyone is talking about this morning. the big historic flub at the oscars. >> it was amazing. a really dramatic ending that

"moonlight" won the os car for best picture but not before the wrong film was announced as the winner. >> and the academy award for best picture -- >> la la land. >> there's a mistake. "moonlight" you guys won best picture. this is not a joke. "moonlight has won best picture. and read more about how best supporting actors have ties to the bay area and live report from hollywood coming up in our next half hour. another story we've been following for weeks now, it has been almost a week since devastating floods hit san jose. today we could learn how much damage was cause. >> "today in the bay's" bob redell live in san jose with details. we know most evacuation orders have been listed but hundreds of flood victims are living in shelters or even with friends. >> reporter: good morning to you. that's correct. that's because a number of homes remain yellow tagged like these homes here. these apartments in the rock springs neighborhood of san jose. yellow tag means residents can go back inside to clean, collect their items, their possessions but are not supposed to live in there. city of san jose says it has finished inspecting thousands of structures that flooded last week. only three homes in the william street neighborhood remain red tagged which means no one can go inside. the majority, just over 4,500

are green tagged cleared for moving back in. remaining 1,300 homes are yellow tagged working with people to get utilities hooked up and property up to code. many residents like this woman find themselves in limo. >> we have no place to live. no vehicle. i don't know how i'm going to be able to get to work. >> reporter: about 200 evacuees relocated to the seven trees community center. that's a shelter set up for longer term until those people are permanently able to move back into their homes. city of san jose is expected to release the dollar amount of how much damage the flooding caused. reporting live in san jose, bob redell, "today in the bay." >> tough to see what those families are going through. bob, thank you very much. in less than five hours,

oakland's new chief of police officially taking the reigns. last month the mayor selected ann kirk patripatrick to be oak next police chief. she'll be signed in at 9:00. kirkpatrick is making history making oakland's first female police chief. a rainy monday. how long will that stick around? >> much of the rain moving through this morning and the roads are wet as you head out. we'll talk about temperatures and what else to expect as we go through this week coming up. >> we also see a few lingering cars here at the bay bridge toll plaza. not all cash lanes are open. we'll see how quickly this can clear up over the next few. also right now, an intense manhunt under way for a gunman who took the life of a person injuring several others inside of a popular bar.

it is 4:39 on your monday morning. we start out with wet road conditions out there. grab the umbrella just in case. may have spotty showers moving through. in evergreen, cool air. only mid 40s for 8:00 a.m. and then as we go through the day, staying almost 10 degrees below our normal high of 64 degrees. now, as we head through the forecast, it will be warming up. i'll show you that coming up in about five minutes.

about ten minutes is what it says at the bottom of your screen of a tiny delay for 84 coming through the construction zone in pleasanton. i'll show you what i'm tracking in the tri-valley is your commute. >> thank you very much. developing story out of vallejo to tell you about. officers trying to track down a gunman after a deadly shooting inside a bar this weekend. police say it happened inside gentleman jim's bar just after 1 1:00 sunday morning. three men inside the bar were hurt. one died at the scene. the other is expected to be okay. a third injured man involved showed up at the hospital a bit later. happening today bill cosby's attorney arguing for a change of venue. they want to move the trial to a different pennsylvania county.

the 79-year-old comedian is accused of sexually assaulting a former basketball coach and a trial is scheduled for june. new orleans carnival season wraps up tomorrow. fat tuesday closes more than two weeks of mardi gras related parties and parades. this year's celebrations have been overshadowed by a frightening incident saturday night when a suspected drunk driver plowed into a crowd of people. happened during saturday night during one of the more popular mardi gras parades. 28 people were injured. no one was killed. >> amazing that no one died in that. 4:41. takata facing penalties over serious problems over airbags. the fallout before you head out the door. >> a live look outside this morning. emeryville i think. there you go. the beautiful nbc bay area is soggy to start out your monday morning. kari has a look at the full forecast for the week. 4:41 right now.

coming up on your monday morning, let's get to business and tech news. today automaker takata is expected to plead guilty to a criminal charge for concealing a defect with airbag deflators and samsung is delaying the release of a new phone. let's check in with landon dowdy at cnbc headquarters. good morning. >> good morning to you both.

markets may await president trump's address to congress tomorrow night. investors hope he'll outline specific details of how he plans to boost the economy including spending on u.s. infrastructure and cutting regulation. also get lots of economic data this week including reports today on durable goods and pending home sales. on friday, the dow rose 11 points to 20, 821 up for four straight weeks. the nasdaq having nine to 5,845. takata is expected to plead guilty in a u.s. court today to one criminal charge related to its faulty airbag inflaters and also agreed to pay a $1 billion fine. the company is expected to name attorney ken fineburg to oversee victim compensation. he ran similar funds for 9/11 victims and bp oil spill. samsung will release a new phone. the company sent out invites to an unbox your phone event on march 29th in new york.

samsung delayed the launch in the wake of last year's recall and investigation of the fire blown galaxy note 7. samsung used the stage at a major tech show in stage today to unveil two new tablets. back over to you. >> landon dowdy with the latest. thank you very much. 4:46 right now. happens every year. gas prices going up and they'll reach their peak by memorial day because refineries are starting to switch to pricier spring summer blend. experts say a gallon of regular could get as high as $3.70 in the bay area. right now 3:00 in san francisco. 2.94 in san jose and 2.92 in oakland. heard a gas buddy report that it won't be that big of a chump. only 40 to 50 cents.

3.50 is a lot of money for a gallon of gas. >> if you do have to go to the gas station, you'll look around and see that it's wet and cold. seven-day forecast coming up at the bottom of the screen as you will see things will dry out this week or continuing to dry out. and we will also see these temperatures going from the upper 40s into the mid 50s today. a mix of sun and clouds. i want to show you storm ranger. this is mobile doppler radar parked on san bruno mountain. it's been picking up on rain that moved through overnight. now we see much of this activity pap tapering off throughout the day. still lingering spotty showers on the map. we'll talk about that freezing temperatures in parts of the north bay. we've had a little bit of wet weather moving through so with that freezing temperatures you want to watch out for icy spots that may develop on the roadways especially those bridges and overpasses. we are at 45 degrees in oakland and palo alto. san jose, 46 degrees. as we go into this afternoon,

highs will reach into the upper 50s. 57 for danville and oakland and concord at 57 and 56 in san mateo. 55 in the mission district. and also 55 in novato. upper 40s and 8:00. a slight chance of rain. not everyone will see it. spotty showers moving through the peninsula as that moisture remains mostly offshore and also for the north bay you may see some rain moving through and if you're following me on facebook, i'll, of course, keep up to date on wet weather we do see developing today. looking at temperatures for the rest of the week, warming up. it will be in the mid to upper 60s as we head into the end of the week for san francisco reaching 61 degrees and 65 for the inland areas and a lot more sun as we go into the rest of

the week and even this weekend. now as we head over to mike, an update on a crash? >> in the tri-valley. smaller crash. overall traffic goes great. we have wetter roadways but radar moved out of the area as far as activity. we're all right. southbound 680 reports of a noninjury crash over off the roadway in the soggy soil on the shoulder. i want to prove i could say that this early. over on the side of the road. we'll watch at vargas as another crew arrives to pull that car from the roadway. smooth drive at the bay bridge. i want to show you mass transit quickly. no delays for any of the agencies. we got that covered. we'll look at the bay bridge toll plaza where we see sheen on the roadway. we have wet conditions as you approach. we do have a backup for the cash lanes now. this should clear up dramatically as we open more cash lanes. no big deal.

welcome back. 4:53 on your monday morning. lots of people starting off workweek early. this is a live look outside at dublin. there are some slick spots out there as it rained overnight. kari hall will get more into that in just a couple minutes. new this morning, a new warning from doctors about the dangers of marijuana for young people. the american academy of pediatrics is issuing the warning citing legalization of marijuana in more than half of all u.s. states either recreationally or medically. the drug has grown more potent. nearly two in ten people who smoke marijuana during adolescence will become addicted. doctors say it can cause lung damage and threaten development in young person's brain.

a plan to build a new cement plant is facing a vote today. proponents have been trying to block the project. tonight at 6:00, the planning commission is holding a vote. opponents are organizing a protest ahead of that meeting. a series of reports by the nbc bay area investigative unit prompted a county investigation into the santa clara county of family and children services. >> the agency is facing a shortage of social workers and high turnover. there were several incidents that left a child near death and has details on the action now being taken. >> good morning. the agency is facing a severe shortage of social workers and high turnover. all of this, hurting services for the 1,300 children in the foster care is it m. the child abuse council have

launched their own investigation. we spoke with a veteran foster parent. jane ramirez has fostered more than 50 children in santa clara county. some have special medical needs. she knows firsthand how important it is to have qualified, well supported social workers but as we first told you last august, multiple social workers say mismanagement has created a toxic environment. we've learned the 110 social workers have left their jobs over the past two years and right now the agency is struggling to fill 42 social worker jobs. the new director declined our request for an interview but said in a statement her goal is to build a strong infrastructure to meet federal and state performance outcome measures. we sat down with andrew. chairman of the child abuse council. he says his committee will make recommendations to the board of supervisors about how to reform the agency. to hear his interview and see our full report, go to
