active right now. that red beacon moving around the doppler radar not too much activity though. >> it was rain that we had earlier this morning that has since cleared. as you wake up, step out the door, you're looking at everything covered with some water. so we did have some rain that moved through parts of the bay area and it is moving out well to the east of us. it's breezy. it's cool. only 40 degrees in the tri-valley. look at the north bay. we're down to 31 degrees with those clearing skies and then as we go through the day, it will still be cooler than where we should be for the end of february but we're at 55 degrees for the peninsula for the high and 57 for the north bay and east bay. we will talk about the rain that moved through and if there is more coming our way at 6:09. as we head to mike, two crashes have cleared. >> two crashes have cleared and we have a new one. no major injuries. crash killed around middlefield

shy of the shoreline. 680 just cleared from vargas road. off-ramp reopened. we'll let those sensors adjust and see new speeds coming through the area. slowing north 101 at whipple avenue. a crash reported there four or five minutes ago. it may b blocking one lane. it's at least a distraction traveling north out of woodside. no major issue for that side of the bay other than that. peninsula looks great approaching bay bridge toll plaza where metering lights are on 26 minutes from highway 4 to bay bridge where kari said roadways are slick. be careful out there. back to you. 6:01 right now. it was certainly an academy awards to remember. the annual award show had an unforgettable conclusion in hollywood last night. not for the right reasons. >> jennifer joins us with highlights including what laura is talking about that overshadowed everything. the mix-up over the winner of the coveted best picture oscar.

good morning. >> reporter: good morning, sam. hi, laura. boost the argument you might have for watching to the very, very end until the credits roll in these long award shows. if you went to bed when the winner was announced, you missed it. memorable moment. all anyone can talk about today. for several minutes it appeared a best picture win capped a magical seven oscar night for "la la land." >> there's a mistake. "moonlight," you guys won best picture. >> during "la la land's" acceptance speech, presenters realized they read from the wrong card. >> this is not a joke. >> the audience was stunned. so was the "moonlight" team. >> very clearly even in my dreams this could not be true. but to hell with dreams. i'm done with it. this is true. >> reporter: the win was "moonlight's" third of the night including best supporting actor

"moonlight" a best picture win. there was another pretty big mistake in last night's ceremony. a woman who is very much alive, her picture was used in the segment. an australian producer said to be devastated to see herself up there on the screen memorizing her friend costume designer jan patterson who died in october. a lot more to this awards ceremony than met the eye. it wasn't all about the awards. what people are talking about today. sam, laura? >> we'll continue to no doubt. quite the show. >> really a shame. as we were talking about last night, some really beautiful speeches. davis just one example there. >> thanks so much. good to see you. >> this kind of thing had never happened before at the oscars but it has happened before. something similar. steve harvey responding to the

oscars mix-up. he tweeted out this morning "morning everybody. i went to sleep early last night. what did i miss? harvey tweeted he can help warren beatty who helped make this best picture announcement. steve harvey came under fire when he incorrectly announced the winner of the miss universe pageant. >> 6:05 right now. moving on this morning, water levels at the anderson reservoir in morgan hill continue to drop. we checked this morning for you. the last update at 5:30 this morning says the reservoir is just over 100% of the capacity. runoff goes into coyote creek which caused flooding in san jose last week. 6:05. happening today, the massive repair job at the oroville dam gets under way. today the department of water resources plans to gradually cut

off the outflow from the oroville vreservoir. workers will be able to clean up the debris pile at the base of the spillway and work on getting the power plant back up and running help manage reservoir levels. to a story that's utterly heartbreaking. friends and family are coming together to mourn the loss of a south bay man who was known by many as a coach and a mentor and a friend. many calling him a second dad. frank navarro was stabbed to death early sunday morning. >> on south second street not far from san jose museum of art. "today in the bay's" kris sanchez is live to talk about what led up to this deadly incident. >> reporter: it seems that the way the violence in which frank navarro died is a stark contrast to how he lived his life and a loss that will be felt in large

part of the east side community because folks that are involved in youth sports are very interconnected. we'll show you where frank navarro died outside a club in downtown san jose where he was a security manager. he was allegedly stabbed by an underage man who tried to get into the bar. it is where he lived on the east side that many people say define him. more than 300 people gathered at the little league field where he coached hundreds of kids in the game of baseball and in the game of life. >> made sure i stayed on my feet. kept my grades up. he knew i didn't grow up in a great home so he was always there for me. >> frank navarro will be remembered at the high school where he also coached baseball and football. we are reporting that san jose police did detain two suspects who may be related to the stabbing though they have not been formally charged.

frank navarro's murder is the city's sixth homicide of this year. kris sanchez, "today in the bay." >> thank you very much. 6:08 on your monday. this morning san francisco police trying to figure out who opened fire at two san francisco restaurants during peak dinner time. police say they found shell casings at two restaurants. first a worker says a bullet pierced a window about 7:45 last night. police say they are also investigating a shooting at a nearby indian restaurant as well. there are no reports of any injuries and so far no suspects have been identified. happening today, alpalo alt leaders will discuss the downtown parking program. the annual cost can run more than $450. the current permits expire at the end of march. city council members are planning to review the program and decide how to modify it or perhaps expand enforcement

hours. it's 6:08 on your monday morning. we have some rain earlier and we can see there are wet spots left on the roadway. maybe slick as you head out. other than that, looking like a very nice start to this monday and it is chilly. only 42 degrees in san francisco. highs today reaching 54 degrees. want to show you the storm ranger. it does show that rain we had earlier this morning has since cleared the bay area. still some lingering showers possible. this is our mobile doppler radar. we'll continue to scan as we go through the day for possibility of another quick moving shower but not everyone will see that. we'll talk about what to expect coming up at 6:14. now as we head over to mike, updating the crash in redwood city. >> concerned not because of volume of traffic. light on the peninsula. we did see slowing north 101 at whipple avenue just shy of that off-ramp. word is now the crash involved a motorcycle down across the right

two lanes. no word on injuries but we'll track that closely because it will be a distraction with a motorcycle involved. tracking updates there to the area and we see slowing north of woodside. 280 clear on the peninsula. slick roadways around the bay. we'll be careful wherever we're driving right now. recovery from earlier crash that blocked vargas road. slowing on sensors. it should clear up soon. we see a build for pleasanton and tri-valley as typical so we see a smoother flow of traffic. updating mass transit. options to ride on roadways. we'll look at san mateo bridge. westbound. commute direction slowing down over there before you get to high rise. crash reported on the span itself. i'll get an update once a crew gets on scene. traffic moving but may bog down shy of the high rise westbound. >> tax season well under way. coming up in just three minutes, what you should consider before deciding how you're going to spend your tax refund. >> plus, the stock market is at

it is 6:13. getting up and ready and getting kids out the door, it's definitely cold out there all across the board even though we're seeing a spread in those temperatures from 31 in santa rosa to 43 in san jose. puddles out there on the streets

and sidewalks. recess still need a jacket but we'll see lots of sunshine today. more on this and a look ahead to the workweek coming up in five minutes. >> we're tracking a crash on san mateo bridge. i've seen that travel time jump up another two minutes. another three minutes over the last few. we're watching alternates. dumbarton bridge and status of the crash coming up. 6:14 on your monday morning. it's, of course, tax season and a lot of people are looking forward to getting their refunds but it could take a little longer this year than usual. the irs says new measures are in place to prevent identity theft and tax fraud and that could delay refunds for some filers. in most cases, you can expect a typical refund within three weeks of efiling. a few things to consider from financial gurus. you have an emergency fund. smart to have at least three to six months of living expenses set aside to help cover

emergency expenses. the refund could also help to make a nice dent in outstanding credit card bills or pay off your mortgage faster. use the refund to get ahead on other goals like saving or retirement for your child's college education. >> it's quarter after 6:00 right now. redwood city testing out a robot delivery service. neighbors could soon be doing the same. a robotic delivery company will present to the city council tonight. the agenda doesn't say what the company is actually presenting. video we're showing you is robotic delivery in redwood city by starship technology incorporated. >> not one of those little gadgets but automated car got into a traffic accident in san francisco the other day and once again not the robot's fault. >> human error once again. >> automated car companies are required to make their crash reports public and latest is from san francisco company owned by general motors. here you see one of the engineering videos. we don't have video of the

accident that happened as the robot car was in automated mode and slowed for a crosswalk with flashing lights. car behind it slowed too but the car behind that rear ended them all. you remember that uber automated car ran a red light. it was caught on tape. uber said at the time the car was under human control. human made that mistake. "the new york times" reporters are now saying that's not true. it was a robot making a mistake. wall street continues its rally as it waits for the president's address to congress on tuesday. president trump said he'll spend a trillion dollars on u.s. infrastructure. dow up 11 on friday. nasdaq up nine. with markets setting those records, it's time to start asking where the top of this thing is and how soon we'll start sliding down the other side. robert shiller says it's time for investors to pull back. right now warren buffett is talking on cnbc about his investment.

buffet runs hathaway. this will be a serious thing when robot cars take over. car insurance won't make as much money. you won't need it as much. he says that's right. in the long-term, geico is something that will be a much smaller business because people won't get into crashes. >> it will be required still. >> i'm sure it will. >> we're not saving thousands. up next, new this morning, three kids in a lot of trouble this morning for causing this. one of them took their parents' camry early yesterday morning and drove it through a road block and into the napa river. the driver didn't know the road ended. all three inside the car were able to get out. they only suffered minor injuries. police have not released their ages or even said if they're

facing any charges. or those from their parents in groundings. >> some repercussions there. >> that's at least a month if not more. >> a wet start to our drive in this morning. what are commuters facing now? >> things are clearing out. still the roads may be wet as you drive because we did have that rain that moved through earlier this morning and as we get a live look outside now in san jose, this is what you're seeing. a beautiful sunrise. still some clouds in the distance as that storm system, a very weak one, is moving away from us. a look at the seven-day forecast. now coming up bottom of the screen, you see some raindrops in that forecast today. we'll talk about that. let's get a live look outside now. san jose at 43 degrees and 57 will be the high. if the rain moves out, we're still left behind with some chilly temperatures. it will be sunshine for the next couple days but still cooler than average. it will be warming up. as we go through the rest of the week, we'll be watching the weekend for another chance of rain. that may be our next significant chance of rain and look at how

cold it is in the north bay. santa rosa at 47 degrees. 41 in palo alto. high temperatures reaching upper 50s. up to 58 in milpitas. 56 in antioch and also 56 in san mateo. san francisco in the mid 50s today. stormranger mobile doppler radar scanning around the bay area gives us detailed view of rain moving through the bay area showing absolutely nothing right now. this is what it looked like earlier this morning showing waves of rain moving through. much of that moved to the east and still snow showers across parts of the sierra. as we go through the day in san francisco, a lot of sunshine but a few clouds mixing in and high temperatures reaching the low 50s. as we go through the week, more dry weather and it will be nice and quiet seeing those temperatures warming up. and then this weekend there will

be some rain moving in so that will cloud up things on saturday and then some rain possible on sunday and of course i'll keep you up to date on that. any changes as we go through the week if you follow me on facebook and twitter and i'll tweet you the any updates as we go through the next several days looking at those temperatures making it into the low 60s for san francisco and mid 60s for the inland areas. as we head over to mike now, we have crashes across the bay. >> spanning the bay on either side. insight into why things are confusing for folks. we're looking toward the san mateo bridge as we get a big look at the bay zooming into westbound 92. your commute direction across the span. there is a crash reported somewhere around the high rise. still yet for a bridge crew to get there because they're changing shifts. could mean a longer delay. thumbs up for dumbarton bridge but coming up along the peninsula if you'll head north through san mateo, you'll get stuck in this backup. this crash north 101 at whipple avenue is where there's a report

arrives. alaska topped the list over american airlines and virgin america. followed by jetblue. nbc bay area responds to another recall airbag complaint. the consumer received a generous offer from honda but says she couldn't get the company to followthrough. >> last spring deanna goldman received a notice about a driver side airbag recall that came from honda. this was a wait list to get that airbag replaced. deanna didn't want to drive her car around with a faulty airbag inside. she asked honda if they would reimburse her with a rental car until they could replace that airbag. honda said yes. she turned to honda to reimburse her for $2,200. she says the company told her she would receive a check in six to eight weeks but that check

for $2,200 never happened. deanna said she made repeated calls about her reimbursement but never got answers. we contacted honda and deanna received a check for $2,200, the total cost of her rental. honda declined to comment to this story. >> thank you very much. it is 6:26. coming up next on "today in the bay," new overnight, a fire breaks out in an east bay apartment building. >> forced into the cold. what we're learning about an overnight apartment fire in the east bay that's left dozens displaced. a week after the floods in san jose and a number of people still not allowed for move back into their homes. the step the city will take today to help pay for the damage. and here is a bit of a gander right now at a familiar sight for many people

nicely with a start our day. good morning. thank you for joining us. i'm laura garcia-cannon. >> i'm sam brock. a nice way to start the day. nice backdrop by the golden gate bridge. mostly sunshine this weekend. >> a great chance to dry out. >> we had rain this morning for parts of the bay area and now we're seeing another break. it is looking good. still may have a little bit of wet weather as we go through the day but for the most part we'll continue to dry out and look at how cold it is. 38 degrees now in the tri-valley. we're down to 31 in the north bay. san francisco at 45 degrees. we'll close in with mid 50s with highs today. 54 in san francisco. 57 in the east bay and north bay. coming up in about eight minutes, we'll talk about our slight chance of rain today. what else to expect and what we'll see as we go through the week as we head over to mike now tracking the crash on the san

mateo bridge. >> west 92 slow drive because of the crash just before you get to high rise. as we look at the map, middle of the screen right there west 92 is a tougher drive. okay. easy solution. dumbarton bridge is solution across highway 84 but that takes you into the backup by the crash on the peninsula. looks like they may have just cleared these lanes at whipple that's travel north. we see it north of woodside. we'll track this closely. we'll track the crash on the peninsula and across the san mateo bridge. back to you. let's go back to the east bay now. new this morning, at least 30 people are out of their homes after a fire broke out overnight at an apartment building in hayward. pete suratos is joining us live to explain why doeszens of peop

are not allowed to return home. >> the number is 31 folks displaced here at the apartments in hayward and that's because this fire that happened around 1:00 a.m. knocked out power and gas in that building. hayward fire leaving the scene because they got this fire under control fairly quickly. that's the apartment that we're talking about. here's information we're getting from hayward fire. it took place at 1:00 a.m. when they showed up, there was heavy smoke out of the third floor but able to get that fire under control and took them about 20 minutes. there were seven rescues from the balancony area including on resident in a wheelchair. one man said the fire may have been started near a stove. also to a resident who is now displaced because of this fire. >> me and my girlfriend are just

freaking out. we don't know what to do. we're trying to put on shoes as fast as we can. rushed out of the house and as quick as we could. >> the situation really sucks. i can't figure out what i have to do with the kids. they are in the car in the cold. >> reporter: the scene cleared out not too long ago. no injuries to report. red cross is on the ground providing assistance to residents. at this time the cause of this fire is still under investigation. we're live in hayward, pete suratos, for "today in the bay." >> thank you for the latest there, pete. 6:33. happening today, oakland's new chief of police officially takes the reigns. last month the mayor selected anne kirkpatrick to be oakland's next police chief. she'll be sworn in at 9:00 this morning. kirkpatrick will make history by becoming oakland's first female chief of police. most recently she worked in chicago police department. last year the oakland police department went through three police chiefs in the span of two weeks because of a sex scandal

involving officers. the mayor says kirkpatrick has a reputation for building trust in the community. >> all this buildup last night to the end of the oscars and a lot of people scratching their heads at the end trying to figure out what is happening here. everyone is talking about this this morning. historic flub at the oscars. >> a pretty dramatic ending that only hollywood can deliver. soul. >> ali returned to st. mary's college last spring to deliver a commencement speech. he won best supporting actor for his performance in "moonlight" and first thing he said when he got up on stage and started his acceptance speech was he wanted to thank his teachers. to see more video of ali's time in the east bay, head to nbcbayarea.com. we could learn how much damage was caused by last week's devastating flooding in san jose. you remember the rescues. most of the evacuation orders have been lifted but hundreds of people have to stay in shelters because their homes aren't safe in live in. "today in the bay's" bob redell is live in san jose to show us what is left behind this morning. the city is expected to release a big number today. >> correct. good morning. city of san jose expected to release the dollar amount of damage caused by last week's floods. they would use this number and

present it to the state and feds in order to get disaster relief for people living in these homes like neighborhood here in rock strings in san jose which you can see a number of apartments are still yellow tagged. that means that the people can go back inside to clean their home from the flood belongings but not supposed to live there. the city of san jose tells us it has finished inspecting the thousands of structures flooded last week. the majority just over 4,500 are green tagged clear for moving back in. only three homes remain red tagged in the william street neighborhood. that means no going back inside. remaining just over -- until then many residents like this one are stuck in limbo. >> we don't know what's next. i don't know what to do. my kids, we have no place to

live. no vehicle. i don't know how i'm going to be able to get to work. >> reporter: over the weekend, 200 evacuees relocated to the seven trees community center. that's a shelter set up for the longer term until those people are able to permanently move back into their homes. reporting live here in rock springs neighborhood of san jose, bob redell, "today in the bay." >> thanks for the latest there, bob. in the meantime, east bay community hoping for relief this morning. right now people living on morgan territory road in clayton are without water. a landslide caused by a recent storm caused the road to give out breaking a water main. 90 homes are impacted. while crews scramble to figure out how to fix the problem, they say the land is still moving. the fire department has emergency vehicles parked near the residence in the event of an emergency. it's 6:38 on your monday morning. after some early rain, everything is cleared out. here's a view of stormranger. mobile doppler radar parked on

san bruno mountain. we'll keep this in action today to pick up on possibility of a few more lingering showers as we go through the day. as we zoom out, we see that there is still rain to the north of us. as that moves closer, there may be some rain here and there. for the most part, we're looking at drier conditions and a very cold start. we're at 49 degrees at 9:00 in oakland. lunchtime temperature at about 54 degrees and throughout the day going to see those low 50s, which is much cooler than where we should be for this time in february. as we warm up this week, we continue on with dry weather. i'll talk about that and a look ahead to the weekend. now mike is tracking the ripple effect from those crashes. >> we talk about how delicate the balance is for the bay area commute. on one side of the bay can affect the other. slower drive on san mateo bridge. we're also looking at the problems here on the peninsula. first crash we talked about was whipple avenue northbound 101 with right lanes blocked in that backup that formed another crash

about woodside road. you see it shifting farther down on the peninsula. that's a problem traveling between the dumbarton and san mateo bridges. the reason that's a problem is i mentioned the crash still working on san mateo bridge so some folks will head over to dumbarton bridge as alternate but eastbound we have a crash whipple road southbound 880 and even though it's on the shoulder, it's a distraction causing whipple to jam up heading down toward dumbarton and you're getting jammed because of a slowdown bogging you down toward san mateo. we're slowing all of the alternates around so that could be a continuing problem. we'll get you an update on hayward crash on the shoulder. >> all right. thank you, mike. 6:40 right now. still ahead, concerns about marijuana as more states are legalizing recreational use. coming up after the break in just three minutes, the new warning about the dangers of using marijuana especially when you're young. it's monday for you and me. it's day 39 for the president

damage and threaten development in a young person's brain. a developing story out of vallejo this morning. police are trying to track down a gunman after a deadly shooting inside a bar. police say it happened inside gentleman jim's bar on lincoln road east just after 1:00 sunday morning. as many as three men inside the bar were hurt. one died at the scene. the other is expected to be okay. a third injured man showed up to the hospital later saying he was inside the bar during that shooting as well. happening later today, bill cosby's attorney are arguing for a change of venue in his criminal sexual assault trial. attorneys say jurors have been exposed to too much coverage of the case since cosby's arrest last year and so they are asking to move that trial to a different pennsylvania county. cosby is accused of sexually assaulting a former coach at temple university and a trial is scheduled for june. new orleans carnival season

wrapping up. fat tuesday closes more than two weeks of mardi gras related parties and parades. this year's celebrations have been dampened by a scary accident on saturday night when a suspected drunk driver plowed into a crowd of people. it happened on saturday night during one of the pop popular mardi gras parades. 28 people were injured. amazingly no one was killed. live now to our nation's capital. congress returning to washington after a week off. it was a rough week off as many republicans faced angry constituents at town hall meetings across america including here in california. many voters demanding lawmakers protect health care. congress is expected to discuss health care this week. president trump will speak to a joint session of congress tomorrow night. scott mcgrew has been examining the president's first 100 days. today is week 39. a busy week ahead for the president. >> big speech on tuesday.

we'll carry that live on nbc bay area. this morning the white house is expected to send its budget proposal to agencies and departments and we expect some shocking numbers. here's the president at the governor's ball over the weekend. word is the environmental protection agency and the state department will face massive cutbacks. the military, particularly the navy, will get lots more money for new weapons and new ships as well. the epa and the state department can argue with the numbers they'll get today. they're not final. we expect a budget later this spring. wednesday we expect a new revised travel ban. watch for that. president trump is not tweeted about the oscars if you can imagine. this despite the fact jimmy kimmel all but dared him to. white house press secretary sean spicer said last week the president would be too busy to tweet. >> i got to be honest, i think the president will be hosting the governors ball that night.

showing rain we had earlier this morning has since cleared and this is what it looked like earlier. we'll show you the bigger picture. a lot of rain moving off to the east changing over to snow for the sierra and spotty showers to the north of us. that disturbance will drop down today and could give us a slight chance of rain but not everyone will see that. so mostly a drying trend. through the week looking at some sunshine and temperatures warming up. and then we'll start to see a storm system moving in from the north bringing in some clouds on saturday and a chance of rain on sunday. so going to see the possible return of some wet weather on sunday. i'll keep you up to date on all of this. let me know what you're seeing out there. love to see the sunrise pictures if you send them my way i'll share it. looking at highs today in the mid 50s for san francisco but then seeing low 60s for the end of the week up to 65 for the inland areas by friday. so looking forward to that. mike now has an update on a crash at the san mateo bridge.

>> i hope it's a good update. we hear that they have cleared lanes westbound is slow. you still see it creeping and crawling from our camera by the toll plaza across the flat section. update as we look at the map, update is that car has been pushed over to pier one, not the store on foster city side of the bridge by coincidence but mid span on the bridge. we do see speeds recovering closer to the incident there. here is the ripple effect. jammed on 92. people using this as reroute to get up toward san mateo and north. southbound 880 crash at whipple road over on the east bay is bogging you down toward the san mateo bridge making hayward slower as well. that crash is indeed on the shoulder. it's a distraction and more slowing there. across the dumbarton bridge, everything looking all right. woodside road, we have a crash. this one in your right lane. and over here at whipple to the north, crash in the left lane. so you have to weave through these two areas of 101. by comparison, 280 along the

>> more than 30 people displaced after a fire at an apartment building in hayward. this shows the aftermath. fire broke out about 1:00 this morning at the tiki garden apartment complex on lund avenue. firefighters rescued seven people. no one was injured. firefighters say just one unit was damaged but several others have no gas or power. san jose police are talking right now to two suspects in connection with the stabbing death of a popular little league coach. frank navarro died after he was stabbed outside of a san jose downtown nightclub where he was a security manager there. this happened early sunday morning. police say navarro was stabbed by an underage man trying to get into the bar. water levels at the anderson reservoir in morgan hill continue to drop. the latest update shows the reservoir is just over 100% of capacity due to the dam's structural concerns, the reservoir should only be 68% full.
