breaking overnight, at least 3 people are dead and two others in critical condition after a small plane crashed into homes in river side, california. authorities say the plane went down a half mile away from a local airport and its fuel tank was still full when it crashed. five people were on board the plane. officials say two adult women survived the crash and were rushed to hospitals. one of the victims told fire fighters they were returning home after a cheer leading conference in anaheim. and here is surveillance footage from a home nearby. you can see the plane coming in from above and then exploding on impact. an absolutely hor fieing sight. river side is 60 miles east of los angeles. the plane was flying to san jose. fire fighters are now working to control the fires caused by the crash. they say two homes were completely destroyed and adjacent ones damaged. officials say no residents were at home at the time but they are still searching for any other possible victims. the ntsb is investigating the crash this morning.

tonight donald trump will deliver his first address before a joint session of congress. he is looking to reinvigorate his attempt to repeal and replace the affordable care act after saying this at the white house. >> now, i have to tell you, it's an unbelievably complex subject. nobody knew that health care could be so complicated. >> and & in a new interview the president says tonight's address will be about showing americans he's keeping his promises. >> all i can do is speak from the heart and say what i want to do. we have a really terrific, i believe, health care plan coming out. i'll be talking about the military. i'll be talking about the border. and remember this, on the border and throughout our country, we're getting the bad ones out, the bad people, gang members, drug lords, in some cases murderers. >> however, the senate's lead democrats say obamacare isn't going anywhere. >> the discord in their party will grow as republicans turn to washington after this last week

of angry town halls. i believe the odds are very high we will keep the aca. it will not be repealed. >> the one thing that's certain to be front and center tonight, the president's spending plan. the white house released the financial blueprint adding $54 billion to beef up the pentagon. intel agencies and homeland security, slashing the same amount agencies like the epa and state department. and this morning over 120 retired generals and admirals are criticizing the white house's budget proposal in a new letter for what they say are significant cuts to development and diplomacy abroad. tonight's presidential address comes as mr. trump's cabinet gets another member in its ranks with billionaire investor wilbur ross confirmed by the u.s. senate along party lines. it also comes as the administration faces new questions on its possible ties to russia. former president george w. bush telling the "today" show,

questions still need to be answered. >> i think we all need answers. whether or not the special prosecutor is the right way to go or not, you're talking to the wrong guy. i'm not sure the right avenue to take. i am sure, though, that that question needs to be answered. >> and with lawmakers now calling for a special prosecutor into the matter, here was white house press secretary sean spicer's response. >> to get a special prosecutor to look into this? >> and i guess my question would be a special prosecutor for what? i think that russia's involvement and activity has been investigated up and down. >> and tonight several special guests will be alongside first lady melania trump as the president addresses the nation. the white house has invited maureen mccarthy scalia, the wife of late supreme court justice antonin scalia as well as three people killed by undocumented immigrants over the last several years. democrats are responding by inviting those who they say are being impacted by the president's policies. dreamers and muslim americans. newly elected dnc chair tom perez will also be on hand.

white house counsel kellyanne conway is receiving a wide share of attention this morning after this picture from within the oval office went viral. the image shows her kneeling on a sofa while president trump met with leaders of historical black universities. and it drew widespread criticism on social media, one person tweeting in this photo exists every comment on race and on respectability to be had on earth. another posting, remember when republicans used to flip out over obama oval office decorum? and megan mccain, is this seriously how kellyanne conway sits in the oval office? mccain later removed that tweet. president obama put his feet up on the resolute desk. no comment yet from ms. conway regarding that photo. there is a disturbing photo. adam appeared in court via closed circuit tv. he is charged with murder and two counts of attempted murder. prosecutors alleged that the

navy veteran shot at two indian men killing two people at a bar in kansas. they say he also shot at someone trying to intervene. witnesses reportedly said he yelled, "get out of my country" before he began shooting. police arrested him at another bar after the bartender called 911. >> he shot and killed two iranian people. >> federal authorities have not yet said whether they consider this a hate crime. his attorney declined to comment. now to a nationwide manhunt that is underway for a mississippi man accused of assault and murder. authorities are looking for 28-year-old alex deaton whose last known location is tulsa, oklahoma. he is a suspect in the alleged murder of his girlfriend and the shooting of a jogger. he is also a person of interest in the shooting death of an elderly woman inside a church. police say he is armed with several hand guns and considered very dangerous.

they are offering a $27,500 award for information leading to his arrest. a surprise announcement from elon musk and spacex. next year, they plan to launch a mission around the moon in a rocket manned by two paying customers who musk says will undergo extensive training. nbc's kerry sanders has details. >> reporter: spacex, private rocket company going where no man or woman has gone before, into deep space with two paying passengers next year. spacex owner billionaire elon musk announcing he's already taken two substantial deposits for a week-long mission to the moon and back. spacex's dragan capsule will circle the moon like apollo crew 47 years ago. but these passengers who will be trained and called astronauts will not land as neil armstrong did. >> it's one small step for man, one giant leap for mankind. >> reporter: the names of spacex's two astronaut

going on right now in mounin ew. this is a live look at thscene. locaroad is bcked off, verclose a stabbing investigation going on now in mountain view. crime scene tape and officers on scene collecting evidence. a portion of the road is blocked off close to el camino real. a small plane headed for san jose fails and careens into southern california before it bursts into flames. the family in the plane was returning from a cheerleading competition. >> plus, flooding money for folks trying to rebuild their homes and lives in san jose. why the total damage is a critical step in the process. today in the bay starts right now. good tuesday morning. thank you very much for joining i'.
