construction zone between glenwood and sugarloaf. it should be cleared by 5:00. nine minutes from 37 to 580. backup at the toll plaza, really there is none. it looks like all lanes are open for cash payments. a landmark event is now just hours away. president trump will deliver his first speech co members of congress. today in the bay edward lawrence joins us live from washington, d.c. with a closer look at what we should be watching for tonight. edward? >> reporter: the president himself saying this is a

was a scary ordeal for drivers. >> reporter: yes, another east bay freeway shooting between that seen da on 580 west in pleasanton. this is called a road rage incident. the east bay has been no stranger to freeway shootings. we had one just this past weekend on saturday in antioch off highway 4. this shooting took place at the off-ramp. a week and a half ago somebody opened fire on chp officers on the 98th avenue off-ramp as officers were wrapping up a dui stop. cities like pittsburgh on highway 4 due to the number of shootings along that highway. as mentioned, no injuries at the time to the victims. chp is looking for the suspect

who was driving a silver toyota corolla at the time. pete suratos for today in the bay. pressure is growing on congress and elected officials to condemn the recent wave of bomb tkhraets against jewish centers across the cup. yesterday the anti defamation league, the jcc and palo alto and ocean ma rain jcc had to evacuate. we brought this to you at 5:00 last night. there is fear growing in the community. >> to have to have them be evacuated is terrorizing and fear inducing. it is a very serious matter. >> 20 bomb threats were called in yesterday alone. no explosives were found in any

of. we are getting word that police in the south bay are investigating the attack of a young man not far from santa clara university. as the woman was walking on lafayette street, police say she was sexually assaulted. they are not saying what happened other than the woman was not harmed. she is a santa clara university student. they have not released a suspect sketch. mobile homes red-tagged after they started to slide down the hill and into the creek. this happened on church lane. this park has had similar issues in the past as well. san pablo police are teaming up with the red krorb to find facilities for the families that are affected. >> oroville dam shut down the

outflows. they will remain closed forcing the lake to rise up to 850 feet. it is still 50 feet below full capacity. 5:07. a live look at the golden gate bridge, which we can see very clearly this morning. all that fog rolling up and over the bridge is taking a toll. the san francisco examiner will soon give the south-facing facade a new face lift. the facelift will still cost an estimated $22 million. work may again in the next year. that will be included in the report at some point. not today, though. clear skies. it will be nice and sunny again

>> senior vice president at uber used to be at google, where he led search, the most important business. he left rather suddenly and ended up at uber. he left google after he was accused of improper behavior towards a female employee. google's investigation ended when he left. but he said he didn't tell uber about those allegations. uber under internal investigation into its own culture with its own allegations of sexual harassment there. when he found out about the allegations against the new vice president, he was dismissed. >> well, i wouldn't be surprised if you saw little to no movement this morning wall street is waiting to hear the joint address to congress. promising of big government spending is much of what's driving the trump rally on wall street.

president trump wants to keep spending on social security and medicaid and cut taxes. speaker ryan and others not happy with that because it increases spending. space ex will send two tourists really to the moon next year. they will sir couple navigate not land. they funded a large portion of the mission themselves. they're not going to pilot. they're going to the moon next year. the mission will be similar to apollo 8. that sent three men to the moon around and back. extraordinary. to the moon. >> those are astronauts. >> yes. >> those are private citizens. >> they will be well trained passengers.

a stabbing in mountain view has police surrounding a neighborhood overnight looking for evidence. live to the scene as the story continues to develop at this hour. three people found a way to san jose killed when their airplane crashes into a home. one man running away from the point of impact.

changes coming up. now traffic kicks off at the bay bridge. >> we have more traffic on than than any other commute. it formed very quickly just before 5:30. right on schedule, though. backup at the toll plaza. a piney bit of slowing there. westbound 80 does see the volume increase. a little blip for san jose. not unusual. a look at the tri-valley. 26 minutes. by the time you get to north flynn, of to livermore. a stabbing investigation going on right now in mountain view. an investigation still going on at this hour. >> pete suratos just arrived.

pete, what can you tell us so far? reporter: good morning to you, laura and sam. we just arrived moments ago. you can see there is still an investigation. it happened at 10:00 p.m. a very active scene. 1100 block here in mountain view. a suspect has been detained. a victim was transported to a local hospital for treatment. a lot of questions around what happened that led to the stabbing. as i mentioned, this took place at 10:00 p.m. the victim was found with at least one stab wound. the victim accidentally sent to the hospital. we are standing between hans avenue and camille. it is still closed down. mountain view police say this area is safe. we still have the latest update

on the condition of the victim. of course as i head over, i'll gather more information. i'll bring that to you in the next live report. pete suratos, today in the bay. thank you, pete. this morning crews in southern california sifting through rubble after a deadly fiery plane crash yesterday. five people were on board a cessna 310 heading home after a cheer competition at disneyland when the plane fell from the sky. >> bob, what are the neighbors saying about what happened here? >> reporter: good morning to you, kris ask sam. a neighbor tells nbc news that the owner home was an experienced pilot and he and his wife were both avid travelers.

i want you to look up from what you're doing right now. we have foo video that is quite startling. this was shot by a surveillance camera. it shows the is cessna in the momenting leading up to the crash. this is just outside los angeles. a total of five people. it happened at 4:30 yesterday. it crashed into two homes setting both on fire. the cessna smashed into pieces. three of the five people on board died. two men, both in their late 30s, early 40s, survived. both treated for their injuries. one woman was ejected from the plane and able to cry for help. >> i hearded lady scream, help me, help me. we didn't know where she was.

it was very scary. >> take a look at this cell phone video shot by a woman who lives near the plane crash in riverside. the man said she was doing a cross word puzzle when the plane crashed through his roof 15 feet away from where he was sitting. >> i jumped up and ran to the front door and opened it. and i got a little burn. that's my only injury. >> they flew to southern california for a cheer competition at disneyland. it is not clear if a teenage girl was on board the plane. live in san jose, bob redell, today in the bay. >> thank you very much. very sad scene. 5:35. we may get a better idea abouted

communication breakdown out of last week's flooding of coyote creek. it caused $70 million worth of damage. and the floodwaters went up four to five feet in places. the water district gave multiple warnings about the potential for flooding. residents say they had no warning before the upcoming flood. they are expected to make some of those document the available today. yesterday we spoke to a family that lives in one of two red-tagged property. >> we're not trying to be here. >> another 479 have been yellow

tagged, which means that some kind of repairs will have to happen before residents can move back in. inspectors plan to check up on the progress of the repairs next week. several students apassed around a photo of a nude administrator while he was unaware. several students have been suspended for sharing the photo. another student who is friend with some of the is suspended students tells us she never received the nude photo but she is concerned about how the school investigated. >> they take people out of class and threaten them with suspension if they don't hand over their phones, which is against the law.

>> the contra kos sheriff's department is also investigating this issue. >> more testimony in the antolin garcia torres murder trial. the body of sierra lamar has never been found. the strand of hair found on the rope in the trunk of his car. the prosecution says that hair contained lamar's dna. the defense is trying to prove that the evidence may have been contaminated. this morning san francisco police are asking for help in catching suspects behind a possible hate crime. a 49-year-old man was attacked by two men near low well and hanover street. he was struck in the head with some sort of object leaving him with head trauma. he is now in stable. police did not elaborate as to

why they considered this a hate crime. no description was ever given. images of two b.b. guns that got one man into pretty serious trouble. officers arrested the man yesterday morning after he flashed both guns near a post office. police responded to 911 calls at 11:00 yesterday morning near san pablo. he was also carrying drug pa paraphernal paraphernalia. >> it is 5:39 on this tuesday morning. 37 degrees in the tri-valley. and there's frost. we have to scrape it off the windshield before you head out for work or school. 44 san francisco. 41 in the east bay. six for the tri-valley, peninsula and south bay, making improvements over yesterday. a little bit of a breeze. mostly is sunny skies. a couple degrees warmer.

road. police say a relative had just gotten a crash and notified family members who lived nearby. then a third car struck the woman as she crossed the street to check on the. the driver stayed on the scene and was not impaired. >> for rio's carnival celebration, look at the top of the float as it just topples over onto the performers. you can see people under the collapsed structure, some of them writing in pain. at least 17 people were injured in this one. it was delayed 25 minutes. but then the showed on after that. on sunday, 20 people were injured when a different float crashed. >> pretty dangerous. 5:45. calling for the end of to pesticides in natural areas.

a protest is planned for 1:00 this afternoon at civic center plaza right before the board of supervisors meeting with the natural resources area. and mountain view city council considering a ride sharing credit option and valet parking. city leaders could adopt a plan to improve bicycling throughout the city. >> scott mcgrew has been examining the president's first 100 days. today is day 40. >> this is the biggest day of the trump presidency so far. >> he will be addressing a joint session of congress. of course we will carry it live on nbc bay, nbcbayarea.com as well. we are told the speech will be much more positive than his inaugural speech. he used scattered like tomb stones and infrastructure in disrepair and decay. the theme tonight will be the renewal of the spirit.

looked last week. flooding washing over parts of the city yesterday. a powerful storm dumped several inches across the county. that led to flooding, road closures, crashes and flashbacks. a washington state man is stretching out comfortably in his home spending five days in his car. this was quite an ordeal. he crashed his car 20 feet down an embankment. he was saved yesterday after a man walking his dog saw him in his car. >> i made sure that he had the biggest bone he ever had. he saved my life. >> he was hype thermic but otherwise okay. he had to take extreme measures
