immigration ban. deadly tornadoes in the midwest and a severe weather outbreak today could impact 105 million americans. and did the obamas just do a book deal in the $60 million range? "early today" starts right now. good to be with you i'm frances rivera. dream big, america, that's the message president donald trump delivered during his first address before congress after 40 days on the job. he hit on everything from health care to infrastructure, immigration, trade and more. but not before condemning recent race motivated threats and attacks across the country. >> recent threats targeting jewish community centers and vandalism of jewish cemeteries as well as last week's shooting in kansas city remind us that while we may be a nation divided on policies, we are a country that stands united in condemning hate and evil in all of its very ugly forms.
4:02 am
[ applause ] and here are some of the morning headlines, while americans may have watched the same donald trump at the lectern, it was an entirely different and softer tone they heard. it came with great effect giving 78% positive response in cnn instant poll following the address. 69% said trump's speech made them feel more optimistic. here were some of the president's key moments. >> i am here tonight to deliver a message of unity and strength, and it is a message deeply delivered from my heart. i am calling upon members of both parties to pass an education bill that funds school choice for disadvantaged youth, including millions of african-american and latino children. tonight i am also calling on this congress to repeal and replace obamacare. remember, when you were told that you could keep your doctor and keep your plan, we now know
4:03 am
that all a of those promises have been totally broken. obamacare is collapsing and we must act decisively to protect all americans. [ applause ] we are also taking strong measures to protect our nation from radical islamic terrorism. we will soon begin the construction of a great, great wall along our southern border. [cheering and applauding] as we speak tonight, we are removing gang members, drug dealers and criminals that threaten our communities, and prey on our very innocent citizens. bad ones are going out as i speak, and as i have promised throughout the campaign. i believe that real and positive immigration reform is possible as long as we focus on the following goals. to improve jobs and wages for americans.
4:04 am
to strengthen our nation's security. and to restore respect for our laws. if we are guided by the well-being of american citizens, then i believe republicans and democrats can work together to achieve an outcome that has eluded our country for decades. the time for small thinking is over. the time for trivial fights is behind us. we just need the courage to share the dreams that fill our hearts. >> and one celebrated and emotional moment came when the president and congress honored the wife of the first military service member killed in combat during trump's administration. navy seal william ryan owens who died in the raid in yemen. members stood in applause for two minutes as the wife was looking up in love. and democratic women could be seen peppered across the

4:06 am
to replace the affordable care act would reduce the number of americans covered despite your promises to the contrary. mr. president, folks here in kentucky expect you to keep your word. because this isn't a game, it's life and death for people. >> and protesters could also be seen gathered in front of the white house. rosie o'donnell led a boisterous crowd that included the aclu.org demonstrating against trump's policies. one key component of the president's speech focused on combatting terror. and as the travel ban remains in flux, he attacks the countries which stood over the years. >> according to data provided by the department of justice, the vast majority of individuals convicted of terrorist and terrorism related offenses since 9/11 came here from outside of
4:07 am
our country. we have seen the attacks at home, from boston to san bernardino to the pentagon and, yes, even the world trade center. >> those comments come as we get word the president's retooled executive order on immigration travel will not be signed today after all. and iraq could be one of the countries removed from that seven-country travel ban when the white house unveils it later this week. one turnout nbc's matt bradley in london with world reaction to the president's speech. matt, how is the international community receiving the president's speech? >> reporter: well, frances, good morning. an official reaction abroad has been relatively muted, and one commentary here in britain from the bbc called the speech unconventionally conventional, and people were impressed and surprised people did not fall back on his normal ad hoc attacks on people in the media and other countries, and he did mention other countries by name
4:08 am
briefly, and he mentioned china and having them taken factories from the united states. who he did not mention was mexico, and the mexican president tweeted trump should build a wall around itself, and russia was not mentioned either despite speculation from the media, and vladimir putin's spokesman said they were not surprised they did not get mentioned in the speech. take a listen to what he said. >> we strongly support nato, an alliance forged through the bonds of two world wars, that dee thrones fascism and the cold war and defeated communism. [ applause ]
4:09 am
but our partners must meet their financial obligations. and now based on our very strong and frank discussions, they are beginning to do just that. in fact, i can tell you the money is pouring in. >> reporter: worth noting, francis, there's no evidence nato countries have changed their financing of their mill tearies in response to donald trump becoming president 40 days ago. >> we'll see what happens in the next 40 to 60 to round out his first 100 in office. nbc's matt bradley for us. thank you. deadly tornadoes ripping through the midwest. two people were killed in illinois, and one more died in missouri. authorities there are still searching for several missing people. the national weather service reports at least 21 or nad ease has slammed that region putting millions in danger. nbc meteorologist bill karns has today's severe weather outlook.
