mid-70s south of san jose. los gatos, you will see the temperatures climb. chilly, 46 degrees. watching patchy fog out of the north bay. not seeing much at least here at 6:00. >> we'll take what we can two crashes for the south bay. no surprises north of 237. but san jose, we have two issues of tracking. northbound 87. chp got reports close to 280. i'm seeing by the pattern it may be around curner avenue. vehicles trying to get to the shoulder. now, that is for most of the bay. a live look. a couple vehicles cleared from the roadway.

you see the recovery. >> reporter: good morning to you, laura. bart is considering a number of options to raise the revenue and cut the budget deficit. the bart board will be looking at raising fare to 225. people with disabilities from 62 and a half to 50%. and it goes up to 18 years of age. enacting a surcharge on tickets

bart considering letting companies to advertise and through sponsorships through kiosks and video screens in the stations. bart blames the budget devastate on lower ridership. you look at the trains during the heavy part of the morning commute when they're full. they say low rider ship is down 4% monday through friday and 9% on weekends. they have enacted a hiring freeze. the budget deficit expected to be more than double from 10 million this current fiscal year to $25 million to $35 million which starts in july. bart directors will discuss these at a board meeting at 9:00 in oakland. this is just a discussion, not a vote. thank you very much, bob. an mta spokesperson tells us it happened a little after 3:00 where the 38 begins its line a block from the bay bridge. we're told the pedestrian walked up to the bus and assaulted the driver through the window and then took off. the muni operator, again, is expected to be okay. she was taken to the hospital as a precaution. we'll keep you updated

throughout the morning. breaking news out of the east bay this morning. crews trying to patch a hole there. this is a live look at pittsburg where a massive water main break flooded homes. water got into the basement of homes. it was higher than two feet in places. all their stuff just soaked there. it happened near 10th and black diamond street. sharon is live on the scene talk to go crews out there and neighbors who are getting updates on the cleanup efforts. she will bring us a live report at 6:30. developing overnight, republicans have won the first round in their fight to dismantle the affordable care act. live pictures of washington, d.c. of the house commerce committee's early morning meeting on the new health care plan. 18 hours of debate, republicans pushed through that would abolish the tax penalty part of the afford bible care act which punishes people who don't

purchase insurance. 6:35, a live report from today in the bay's edward lawrence monitoring the meetings as we speak. happening today, one of the six suspects accused of killing a popular south bay little league coach is expected in a san jose courtroom. andrew cervantes is expected to be arraigned this afternoon. officers believe trevino is the one who stabbed him. an epidemic of home burglaries has residents and police on edge. the latest happened just yesterday. it is happening on the west side of the city. the most recent burglary at 1:30 in the afternoon. they kicked in the door on morning tied. they ransacked the home and made up with two dozen guns.

they have new fansing in place courtesy of b of a coming in saying they would bankroll this situation. now the billionaire sheldon adelson has backed out. this will be the first time they talk about this publicly after b of a stepped in and said they would finance it. the team and the city have to still get approval. this is the biggest part of all of the process from 24 of the league's 32 owners at another meeting later this month. south bay transit leaders today are getting public input on altering the interchange. it is expected to see a huge surge in future years. it is close to the new apple space ship campus being built in cupertino. tonight's open house centers around designing that interchange. caltrans hopes to finish the prom by 2022. 6:07. patchy fog. less than a quarter mile. the view right now san francisco

los gatos, to subpoena veil. low to mid-70s. mid to is 60s closer to san francisco and oakland. hour by hour, patches of low clouds and high clouds passing by at times. but nothing of consequence rain wise. as we look at the future cast, all the way through next wednesday, you see how the rain stays on the north coast. not a lot out there. blocking all that rain in the area and warming temperatures up, this is high pressure. atmospheric hair dryer. we are feeling the impacts in california. redirecting the river storms to the pacific northwest. that is where it is is going to be soggy through the weekend. as we get through sunday and monday, this is when the high should be at its strongest. likely the warmest temperatures arriving way through the weekend into early next week. even saturday looks like we'll have partly cloudy skies. temperatures in the 70s.

mid to upper 70s by the upcoming weekend. time change, spring forward sunday. move the clocks forward one hour saturday night. the temperatures are something to look forward to. >> all right, rob, i'll clarify. i don't mind losing the hour of sleep. i get up early anyway. how my kids react to it. highway 87 at curtner, everything has been cleared from the roadway. chp has not confirmed a complete clear of the crash. we are seeing slowing around capital expressway. recovery at curtner in five minutes driving from 85 to downtown san jose. the rest of the south bay shows how the traffic flow is right now. 7:00 we should see the second big burst. we will track that of course. over here towards the rest of the bay. nothing surprising, including that construction zone.

according to a national survey, americans will spend $38 per person on their little ones celebrating the irish holiday. you have to buy green paint and lucky charms. that's an all time high. more than 139 million americans plan on celebrating the holidays. >> a busy weekend with all the leprechauns. nbc bay area responds to a bay area woman who spent a full year trying to get her landlord return her security deposit. >> reporter: jenna ford rented an apartment from hoback in 2010. she moved out in 2015 but they didn't refund her security deposit. she sent several e-mails but couldn't get a response from the company.

she finally reached out to us. hoback reality contacted jenna and gave her a check for $4,200. she said that was her security deposit plus half a month's rent since she moved out in the middle of the month. they said the delay was due to some personnel issues. it wasn't intentional. it was overlooked while the company was dealing with the personnel issues. the company asked us to extend an apology to jenna. here are renters rights. california law says landlords must refund your security deposit within 21 days. if they are deducting for cleaning fees or repairs, they must provide you with an itemized statement. and before moving out you can request a landlord inspection. they must identify anything so you can try to repair it first. if you and your landlord can't agree on security deposit refund, your recourse is to take them to small claims court. or maybe we can help. call 888-96-tips.

hail, snow, sleet, thunder. we have sun is shine. dress in layers to start your morning. as we go hour by hour around the south bay and the rest of the bay area, 70s as early as lunchtime. low to mid-70s inland for highs. los gatos, numbers in the mid-70s. over to oakland. you can see how the morning is shaping up. >> it was great. we heard about a disabled vehicle on the bay bridge. while i show you a nice, easy drive, south bay, look at that develop the couple. westbound 80, that's the bay bridge at treasure island, a disabled vehicle. a live shot of the inklein and the drive over. a lot of haze. you can see cars moving across. maybe something just past the tower.

upper east shore a lot of slowing through richmond and the berkeley curve. may slow down the metering lights. good to hear. mike, thank you very much. we are continue to go follow breaking news out of the east bay. a broken water main sends water gushing into homes in a pittsburgh neighborhood. that's where we find sharon live this morning. she's been in the neighborhood since 4:30 in the morning. we saw before crews were patching up the hole. >> we heard a neighbor yell out, thanks guys. thanks for doing a great job. earlier, about 4:30, as you said, we saw a lot of activity out here. they were trying to fill up this hole where the water main broke. they filled it up.

now they are about to reopen black diamond street. take a look at the driveway. they are dealing with a muddy mess this morning. and you can see along the fence here there is a water line. that is about how high the water got. of course some of it leaked into the basements. so that relieved some of the pressure. but unfortunately it is a muddy mess. water main break impacted a four block. firefighters say when they arrived around 10:00 last night, the water main break was sending water into several streets near black diamond. it filled up four basements with water. belongings damaged affecting four houses and two apartment complexes. neighbors were devastated by the damage. workers their best to shut the water off and later turn it back on. >> we were just replacing a 12-inch water line last night. we put in seven feet of pipe.

>> people had to be evacuated. >> my neighbors who are completely flooded out. everything is ruined. >> it took an hour and a half to turn the water off. then neighbors were without water three hours or so while crews repairs overnight. getting to the bottom of communications breakdowns that led to entire neighborhoods being caught off guard by the coyote creek flooding. records confirm a lot of confusion between the city and

the water district about flood levels and when residents should have been warned. >> all right. disturbing news for south bay families this morning, laura. police are asking for victims to come forward after a cupertino man is accused of stalk young girls repeatedly. 35-year-old is sahi was arrested on tuesday he would hang around schools and churches to approach young girls offering them gifts to come hang out with them. they found a collage of them inside his home. yeah, it's pretty scary. >> well, the sheriff there says there are four alleged victims but there could be at least 19 more based on some of the evidence they have collected. the suspect stalked girls in the south bay in one case following one girl to los angeles. >> 6:34. donations keep pouring in for the mechanics of the san jose family killed in a plane crash in riverside.

the go fund me page is nearing $29,000. we're learning one of the survivors of the crash has died. stacy pierce was one of two women thrown from the plane in the crash last week. she suffered burns on 90% of her body. both of her legs had to be amputated. she's a 46-year-old mother of four kids who was one of five people on board that flight. her mother and stepfather and family friend were also killed. we're expecting a report on this crash from nts investigators tomorrow. so tragic there. 6:35. continuing coverage. antolin garcia torres murder trial continues this morning. defense will continue questioning dna evidence. a crime lab analyst testified investigators found five separate samples of one sperm on lamar's pants and socks.

they were found near her home after she disappeared. four were in conclusive. the fifth one did rule out garcia torres. defense is using that report as evidence his client did not have contact with sierra lamar. san francisco police searching for an armed robbery suspect. look at the surveillance here. you see the men walking out of the frame of picture. they are suspected of terrorizing a mother and her 1-year-old daughter in a parking garage in the mission. police say the suspected robbed the mom at gunpoint and pulled the little girl out of her car seat and threatened to steal the car. >> the victim announced she had a child in the vehicle and they still robbed her and daughter is extremely brazen. >> police is say the suspect ultimately did put down the baby and ended up just taking the woman's backpack. alaska airlines is adding more flights to and from another san jose international airport.

the plan has hurdles to go over. he guarantees that republicans have the votes they need to pass the house and senate. >> reporter: the most conservative of the republican parties blasted the american health care act. >> this needs to be changed in a dramatic way. >> the far right believe the plan doesn't go far enough to end medicaid entitlement and gives away too much to offset premiums. >> i think the president was very clear when he said this bill is open for negotiation. the bill as written will not pass the senate. >> president trump reached out to senator cruz and others criticizing the plan. they are sending vice president mike pence on a selling tour this weekend and talking directly to americans through local stations around the nation. >> it takes us back in the right direction of an american health care committee build on consumer choice. >> he had he has the votes to pass the plan and will have it on the president's desk by easter.

and welcome back on your thursday morning. before we head out the door, the top stories on nbc bay area. >> breaking news we have been covering all morning long for you. out of pittsburgh a massive water main break is flooding several homes and apartment complexes. live pictures from the scene this morning of the pairs and the cleanup and the avoidance area that's happening right now. water got into the basements of homes reaching heights of two feet. it happened near 10th and black diamond at 10:00. since then, crews replaced water lines. water service has also been restored in that area. >> new, san francisco police investigating an early morning assault of a female muni driver. an mta spokesperson tells us it
