health care. we're in a microclimate weather alert as we track a storm of heavy rain this morning. the impact it will have on your day. good morning. i'm bob redell. we're on the peninsula tracking this storm. to give you a sense of what this wet weather may do to your morning commute, stay tuned. and the latest round of rain and the update about the anderson dam, the reservoir that caused historic flooding in the area a month ago. "today in the bay" starts right now. good morning. i'm sam brock. >> and i'm kris sanchez in for laura garcia-cannon. we have rain that continues through the morning, kari? >> yes, and low visibility. we have cars in front of you splashing up the water and once

again some pockets of heavy rain moving through. this will be what you'll see throughout the morning off and on and a lot of reds and yellows here. haven't seen any lightning strikes but that will be a possibility as we go into the next three or four hours at least. san jose catching a break right now but we're seeing more of that rain rolling through parts of fremont and also over towards the tri-valley and hayward getting in on heavy rain. we'll continue to see this off and on through at least the morning commute before this tapers off and another storm on the way. details on that coming up in about seven minutes as we head over to mike. really a major problem around the oakland area. >> that's right, kari. it's a deadly crash. we're talking about tough conditions for all drivers. visibility is tougher and stopping is a bigger issue as well. you ease on to the bridge all around the bay. the blue shows you where the activity is over to the tri-valley. we're taking you to oakland from a full closure right now of 580

westbound. that's your commute direction heading over in towards the bay bridge toll plaza and oakland area of the maze. we show you harrison street where there is a closure. alternates are northbound 880 or highway 13 that gets you up towards the maze. 580 is closed at harrison. you have to take city streets or the other freeways. the bay bridge toll plaza is looking tough. back to you. "today in the bay" bob redell joins us from burlingame. >> you also have your hood off at the moment. what's the wind been like this morning? good morning. >> reporter: very much on and off. started my morning in the tri-valley where there was a heavy downpour but we're over 101 at the broadway exit and the rain has stopped for the time being. if you see a reflection in the road, those roads are wet.

this is what it looked like 30 minutes ago as we were heading up northbound on 101 heading through redwood city and san carlos. the downpour i was talking about gives you a sense of the conditions that you can expect out here as the rain comes and goes throughout your morning commute. you want to maintain your speed and remember it's been a good week since we've had a good downpour. there could be extra oils on the road that makes it slicker than you're used to. and this was video taken earlier this morning. about an hour or two ago in san jose where, again, you had the heavy rains and these are isolated showers that have been very much on and off throughout the morning. so as you're heading into your job this morning, keep an eye and maintain your speed between you and the car in front of you. reporting live in burlingame, bob redell, "today in the bay." >> bob, thank you. we're tracking conditions from orinda in the east bay. that's a lot of mud because of

the rain. you can see the booms trying to get the mess off the roadway. we'll continue to track this for you and have more in a bit. a stormy situation in orinda. weather has taken down a tree in martinez. this happened near a regional park before 2:00 this morning. you can see the tree spread out over the entire street there. for a time, it shut down both directions of the road but crews have cleared away that tree. download our nbc bay area app to check out our interactive radar. south bay residents will get an update on a future seismic retrofit of the anderson dam. the project began five years ago at a projected cost of $400 million. since then, the plan has run into several delays and that is well before the reservoir called

this major flooding in san jose last month. the santa clara county water district members tonight will provide an update. there may be a 5% tuition increase at san jose state university. this has students fired up. students plan to protest that possible hike today at noon. the cal state university board of trustees is meeting in long beach for the vote. we'll keep you updated on the outcome throughout the day. a live look outside highway 101 in san jose. you can see blurriness on the camera lens there. the commute for the time being, fairly light on 101. hopefully everyone is driving at a slow speed. there's ponding on the roadways. speaking of which, a new push to enforce speed limits on california roadways. a new bill is winding its way

through the state legislature. if it gets approval, san francisco and san jose want to team up to be the first cities to launch a five-year pilot program. bay area transportation leaders are meeting today to consider what that would entail. happening right now, republicans have just over 24 hours to make a final push and changes to the health care plan. democrats are coming together to get one last stand. this is a live look from the capitol dome in washington, d.c. despite a personal appeal from donald trump, it looks like the plan is headed for failure. >> tracie potts is live in washington. it seems too many republicans, for different reasons, are against the bill at this point. >> exactly. some don't like the changes with medicaid. some don't think it's tough enough. at this point, 24 hours out, it's coming down to six

republican votes. that's how many people over the minimum they are right now in terms of how many they can afford to lose and still get this done. we are counting votes. republicans, democrats are also counting votes today to see what the fate of this republican health care plan might be. it's an uphill battle for president trump today. >> i think we're going to get a winner vote. >> reporter: to drum up support from the republican health plan, 27 republicans remain opposed or leaning against it. the party can only afford to lose 21. >> we owe it to the men and women we represent to deliver. >> reporter: overnight, a fresh appeal at a republican fund-raiser. >> it really is a crucial vote for the republican party and for the people of our country. to finally repeal and replace the disaster known as obamacare. that's what it is. it's a disaster. >> reporter: the president behind closed doors emphasizing

what has been called a political reality. >> he made it clear to members that for those of you who go out there and keep your word and support it, we're going to make sure we remember those who stood by us. >> reporter: feeling the pressure, some lawmakers feel their jobs may be in jeopardy. >> it's a temporary job and i've known that from day one. >> reporter: hearing this from constituents. >> you need a simple majority and you've got nothing done. >> reporter: former vice president joe biden joins democrats to celebrate the seventh anniversary of obamacare. the chance of getting it repealed now on life support. now, for democrats, today they are counting votes themselves. they are reaching out to americans on social media setting up what they call the facebook live war room to try to get public support for obamacare. sam and kris? >> that might be tough because there are about 24 million people who could lose their health insurance.

thank you very much, tracie. developing overnight, a missile launched by the north koreans exploded within seconds of lifting off. that information, according to south korean defense officials and u.s. military officials. the failed launch comes as the north is angrily reacting to ongoing annual u.s. and south korean military drills. they fired four ballistic missiles that landed in the waters off of japan. 5:09. back to our microclimate weather alert. the rain is coming down across the bay area. spotty in some locations, though. live in san francisco, looking nice this morning despite the rain. >> yeah, i would say. a lot of colors in that skyline and on our maps. kari, what's the latest with the storm? >> it's transferred over the east bay and south bay.

a break for the north bay right now with lighter rain moving through sonoma county. i want to show you how hard this rain is coming down, at the rate of about half an inch an hour. it's going to cause problems there driving up 101 and then as you get into san jose, rain through saratoga. rain also creating low visibility there. we see the bright yellows and reds showing the most intense rain at this point and it continues to get lighter as you head towards fairfield and concord as well and in oakland, still some rain coming down. san francisco is the clearest at this point but there will be more rain going on as we move through the day. a look at the next storm set to move in on friday. that's coming up in a few minutes. mike is showing scattered crashes across the bay. cars are sliding off of the

roadway near an interchange or just a spinout as rain moves through portions of the tri-valley and slick roads on the peninsula. so far, the biggest issue that we have right now is the full closure for oakland caused by this deadly crash we heard about here westbound 580 completely closed at harrison. folks are being directed off of the freeway on to city streets just past that scene. as an alternate, use northbound 580. typical travel time, 90 minutes once they call the coroner and they just did. that's going on in the east bay. one live shot out there, too, a crash reported at the berkeley curve. i scanned the area. no lanes closed but i'll track this closely. back to you. >> thank you, mike. coming up, remembering a tragedy. today marks one year since the deadly attack at the brussels airport at the subway station.

oh no. oh no. i hate this belt. man oh man. mom, we have a situation. life's bleachable moments need clorox bleach. it's 5:14 on this wednesday morning. looking at the possibility of a

quarter of an inch of rain across most of the bay area. a few pockets in parts of the bay area where we see the heavier pockets of rain that may get more. look at what happened as we see the next round of rain moving in. the possibility of at least another inch or two. and that could cause some problems. we'll talk about what to expect on friday. also, as another round of rain moves in, it's coming up at 5:18. kari, we're looking at the travel times for the tri-valley. these are deceptive. it's taking longer than we would expect for this time of day. a lot of rain has moved through that area. 580 is soupy and closed in oakland. we'll talk about that crash as well. breaking overnight, this is a massive seven-alarm fire from rockland, massachusetts. that is a suburb of boston, about an hour or so southeast of the city. here's an update that we just received. the fire has been contained but it's still burning. that is at a factory, an

abandoned factory. this is what the scene looked like a few hours ago. the entire structure consumed by flames. >> no one was hurt but the surrounding homes were damaged because of a heat exposure and residents also had to evacuate. firefighters say it's not clear what started the fire at this point but crews will be on the scene all day long watching for hot spots and then later beginning the investigation. all right. a story close to home now, 5:16 on your wednesday, a judge is now reportedly ordering all debris from last year's deadly ghost ship warehouse fire to be preserved. nearly four months after the fire, much of the debris is sitting if two locations. one is at an airport hangar and another is at a dump site near the san leandro bay. water regulators have asked for the material to be cleared. but a judge ruled that it must

remain protected because it may be used at a future trial. a somber anniversary in brussels. a year ago, bombing attacks at an airport subway station killed 32 people and wounded more than 300 others. today, the belgian leaders there, victims and families marked the anniversary with several ceremonies. belgians' queen and king laid a wreath at the airport. victims say they will not live in fear of another attack. >> i think fear is an illusion. i think danger is a reality. danger is a car coming at you full speed. that's dangerous. but waking up in the morning thinking you're going to get hit by a car, that's fear. >> the man you just heard from suffered injuries to his leg due to that airport bombing. a picture of him is burned in so many people's memories.

he's recovered now. belgium has remained on the second highest alert level meaning that a threat of an attack is possible and likely but not immediate. business and tech news now. the next time you go to a wells fargo atm, you may notice changes. >> keep your eyes open for that. we turn now to jackie deangelis who is live at cnbc's headquarters. jackie, good morning. >> good morning to you. the markets are pointed towards more losses after we saw stocks slumping yesterday. the dow and s&p 500 suffering a decline of more than 1% since the election. investors are worried about whether the gop health care plan will pass tomorrow and if it doesn't what that mean for the president's agenda. meanwhile, the asian markets fell. the dow dropping 237 points to

20,668. the nasdaq down more than 100 points to 5793. watch shares of nike today. they fell in late trading after they reported disappointing earnings. n nike still, of course, the industry leader but facing increasing competition in the biggest market which is north america from a resurgence from adidas and under armour. customers are accessing their money with smartphones instead of traditional bank cards. you go there, get a unique eight-digit number and enter the p.i.n. and then money comes out. it's part of an effort to regain the trust from the public following a scandal last year which has led to a sharp drop in the number of new accounts. >> if there is money in there, being the key. jackie deangelis, thank you for

that report. we're going to update you on that crash that shut down westbound 580 in oakland. there's ponding on the roadway. you saw it on the 101. >> you really have to allow for extra time to get to work and make sure the windshield wipers are working before you head out. low visibility will be the issue in parts of the bay area. not all. we are seeing it lighten up. here's the view in fremont. the rain is coming down at times. it won't be raining the entire time this morning. there will be breaks. as the seven-day forecast comes up at the bottom of the screen, you see we have more rain heading into friday especially. watching for a potential of lightning strikes. we have that chance and i'm seeing the lightning just off shore. a lot of the time as it works its way inland, we're not seeing as many. hopefully that holds up. keep in mind, if you here thunder, we may have dangerous lightning nearby.

some of the heavier rain has shifted off towards the south and east. more rain is moving in. the pockets of the yellows and reds, that's where we do have the problems with heavy rain and the low visibility. showing what is happening right now around san martin, precipitation rate is half an inch per hour. it moves into san jose with lighter rain now but getting heavier within the next few minutes. over towards fremont, we looked at that camera, rain is moving north of there. for pleasanton and livermore, heavy rain and that extends over towards the tri-valley up towards the delta. fairfield also seeing moderate rain at this point. but it is a lot heavier as you head south of hayward and lightening up. if you're heading to the sierras, it's snowing right now but tapers off tomorrow. another round of snow on friday.

temperatures just above freezing then. we may see rain mixing in. but we're looking at light amount of snow over the next several days another 4 or 5 or 6 inches of snow. as we go into the weekend on friday, that's the day of concern with heavier rain moving in throughout the day and then it moves out in time for the weekend but we are in for three storms this week. seeing the second one right now. the third one on friday and there may be another one late saturday -- sunday in monday as we see additional rainfall totals. definitely appreciated this tweet yesterday coming in showing the rain in pleasanton. you can send any information that you have or beautiful shots like this to me @karihall. we have a bad situation in oakland with a full closure of

580. wet roadways, yes, the green and blue, ponding and puddling throughout portions of the tri-valley. rain is coming through on the hayward side. over here, scattered crashes for 880 and 580. they are both off of the roadway. this is your alternate which is closed at harrison. a deadly crash there. just before you get to that closure at lakeshore, a report of a couple minor closures as well. be very careful. north 880, highway 580 and 13 are your alternates. chp is hoping to open one lane in the next half hour. as we look at the peninsula, slow traffic as well. but there's a crash northbound 101 around embarcadero road. this is a live shot that shows even though lanes are closed, the soupy conditions show why things are tough when you're trying to use the brakes.

oakland as we speak. first, he talked about flooding on the roads from orinda. pete suratos is joining us. >> this was a part of town that already was walloped by storms. how is it looking right now? >> reporter: good morning, sam and chris. we're not getting much rain right now. it's been spotty so far this morning. we're standing right off of highway 24 in orinda. you can see the sandbags that are set up. last night, there was a heavy amount of rain. we'll show you the video from last night from where we're standing. you can see the sandbags as the water is heading downstream. the water has subsided and there's no more flooding in areas and sandbags did their job

there. you can see there's flooding in the parking lot of the u.s. post office. we drove by this area this morning and it's cleared up. we have flooding as a result of that heavy rain but it's cleared up. let's look out live here. you can see the sign that says "use alternate route." that's because minor road is closed and there's ongoing repairs and we monitor the rain and it's spotty at best. we'll have an update in the next hour. pete suratos for "today in the bay". >> thanks, pete. glad to see you staying dry. the rain keeps coming as we take a look at the bay bridge toll plaza.

stay with "today in the bay" throughout the morning for the microclimate weather alert. happening later today, 5:35, help for victims from the historic flooding in san jose. you can apply for low-interest loans available for home and business owners. all you have to do is contact san jose city hall for more information. in the meantime, san jose's mayor sam ricardo rolling out a new warning system to warn residents well in advance, hours if not days. they will be using a lot more than just technology to help people affected. >> that includes electronic communications and through the media and, more importantly, the

communities that don't have access to the internet. >> it's in an early draft form and mayor liccardo has pushed for the plan as the warnings last month came way too late. a university student is recovering from meningitis at uc berkeley. students are being asked to get vaccinated. students have to watch for symptoms like fever, headache, rash, body aches. there are other symptoms as well. students can get a vaccine from the health center but not until tomorrow. a man is behind bars with scary allegations for parents. this is pablo ruiz who was arrested after a suspected of child molestation and selling and possession of pornography. once police searched his home,

investigators found proof that he had sexual contact with a minor. police say there may be more victims out there and they are encouraging them to come forward. we'll keep you updated as we learn more information about this case and possible victims. and now to a bizarre kidnapping story in the east bay. police say a 75-year-old lafayette man tangled with a 26-year-old who tricked his way into the man's home demanding money. what happens next is rather hard to believe. we caught up with richard russell after he was questioned by the police last night. he told us the suspect knocked on his door yesterday afternoon, gained his trust by posing as a construction worker. then, things escalated and the two got into a scuffle. both of them falling to the floor. that's when russell tells us the suspect demanded money. when russell didn't have enough, he pointed to russell's unloaded rifle and forced both of them to drive to the bank to withdraw money. >> you're going to go into the

bank and you're not going to tell them to call the police. i said, well, no. this is -- i think it was his first rodeo. >> maintaining his sense of humor there. russell told the teller at the bank to call the police and the suspect was eventually arrested. he now faces charges of kidnapping, robbery and burglary. all right. happening now, take a look at this video. the search continues for the robbers behind a jewelry heist in san jose. it happened back in december at ben bridge jeweler. we're getting a good glimpse of the people involved and the surveillance video. you can see that man lean over to take a look at the diamond. he asked if he could take a closer look and then he takes it and runs off. he examined the rock for a few seconds, he snatches it, he falls on the ground and then keeps going. a suspect and woman that he's with bolt out of the store. if you know who they are, a pretty clear look there, call the san jose police.

and back now to our microclimate weather alert, a look at the santa cruz mountains as folks are driving through the area there and they are streaming by at a safe speed. >> we know that they are praying, please, nothing like we saw a few weeks ago with the landslides and mudslides. kari, how are things looking right snow. >> things are being looking fairly good. we had over three inches of rain in the santa cruz mountains. i'm also tracking lightning. that will be the possibility as we go through the morning. may see lightning strikes making it farther inland but i've seen a lot of them just offshore. also going to see some of this rain returning to parts of the peninsula around pacifica. i'd give it another 30 or 40 minutes there and then pockets of heavy rain moving through the south county that will clear within the next few minutes. but also watching this lightning strike that will be approaching the santa cruz area, that will

take until about 6:24 before it moves closer to the beach areas there. and looking at san jose, some wet conditions as you head out and pockets of rain that may slow you down as you head out. this is what we'll see through the morning commute. more on what to expect as we go through the day and the bus stop forecast coming up in five minutes. as we head over to mike, an update on the traffic flow through oakland. >> that's right. it was completely stopped due to a deadly crash. that investigation continues. we want to show you the pattern around the bay for san jose. typical through hayward and now a crash in fremont may slow you. i'll check on the status as you travel past the dunn-bart ton brid bridge. traffic is slowing before you got over towards 16th and 19th. a slower drive on the approach. lanes have just opened.

chp reopened three lanes in the last few minutes. that will be better news for oakland traffic but still an active scene. bob redell will bring us more details as he gets there. 880 is an alternate and highway 13 and east bay freeways show a slow drive. more than half an hour past that accident in oakland. still wet conditions in dublin. up next, a san francisco educator in hot water this morning. he's under investigation after he talks on tape about assaulting students. the reason the recording may not hold weight in court. and stopping high-speed police chases. the new technology being debuted that could save lives.

but the freeway has reopened. a crash continues around harrison. 880 is still a better drive. >> mike, kari, thank you very much. san francisco schools looking at explosive sting video posted by a controversial group on youtube that now has an educator on administrative leave. a james o'keefe group obtained that video. tony makini worked most recently at a middle school. the video is edited from 2015 conversations with someone posing as a teacher. some argue this was obtained unethically because it does not appear that mankini does appear to know that he's being

recorded. >> i can see grabbing a kid, i can see throwing a kid once or twice. "the deceptive video clips that o'keefe has posted are troubling and we are committed to a swift, full and fair investigation to all appropriate actions can be taken. uesf has taken action to investigate this matter and has placed the videotaped individual on administrative leave while that investigation is under way." we have new video to show you from a high-speed chase out of minnesota this morning. this is footage from traffic cameras there. you've got to watch this. stop for a second and look what is happening. officers try to pull over a suspicious van around 8:00 when the van takes off onto the highway. police eventually force it to spin out. officers attempted to arrest that man but became sick after smelling the fumes coming from

his vehicle. a leaking propane tank and used spray paint cans were likely a result of that smell. four officers are in the hospital as a result. a gps tracking using darts would be placed at the front of police cars. officers can fire those darts from inside of their car. dispatchers would be able to track the suspect and lead police right to them whenever they stop. law enforcement officials say pulling back on chases could save lives. >> speeds are what push pursuits. when the cops are right on the offender's bumper, they continue to go faster and sometimes crash. this allows the deputy back off that offender. >> that is a sheriff from michigan who says the new technology will hopefully deter suspects from leading police on high-speed pursuits in the first place. it's 5:47 right now.

former vice president joe biden is heading back to washington, d.c., today. he will join nancy pelosi to mark the anniversary of the signing of the affordable health care act. as we've been talking about this morning, the anniversary comes one day before republicans will vote to repeal and replace obamacare. republicans say the affordable care act is imploding and has to be replaced. first, we have good news to share for families in the united states. fewer babies are dying. the mortality rate for babies dropped 15% last year. very encouraging as the u.s. mortality rate as a whole has been an embarrassment for this country. the biggest drop, 29%, is for deaths from sudden infant death

see rain moving through, especially during the morning. looking at a very soggy commute and a lot of this rain has been hitting parts of the peninsula, south bay and east bay. come take a look. we have changes as we head closer to the weekend and this is your drive this morning. allow extra time to get there. a slower morning commute. winds gusting up to 15 to 30 miles an hour. no major river flooding is expected and a stronger storm will move in on friday with heavier rain. here's the lightning strikes that we are seeing from the past several hours. we see lightning just offshore and moving closer to santa cruz and this may move farther inland. we'll watch out for the timing of that and expect it to happen within the next 30 minutes. lightning has been fizzling out.

hopefully that will be the case but we still see heavy rain approaching the san jose area and we also have rain moving through the south county as you drive up 101. it will be clearing here within the next few minutes. if you can hold off before you head out the door, you'd probably like to do that. the roads will still be wet. wet across the san jose area. pockets of rain moving through. really heavy rain in milpitas and also for east palo alto and los altos. fremont, pockets of heavy rain there and moving through the tri-valley, it's been pouring steadily for the past 30 to 40 minutes extending up towards antioch. the peninsula, for the most part, up through south san jose, it's been clearing out but we're seeing rain just offshore that will be moving in soon. later on this morning, we'll start to see this rain. a little more few and far between. it won't be widespread.

activity tapers off. we will have a slight chance of rain as we go into early afternoon. not going to see much of that as the skies clear. for the average rainfall for san jose, we should get about 2 inches during the month of march but so far, we've gotten 3/4 of an inch of rain but this system on friday may cause problems throughout the month. north to south, starting out early friday morning, continuing into the afternoon and clearing out by saturday as you make plans, the next round of rain won't be here into late sunday night into early monday morning. rainfall totals with this round may be about a quarter of an inch or more for some spots but the next round of rain really looks to be a heavy rain producers, producing up to an inch or two or more for parts of the north bay and santa cruz mountains. i'll have more on this as we get more updates throughout the morning as we head over to mike checking in on oakland and

fremont. >> that's right. we start with live pictures in oakland. remember, we talked about the deadly crash closing 580 but lanes are opened. the one on the right is closed and it looks like the harrison offramp may be affected. this is the scene where the investigation continues after an earlier crash. someone died as a result of the activity there. westbound is flowing once again through oakland heading up towards the maze and the merge with 880 or the split, i should say. you can see the investigation is continuing. i'll show you where that is. most of the bay looks really good. the crash we showed you in fremont, it's off the shoulder but it will be a distraction. that's 580 westbound approaching harrison street. three lanes are opened so the easier traffic flow has re-established itself and then things flow up towards the merge of highway 13 with the split at 980.
