let's find out. thanks for joining us. i'm kris sanchez. laura garcia-cannon is off. >> and i'm sam brock. what a difference one week makes. today it's going to be raining on and off all day. >> especially during the morning commute. pockets of heavy rain. most of it has been south of the golden gate bridge and another round of rain moving into san francisco there is a special marine warning off the coast of santa cruz and that's going to move in within the next 25 minutes. seeing the pockets of the heavy rain moving in as well as we get a closer look right near cupertino and moving towards the north and east and it will bring in some very low visibility and

torrential downpours. another heavy round of rain is moving in around 6:30, 6:40. it sounds like crews are there with an ambulance as you see the slow drive coming down towards stevenson boulevard. we'll track fremont. meanwhile, we have recovery for the speeds through oakland. this is southbound 880. there's been an issue of slowing. westbound 5850 the full closer

has cleared. i want to show you the slower drive starting to ease up. add another five minutes, that is your slow segment for westbound 580. what exactly happened over there, bob redell, what do you have for us? >> reporter: good morning, mike. the coroner's office has arrived at the scene of the accident where this accident took place around 4:30 this morning. this is westbound 580. the slow lanes are shut down. this is just before the eastbound 24 connector and the 980 connector to downtown oakland. it's not clear how the person ended up dead on the road, whether they were a good samaritan or if this person was a driver of a car that stalled and got out and got hit or someone was ejected. those types of details are not

clear but one person is dead on the road. the coroner is out here processing the scene. there were at least three vehicles involved and at one point the entire westbound 580 was shut down all four lanes but the other lanes were reopened within the past 30 minutes. if you take a look to the left, traffic is stopped. it's stopped right now for some reason on westbound 580 just past harrison. chp crews are out there doing a full stop on traffic. i can't tell if it's debris or if they are making space for their colleagues down here just before the 980 connector. as far as when they will reopen the slow lane, chp hasn't given us an estimate. bob redell, "today in the bay". >> bob, thank you. we know you're tracking it as well as mike inouye. we're tracking conditions in the

east bay. this is a live look of orinda. it's a muddy mess the rains did cause flooding overnight but there were sandbags to keep the water off the road along camino pablo and it looks like it worked. there was flooding overnight and hopefully that will be gone by the time you head out to run your errands. stormy weather overnight took down a tree in martinez this happened before 2:00 this morning. it shut down both directions but crews have now cleared that tree away. track the rain as it moves through the bay area. download our nbc bay area app to check out our interactive radar 24/7. >> south bay residents are getting an update on a future

seismic retrofit for the anderson dam. the plan has run into plenty of detas and that's well before the reservoir spilled over causing major flooding in san jose. there will be an update for that plan today. right now, an issue for many students in state paying more for higher education. cal state leader also be voting on a 5% tuition hike. students are fired up. for the second day in a row, san jose students plan on protesting a possible increase at noon. this would mark the second straight day they've done that. the board of trustees meets in long beach. we'll keep you updated. >> a live look at highway 101

where the commute is rather light though the rain is off and on. hopefully everyone is driving at a safe speed. a new push is under way to put automated cameras on california roadways. a new bill is now winding its way through the state legislature. and if approved, san francisco and san jose want to team up to be the first city to launch that five-year pilot program. trans ta transportation leaders will meet to discuss what that means for them. developing overnight, a missile launched by north korea exploded within seconds of liftoff according to south korean defense officials and u.s. military officials. the failed launch comes as the north reacts to ongoing u.s. and south korean military drills.

new information breaking about a massive seven-alarm fire in rockland, massachusetts, southeast of boston. the fire chief there in rockland calling this the most impressive thing that he had ever seen. that was an abandoned factory that all of a sudden caught fire. they are still not sure at this hour as to why it did. you can see all of the homes in the surrounding area, people who live in those homes had to be evacuated for the seven-alarm fire. thankfully, nobody is hurt. that's the situation a few hours ago. again, surrounding homes were damaged by heat exposure. the residents were evacuated. firefighters say it's not clear what started the fire but they have at this point been able to contain it. it's still burning. crews are going to be on the scene watching out for hot spots. back to our microclimate weather alert. the roads are slick so make sure

you give yourself extra time to get to work or school. meteorologist kari hall has the current conditions. >> the rain has been off and on, very spotty. 57 degrees now in the east bay with high temperatures today reaching the lower 60s. clearing later on today and a slight chance of rain through the afternoon much reaching up to 62 degrees in the north bay. pockets of heavy rain and approaching the south bay as well as the tri-valley and into the delta. there is some clearing around oakland and rain about to move

back in to san francisco within the next few minutes. as we head over to mike, how does it look as you drive through the south bay? >> kari, you showed the rain through the south county earlier. we had some slowing and there was a crash down here northbound 101. the crash cleared a short time ago where we had all of the activity in oakland. i wanted to show you that it has left an impact. traffic has a memory and the slowdown continues towards the split with 101. the rest of the south bay, a standard build and what you can expect this time of morning. again, the three lanes have reopened at harrison but what often happens, chp does a last sweep for evidence. that may be what was going on. we should have traffic flowing again. there was a crash that was

we are coming up on 6:14. snow also happening in the sierra. if you're heading in that direction, make sure you take the tire chains off and on light snow today and a high of 33 degrees. clearing tomorrow and another round on friday. we have at the base, 109 inches of snow. additional snowfall totals over the next few days. we're looking at maybe another five or six inches and then we take our april 1st snowpack measurements. more on what the bay area can expect coming up in about five minutes. and look at these travel times. good improvement heading towards the bay bridge. the crash at harrison as there's an investigation at the slow lanes. other lanes had to reopen over the last few. it's a somber anniversary today in belgium. a year ago, bombing attacks at an airport and subway station killed 32 people and wounded

others. today, they mark the anniversary with several ceremonies. a statue was unveiled in memory of the victims and belgian's king and queen laid a wreath at the airport as well. victims say they will not live in fear of another attack. >> i don't believe in fear. i think fear is an illusion. i think danger is a reality. danger is a car coming at you full speed. that's danger. but waking up in the morning thinking you're going to get hit by a car, that's fear. >> the man you just heard from suffered injuries to his leg during the airport bombing and this image was visible. here he is today and he's fully recovered. belgium has remained on the second highest alert level since the bombing. an attack is likely but not immediate. new this morning, 6:15 on

this wednesday, remembering a legend. the one who once served as an unruly host has passed away. if you remember "the gong show" in 1970, he was not only the host of the show but the creator. it was so popular. barris said, "gonged at last." two bigger shows he created, "the newlywed game." his publicist says he died of natural causes. he was 87 years old. >> that "gong show" was something. a judge is reportedly ordering all debris from last year's deadly ghost ship fire preserved for a potential legal trial. nearly four months after that fire, much of that debris is

still in two locations. one is at an airport hangar and another is now at a covered tempora temporary dump site. a judge ruled because of the possibility that all of that might be used as evidence, it must remain protected. shifting gears right now and getting to business and tech news, the markets could be pointed towards more losses after stocks slumped yesterday. futures right now are pointed lower. the dow and s&p 500 suffered their first decline of more than 1% since the election. the dow dropped 237 points to 20 20,668. now, investors are worried about whether the gop health care bill is going to pass tomorrow and also the success of president trump's economic legislation and tax reform. if it doesn't, they are worried what that means for the rest of his agenda.

sears holdings, the parent company of sears and kmart, is worried about its ability to stay in business. the company has struggled for years. once the largest u.s. retailer sears has a mountain of debt and plans to cut $1 billion in costs. watch shares of nike today. they fell in late trading after the giant reported disappointed earnings. nike is still the industry leader but it's facing increasing competition in its biggest market, which is north america, from a resurgent adidas and under armour. wells fargo will up great their atms. here's how it's going to work. you get a unique eight-digit code from the wells fargo app

which you enter into the atm. this is an effort to regain the public's trust following a scandal last year which led to a sharp drop in the number of new accounts. sharp drop. >> sharp drop. lots of things dropping right now from the sky. we're tracking our microclimate weather alert. lots of rain. i got my nbc bay area app. did you guys get the alert that more rain is on the way? >> i received an alert about 20 minutes ago. it's from me. we are going to see the off and on heavy rain throughout the morning commute and we've seen the rain in heavy pockets mainly south of the golden gate bridge but it's about to move back into san francisco as well. you can see how wet it is as we get a look at a slow drive across the golden gate bridge and look at this, in fremont, a very slow commute. and the cars in front of you slashing up the water still

standing water on the roadways. and this is why. we have pockets of really heavy rain. look at that. even lightning strikes just offshore. as it moved in, though, we will have a chance as we go through the day and here we are looking at that rain returning into pacifica and moving off farther towards the east. also seeing pockets of heavy rain approaching san jose if you're about to head out the door, keep in mind it will be very heavy and in los gatos, it's kind of just light rain at this point. i give it another 12 minutes and you'll see that rain getting much heavier and it continues to extend up towards campbell and san jose. for the south county, you've had a lot of heavy rain here this morning. it's about to come back and last for another 30 or 40 minutes. also tracking the rain, there's a possibility of hail in it. along with lightning strikes.

that will be moving through santa cruz. if you know somebody coming from that direction, they have to deal with a very sloppy commute. looking at the rain moving towards milpitas and sunnyvale, we can take it down a street level as we see the rain moving through and moving off towards the east. going to see the pockets of the heavy rain continuing to move through and approaching oakland at this point. expect the rain to continue to move through the peninsula but then taper off as we go through the rest of the morning and rounds of heavy rain through at least early afternoon. just hit or miss activity before it all clears out later on tonight. we're in for another round of heavier rain moving in on friday. more updates as we go into the next couple of days. mike has an update of what is happening in oakland. >> that's right, kari. 580 westbound. even though the crash investigation has moved over to the right as we look at the rest

mike has been tracking this all morning long as we try to get that shot. you can see traffic flowing again. one lane still closed. maybe it's been reopen. mike will get the latest for us after an early morning crash that was fatal. the cause of that crash is under investigation but the roads were slick because of the rain. >> we are also keeping a close eye on a spot known for trouble. the santa cruz mountains. and you're taking a live look at the conditions along highway 17. all right it's been a scene of several mudslides. what's in store for today? let's find out. thanks for joining us. i'm kris sanchez. >> and i'm sam brock. kris brings up the santa cruz mountains. they had 3 inches of rain before this latest round? >> yes. early on tuesday morning, here we go on wednesday morning with another round of some heavy rain coming down at a rate of sometimes at about an inch of

rain per hour. once again, that's just for the santa cruz mountains. it's about to roll back into san francisco as well as we see it moving into pacifica. as we get a closer look before you head out the door, keep in mind that it will be a very slow go. pockets of really torrential downpours at this point. we'll t wi los gatos will get heavy as well and approaching south san jose as well as some of the areas seeing quite a bit of rain from the downpours that rolled through earlier this morning. as we head over to mike, we're seeing quite a bit slow downs, including fremont. >> that's right. we told you about south 880. and then as things cleared up and reenabled -- the report through the area saying this is blocked. here's your south bay. pretty typical. peninsula got hit hard with rain and then cleared up as the

suratos. the shopping center there is swamped. do you think it's going to be better by the time folks have to run their errands? >> reporter: good morning to you, kris and sam. it looks like the area is all clear. within the past hour, the conditions were fairly dry as far as rain goes. you can see it's starting to rain a little bit right now. we're here before you hit highway 24. they have sandbags here to prevent flooding onto the street and they are doing a good job so far right now. last night, it was a much different story. let's show you that video. you can see there was a good amount of flooding going on to the shore here at camino san pablo with the sandbags in place. doing a good job of trying to keep it on the road. it looks like it's doing its job. we show you some of the video and other video just about half a mile down the road at the shopping center that you

she thinks they are necessary. also happening, victims from the san jose historic floods. folks can begin applying for low-interest loans offered by the federal government. it's for home and business owners. contact city hall for more information on that. in the meantime, san jose's mayor sam liccardo is rolling out a new system that will alert residents of possible flooding hours and even days in advance. the mayor says they will use a lot more than just technology to help people. >> that includes electronic communications and through the media and i think, most importantly, the low-tech solutions, knocking on doors in communities, particularly low-income communities that lack access to the internet. >> there was door knocking during the historic floods but they came too late. the city admits that the warning plan is still in its early draft. the mayor pushed for that call after calls to get out came far

too late. this is a story of a very different nature, kris. new this morning, a car at the bottom of a flood control center. its driver is on the run. san jose police arrived to see that car crashed through a fence and it appeared to keep going and ended up a flood control channel of a creek. two people were inside of the car. the driver bolted off. the car was not able to be removed due to damages there and the identity of the driver is still being investigated. former vice president joe biden is heading back to washington, d.c., today as he joins san francisco congressman and house minority leader nancy pelosi to mark the signing of the affordable care act that happened seven years ago and when it was signed into law. the anniversary comes just one day before republican leaders plan a vote to repeal and replace obamacare. the republicans say the

affordable care act is imploding and has to be replaced. democrats say the law isn't perfect, they'll admit that, but say they are willing to work to improve it. all right. that is, of course, the history of obamacare. here's the reality right now of what's happening in the bay area. there's going to be a strong show of support for the affordable care act later today. activists will open a pop-up emergency rally. in antioch, undocumented immigrants are invited to attend a know your rights workshop. a live look at washington, d.c., this morning where republicans now have over 24 hours to make a final push for their health care plan. >> despite a personal appeal from president trump, it appears to be headed for failure with

this is pablo ruiz. he's suspected of child molestation and possessing and selling pornography. investigators found proof after they searched his home that he had sexual contact with a minor. there could be more victims out there and they are urging them to come forward. we'll keep you updated as we learn more information about this case and possibly more victims. happening right now, the search continues for the robbers at a jewelry heist at the valley fair mall. it happened back in december at ben bridge jeweller. you can see their faces. those are the two people police are looking for. we can get a glimpse right now. watch this. he leans over to look at the diamond and he asks to take a closer look, picks it up and snatches it and runs off. the clerk tries to get it back but they bolt out of the store. if you know who they are, please call san jose police. happening today, san francisco giants and airbnb are

bottom of the screen. we can see the pockets of the reds and the yellows indicating where the rain has been the heaviest. visibility will be low as you head out the door. this moved out of palo alto and will continue to move to the east. los gatos, it's really pouring as well as saratoga and a tough drive coming through the santa cruz mountains. also up 101 from the south county, it's going to be a while before this rain clears. so you might as well allow ex true time to get to where you're going. it's going to continue to rain there and also for the east bay, looking offshore, still scattered showers that will be working off towards the north and east. it will be off and on. very heavy rain towards milpitas and south san jose we're not seeing as much rain but that will be moving in and expecting intensity to increase. we can even take this down to

the street level as well as julian street at this point we'll continue to see that rain for at least the next 20 or 30 minutes really coming down. as we get a look at san francisco now, we are not seeing a lot of rain there. it's moving across the bay heading closer to oakland so you're catching a break as you step out the door. the bus stop forecast, it will be a wet drive for most. north bay not seeing a lot of this. rain is possible throughout recess and then a mix of sun and clouds. next round of rain moves in on friday. clearing out in time for your weekend, saturday and sunday looking good with the exception of late sunday night. and that will also bring in the round of the heaviest rain expected on sunday. definitely appreciated this picture that came in yesterday morning to twitter. make sure you send me your tweets of what it looks like where you live. as you head over to mike, getting an update on the road

and windy commute. here's a live look right now from orinda where overnight rain triggered flash flooding. right now, we're just a muddy mess. the rain caused minor flooding half a mile away from where that video was. this is along the streets and parking lots in the village center. much of that rain was gone by 3:00 this morning. >> stormy weather toppling a tree near martinez national park. it was just before 2:00 this morning so not a lot of traffic at that time. the roads are reopened. crews had to shut it down while they were removing the tree but now they are done. and westbound lanes of 580 are reopened as police investigated a deadly crash. a pedestrian was struck and
