high-definition view of what's happening around the bay area. and we can even see down to street level where the heaviest lane is falling. we have that powered up this morning. you can tell there by the red beam where the rain continues to move in. where we see the yellows and the reds, heaviest rain moving into san francisco and parts of the peninsula and the north bay. it is is also starting to work into the east bay as well. as the rain moves in this morning, expect low visibility. and also some gusty winds. we are seeing in ports of the north bay right now a pretty steady downpour. it gets much heavier as you move east of pap that, cordelia and fairfield. drivers coming through that direction have to deal with very heavy rain. maybe even standing water on the roadways. it is picking up for san francisco right now with rainfall rates at about 0.3 per hour. with that, mike, it may be

to be in your neck of the woods. you mentiond commuters. this is the day many have been waiting for for a long time. >> the warm springs bart station will finally be unveiled ahead of tomorrow's launch. bob redell is live with a preview of what we can expect. bob, this has been a long time coming. >> reporter: that's right, kris and sam. it's been over seven years since bart broke ground on its 8$890 million station back in 2009. this is located on the backside of the tesla auto factory. and with this glass rotunda and open air design throughout, it has a distinct look compared to the other stations on parking lot. warm spring adds another 5.4 miles to the system. this is the first time the fremont since they began service in 1972. anywhere from 5,000 to 7,000

people will use this station on a typical weekday. 42 electric charging stations and connections to vta and transit. the train schedule on the fremont richmond line will be altered by a few minutes to accommodate this station. warm springs was supposed to open back in 2014 but it kept getting pushed back for a number of reasons. there have a problem with the electric power. they had trouble sinking up the network with the old control network. the mayor will pressure congress by reminding them many

insurance. a fourth vote set for today. as lawmakers decide whether to back a president with a 37% approval rating or take their chances. tracy potts, nbc news, washington. >> new, antioch police are investigating the city's second homicide of the year. a double shooting ended with one man dead. police say that man and another man was shot a little after 9:00 last night on contra loma boulevard. his name has not yet been released. the other victim is in the hospital and is also said to be a young man from ant act. they have not indicated what his injuries are or what happened leading up to the shooting. police are combing surveillance video looking for clues in what is believed to be a deadly hit and run. they shut down light rail service most of the night. that is have as police respond

to that in san jose japan town where a train operator noticed the body of a man in the roadway. it happened before 8:00 last night. police believe likely the man was killed by a hit and run driver. right now there is no confirmation of that or even the victim's identity. >> it is not something i expect to come home to. >> we know nothing. >> the investigation is shut down rail service for almost three hours last night. it is hoped that video recorded by light rail can help them determine what happened. live now to the bay bridge. not many drivers now this but there is a back door route into the bay bridge from san francisco on bryant street at 2nd. i've taken it myself. the news now, transportation

detailed view, high definition view of where the rain is falling and where it is the heaviest at this point. we are seeing some of that moving through marin county. a lot of bright reds, oakland, with heavy rain this morning. it is crossing the bay. we are seeing a steady downpour. as you head out. this is what you will have to deal with. law extra time to get to where you're going. it's just now gettinged in san jose. we are going to see this filling in and moving to the south as we go through the rest of the morning. and still some very heavy rain throughout the morning in the north bay. maybe even heavier as the winds pick up. it will bring winds up to 35 miles per hour. it tapers later off tonight.

widespread, the rain, kari. stormrangers you to zero in. >> parts of san francisco, the east bay, working its way south. that will be the trend as we two through the morning. we talked about it impacting your morning commute. we will see the winds picking up as well. as we get a wide view of what's happening here and a close view of stormranger and where it is now. san jose filling in the gaps of some other radars on tops of mountains with some of the lowell vacation storms continuing to move in. this one one of those as it shows that rain moving through marin county with some yellows and reds as we take it you down a little bit. we see pretty good coverage there. the rain is getting heavier. it will lighten in the next few minutes and get heavier as this cell moves through tiburon, as well as richmond, moving off north and east.

we will see heavy rain returning to san francisco after it lightened up just a little bit. if you're ready to head out the door, keep in mind you will be driving around the city. it is is about to get really treacherous for just another few minutes. as we head over towards the east bay, marago, lafayette, concord, that is where it is really pouring at this point. see the rain moving through the tri-valley and now approaching the south bay as it continues to fill in the rest of the morning. rain is the biggest factor on the roadways. >> traffic volume is light. as you know, the rain is coming through. it is pushing through. you see that blue? that is ponding puddling. creeping towards the south bay. very easy drive as far as the volume and traffic. number of ins light so far. metering lights are on. let's show you a couple .

much. except to say there are significant arrests. we learned one person is now out on bail. the death toll remains unchanged at five. that includes one person the attacker khalid masood. this morning police are looking for more information about the attacker. >> you realize something about khalid ma sood. >> police say right now they are learning how masood was radicalized. developing this morning, two cities now tied to a brutal crime. the of four people who were found in a sacramento home in a quiet neighborhood yesterday. hours later authorities detained a man in western addition on pierce and golden gate.

>> reporter: here in sacramento, 35th street the home sits is still blocked off this morning as investigators continue their work in what they are calling a very active investigation. they first arrived yesterday morning at 7:00 a.m. on a tip from a relative saying there were suspicious circumstances at the home and they were e concerned about the people inside. when officers got here yesterday when no one answered the door, they made their way inside and made a gruesome discovery. a woman, her two kids and niece inside the home. a source saying the man is the husband and father of the children involved in the case. they are claiming to be the parents of the adult woman

fire crews bringing it under control in a little less than an hour. not before all the damage was done. back at home now, the search continues for the suspect behind a string of bank robberies in the east. there's a good look at him incognito. he was walking into the bank on san ramon with bag in hand. he waved the gun and demanded money from tellers. he looked a lot like the guy who robbed the same bank back in february. new video out of south korea this morning as recovery efforts for the ferry that sank three years ago killing 300 people. it was overloaded and going too fast on a turn when it capsized and sanked during a routine voyage after the south korean coast. the vessel has been lying on its side for years now. salvagers started to raise it

all of this rolling off to the east. fremont, san leandro and hayward as well. seeing light rain. moving into the south bay, we are going to this filling in for the santa cruz mountains. rain pretty much all morning and early afternoon. but then as we go through the hour-by-hour outlook, more of a widespread rain throughout the late morning, early afternoon hours. tapering off later this evening. skies clearing but not before we get the possibility of about a half an inch, maybe three-quarters of an inch. for the santa cruz mountains and the north bay, over an inch. this system moving in now.

year. but that never happened. the water district said it needs at least another $450 million to construct those projects, money the water district doesn't currently have. so it put the projects on hold to see if it could produce water flows further upstream to create a flood protection at a cheaper price. the new planning process isn't scheduled to begin until 2019. which means partial construction won't be done until 2025. san clara valley water strict tells us the board will meet the next few weeks to discuss whether money from other projects can be diverted to communities along coyote creek. potential fixes, guys, could still be years away. thank you very much for that update. if you have a tip for your investigative unit, give us a call 888-996-tips.
