excess of 35 miles per hour. looking now at stormranger or, that's the red beam scanning around the bay area from the south bay right now. and as we go into the morning, a very wet commute for you. looking at the pockets of the heaviest rain now moving through the east bay. getting a steady rain in marin county, as well as sonoma and pap that counties as well. as we widen out the view in oakland, emeryville, the rain shifted to the east lafayette. we can take it down to street level and give you a high detailed view of what's going on around the bay area. you have access to this too. download the nbc bay area app. you'll be able to zoom in right to where you live, see what the rain looks like and also where you are headed before you head out for the drive this morning. speaking of the drive, mike, it looks pretty sloppy. >> not the volume of traffic. light this friday, as you know expect. but soupy conditions all around

the bay, moving towards silicon valley just as the commute starts to build. we will track that. be careful, folks. keep the speeds a little bit lower. looking for a little bit of lowering before 238 and 880. it is because of the build. watch the conditions. traveling east over the walnut creek area. the 680 corridor. you can see the eastbound direction for 80 through emeryville. slick conditions. although traffic is live. backup at the toll plaza. back to you. all right. happening today, a major milestone for bart. the new warm springs station is fremont is opening up for service tomorrow. and so today bart officials will celebrate with a ribbon cutting. >> it has been a long time coming. bob redell joining us live with the impact it will have for

service. it could be a while before bart expands to the south bay. >> good morning to you, sam and chris. it has been over seven years since bart broke ground on the $890 million warm springs station in fremont. it will open tomorrow. they have gotten it set up for a ribbon cutting later this morning. this is located behind tesla auto factory. the glass rotunda has an open air design which makes it distinct when you compare it to the looks of the other stations. this is the first time fremont line has been extended since 1972. anywhere between 5 n,000 and 7,0 people use it. 2,000 parking spots, including 42 electric car charging stations, connections to vta bus

lines is and transit. the train on the fremont daily city and rich line will be accommodated by a few minutes. it was supposed to open back in 2014. that date kept getting pushed back for a number of tpo reasons. at one point, there was a problem with the power. bart had trouble sinking up the new software with the older main control network. sam you were talking about the extension into san jose. they are supposed to extend 10 miles south from warm springs but that construction is on hold. .billion set aside was cut from president trump's recently released budget. san jose mayor will try to pressure members of congress to rein state the money by reminding them many components of the bart system are manufactured in their districts. the ribbon cutting set from 10:00 to noon.

they got visits from the president's advisers. the charm offensive didn't work. the president is now issuing an ultimatum. vote today or obamacare is here to stay. we're going to check in live coming up at 6:35. 6:07 now. new, antioch police are investigating a doubling shooting with one man dead. it happened on contra loma boulevard near highway 4. two men were shot. the one who died is a 22-year-old from antioch. the other victim is is now hospital and said to be a young man from antioch. police have not indicated what his injuries are nor exactly what happened leading up to that shooting. >> all right. it is a rainy friday for just about everybody in the area. back to microclimate weather alert. a live look outside right now.

slick conditions at the golden gate bridge. we have you covered as you get ready to head out the door. this is live nbc bay area stormranger current youly at our studios in san jose standing at the ground level. >> it gives us a real granular look of what's going on in your community. meteorologist kari hall has been following it closely. >> widespread rain, pockets of heavy down powers. at times winds pick up to about 30, 40 miles per hour. right now the rain has moved to san jose. it is not raining in san jose. and for the south county as well. this will be filling in, moving to the south as we go into the morning commute.

it has been raining a lot longer there. the wind advisory started at 6:00 right now and untils until 3:00 this afternoon. that's when the winds will be the highest. all of these areas shaded in brown, this does not include the valleys or the inner bay. winds will be picking up. in some spots, up to 35 plus. that could bring down trees and have some power impacts. we'll talk more about this. this storm moves out. that's coming in five minutes. mike has the slick roads and light traffic. >> no matter what the conditions. it means folks tend to cheat the speed limit be very careful. stick to the speed limits. kari talked about the rain coming through. the north has gotten soaked. ponding and puddling in oakland. over in san francisco. daly city. we don't see much of a problem.

medical news to tell you about. one out of four middle and high school students have been exposed to secondhand smoke from e-cigarettes. that is the equivalent of 6.5 million people. most are not users themselves. smoke-free laws are needed to protect kids and adults from harmful fumes. >> kevin hart is headed to the bay area for a health fair. it starts tomorrow morning at 10:00 in san francisco.

rain is headed your way. it is free for iphone and android. >> 6:32. developing at this hour from london, two more people now arrested in connection with the terror attack there. investigators are not releasing much information on the new suspect in custody except to say they are, quote, significant arrests. that makes nine people in custody. as we learned one person is out on bail. death toll unchanged meantime at five people. that includes one american and the attacker, khalid masood. he was barn adrian russell ajao. people are reaching out to the people of london for more information about the attacker. >> in hindsight you realize something about his movements. >> they are investigating how he

was radicalized. two cities now tied to a brutal crime. the deaths of four people found in a sacramento home yesterday. authorities detained a man at an apartment in the western addition of pierce and gold weren gate. we tracked the overnight developments for us this morning. >> reporter: here in sacramento, 35th street where the home sits is still blocked off this morning as investigators continue their work in a very active investigation. they first arrived here yesterday morning at 7:00 a.m. on the tip from a relative who said there were suspicious circumstances at the home and that they were concerned about the people inside. when officers got here yesterday when no one answered the door, they made their way inside and made the gruesome discovery, a woman, her two kids and niece inside the home. a man was detained yesterday in san francisco's filmore district. that is the husband and father of the children involved in this

case. at this point the person is only detained and being questioned as a person of interest by police as continue their investigation here. last night a couple arrived from san francisco claiming to be the parents of the adult woman found inside the home. they, along with this neighborhood, are stated in the news. >> i don't know what's going on. it's daughter. i don't know what's going on. >> it's sad. it's sad. the kids -- nobody deserved that. >> that couple was interviewed here at the scene for about a half hour before being taken to headquarters where they were further interviewed by police. meanwhile, investigators from sacramento are in san francisco interviewing a person of interest there. for the first time we are hearing what a man who confessed

top killing a 9-year-old boy while he was sleeping was thinking days before and right after the murder. after we have been reporting on today in the bay, william schultz murder trial began on man he is accused of stabbing his best friend's younger brother during a sleepover in 2015. east bay times reports yesterday jurors saw video of an interview schultz and investigators shortly after his arrest. he said about the killing, it didn't seem wrong with everything else going on in the world he said his intentions were to kill his friend but he was afraid his friend would have fought back. the health care battles heats up. >> first a delay. now president trump is giving an ultimatum telling congress it has to vote today. he's done negotiating. he's insisting they do it today. >> tracie potts is live in washington. just 24 hours ago republicans

at least 32 republicans are ready to vote no. >> i have to keep in mind. what is best for the people i represent. >> reporter: others worry how their vote may play back home. conservatives want to get rid of guaranteed coverage for maternity leave, mental health, emergency. the president agrees but won't budge on pre-existing conditions and keeping young adults on their parents's insurance. >> some of them said we're with you. we're going to go back and think about it. >> recent changes will cut savings in half and still leave 24 million people without insurance. a fourth vote set for today. the president was on the phone for 45 minutes with house speaker paul ryan trying to figure out if there is a way they can work this out today. >> we'll have to wait and see.

it just moved out of san ramon. light showers downtown san jose. on the bus stop this morning, rain boots and an umbrella. as the kids head home it will still be raining. >> a lot more rain earlier today. the wet roads are a factor as you travel through the maze. developing news now at 6:45. an intense gas-fueled fire ripped through a mobile home park. firefighters are trying to figure out how it started. the fire started 10:00 last night at that home in the monterey mobile home park. five people were inside the home when the fire started. the heat was so strong they

considered evacuating several other homes nearby. firefighters were able to bring the situation under control but only after the mobile home was destroyed. deliberations continue in the ex penn state university president. jurors will resume their discussions this morning after failing to reach a verdict. he is excused of conspiracy and two counts of endangering for his hamming in the complaints over jerry sandusky. he was forced out as university president in 2011 shortly after sandusky was charged with sexually abusing children. sandusky is also due in court today for an appeals hearing. he continues to insist he is innocent. putting a cost on gun violence in the united states. a new stanford university study revealed a price tag for treating gunshot wounds.

researchers say the figure is higher. the real one because the number only includes the cost from when they were first hospitalized. the $6 billion does not include cost of er visits, patients who die before being admitted, or those who have to be readmitted. a survey of 400,000 freshman say they are more likely to abuse alcohol than their peers. they were e twice as likely to blackout after drinking and had more social and academic problems because of alcohol abuse and they were e more likely to drink to cope with stress or relationship issues. more specifically, students transitioning from male to female had the greatest negative consequences from drinking. >> happening today you can preorder the new lower cost ipad. apple unveiled the latest edition earlier this week.

we are going to watch this pocket of some really heavy rain moving inland. that should be approaching san rafael a little bit later. as we get a look at the east bay, we see pockets of heavy rain between richmond and emeryville. bringing it down to street level. some of the other radar missed. we will see the rain moving through the peninsula and east bay and the tri-valley. it is pretty much covered here. it is just starting to make it into san jose. we have had a little bit of a break here. going to see this rain. a live look outside san jose getting heavier this morning. the coast and the hills will have a high wind advisory domestic e that could bring down trees and power outages with gusts up to 35 miles per hour. the rain gusts in tonight. if we look at the timeline. pockets of heavy rain in the north bay.
