bit by bit california is drawing a defiant line with the trump administration. already state leaders have opposed the new president by taking strong stands on sanctuary cities and healthcare reform. now state officials are getting ready to fight the trump administration on the environment. larry gerston joins us and on the budget that mr. trump recently put out he proposed a 31% cut to the environmental protection agency. he's made no secret of the fact he thinks there's too much fat and a lot of government waste particularly at the federal level. now are kafrm what's the dispute here regarding the environment. >> it has do with what the president's been saying, detroit basically automobiles. here we're talking about automobile fuel mileage rules. now, for decades california, we've led the nation with requirements for higher mileage rules than those set by the federal government. now, this is no small matter since automobile emissions are
7:46 am
are the largest contributor to air pollution, which relates of course to both climate change and health. >> what is he proposing exactly? >> the president proposes to roll back a new 54 mile per gallon clirmt has been said island by the way to be implemented by 2025. that's a heft gain from the 36 miles per gallon requirement in place today. so the president contends that the new requirement, well will hamper the automobile industry because of additional expenses to make the necessary changes that, in turn, he argues, would reduce auto industry employment. there's no proof that the higher automobile mileage rule would harm employment but that's the claim. >> talk about why california is so strongly obowsed to this proposal and also what would happen here if that mileage is rolled back. >> this is a serious issue here. until now, under the clean air act california's been allowed to set its own emission standards stronger than those established
7:47 am
by the federal government. now, several other states have set their requirements to mirror the california model. the reason is clear enough. given the topography of the state and respiratory problems that emerge. so california's become a leader in this field. why? because it's combating climate change. automakers have gone along. they've gone along because of the difficulties that would accrue from producing cars for california and its allies in one standard and cars for the rest of the nation under another standard. >> on this issue as the saying goes as california goes so did the rest of the country. so this san interesting proposal. mr. trump has repeatedly said he wants to return power back to the states. we talk about abortion issues, transgender bathrooms. the president has said these are things for the states to decide. why does he want a national roll back on mileage standards seems like a contradiction. >> you're right. you chalk it up to politics, the

trump administration, yes, has eased national standards on clean water policies, it's eased national standards on coal mining packages in the name of states rights. yet it's threatening to impose federal will on mileage requirements of ever course, then again such inconsistent policies are not that the unusual. go back to the obama zbrags we saw much the same thing when it enhanced national standards on clean water, national standards or public education kir rick cue la while alog loug the states to experiment with marijuana policies. >> is it possible for california to get any sort of exemption on this end? what was the likelihood that would even happen? >> in the past california's been granted waivers for air pollution emissions 45 pooimz times in the last four years. only once was the request rejected by the george w. bush administration and that was overruled by the u.s. supreme court. but we're in a new era, a new era with an unconfengs vengsal
