morning, and then it looks like by the evening in time for baseball, the winds should be dying down. really, the people feeling the impact is areas along the coastline. overall, we're seeing nice clear skies. south bay, 51. as you're waking up, making your way outside, 46 degrees at tri-valley at 47. san francisco, 52. east bay, 50, and the north bay, 51 degrees. it is a little on the chilly side. make sure to grab a jacket on your way out. look at the temperature trend in san francisco. we are expecting to warm up in the upper 60s yet again. if you notice the icon is all sunshine. we're expecting a very dry, sunny day ahead, but we have some rain. you do want to stick around for my main forecast because i'll be talking about the timeline for that. mike. >> we're looking at a very easy commute around the bay. we had seen a little slowing southbound 280. unusual around lawrence expressway. the possibility of a road crew, although they said it was not an active scene, and thou the slowing has cleared.

looking to the north bay, no time, no extra time for any of your commute throughout the north bay. a nice easy drive. 101 and even 37 over toward novato. back to you. >> thank you very much. 5:01 right now. new this morning, new passenger numbers just released showing how many people are using b.a.r.t.'s new warm springs stations. as some passengers encountered scheduling surprises. >> kris sanchez is live in fremont with more on some of the surprises. good morning, kris. >> good morning, sam and laura. a lot of folks were excited here when the train first started rolling at the warm springs station. some of the folks told us they thought that starting their day here at the warm springs station would save them about ten minutes out of their day on their commute. but turns out that that's not true for everybody all the time. we do have new ridership numbers from b.a.r.t. more than 2400 riders hopped on b.a.r.t. on tuesday and wednesday of last week, according to numbers b.a.r.t.

provided to the mercury news. some of those riders found out the hard way they have to make a transfer to get to their final destination. here's a look at the warm springs schedule snag. there's no full service from here to the richmond line. that means after 6:00, folks have to transfer at the fremont station. for daley city riders there's a transfer on the weekends. even for a casual rider, even if you only take b.a.r.t. to a baseball game or so, you should know that a transfer cuts into your commute time. now, coming up, the reason that b.a.r.t. gives for this schedule snag and when they think that it will stop being a problem. in fremont, kris sanchez, today in the bay. >> thank you very much. it's 5:02 right now. a concord family is grieving this morning after their 1-year-old girl was found unconscious in a backyard swimming pool. sadly, that little child did not survive. it happened yesterday evening. the family called police when they couldn't find the girl. officers discovered her in the pool. they performed cpr. concord police are investigating

how that girl ended up in the pool. another difficult story here to have to tell you about this morning at 5:02. a 50-year-old felon in custody, accused of kidnapping and assaulting a 13-year-old girl who was able to pull off a dramatic escape this weekend. authorities say timothy lee marble met a runaway at a gas station friday and persuaded her to come into his truck. on saturday, he called 911 from bodada bay saying that girl had jumped from his moving truck. when deputies arrived, the girl stumbled from the bushes and told them she had been assaulted repeatedly. word quickly spread about the daring ecape. >> i give her a lot of respect for her to have thought to jump out on instinct, i'm pretty sure of it, but it's scary. >> marble is expected to face a judge tomorrow. the chp is investigating a deadly motorcycle crash. police say it happened as officers arrived on scene. petaluma's police say officers were called about two

motorcycles speeding up and down city streets. officers say the bike took off at high speeds and one crashed almost immediately. the motorcyclist died. police say another rider circled back and then was booked for driving under the influence. 16 people including two kids are without a home this morning after this dramatic fire in oakland. the flames at that point got so hot it forced a person to jump from the second story window. we're told he's okay. there's firefighters going in after that fire happened. that was the scene just after 3:00 sunday morning at a building on 39th avenue in oakland. firefighters were able to put out the fire before it could spread to any additional units. i today is the last day for the victims of the ghost ship warehouse fire to apply for federal disaster loans. they're offered by the small business administration to cover property damage. many artists called that oakland warehouse home. 36 people were killed in that december fire. >> much needed aid now from the federal government. help is on the way after

president trump approved it in the wake of damaging storms in california. this weekend, the president approved a disaster declaration for the state of california and more than a couple dozen counties, which now allows for federal assistance. that money is in in addition to any state and local funding. declaration affects seven counties here in the bay area. happening today, spring is in the air, and you know what that means. baseball season is getting under way. >> i love it. oakland a's kicking off the season tonight at the coliseum. pete suratos is live with some of the preparations under way, and the raiders may be leaving, but the a's are making sure everyone knows they're here to stay. >> good morning to you, laura and sam in the studio. it's opening night. how exciting a time for oakland a's fans. in a few years, they'll be the only team in oakland and they're taking full advantage with their latest campaign, calling it rooted in oakland. i'm going to show you one of the

many times you see that, in the outfield, rooted in oakland. you see it all around the coliseum. the a's will be the only team in town in a matter of a few years. they're taking advantage of that position. we're seeing that in the new promos. we'll show you one they have done with bob melvin acting as oakland mayor. we'll show you this neck clip. you have the a's players visiting the oakland zoo. as i mention, the raiders moving to vegas in 2020. the warriors moving across the bay bridge to san francisco to the chase center for the 2019 and 2020 basketball season. soon enough, the a's will be the only team in town. mayor shaf took advantage of this opportunity raising the a's flag over city hall on monday. no coincidence this happened the day the nfl owners voted to relocate the raiders to vegas. in the next hour, we'll talk to an a's spokesperson about

the game goes on. your highs for today, san francisco, 67. santa rosa, 78. fremont, 75, and out in the san jose, a high of 76. mike, how are the roads looking? >> great, except for one patch on the peninsula. so look at your map speed sensors. mostly green. over here, northbound 101, getting up to south san francisco, great name, we're looking at the boulevard and a reports of a number of vehicles on the shoulder now, reporting flat tires. there's obviously some sort of debris on the roadway and chp is checking it out. we'll follow up with them. so far, no slowing. slow through the area because you're going to watch for chp or take 280. clear of any reports of any problems into san francisco. no problems here approaching the bay bridge. and your system looking great for all these transit systems. b.a.r.t. is a great way for the a's game. consider that. then you don't have to worry

influence this election. that's what the investigations are focusing on. the white house says no, some on capitol hill say maybe. they want more evidence. back to you. >> tracie potts live from washington. thank you. there's a lot of economic data out this week that can actually back up president trump's claim that the economy is continuing to expand. >> scott mcgrew joins us this monday morning. >> good morning to you. a short time from now, we get the latest manufacturing data, the ism. last month's read was very strong. some of the strongest numbers we have seen in more than two years. ism measures 300 different companies for how many people they employ, how much they make. another measure, the national association of manufacturers. it looks at confidence, how factories feel about the future. that's the highest it's ever been. now, wall street will be looking at that, plus friday's jobs numbers. second jobs report in the trump presidency. dow fell again friday. nasdaq slightly lower. today is the first business day

of the second financial quarter. as for the job numbers, friday, when president was candidate trump, he often said the job numbers were fake and made up. last month, sean spicer said out loud the president no longer thinks that now that he's president and the numbers are. the exact quote was, the numbers were phony in the past, but they're real now. we haven't seen a lot of ipos, compared to years past. on friday, palo alto cloudera filed papers. it's a well thought of company. he's head of security there on an interview on press here. you know who we haven't had here, and pretty reasonable to assume we won't, that boss baby. he was number one at the box office over the weekend. although, rotten tomatoes gave it something like a 46%. i went out and saw "get out" the horror movie that everybody is talking about. well worth it.

it's now going to impact us too much, and we do have a ridge of high pressure building over the area, and that's what's going to keep us nice and sunny and it's also going to bring those nice seasonable temperatures across the entire bay area. slightly cooler than this weekend. this weekend, we did see 80s. santa rosa, a high of 78. walnut creek, 76. fremont, 75. los gatos and san jose, the 70s. and along the coastline in the 60s. let's talk about the incoming weather over the next seven days. here's a quick check of what you can expect. 70s inland, turning cloudy by wednesday. and that's because that high pressure is going to start breaking apart thanks to an incoming system that's expected to make its arrival as early as thursday with it bringing a cold front. that's going to bring gusty conditions and some rainy weather across the entire bay area. and unforf nltly right now, the models are showing a good amount of rain, between 2 to 4 inches especially the north bay as well. by thursday, we do track that rain making its arrival. the strongest of the storms look

to be on friday, so as of now, the changes ahead going into thursday, friday, and it looks like it will pour over into saturday. windy at times later this week. the rain is expected to return on thursday, and then the temperatures also expected to from. we're expecting to see 60s and possibly even 50s in some areas. inately go outside and please enjoy the 70s and upper 70s. mike, it looks like you have tools for us. >> also an issue. first, we'll show you the sensors in south san francisco. just learned about a traffic break. told you about the crash and debris cause a number of flat tires northbound, right around oyster point boulevard for highway 101 north of the airport and heading up to candlestick, past candlestick. that's an issue. for the time being, as the traffic break continues, from sfo up to oyster point boulevard. should clear quickly and should be no problem. as we're looking toward the approach of the bay bridge, under 20 minutes approaching the toll plaza where it looks like

f-250 pickups because they can roll when you put them in park. it's the third recall announced by the company in the past week. it effects the 2017 models. there have been no reports of accidents or injuries. well, nbc bay area responds to a castro valley man who paid $200 for magazine subscriptions yet he still has received nothing to read. >> a lot of money to shell off. our team looked into this. chris chmura on how he closed the case. >> last july, james paid a door to door salesperson $200 for four magazine subscriptions. the sales person worked for ps circulations, but james said he never received a single magazine. so he asked for our help. we learned james isn't alone. other consumers have filed complaints about ps circulation with the better business bureau. they, too, say they didn't receive magazines they paid for, and complained about high pressure sales tactics. the bbb gives ps circulations an

russia. the russian news agency is reported ten people are dead and at least 20 people reported heard. the agency is reporting there may have been two blasts. st. petersburg is russia's second largest city. media outlets are reporting vladimir putin has been informed. this is breaking news just coming in to our newsroom. we'll bring you more information as soon as we get it. >> back here at home at an east bay neighborhood is asked to keep a watchful eye on streets this morning. >> police say dozens of cars were vandalized in one day in concord. it happened on sunday. today in the bay is live in the neighborhood, talking with details on the search for a suspect. good morning, rick. >> reporter: good morning. yeah, there is a search for a suspect. this is how a lot of people can help out. police need your help. they want you to check out your surveillance video. police feel whoever did this type of vandalism to so many vehicles has to have been caught

on some type of camera. it's believed this happened between saturday april 1st at 9:00 a.m. and the 2nd at 7:00 a.m. more than 20 vehicles report their tires slashed. it's all occurred within blocks of each other. and the motive not known. also not known, the suspect involved in this. now, police are saying there's possibly more damage out there. the two things they're asking for you to do this morning, first, check your vehicle to see if there's damage on it. number two, if you have any surveillance video, lack at those cameras as well and see if you can let them know if you saw a suspect. just ahead at 6:30, i'll tell you why this area where i'm standing seems to be a prime target for those who like to slash tires. we're live in concord, rick boone. >> thank you very much. 5:33 right now on your monday. staying in the east bay. violence breaks out in antioch. police looking for suspects in connection with two different

shootings. one of which was deadly. a man was shot shortly before 9:00 last night at k street and west 7th. that victim did not survive the shooting. about seven hours before that, a man was shot at cruiser saloon, a par on a street. that person did survive. >> some celebration to terror. a birthday party quickly turned violent in pittsburg over the weekend. five people were injured when someone opened fire. happened just before midnight saturday night at a home on mad line street. police say a group of men tried to get into the party but were asked to leave. that's when one of them opened fire. the five people hit are expected to be okay. officers arrested the gunman at the scene. we have a live look at interstate 580 in dublin, and it's important today. it's important every day to give the road your full attention when you're behind the wheel of a car. this month is distracted driving awareness month. the chp is planning to crack down on distracted driving, especially drivers who don't use hands-free devices and are using

their cell phones. >> coast guard crew back in the bay area after a successful mission of stopping drug smugglers. they arrived back in alameda this weekend. the crew spent 98 days patrolling the ocean for smugglers. nearly 4,000 pounds of cocaine was confiscated. >> the intent is for the coast guard to push our borders off shore, where the cocaine comes out of clomby, so it never has a chance to get to the border. >> the street value of the cocaine seized is more than $50 million. >> a traffic alert this morning to tell you about. there's some road work on interstate 80 in vallejo that is bound to tie up the commute. the good news is the countercommute. but caltrans closing the left three lanes as you approach the carquinez toll plaza. it starts at 7:00 this morning and set to end at 2:00 p.m. >> 5:35 right now. if it seems like the oakland airport is busier than ever,

it's not your imagine. it marked the 39th month of passenger growth. with close to 850,000 passengers. that's nearly 6% higher than a year ago. international operations spiked 73% thanks to nearly 50 new departing flights. >> oakland, just one of many cities that needs more housing. a majority of people are in support of more housing, but how people feel specifically depends on how old they are. they found that 70% of voters between the ages of 18 and 39 support the construction of new housing in their neighborhoods. but that number dropped significantly, only 50% of voters older support new housing. older than 39. the overall trend is clear. this year, 62% of all voters say they support building new housing close to where they live. that's up from 56% back in 2014. >> it's 5:36 right now. san francisco library visitors will reportedly be getting more bang for their book. that's because according to the examiner, starting june, all 27 library branches will be open

seven days a week. right now, nine branches are closed one day a week. the library will also expand its hours at six other branches and make a handful of new hours. pretty cool. >> the otters of san francisco's aquarium of the bay have a new friend. >> tahoe is a juvenile north american otter. there he is playing with his buddies. technically, he's still a baby. you can see he's growing up quickly. looks like he's about the same size. making fast friends with the aquarium's three other otters. he's not going to be on public display until april 14th. >> if you want to go to the beach, watch out. stronger than norming rip current expected to continue throughout the day on bay area beaches. a live look outside at the waves coming in in pacifica. national weather service is reminding everyone to be awarn of their surroundings. the warning extends from sonoma to monterey county. sneaker waves can come out of nowhere.

the is expected to grow a little calmer by this afternoon. >> yeah, 5:37, and there is a beach hazard in effect as of now because of the sneaker waves. and this is expected to remain in effect at least through 11:00 a.m. today. if they decide to extend that, we'll keep you updated. make sure to follow us on facebook and twitter as well. a dangerous surf between 10 to 15 foot sneaker waves. the weather is going to call for a beach day, but you want to be extra cautious, especially on the shore. another thing you'll notice is the estimated wind gusts getting breezier. half moon bay at about 20 miles per hour from the north. san francisco, very light at 8 miles per hour. and then in redwood city, also at about 8. one thing you are also going to notice later into the afternoon is that the winds are going to shift a bit, and then the napa area is going to start seeing stronger winds at 22 miles per hour. murin at 12 miles per hour. still on the breezier side.

9:30, fast forward through the evening hours, we see the winds die down significantly. at least especially inland areas. along the bay, still expecting the 20s, and your pollen report for today, if you suffer from allergies, make sure to take whatever you need so it doesn't mess up your day because right now, trees are high. grass is moderate, and mold is low. >> got to get medication for my son today. >> looking over here, the rest of the bay looks great. a little slower than we expect on the south bay and the peninsula. this is where we have been following this issue. some crash and debris. some debris after a crash, i should say. northbound 101 at oyster point boulevard had an earlier traffic break. chp still addressing the issue with a couple squad cars. a number of flat tires reported. watching that, but no real slowing aside from right at the scene. more slowing for the upper east shore freeway. we continue to follow the crash at west 80. that's causing a little slowing, and the transit system, no delays and no problems for the trains, including b.a.r.t. with 47 trains running on schedule.

at 9:00 a.m., pro-armenian groups plan to put up a banner on treasure island, similar to one that went up two years ago, for the entire month of april. supporters call it the start of the forgotten genocide. in 1915, when more than 1 million armenians died. the turkish government to this day denies it happened. a new community center is slated to open in san jose this morning. it will focus on immigration services. music and dancing filled the dwra dwra grand opening of the immigration clinic over the weekend. it will provide low-cost legal services for undocumented men and women. san jose mayor sam liccardo says fear of deportation has increased the need for help. >> so critically important that we have these services here because in san jose, we have more than 80,000 undocumented immigrants. and that means we have thousands of families that are worried about their kids, their parents, and we're trying to do everything we can to help families stay together. >> officials say before president trump took office, 200

oakland, a high of about 72 degrees. i know it's perfect baseball weather today. breezy conditions will die down to about 8 miles per hour coming in from the west around game time. peninsula area, expect to climb into the. half moon bay, about 64 degrees. and san mateo still in the 70s at about 70 degrees. now, in the san francisco area, well, getting a little on the cooler side. we saw very nice warm temps this weekend, but overall, in the upper 60s and 70s. san francisco expecting a high of about 72. and then for areas, of course, near the north bay, also expecting to climb into the 70s. about 78. but let's talk about the rain because i mentioned you have about three days left. by tuesday, today, we see that high pressure building, going into tuesday, and then fast forward to wednesday, another dry day. by thursday, we get this strong system, this cold front that's going to bring in rain overnight into friday morning. that's when we're expecting to see the gustiest of winds and unforch inly the most rain

overall. if you're out on the roads friday morning, mike is going to be busy on friday morning because the system is expected to bring a good amount of rainfall. the gustiest day expected to be friday, and unfortunately right now, it looks like the system is expected to carry some showers through saturday and possibly, possibly saturday night. thankfully by sunday, everything looks clear. here it is a quick seven check. right now, the showers expected to make their arrival by thursday for the san francisco area, and then also inland areas, late night showers on thursday, and then friday is the yuckiest day of them all. >> still tracking a little slower or at least an incident on highway 101. not here. san jose, that's just your typical build. it's up on the peninsula, because of the clear drive between those two spots, here's south san francisco. may see a little more activity at oyster point boulevard. earlier debris and flat tires reported. chp still on scene, but no reports of any lanes blocked. we'll track that getting into san francisco. nice easy drive through the north bay, and coming from the
