i'm laura garcia-cannon. >> i'm sam brock. they got to the finals last year. >> did they? >> maybe this time. all right, maybe we should keep our umbrellas hapdy, kari. >> you will see the light rain off and on for most of the day. and then we'll see the heavier downpours later on this evening. but not until then will we have the measurable rain. as we get a live look outside at san jose. roads are still all dry here, but as you drive farther north, up close to oakland and san francisco, you have some mist coming down. so that may create some slick spots on the road. as you head out the door in willow glen, at 8:00, 58 degrees. and rising into the low 60s by lunchtime. as you get ready to drive home, still going to see some cloudy skies and then the rain comes down. we'll talk about the timeline coming up. mike is already tracking a crash near the tunnel. >> and kari, that's also an area where we have see mist on the live cameras, but not enough to trigger the road weather index for most of the sensors around the bay.

we're looking at sensors that are green, but no green highlighting. slick roadways and a crash, west 24 at fish ranch road, just outside the tunnel. reports of a single car that spun out near the center divide. that may be an issue coming into the maze. no slowing there at the scene and no slower toward the bay bridge, but watch the slick roadways. there are your travel times for the east shore. >> thank you very much. new this morning, now to a story we first broke 30 minutes ago when we came on air. a san jose police officer rescued after crashing into this big rig overnight in the tri-valley. >> our team has been working the phones to get information on this story all morning long. let's check in live now with bob redell to tell us how that officer was saved. >> reporter: well, good morning to you, laura and sam. what's remarkable about this story is within the past 50 minutes, that off-duty san jose police officer was able to walk out on his own from the emergency room at the eden medical center in castro valley.

considering the circumstances of the accident he was in last night, he is very lucky to be alive. this happened around midnight last night in livermore. this officer was on his way home from work when he crashed his personal suv into the back of a big rig that was stopped in a construction zone. this is on eastbound highway 84 in livermore near ruby hill. the off-duty officer became trapped in his suv while his vehicle caught fire. now, just so happens there were two chp officers nearby who were working that construction zone. one of them used a fire extinguisher to put out the fire while the other called the fire department to have the officer removed from the wreckage. he was transported to eden medical center where a medical officer was dispatched to assist and show support for his colleague. that officer was released just about 50 minutes ago and is going to be okay. reporting live here in castro valley, bob redell, today in the bay. >> thanks for the latest there, bob. a developing story this

morning. german authorities investigating a bus bombing that hurt a soccer player and canceled a champions league match. the soccer club was supposed to play monaco yesterday when three explosions struck their bus. one player was hurt but his injuries are not considered life threatening. a note found at the scene claims responsibility. still no word this morning on what caused a fire at this financial district building in san francisco last night. 60 people were forced out of their homes. started un9:00 last night in the basement of a three-story building on clay street. no one was hurt. well, a lot of people love in-n-out, but double double could be spelling trouble trouble when developers are looking to open up a new location. walnut creek being the latest battle ground for this. that's where preliminary applications were files for a new in-n-outs and starbucks. the fast food chain is a victim of its own success because neighbors there are worried about a potential spike in traffic, noise, and pollution. >> there's an element of danger that the community is exposed to

when you push traffic for such a cult following favorite like in-n-out in a residential neighborhood. >> the city's economic development commission is talking about holding a series of hearings on that this summer. pass the ketchup because books for the next few weeks are not going to provide the only boost for children at a library. they're launching an after-school meal program for students under the age of 18. meals will be served monday through wednesday 3:00 to 5:00 p.m. through june 7th. activities are also offered at the same time, and the program is supposed to be like a lunch at the library summer program meant to provide children with better nutrition. >> today is the last day people can apply for grants in the alameda county clean water program. the community stewardship grant is the project aimed at preventing storm water pollution. the grant money ranges from $1,000 to $5,000. >> where's the bus? kaubt raw costa transit district

may cut out supplementary bus services for three schools. this is what would be impacted. it would affect students at montara middle school, skyline high school, and community day school. the cuts would impact nearly 700 students in the morning and more than 900 in the afternoon. >> we were talking about this at the top of the show. they're loaded with talent but a little injured right now. the san jose sharks hit the ice for the first round of the nhl playoffs. no surprise here. they have known for days they'll be facing off against the oilers in the first round. this series starts in alberta, canada. the first two games will be played there. then the sharks return back home to s.a.p. center for game three on the 16th. the last time they met in the playoffs is back in 2006. >> it is 5:05 on this wednesday morning, and we are going to see wet weather moving into the bay area. especially later on this afternoon, but as of right now, we have moisture rolling in

ahead of this storm system that will bring in some sprinkles as we go through the day. mostly cloudy skies, though, and we're even going to see some of that moisture rolling in. could drop some raindrops across parts of the peninsula as we go through the morning and early afternoon. here we are at 11:00, cloudy skies and a little rain on the radar. if you have the nbc bay area app, you can always get a look at where the rain is falling and see if it's heading in your direction. we will definitely start to see that rain tracking from north to south as we go into this evening, and by 8:30, we'll see it moving into san francisco, into napa as well. and then into the east bay later on tonight. some gusty winds also picking up as this line of showers moves into the south bay by 11:00 tonight. early tomorrow morning, still some lingering showers across the bay. if you are planning to head to the sierra over the next couple days, you don't want to miss the forecast. we're going to see some major changes there. i'll talk about it coming up in about four minutes. heading over to mike, tracking a

crash in arinda. >> the crash did clear for highway 24. a little slowing for a couple minutes if you're passing by fish ranch road. but those roadways are clear. maybe slick as they're seeing a lot of mist and drizzle. we're looking over toward the peninsula. this is a new crash we're tracking. southbound highway 101 at poplar just south of the airport. there's coyote point as a reference. a lot of slowing as crews arrive on scene. it does sound like one lane is currently blocked. a lot of activity in the last five minutes. we'll track that as well. get you over to the transit system. a smooth easy drive. no delays. including b.a.r.t., those rails, it may slow them down if the rails prove to be slicker than they like. they tend to do that for increased stopping distances. and toward the bay bridge toll plaza, you see the reason for better traction is because we have that rain on the roadways so there will be slipperiness around the bay. back to you. >> thank you. coming up next, secretary of state rex tillerson did meet

all right. it's 5:11. let's check out the tahoe report. some people out for spring break and maybe for the next few days, you would like to see some snow. there is a lot of it going on in the sierra right now. and even though we'll see the high temperatures today up to 40 degrees, still some snow showers. we'll see it cooler tomorrow and a lot more of the snow sticking. and all clear by friday. it's 41 degrees right now at squaw creek. we have above freezing temperatures. look at how much snow this next storm system could bring to elevations above 6,000 feet. possibly up to a foot of snow in spots like king veil. we'll talk about how much rang will fall in the bay area in about eight minutes.

>> and over here, the tri-valley moves very well. mild slowing out of the altamont pass. we'll show you how things are shaping up the earlier crash on highway 24. >> thank you very much. it's 5:12. just a few hour uz go, secretary of state rex tillerson met with his russian counterpart in moscow for the first time. >> edward lawrence joining us with more. we know tillerson and the russian foreign minister have a lot to discuss, but most importantly, russia's role in syria. good morning. >> good morning, sam and laura. very big chill was in the room when the two finally sat down. at the very beginning of the meeting, the russian foreign minister said the u.s. foreign policy in syria is a mystery to them because of mixed messages out of the white house and state department. the russians say they want to talk about north korea, ukraine, and possibly no-fly zones over syria. secretary of state rex tillerson held a morning meeting with his russian counterpart, sergey lavrov. the first meeting on russian soil by a trump administration

official at a critical time in the degrading u.s./russian relations. the biggest topic on the table -- syria. >> it is important for us to understand your intentions, intentions of the u.s. and the real intentions of this administration. we hope that we can clear up today. >> welcome. >> our meetings today come at an moment in the relationship. so that we can further clarify areas of common objectives, common interest even when our tactical approaches may be different. >> president donald trump told the fox business net the pictures of the chemical attack victims moved him to act. >> putin is backing a person that's truly an evil person. and i think it's very bad for russia. >> newly declassified intelligence shows sarin gas was used, delivered by syrian aircraft under bashar al assad's control. ahead of today's meeting, the

secretary of state used some harsh language concerning a 2013 russian agreement to remove chemical weapons from syria. >> it is unclear whether russia failed to take this obligation seriously or russia has been incompetent. >> the meeting with lavrov is scheduled to last one day. and it's customary for the russian president to meet the secretary of state on his first visit to moscow. at the moment, the kremlin is saying it's possible. it's a possibility it will happen. there's no plans for it on the books as of yet. still, the kremlin playing that cat and mouse game. this is spng that the u.s. is waiting for and looking forward to. we'll have to wait and see if it happens. reporting live in washington, edward lawrence. >> thank you very much, edward. >> in the meantime, back here at home, the story that continues to unravel. first, if you don't apologize, try, try again. >> just like a good marriage. scott mcgrew, the embattled united airlines ceo taking a second crack at saying sorry.

>> second crack. good morning. i have no doubt oscar munoz is going to be in business school textbooks. a textbook example of what not to be in a crisis, but he is trying to make it better. this comes as the world reacts to the violent removal of a kentucky man from a united flielt out of chicago. this video has been watched millions of times. he issued a second statement yesterday saying, i deeply apologize to the customer forcibly removed and to all the customers aboard. no one should ever be mistreated this way. that is the big change from the ceo first apology when he said the customer had been, quote, reaccommodated. that was not video of somebody being reaccommodated. united has also withdrawn an earlier claim the flight was overbooked. the airline said it wanted the seats for an outbound crew. >> shares of their holdings fell a little more than 1% yesterday.

if you dive down into the num r numbers in the reports, it was partly because of predictions united was making about future sales ahead of the debacle. the debacle did not help. the total loss to united yerwas $255 million. earlier in the day, it was worse. several people on twitter joking, if the airline had offered a $225 million voucher to passenger, they would have saved money. >> inmates at a jail in ohio built a computer and wired it to the prison's internet using cabling in the ceiling. apparently, the guards were seeing nothing. they saw nothing. the inmates used it -- i kid you not, to print security passes to get farther into the prison and then they committed tax fraud, this according to the ohio inspector general. >> who was smuggling in the

here tonight, and it's right now 58 degrees as you step out the door in the south bay, with some cloudy skies. we have seen some low visibility in spots like the north bay and in san francisco. the roads are wet, too. and the seven-day forecast is now up at the bottom of the screen. you'll see, we'll have a chance of rain today, tomorrow, and it clears out for friday and saturday. it doesn't stay clear for long. as we go through today, going to see the highs up to 64 degrees. a little sunshine coming through today. that's what we saw yesterday. mostly cloudy skies and then temperatures reaching into the upper 50s near the coast and in san francisco with some lower 60s inland. we're cooler than normal, and if you're going out for this last game for the giants versus the diamondbacks, it will be a little sunny at the beginning as you tailgate out there. by the time we start the first pitch, it will start to become windy and wet with some times of rain moving through. i want to talk about the winds. here we are at noon. and we will see the winds coming in onshore and from the

southwest at about 10 to 15 miles per hour. it does start to pick up as we go through the evening with some gusts at times at 20 to possibly 30 miles per hour once the rain rolls through. we'll start to see the rain in the north bay by 10:00, and then later on in the evening for the south bay. with a potential of getting about a quarter to possibly a half inch of rain. with that much rain, will it help us out with this pollen? probably not. and maybe just temporarily for early tomorrow morning. we still have a lot of, pine, and sycamore, and grasses are moderate too on the pollen count. going through the forecast, we have two dry days in the forecast. then going to see several more storm systems moving in starting on easter sunday into early next week. and it will be nice and warm on saturday. that will be your day to get outside, as we will have highs reaching 70 degrees and more showers once again on sunday. heading over to mike, checking out a crash on the peninsula.

>> that's right. i was also checking out the pollen count. that's bad news for my son. over here, we have good news for most of your. we will take you to highway 101, the map over to the left side. southbound 101 slows as you're heading south of sfo, down to peninsula avenue. this crash reportedly blocking your three right lanes as you're heading southbound. the two fast lanes do get by. this crash involved a single car that hit the center divide, then spun out and is blocking the three lanes. as crews arrive, there's slowing just for that short section. 280 fine, and from sfo to 92, just seven minutes. the drive time is okay right now. getting over to the bay bridge, another time, 17 minutes from highway 4 to the bay bridge toll plaza. let's check with waze. take a couple alternate waze. from antioch to oakland, we mapped out all three. the most direct, the green line, that's not the fastest. that's 51 minutes on waze. it's actually 47 if you stick to the main freeway.

rain at 5:25 wednesday morning, this video out of sacramento raising a lot of concerns this morning. showing a police officer tackling an unarmed jaywalker to the ground. repeatedly punching him in the face. police say the officer tried to stop the man from crossing the road, but continued to walk anyway. kane says he feared for his life. >> i thought i was going to be like the next trivaughn martin. i feel like they were going to draw a gun out and shoot me in the back or try to break my arms af. >> a disturbing incident. based on the video, you know, we don't condone this behavior with any of our officers. we're much better than that. we hold ourselves to a very high standard. >> the was mike brey from the san francisco police department.

the officer in the video has been placed on lead as the department looks into what happened. >> good thing it was caught on tape. >> 525. bay area responds to a novato woman who said her new floor did not look so new six months after it was installed. >> she turned to us for help. chris chmura joins us with her story. >> three years ago, she played lumber liquidators $5,100 for new floors. but she said six months later, she noticed discoloring. she reached out, asking it to honor its warranty and fix or replace the floors, but she said the company said no. in a denial letter, it blamed the staining on other site and environmental conditions like extreme heat or improperly maintenance, which aren't covered under the warranty. she disagreed. lumber liquidators suggested she used a mr. clean magic eraser on the stain. she said she tried that and it didn't work. she said she then noticed another problem.

there was bubbling between the planks. it's right there in the picture on the right-hand side, just a little there. if you look closely, you'll see it. she said she asked lumber liquidators to fix that too and the company said no again. insisting nothing was wrong with the product it had installed. she shared her story with us. we contacted lumber liquidators and it repeated its stangs. nothing is wrong with the product. and the staining and bubbling were caused by surface moisture, like using water to clean the floors. now, that's not covered under the warranty. she did share with lumber liquidators that she used water to clean the floors, but ultimately, the back and forth did stop. the company agreed to refund her the cost of the floors, $2700. in a statement, lumber liquidators told them the decision is based on the fact the communications could have been better. after all this, she succeeded on her own to get them to refund the cost of her labor, too. if you have a consumer complaint, let us know.

5:30 on the dot on your wednesday. and as you get ready to geout to work today, you will be greeted with this. a whole lot of humidity and fog out there. we promise the golden gate bridge is back there somewhere. good morning. thank you for joining us on this wednesdaying. i'm sam brock. >> i'm laura garcia-cannon. you betting get the boots and the umbrella out there today. you're going to need it with that rain. >> we're going to see the mist. especially in san francisco and the north bay. visibility low in spots, too. and in some of those areas where we have seen the drizzle, right now, it's kind of sticking to the roadways. creating some wet conditions for some of the drivers out there. you can see the water being kicked up by the cars and they're having to turn on the wipers. well, here's a look at the bigger storm system. as of now, we're not seeing any heavy rain across the bay area. we'll see a little bit of light showers as we go through the day, also the winds will start to pick up. i want to show you the wind

forecast for 5:30 this evening. we'll have coastal winds, close to about 20 miles per hour sustained. and it gets a little stronger as some rain rolls in. we'll talk about the timeline of the rain. that's coming up in about seven minutes. heading over to mike, tracking estimate and dublin. >> we have incidents on both sides of the bay. lighter traffic, misty conditions are one concern slicker roadways. at the dublin interchange, reports of a piece of wood 4 x 4 out there. 4 x 4s on the road are fine unless it's lumber at the dublin interchange. chp may be out there now. we see the traffic pattern changing a bit. we'll watch out where you'll have to hit the brakes there. and you'll also have the hit the brakes south on highway 101 around peninsula, we continue to follow a crash in san mateo blocking three lanes. just south at peninsula. from sfo to 92, delayed by a couple minutes. 280 is completely clear.

>> anger right now in oakland. happening today, parents, teachers, students, protesting possible budget cuts to school programs. >> pete suratos has been talking to organizers getting ready for today's test. oakland unified isn't the only district dealing with this issue. >> reporter: good morning to you, laura and sam. yes, we have seen this play out in different school districts around the bay area. most recently in cupertino where they had to lay off a number of full-time employees. we're seeing this also in oakland. we see parents and educators speaking out against it behind me later afternoon. now, they were preparing for this yesterday and want to show you some video when we swung by the elementary. parents preparing signs for a protest taking place later this afternoon here in oakland. they're unhappy for the potential for more cuts to the district, after the district made cuts to discretionary

spending. those measures weren't enough to trim the millions of dollars from their current deficit. i did speak with one parent there yesterday who has a fourth grader oakland who says the classrooms are already feeling the effects of the current cuts. >> when my student is in a classroom where his classmates aren't getting the support they need, then it just affects the entire class. we have kids at different learning levels and they need extra help. that's why we have intervention teachers. >> now, the parents do plan to speak at the school board meeting afterwards that will take place at city hall. in the next hour, we'll talk more about the specific effects of the cuts this year. we'll have more on that in the next hour. we're live in oakland. pete suratos for today in the bay. >> thank you very much, pete. >> right now, we have new details to report in the continue to emerge about the san bernadino school shooter and his victims.

court reports indicate he had a repeated history of threatening women. he had threatened a different ex-wife with a murder-suicide dating back to 1996. that threat came when she refused to pay for their divorce. that woman sought a restraining order against him after the incident, but ultimately abandoned the efforts. the couple divorced in 1997. then another girlfriend was granted a restraining order in 2013 after she said that he threatened to kill her. >> in the meantime, we're also learning more information about the student killed in the classroom shooting. those are pictures of 8-year-old jonathan martinez who was a special needs student and lived with williams syndrome, a genetic disorder. friends and family remember him as extremelyfecti lly affection. >> first day of school, they needed someone to show her around jonathan said, i can teach her where everybody is at. >> parents, teachers, student, all leaving tributes for jonathan and the other victims.

the memorial continuing to grow. >> 5:35. south bay family demanding answers after mysterious and deadly accident last month that may have involved a vta bus. a milpitas man died march 23rd near the light rail station in japantown. a conductor noticed the man's body in the road. authorities now believe a vta bus struck and killed the man. vta says cameras on the bus were not working. an attorney for the vamally is now seeking answers. we now know more about the inmate who die in a milpitas jail early saturday morning. patrick mehsud was a barred lawyer and was spending time for an armed standoff with police last year. they believe he jumped to his death from the second floor of the jail. >> b.a.r.t. and the coast guard keeping a close eye on the 100-foot barge that recently sank last week to the bottom of the bay. it went down during last week's storms. the problem right now is that it's still sitting the sea floor directly above where the

transbay tube is, and there's concerned another big storm could cause the barge to shift, possibly harming the transbay tube. salvage crews plan to remove that vessel. >> live pictures of the call seal, theome of the a's. the team is in kansas taking on the royals, but good news for aiz fans back home. the a's are removing the tarp that has covered the top deck for more than a decade. they're going to sell tickets for $15 each. 50% of those proceeds will go to education programs in oakland. time to head to a game. it would be nice to have a clear day. >> don't bet on that, laura. the oak a's away. the giants in town and hoping for a win today to recover from yesterday. so we'll talk about that. let's get a look at the school day forecast. we start out with some fog and drizzle. and at the start of the day, heading to school, it will be definitely having to deal with low visibility in spots.

you'll have to deal with that. at recess, mostly cloudy with cool temperatures. there will be peeks of sunshine and cooltures as we go through the day. and tomorrow, we'll see more of the same, at least at the start. we'll talk about the timeline of heavier rain coming in. in about four minutes. mike is updating the crash in san mateo. >> the lumber in the roadway looks like it may have been cleared from dublin and westbound 580. mild slowing right there. right here in the tri-valley. on the peninsula side, that's where we're focused on the bigger slowing. chp has now issued what they call a sig alert. a bigger impact than was originally thought. it could last a while, but looking at the tow truck that should arrive at southbound 101 and peninsula avenue any second now. the latest update from chp. more slowing now. perhaps as far back as sfo in the next couple minutes. you might want to stay over toward 280. you have two lanes open. three are closed by the crash. a tow truck should arrive shortly on the peninsula side. in the tri-valley, i talked

the u.s. government estimates the state got half its elickty from renewable energy for three hours on march 11th. california wants 50% of its electricity to come from renewable sources by 2050. >> the bank of america group will teep up with rebuilding together silicon valley to repair the home of a local couple. the bank says it will also donate more than $12,000 for any repairs the group doesn't finish. >> very unsettling allegations are being made against agents within the u.s. department of homeland security. specifically a group supporting immigrants says it has obtained public records of immigrant detention centers around america, and advocates say what they found is in a little more than two years, there were over 1,000 complaints of sexual assault and sexual abuse filed. the records did not provide specific details on individual cases. or even how the complaints were actually handled. homeland security so far has not issued a commin response. we are also learning the

tonight. here's a live look outside in san jose. we start out with some clear skies at times and then some clouds roll in. had a mixture of it all. then you had farther to the north, we had some mist and drizzle in spots like san francisco. and that's where the seven-day ticker starts at the bottom of the screen. the forecast shows we will have some rain in the forecast today and tomorrow. and then a couple of days of dry weather. as we take a live look outside at san jose right now, looking good as you head out the door. oakland is at 58 degrees. 56 in napa, and palto alto at 57. we'll see highs reaching into the mid 60s, pretty much like yesterday. cloudy skies, every now and then you get a little rain, and just as you think, hmm, it's raining, then it stops. 67 in danville. for the peninsula, 62 degrees in san mateo. san francisco today in the marina district up to 59. and 62 today in novato. as we get a look at where we do have that low visibility, this is the golden gate bridge.

i know you can't really see that much, but this is how you dress for this kind of weather. that changes as you go around the bay area. you need a hat to start and a hoodie to keep you warm during the morning. it will also help keep you dry because it's not really raining hard enough to need an umbrella as of yet. and long sleeves are throughout the day as the temperatures are only reaching the lower 60s, and jeans as well. looking at that kind of day around the bay area where we won't see much sunshine because of this approaching storm system. this area of low pressure really winding up out there in the pacific and starting to show some light showers for far northern california. then as it moved into the bay area today, going to see the cloudy skies and then a better chance of rain later on this evening. as we go throughout the day, at 10:00, it shows some very light rain and mostly cloudy skies. there may be even a little bit of clearing this afternoon before some heavier rain moves in this evening along with some gusty winds. starting in the north bay, by
