interviews with new york papers. he downplayed steve bannon's role in the campaign and called him a guy who works for me leading to rumors of a possible departure. at the same time a spokesman for paul manafort says the former campaign manager may register as a foreign agent because of his past political work in ukraine. and now despite promising better relations with russia on the campaign, president trump is saying they, quote, may be at an all-time low. that wasn't the president's only surprising reversal. nbc's kristen welker brings us more. >> reporter: president trump making a number of stunning reversals as he faces foreign policy crises after calling nato obsolete on the campaign trail. >> nato in my opinion is obsolete. maybe nato will dissolve and that's okay. >> reporter: mr. trump changing his tone while standing next to nato's secretary general in the east room. >> i said it was obsolete. it's no longer obsolete. >> reporter: the move aimed at getting nato allies to ramp up

support in foreign fights and also pressing their countries to pay their fair share to support nato's mission. another striking reversal after vowing the label china a currency manipulator as a candidate >> they are grand masters of currency. >> reporter: telling the "wall street journal" they are not explaining taking that step could jeopardize talks with beijing on confronting the threat of north korea, the president wants china's help to press north korea to back off its recent nuclear provocations, and analysts saying the shift in policies reflect a one-time candidate who isdjusting to serving in the nation's highest office. >> while i think it's part of a learning process that the president is going through, there are things one says on the campaign trail and then you face the realities of the office. >> thank you to kristen welker for that. also tensions between the u.s. and russia on the rise. secretary of state rex tillerson says he just told russian president vladamir putin that the relationship is at a low

point, that follows an interview putin gave in which he said the level of trust between the two countries has deteriorated since president trump took office. nks's bill neely is in moscow this morning. what more are you hearing about this tension relationship and what exactly happened in that meeting? >> good morning yasmin. from moscow where the dizzying diplomacy continues, secretary of state rex tillerson has flown out. syria's foreign minister has flown in for his talks with the russian foreign minister sergey lavrov. there is no u.s. readout of the meeting between rex tillerson and putin. mr. tillerson hasn't spoken to the media, not that we know of anyway, but the russian media have been speaking to vladimir putin's official spokesman, dmitry peskov. he says putin used the meeting to give tillerson his analysis on why u.s.-russian relations were at such a low point and also his analysis on syria.

peskov said the tone of the meeting had been fairly constructive. now, that seems to me to be almost damning with faint praise. he said putin hoped his message would be relayed to president trump, but peskov said they did not discuss any future meeting between trump and putin. the earliest that could come is the g-20 summit in germany in july. so no visible warmth between mr. tillerson and mr. lavrov and no sign of any real agreement between them except agreeing to disagree. frances, yasmin. >> bill neely, thank you. a lot of eyes on whether or not president trump will actually meet with the u.s. and when that will happen. >> on the front burner as well, north korea, new satellite images show it could be preparing to launch a nuclear test. analysts say heavy activity near

north korea's test site point to an upcoming underground detonation. some say it could come as soon as saturday when north koreans will celebrate the birth of the country's founder. photos of kim jong un could be seen watching military drills in preparation for the celebration. this days after the united states began sending warships to the korean peninsula. in a call with president trump yesterday, chinese president xi jinping says beijing is willing to work with the u.s. on stopping north korea's nuclear weapons program. police in sacramento, california, launched an investigation into one of their own officers after cell phone and dash camera shows an officer beating a pedestrian for jaywalking. nbc's miguel almaguer has the story. >> reporter: the confrontation turns violent in seconds. a sacramento police officer slamming and then beating a pedestrian stopped for
