5:01, oakland police investigating a crash involving one of its officers that hit another car while responding to an arrest scene. happening about 9:30 on hillside and 86th avenue. there are three people in the other car. all three along with a police officer suffered minor injuries. a deadly car crash in the south bay on santa theresa boulevard and highway 85 near the oak ridge mall in san jose. you can see one of the cars in the aftermath. the driver of one car died and the other was critically injured. there were no passengers in either car. the chp expects streets to reopen in time for your morning commute. at 5:02, reduced service and smaller discounts could become a reality for bart riders. >> that could have an impact. it's something the board of directors have been considering. today we're joined live from the warm springs bart station on the

meeting happening today. and the proposal that could impact your commute. good morning. >> reporter: good morning, sam and laura. fares are scheduled to go up 3% in january, that accounts for inflation but it does not make up for what is expected to be a 25 to $35 million budget deficit to sate they are morning the bart board of directors will discuss ways to cut costs, raise more revenues. proposals they are looking at include a 50 cent surcharge on the paper mag stripe tickets. that would be -- they'd do that to persuade riders to use clipper cards which are cheaper for bart. they're also looking at reducing discount rates for senior students and people with disabilities from 62.5% to 50%. delaying the start of service from 4:00 in the morning until 5:00 in the morning and among other possibilities cut positions, the elimination of 15 jobs. the transit agency has been

enjoying six years of consecutive growth but during the first half of the 2016/2017 there has been a slump. it has led to a tremendous drop in revenue. the bart board not expected to make a final decision on those pro proposals in june. bob redell, today in the bay. berkeley police need your help identifying three more people they say committed criminal acts during last month's trump rally. take a look. the trio face charges ranging from robbery to assault with a deadly weapon. in the meantime, another pro-trump rally is set for this weekend and the concern for potential violence is so high the popular downtown farmers' market has been cancelled? >> it was scary all the violence that happened last time. i wish people could use their words and get along.

customs. they can wait in this 3,000 square foot air conditioned lounge. that's not all. to accommodate that additional traffic, the airport has added a second baggage carousel in the international terminal. the number of airlines offering international service has tripled from three to nine over the last couple years. part of the customs process for arriving international passengers, you don't know when grandma will be coming through the door because if she's in the back of the plane it might take her longer to get through the customs line so it's a great opportunity for meters and greeters to be waiting while they're reunited with family. >> and carry grandma's bags for her. the expansion costs over $8 million using money from existing bond funds. you would do that. >> every single time. i love my grandma. 5:06. more money coming down the pike for the downtown san francisco extension of cal train. the transby a joint powers authority just approved $5.4 million for a preliminary

engineering study. san francisco county transportation authority wants to extend cal train from the at&t park area to the transbay terminal. there's no timeline for the project. and a construction is booming in downtown san francisco, especially soma, that's creating some huge traffic backups. the examiner looked at the numbers and found traffic was slowed as much as nine miles. there's a summit in palo alto focused entirely on autism. it's called the autism at work summit and it's hosted by fap. leading business leaders will come together for what's being called the largest gathering to ever address the issue of autism. we've seen off arou-and-on on this thursday morning. let me show you what we'll see through the day.

53 in san francisco with rain moving back in. you need the rain jackets today and we'll take them off and then put them back on. rain will be off and on throughout the day and much cooler with highs in the upper 50s to lower 60s. 61 will be your high temperature in the north bay today while san francisco is up to 58. all of this clears out tomorrow as well as saturday but rain returns on sunday. more on that coming up in a few minutes and the tahoe report in four minutes. mike has standing water reported on the roads. >> spots here and there, most people call them puddles. it's enough to affect the lanes of traffic. on the roads, major freeways, no lanes closed. also the off ramps around oakland overnight. so we're tracking that. no real problems there slow and wide as far as our sensors are concerned and drive times here

we're setting new records here in the sierra. the northern and central sierra on track for the wettest year on record. it's still coming down. we're seeing a lot of snow happening as of now around as we get a look at the squaw valley and alpine meadows, 31 degrees as we go through the day and still some snow coming down. kwleerg out for friday and saturday but more snow in the forecast on sunday with the potential of getting at least another foot of snow in spots. we'll talk about what's happening in the sierra as well as the bay area with more rain on the way coming up in about five minutes. >> and looking at travel times across your bridges. no dlaiz for that bridge in towards san rafael out of

apology mode, a 180 from where he started out. oscar munoz said david dao did nothing wrong and cannot be blamed. munoz says police officer will never again be asked to take a paying customer off a united flight simply because he or she refuses to leave. > a somervilan francisco supervis passed a law that would prevent passengers from being taken off a flight if they're not violent. the city of chicago which suspended one of the officers at the airport suspended the other two involved. the unanswered question is what were the officers told? did they know they were being asked to use their police power to take sides in what was fundamentally a dispute between a company and a customer or were they told the passenger was a danger and they were simply doing their job? remember, even the united ceo now says the passenger was never

a threat to the aircraft and that this was a business dispute. the difference between united's attitude on monday and tuesday and its reaction now is pretty stark. it would be fair to ask how much is genuine and how much is reaction to the hit on united stock on the broader markets, investors digesting smarting statements about the u.s. dollar from president trump. we'll talk about that in a half hour. and wells fargo has been doing its best to get past its pr disaster. the company created fraudulent accounts to customers and fired employees who raised concerns to their ethics line. earlier this week, wells fargo clawed back more bonuses from its ceo and others. this morning they reported profits, they're having trouble generating new business in california. profits were flat as they continue to try to create some kind of level of trust between people, particularly in the west and the bank. >> it would make sense.

back to you. >> mike, thank you so much. we want to update you on a situation on the peninsula. the chp is investigating the death of a pedestrian struck and killed on highway 92 west of el camino real in san mateo. you see it spotlighted on your map. the chp says an suv struck shall be walking in the westbound lanes of 92. they're trying to figure out how that person ended up on the highway in the first place. the chp holding a news conference on the crash, or maybe they're just wrapping up. as soon as we have an update we'll bring it to you. a high-speed chase leads to a mess in antioch. look at that fountain. the suspect ended up crashing his camaro not into a fountain, it was just a fire hydrant sending the wall of water dishing into the air. it's at second and l streets near barbara price marina park. the chase started about 1:00 this morning on high bay 4. investigators didn't say why they were chasing.

said just last year 39 people committed suicide on the golden gate bridge but 200 people were prevented from doing so by bridge patrol. that event that takes place later this morning is set to start at 10:00 a.m. but the next hour we'll talk about how that construction will affect your commute. more details in the next hour. live in san francisco, pete suratos for toad day in the bay >> a developing story to tell you about, protesters believe justice is not being served in the death of a man at the hands of san francisco police and this happened back in 2015. you see the protesters gathering last night following the d.a.'s decision to clear two officers who shot and killed 21-year-old amilcar perez-lopez in the mission district. they shot him after police say he lunged at one of the officers with a knife. he was shot five times in the back and once in the side. the decision outraged leaders of

a minority group. the family of a man killed released a written statement which read "we have always anticipated the district attorney would refuse to bring charges against the officers. the long-awaited decision comes as no surprise." renters in san jose rallying against no cause evictions. >> we're tenants under attack. what do we do? >> we're going to fight back! >> that was the scene in front of city hall yesterday. activists wanted city leaders to hear them before the vote on two policies that would protect ten innocents for evictions. that they warn the housing crisis will hit everyone soon. >> why does this happen in is nobody cares until it happens to th them. >> they can evict anybody at any time with no reason so i feel just cause evictions are needed. >> according to city reports,

there have been more than 2,000 no-cause evictions over the last six years. another protest by renters, this time in san francisco. activists calling for a taxation of corporate landlords and developers. they also want anti-tenant laws to be repealed the. rally takes place at 10:30 at the association of realtors on grove street. some experts say the answer to the housing crunch in granny units. >> a new survey was conducted by the bay area council. the survey found one out of every four bay area homeowners would consider adding accessory housing units if restrictions were eased. that many units would add about 400,000 additional dwellings to the bay area and could put a dent in the current housing problem. >> downtown palo alto reportedly paving the way for shoppers to park their cars more easily. mercury news reports council members have approved a new five level parking lot at the corner

of women killed in 1976. their bodies were discovered on gypsy hill road in pacifica. halbower has been in prison for the last 40 years. a judge had to find him fit to stand trial again and this week halbower officially pleaded not guilty. >>. police are asking anyone who witness add 75-year-old woman being struck and killed in downtown san leanne trow to come forward. the driver stayed and cooperated but police are hoping to get an eyewitness account. it happened on march 31, about 5:00 at night in front of chipotle and peet's coffee. the victim was struck while in a crosswalk, police say drugs and alcohol did not play a factor. newark police say one of the suspects behind a deadly shooting in the parking lot of a grocery outlet had been arrested. 28-year-old jose perez of oakland was arrest ed a day aftr the shooting. newark police say perez robbed a union city man and shot and

killed him. officers are searching for two other suspects. a shocking story out of new york today and developing at that. an investigation is under way after the body of a judge is found along the hudson river 65-year-old sheila abdus-salaam was appointed to the new york court of appeals. she was reported missing on tuesday and was found dead a day later. right now the medical examiners is trying to figure out the cause of death is. >> new this morning we are getting our first look at portions of a manifesto believed to be written by the man at the center of a nationwide man hunt. the 161-page document allegedly written by joseph jakubowski details how he says the government has wronged him. he later goes on to call the government a gang of terrorists. the manifesto was mailed to president donald trump. jakubowski reportedly wrote he's not afraid to die. he's been on the run for more than a week after allegedly
