seven minutes. seeing how that affects the drive for everyone headed out. >> we're watching because the drive is building just as the rain continues to come in. we're seeing the road weather index and as kari said moving toward the western part of oakland. things are getting more crowded: we're focusing on new issues for the south bay. no major crashes blocking the roadway. north 101 a new incident that sounds like a crash reported north 101 just about trimble road. no slowing here. we'll watch the sensors but we see that for the first portion of the commute which kicks in. 87 has earlier slowing and now we're sorting back out again. 87 hat a portion of the roadway reported with flooding around that airport boulevard so be careful out there. back to you. >> thank you very much. this morning oakland police are investigating a crash involving one of the department's officers. it happened about 9:30 last night on hillside and 96th

avenue. police say the patrol car hit another car. the police officer and three other people inside the other car had minor injuries. investigators say the officer was responding to a call about a chase when the crash happened. the suspect was wanted for murder and taken into custody. right now, a look at the scene of a deadly two-car crash in the south bay which has cleared up this morning but it was a mess last night. this happened just before 10:00 on santa theresa boulevard in highway 85. crews were at the scene early into the morning the driver died, the other driver was critically injured. there were no passengers in either car. >> the bart board of directors will consider significant changes as they try to balance the budget. >> bob red elell joining us wit the new proposals the board is looking into and how it can impact service. good morning. >> reporter: good morning to you

sam and laura. as you're well aware, bart fares are set to increase by 3% come next january that's to account for inflation. what it doesn't take into account for is the budget shortfall estimated to run anywhere from $25 million to $35 million. later bart will discuss ways to cut costs. some argues they are considering. a 50 cent surcharge on the paper mag stripe tickets. this would encourage riders to switch to the clipper cards. they're looking at a discount rate for senior students and people with disabilities from 62.5% to 50%. delaying the start of service until 5:00 a.m. and cuts in position the elimination of 15 jobs. >> my thoughts are that it's already travel enough. that just sucks.

left a bay area visitor crushed by taking the ashes of her dead father. the chronicle spoke at length with this woman, she says somebody took just about everything from the trnk of her rented car on beach street as she and her mom were walking along pier 39. they planned on scattering her dad's ashes on what would have been her father's 57th birthday. 6: cln6:13 right now. construction booming in downtown san francisco and that's creating a huge backup. construction slowed traffic as much as nine miles per hour during the morning commute. yelp is getting into the drone delivery business. the company teaming up with a startup called marble. it's testing the robot for unmanned food deliveries in san francisco part of its eat 24 service. for now human handlers are chaperoning the robot to make sure everything goes smoothly. >> not a bad idea. united airlines offering more than just an apology. they're offering everyone money back. >> meanwhile the family of the

man dragged off the flight is ready to talk. scott mcgrew? >> yes. they've scheduled a press conference and they've hired lawyers who are warning united, do not destroy any evidence. the united ceo is now in full apology mode, a full 180 from where he started out. oscar munoz said david dao, the man dragged off the flight, did nothing wrong and cannot be blamed. munoz says police officers will never be asked to take a paying customer off a paying flight because he or she refuses to leave. a san francisco supervisor, meanwhile, proposed a new law that would prevent san francisco police officers from taking passengers off flights if they are not being violent or threatening anyone. the city of chicago which suspended one of the officers at the airport and have suspended the other two involved. what were the officers told, did

this point, a good chunk of the peninsula, it's starting to move closer to sunnyvale. santa clara within the next 20 to 30 minutes so if you have to get out the door, be prepared you may see rain drops coming down. richmond and berkeley getting in on some rain but it will be wrapping up within the next 20 to 30 minutes so if you can just try to wait it out there. we're going to see this rain moving through at any point today at 10:30 in the morning, we see those showers moving through the north bay, very hit or miss activity for the east bay and south bay and even at 1:00 this system still bringing us some times of rain, it may be heavy, too, and through the evening commute we see this a little bit less, by 7:00 or 8:00 it's out of here. how do you dress for this weather? as you look out the window, looks clear but don't forget the umbrella. it will be cooler so a jacket needed. that's a necessity with some long sleeves and slacks to keep

you dry as you kick up puddles as the rain moves through. there will be more rain on the way in time for easter. this model showing rain returnings. we can see the rain rolling in once again and now mike is tracking a crash this in richmond. it doesn't sound like it's related to the weather but you just showed the rain coming through. the peninsula side shows the road weather index. we see slowing for the south bay. we're looking over here towards eastbound 80 get away way from the bay bridge where the crash reported around central that may be visible with the flashing lights from the other side of the freeway. that may add to slowing we see but we typically see that toward the racetrack and the merge up the upper east shore freeway. mild slowing through the area and in fact through the rest of the bay but there's the road weather index showing you the drive.

more details. we'll bring you those stup dates as soon as we get them. a high-speed chase leads to this mess in antioch. waterspouting there. our suspect ended up crashing his camaro into a fire hydrant sending the wall of water gushing into the air. that happened at second and l streets near barbara price marina park. chp says the chase started 1:00 this morning on highway 4. investigators didn't say why they were chasing the suspect but we know the driver was taken to john muir hospital. still waiting for word on his condition. the chp is investigating a deadly accident involving a pedestrian on the peninsula. it hanned on highway 92 west of el camino real in san mateo. our crews were at a news conference in the past hour. chp says it's trying to identify the man who died and figure out why he was walking in the westbound lanes of the highway. the victim is described as a hispanic male in his 50s wearing a stanford hat, black pants and

black sweatshirt. happening today, some major milestones for a project years in the making. ceremonies will be held later today to mark the beginning of construction on the golden gate bridge suicide barrier. today in the bay's pete suratos live with what we can expect. good morning, pete. >> reporter: yes, that commemoration event for the suicide deterrent will take place later this morning. we'll see congresswoman nancy pelosi and senator dianne feinstein for that event but we're getting new details on when the construction will begin. let's show you a rendering what the final product will look like. as far as uz new details go, we know fencing on the bridge approaches, we'll see those in may and we could see lane closures in summer. when this product is done, the final product will be 200 feet above the pacific ocean. it's being described as seven football fields of stainless steel but i'm being told by a

spokesperson moments ago the stainless steel won't be installed until next year so when it comes to the construction it looks like it will take at least a few years but a majority of it will be done overnight. i talked to that spokesperson having her explain how this will work moments ago. >> drivers won't see much of a difference. the only times we're looking at closing lanes right now is overnight over the next several months, we may have some overnight lane closures on the o outer lanes of the golden gate bridge so contractors can bring supplies to the sidewalks. sidewalks may be narrowed. a spokesperson mentioned 39 people committed suicide on the golden gate bridge just last year but that event to commemorate the beginning of the construction of the suicide deterrent is set to take place at 10:00 a.m. live in san francisco, pete suratos, toad in the bay. 6:34.

protesters gathered following a district attorney's decision to clear two officers who shot and killed 21-year-old am lee car perez loeppez in the mission district. an autopsy showed he was shot five times in the back and once in his side. the decision outraged leaders of one minority group. >> when it gets like that it's going to explode. >> the family of the man killed released a written statement which in part read "we have always anticipated that the district attorney would refuse to bring charges against the officers. the long-awaited decision comes as no surprise." a group of renters in san francisco planning a protest. activists are calling for taxation of corporate landlords and developers and they want what they say are anti-tenant laws to be repealed.

the rally takes place at 10:30 at the association of realtors on grove street. renters in san jose are rallying against no cause eviction enters we're tenants under attack. what do we do? >> fight back! >> that was the scene in front of city hall yesterday. these activists want city leaders to hear them before next tuesday's critical vote on policies that would protect tenants from evictions. they warn the housing crisis will hit everybody soon. >> why does this happen? nobody cares till it happens to them. i pray that it doesn't happen to you. >> with evictions now they can just evict anybody at any time with no real reason. that's why i feel just cause evictions are needed. >> the numbers seem to bear that out. according to city reports, there have been more than 2,000 no cause evictions in the last six years. downtown palo alto is reportedly paving the way for

it will be 39 for tomorrow. more clouds moving in on saturday and sunday the rain moves in, we'll have a wintery mix there as well. if you don't want the snow, you want some beach, head to santa barbara. it will be 71 degrees for tomorrow. very warm temperatures, a mix of sun and clouds on saturday and they will keep the rain away on sunday with a high of 64 degrees and paso robles will have warm weather, up to 77 on saturday. a lot of sun and also going to see the clouds moving in sunday but no rain as it will stay farther to the north. if you want to cheer on the cardinals, we'll see temperatures reaching into the upper 50s. a lot of events going on at the stadium and by the time the game starts it will be 63 degrees with bright sunshine, bring the sun block and you'll be taking off the layers as temperatures warm up in to the upper 60s.

emotional stress. new details in a four decade old murder case. it looks like the suspect in the gypsy hill killings will go to trial. rodney halbower will stand trial in august for the deaths of two of five women killed during a string of suicide in 1976. their bodies were discovered on gypsy hill road in pacifica. halbower has been in prison for 40 years and a judge ha had to find him fit to stand trial again. >> with all the talk of sanctuary cities, santa clara county studying its own restrictions on law enforcement when it comes to federal immigration. today the county releases the results. the county said the sanctuary policies have lowered crime and increased prosperity. u.s. department of the interior secretary ryan zinke will be in california visiting sequoia and king's canyon national park. he's visit governor jerry brown to talk about water, wildlife

fighters have been killed in a coalition-based misdirected air strike. now we're learning where that happened. officials say the air strike was being carried out in a small city on lake assad. is the city has a large dam being held by isis fighters. the people killed in the air strike were members of the rebel group fighting isis. the air strike was intended for isis fighters. >> three people and an oak land police officer have minor injuries after a late night crash. it happened at 9:30 on hillside and 96th avenue. police say an officer in a patrol car hit another car with three people inside. the officer was responding to a call about a chase at the time of the crash. the suspect at the time of the chase was wanted for murder and taken into custody. investigators have clierd the scene of a deadly two car crash in san jose. it happened on santa theresa boulevard and highway 84 near the oak ridge mall. >> investigators were still at the scene until early this
