good sunday morning to you. your time now is 7:00 this sunday, april 16th. and it's 55 degrees outside. that's a live look at san jose from our camera atop communications hill. beautiful sky on this easter morning. good morning and thank you so much for waking up with us. i'm vicky nguyen and we're going to get a check of the microclimate forecast with vianey arana. people are hoping they can get outside. it sounds like we're going to get showers. >> yeah, definitely showers. it won't be too strong. it should clear out by this evening. it looks like the timing might be in the middle of your easter sunday plans. right now the temperature waking up seeing a nice combo of 40s and 50s. palo alto 47. san francisco 55.

santa rosa, 44. here's a live look at the doppler radar. this is actually that system that we've been tracking leading up to today and it does look like the north bay is expected to see some rain first and then it will start spreading south throughout the middle of the morning into the afternoon. so the temperature trend for now, san francisco could start seeing some showers as early as about 9:30, 10:00 a.m. and the showers do linger and do stick around through about mid afternoon and then it's kind of calmed down and then it picks up a bit before the evening hours. 55 in san francisco. in san jose we can expect to see some rain as early as 10:30. spotty rain. more moderate showers heading into the noon hour, but overall we are definitely expecting to keep those showers unfortunately in the forecast after 11:00 through most likely probably by about 5:00. so i would say definitely do bring in the easter egg hunts inside or have a fun day where

you put some rain boots on the kids and let them puddle around in the mud. >> i think that's going to have to be planned. >> thanks vianey. france is celebrating easter sunday mass with tens of thousands of people in st. peter's square. pope francis broke the tradition and gave a homily during the late morning mass. encouraged people to hold fasts in the space of war, sickness and hatred in the world. the pope usually delivers his easter message later in the day from the central balcony of st. peter's basilica. those who attended had to go through a rigorous check-in process. vice president mike pence arrived in south korea today as tensions continue to rise over north korea's threats to advance its nuclear and defense capabilities and just after a failed missile launch by the north. the vice president arrived with his wife and two daughters. he begins a planned ten day trip

that comes amid turmoil. vice president pence is expected to emp if a size the u.s.'s alliance with japan and south korea and to present a united front against the nuclear ambition. nbc's chris pollone has the latest. >> reporter: the u.s. pacific command says it happened around 8:00. they confirmed the missile blew up almost immediately. they're trying to figure out what kind of missile it was, but two u.s. military officials say the early assessment is it was not an intercontinental missile. the launch comes a day after the communist country celebrated the birthday of its late founder with a lavish military parade showing off some of its new missile technology. military experts had anticipated kim jong-un would do a missile test. the u.s. was prepared to launch a preemptive strike against

stabbed. hundreds of pro and anti-trump supporters began to gather at martin luther king jr. civic park at 10:00 a.m. for the tax day event. that's when an explosive mele broke out. they exchanged blows, burned flags and threw fireworks. police said they confiscated stun guns, sticks batteries and knives. one person was carrying a can filled with concrete. berkeley police eventually had to ask alameda county sheriff's to help. >> they wanted to sucker punch people. they're full of rage. >> these people don't belong in berkeley. they're not from berkeley. they're just coming in to start something. >> and that's generally the consensus from police talking about these outside groups that take advantage of these demonstrator groups. police are looking through social media accounts and video to find more people who were involved in that violence. it was a peaceful tax day

demonstration in san francisco. tens of thousands of people demanding the president release his tax returns. some were asking what the president has to hide. others calling him a coward for not making his finances available. one demonstrator was pretty passionate about what he called republican party hypocrisy. >> you can bet that if the shoe were on the other foot and the democrats were in power right now, they would just be going crazy if obama hadn't released his tax returns, and that is what i find so incredibly annoying about republicans. >> unlike what happened in berkeley, police reported no problems at this tax day event. here's a look at other tax day rallies across the country. they took place in nearly 150 cities. in west palm beach florida demonstrators gathered at the president's mar-a-lago resort. the rally was dubbed marcha-lago. mr. trump is the first u.s. president since the 1970s who has declined to release his tax

returns. to see moreau video of the protests in san francisco and berkeley head to our website nbcbayarea.com. you'll find coverage of all of yesterday's demonstration. back here in the bay area, an early morning explosion at a south bay hotel leaves two people injured. fire officials say the explosion happened about 12:30 this morning at the motel on monterey road in east san jose. they were able to quickly knock down the flames and get the fire under control. two people were injured during the blast and they were taken to a nearby hospital. the cause of the explosion is under investigation now by san jose fire and officials with pg&e. >>. you could see it for miles around, a fire at a car lot in fremont. it sent thick black smoke into a heavily traveled area. that fire started about 4:00 yesterday at insurance auto auctions close to highway 880. these cars were all set to be

sold off. more than 30 vehicles were destroyed by the flames. >> well, they put up a lot of smoke but it's a nice, windy day, easily dispersed and it disperses out over the bay, unpopulated area. >> investigators say the cause of that fire is still a mystery. as of now there is no police involvement in that case. now we have new details to a story we have been following over the past few days. police in low peat tas have arrested 45-year-old patrick lamb for allegedly stealing a football autographed by hall-of-famer jerry rice. the ball fetched $3500 at an auction. lamb turned himself in after learning his image was captured on camera and shown on local newscasts. investigators say the video shows lamb with the ball last sunday night at the coy palace restaurant. police are still asking for the public's help in identifying four other people of interest who were seated with lamb at that event. much more ahead on "today in

drug manufacturer about what that drug was being used for. then a federal judge halted all executions saying using another drug would cause severe pain. late last night attorney general leslie rutledge filed two emergency appeals to move forward because another one of the lethal drugs will expire by the end of this month. >> sentences will be carried out and the families of the victims will be given closure. >> the state still hopes to carry out two executions tomorrow and five more before the end of the month. governor jerry brown is continuing his tradition of issuing pardons at easter. brown granted 72 pardons and 7 commutations yesterday. most of the pardons went to inmates convicted of non-violent drug crimes and who demonstrated exemplary behavior behind bars. three went to immigrants who served honorably in the military but were deported after committing a crime. brown has been issuing pardons and commutations since he took office in 2011.

colored smoke as they flew over the city and golden gate bridge. drivers were slowing down on freeways wondering why jets were flying. this was a demonstration to commemorate the 100th anniversary of the u.s. being an ally of france. working to clean up before more rain moves in. there's still a lot of jimmie johnson -- junk left over. they wanted to clean up the park before easter sunday as it will be a very popular destination for families today. >> i think it's important to help out for the community. this way you feel like you belong to the area and you see people around you helping out. you feel like you're part of the community. >> this is just one of several san jose parks still recovering from the storms and flooding. well, not only is it easter sunday, it is also the busiest day in bay area sports that we

have seen in years. we have four teams in action today at home starting with the warriors kicking off their quest for another nba championship at oracle arena. game one of the series against the portland trail blazers, rather, tips off at 12:30 this afternoon. then right next door at the oakland coliseum it's the as and houston astros. their first pitch at 1:05. the at&t park, the giants host the colorado rockies. first pitch also at 1:05. finally, it is the stanley cup playoffs in the south bay. game three of the sharks first round series against the edmonton oilers is at the s.a.p. center. the series is tied right now at 1-1 and the puck drops tonight at 7:00. if you are heading to the warriors or as game, you are asked to arrive early. if you're going to any of these games, a good idea to take public transit. we're going to get a check with

area will start seeing some spotty showers. if we pay attention to today's highs, they're not going to be bad. it will be a nice, spring day. the temps will be climbing into the upper 50s. slightly cooler. yesterday we did climb into the 70s for inland areas. today we're going to stick to the 60s. we're definitely a lot cooler. san jose 64. palo alto 52. 63, morgan hill, 63 degrees. let's talk about that incoming rain because i want to know the parents want to know what's going to happen to all of the nice family gatherings. well, we are expecting some light rain. it's not going to be a complete washout. periods of on again off again showers are expected all day long. we are still expecting to see rain. if we fast forward through the 1 11:30 hour, a few more pockets. san francisco expecting to see rain early on. fast forward through the 2:00 hour and that's when we could start seeing more widespread

showers. rain at times total is very insignificant. 10th of an inch and a quarter of an inch for the north bay and the coast line. unfortunately these showers will be sticking around though through about 5:30, 6:00. if you notice by 7:00 it kind of starts pushing off, tapering off and then into monday morning we could still see a few spotty showers if you look at about 7:00 a.m. spotty showers here and there, but overall overcast. we are starting to develop an unsettled weather pattern heading into the work week ahead, which means we do have a few more days of rain. but let's talk about your three-day travel. if you had plans to head up to lake tahoe, they are expecting a combination of a rain and snow shower for today and tomorrow. so please make sure to check road conditions if you are heading up there today. now by wednesday it should be clearing out nicely with about 50 degrees. monterey also expecting to see those showers throughout the day. by tuesday, 64 degrees and then

by wednesday it also clears out nicely. now if you're heading to the sharks pre-game rally, they host it outside at 4:00. bring your umbrella just in case. as i mentioned, it's going to be very light rain. you don't want to be caught off guard especially if you're outside. the warriors game we could start seeing rain at 12:00. it starts tapering off. you might have slick roads, but all in all it won't be heavy rain as you're driving back from the game. that rain should have been tapered off at that hour. san francisco area, a.m. showers heading into monday, tuesday we keep the rain and then on wednesday we do have another weather pattern with an additional system that is expected to bring more rain into thursday. so, yes, the next seven days we're still keeping that rain in the forecast, unfortunately, as we head into monday, but overall today it will be light rain so it's important to keep that in mind. i think the kids are going to be find. i'll send it over to you.

two track workers hit by a train during a strike back in 2013. only on nbc bay area investigative worker has b.a.r.t.'s own surveillance video that shows how the rookie train operator tried but failed to sound the horn before hitting the two workers. >> reporter: b.a.r.t. doesn't want you to see the following video citing privacy concerns, but we're only showing that portions that state regulators argue that b.a.r.t. sacrificed safety leading up to the death of two track workers behind me four years ago. that saturday afternoon in october the driver, a b.a.r.t. maintenance superintendent had ever run a train. under a plan detailed in this document obtained by nbc bay area, he and other managers were being trained to fill in for striking workers. normal 14-week training time was

to be cut in half. he and other rookie managers would move around empty trains and allow more experienced managers to operate passenger trains. for much of the next 25 minutes the trainee is driving train number 963 alone. transportation manager paul liston is back in the passenger department instead of as being by his side. the trainee has to summon for him to help repeatedly. >> hey, paul, i don't know what i'm doing wrong. but i'm trying to set the new destination code but it doesn't take it. i don't know if i'm doing it wrong. >> hold on one second. >> at one point he kids about his trainee needing so much more attention. >> how many more times are you going to make me get up [ bleep ]. >> reporter: but records showed that he was texting and talking on his cell phone, both violations of b.a.r.t. policy. he chats with colleagues about the upcoming world series.

>> did the dodgers get beat last night? >> yeah, nine to zero. >> oh, my goodness. oh, my goodness. so it's st. louis and then they're waiting, right? >> reporter: just after 1:00 p.m. b.a. rmp t. issued a radio alert about a crew on the tracks. b.a.r.t. engineer christopher shepard and consultant lawrence daniels were here checking on a dip in the rail. they had ventured onto the tracks under bart's rule to gauge the risk but they didn't realize they were behind a long curve that kept them from seeing an oncoming train until it was too late. they also don't have the required lookout. at 1:30 p.m. b.a.r.t. was supposed to issue another radio alert. the alert never came. it's 1:44 p.m. as the operator heads into that deadly blind curve. he briefly spots the crew in the distance. not sure what they're doing, he

continues into the curve at full speed, 68 miles per hour. five seconds before impact the trainee sees the workers again and urgently presses the button. he told federal investigators he thought he was pressing the electronic horn. the video revealed he actually hit the door hold close button above it. remember, it's his first time on the tracks. he then hits the brakes but it's too late. we stop the video right before impact. >> bart emergency, bart emergency. >> bart emergency, go ahead, central. >> [ bleep ]. >> central, this is train nine six three. we just struck some individuals at approximately 16 decimal 2 on the c one track. >> bart's report issued just this january concludes that their deaths were unavoidable. under bart's policy, the workers were individually responsible for providing their own

protection. bart concluded, adherence to the rules would have prevented the accident. >> they're blaming the victims for this. it's shameful. it really is. >> reporter: state senator jerry hill believes bart needs to be held accountable for the lapses he sees in the video. >> no one was properly trained. no one was doing the job that they were supposed to do for safety. >> reporter: the public utilities commission wants to fine bart $600,000 for having a, quote, poor and inadequate safety culture. regulators contend bart should have banned workers from the deadly curve or at least made sure trains automatically slowed for workers ahead. bart quickly abandoned its policy having workers largely responsible for safety. it also agreed to regulator's demands, tighten lookout rules, improve communications and stop all trains when workers are within six feet of the rail. despite those changes, bart insists it has had a robust

oakland. a lot of buzz -- as the warriors begin their quest for an nba it's 7:42. let's look at oracle arena in oakland. a lot of buzz as they continue their bid for the nba championship this afternoon with the first round playoff game against the portland trail blazers. for fans there is a lot of hope this could be a repeat of two seasons ago. this was the scene inside oracle yesterday. warriors playoff t-shirts being sat across the seats for fans to wear today. a packed house of more than 19,000 will hopefully turn oracle into roaracle. as for the team, they say they're ready, too, especially k.b. who recently returned from injury. >> i'm just excited to get this opportunity again. it's not about me, it's about the whole group, you know?

history has a way of repeating itself. co in california, like elsewhere, history has a way of repeating itself. consider presidential nominations. every four years after the election reformers seek to move up the state's presidential primaries to a time when they might be relevant instead of june which rarely has any impact and this year is no exception. nbc political analyst is here with the details. who are the would-be change agents behind the movement this time? >> actually, there are two. there are two would-be change agents coming from different places. secretary of state, alex pedilla

and ricardo lauren. both have proposals that would move up, as you said, the california's presidential primaries to march, although pedilla's plan would allow the governor to schedule the state's primaries even earlier if too many states leap frog over the new nomination system so we're at it again. >> this has long been very contentious. i remember back to high school government class learning about the presidential elections, the process, and then, you know, not really understanding why things are basically decided by the time june rolls around. it's just sort of the way it is. there are 40 million people that live in california. >> 40 million is the biggest state, the most populated. >> yeah. >> which brings us back to the current version, if you will. proponents of an earlier presidential primary here believe that california voters would be able to shape the races, vicky, so after all, california has more nominating delegates than any other state, 40 million people as well.

this is particularly important given proponents argue because californians tend to contribute the most money to candidates of most major parties. we have a lot invested. what are we getting back. >> it's the atm state. november elections, you were talking about asking voters to weigh in a third time during the same year with presidential prechbss. can that get confusing, taxing? will voters turn out? >> yeah, my head is spinning already because, in fact, we've done it. we've done it that way before with bad results as you and i might expect. every time you do an election it costs a lot of money and also in terms of voter fatigue. so under the new proposals all primary contests, national, state, local would be in march. all of them. followed by the election for the presidency and other offices in november. so consolidating at least to two elections instead of three. >> confusion aside, the early

presidential primaries gives california more clout in the nomination process, right? what are we talking about when it comes to downsizing? >> there are some things to consider here seriously, first because state primaries would take praiselace alongside the presidential primaries. they're determining state leaders and u.s. representatives before 2/3 of their terms have been completed. incumben incumbents would benefit because of the least amount of time to raise money and third, most important, this change couldn't take place without support of the democratic and republican national committees. now these days both parties have their first primaries, you remember the story, we saw this last time, iowa, new hampshire, south carolina, nevada to give that regional balance, but is it enough? >> so what's the concern in the rest of the country about giving california more of a say in the primary? people worry this gives our

state now an undue, you know, tilt in the balance? >> nice to have an undue tilt for once and for all, right? california proponents would argue that while the early primaries reflect the nation's different sections, sure, they're divided regionally, they're regional voters there by giving a false sense of the nation's voter population. like so many other things, at the end of the day, vicky, if california moves forward or tries to move forward with an early presidential primary day, it will not be able to take place without approval of the national committee of the two parties, and that opportunity will happen next year when the national parties set up the nomination schedule for 2020. when we've seen these guys do it before, rogue states, if you will, they've been penalized, not allowed to have all of their delegates at the national convention. you have to wait. meanwhile, that's what we're going to have to do, have to wait until the legislature moves the proposal forward and then we see just how accommodating, if at all, the national parties

good morning, it is 7:52. happy easter. we're off to a pretty cool start. not as cold as we were yesterday, but some areas are still seeing the 40s. the north bay at 44 degrees. san francisco right now at 55. down near the south bay in the 50s. the 50s will be warming up for an overall very nice cool spring day, but we are talking about that rain that is sitting just off shore is expected to push into the region. coming into the north bay early on at about 9:00. you can expect to start seeing some spotty showers. also along the coast line. now as this makes its way in, we could see periods of moderate downpours for areas along the north bay. the coast line. santa clara valley for now looks like it's going to see light rain. all in all today's forecast will be in the upper 50s. half moon bay, 59. san jose, 64 and the napa and santa rosa area also in the 50s. oakland, a high of about 60

degrees for today. the temps won't be too bad. let's talk about the hour by hour outlook. if we focus on 9:30, we can see the rain start moving into point rays and santa rosa. fast forward to about 12:00, the lunch hour, that's when we see pockets of moderate downpours, the napa area, all of that expecting to see rain. san francisco and along pacifica and the coast line, we'll start seeing the spotty showers until around 3:00, 4:00 is when we can start to see some heavier rain near san francisco. by 2:30, san mateo, palo alto, san jose also expecting to see some rain out there as well. if you do have plans to be outside, maybe pitch a tent and bring kids indoors for an indoor easter egg hunt. we're starting to see spotty showers as the rain tapers off. it's not going to be a complete washout but we can definitely say it's going to begin to rain. we can expect to keep the

showers. it's not heavy for areas in the south bay, it could still get a little muddy. by monday, 7:30, overcast skies waking up to some fog. then we'll keep some spotty showers in the forecast and it looks like through the mid week we are tracking an unsettled weather pattern. that's going to keep bringing in the forecast through the middle of the week and the later portion of the week as well. another thing to keep in mind, today we can expect to see some breezy conditions. 22 miles per hour. san francisco 12 and then if we fast forward to about the 12:00 hour the wind picks up more or less along the coast line. if we fast forward through the day, we can expect to see between 10 and 15 miles per hour. so it's not going to be too windy but definitely on the breezy side. let's take a look at the day planner. showers will begin. southwesterly winds at 5 to 15 miles per hour. by 12:00 in the bay, 52 degrees. inland 56. showers likely with winds coming up in the west southwest between

10 and 20 plus miles per hour. by 3:00 we'll be in the 50s. as we head into monday, the start of your work week, we'll keep the showers in the forecast increasing by 12:00. northwesterly winds between 10 and 20 miles per hour. if you notice by the 3:00 hour it will turn and shift to mostly cloudy skies. now the next seven days this is what we're seeing, the unsettled weather pattern that i was mentioning. we're keeping rain in the forecast through tuesday and wednesday. an additional system is expected to move in making way for rain into thursday and then we start to warm up by next weekend. by next weekend we'll start seeing upper 70s in the forecast again all across the bay area. definitely going to be a great weekend next weekend. overall i think easter will not be too bad despite the rain. >> thank you. the focus may be on the easter bunny today, but universal is already thinking about christmas. the company announced that for the first time the harry potter wizarding world in california
