garcia-cannon. >> i'm sam brock. we know the drier weather is coming. you promised us. it's coming this weekend, until we get to that point, more sogginess. >> especially this morning in san francisco. we were just looking at the camera. still kind of misting and drizzling everywhere in the bay area. you have wet roads, even though for the most part the rain has stopped falling, and as we get a live look outside at san jose, the roads are wet, the cloudy skies still overhead, and temperatures are mild. as we go through today, the temperature trends shows we'll be in the upper 50 at 10:00, and then at times, some rain falling. cloudy skies, sun peeking out, and then the rain starts to fall again. another one of those days. be prepared for it all. as we head through the forecast, going to see clearing, and we'll talk about the timeline for that. vianey is tracking the road conditions and some of the slick conditions. >> yeah, kari, that's right. where you see the highlighted green is where the traffic sensors are picking up some of the rain in the santa cruz mountains. it is moving east, which is

great for early morning commuters. santa cruz is having some issues on state route 17, but it looks like traffic is starting to move smoothly up there. however, the traffic sensors are picking up issues along westbound 580, and it looks like it may be a traffic collision. chp hasn't reported anything on it, but so far, san jose not looking too bad. we've still seeing a little wet roads out there. drive safe, guys. >> thank you, vianey. >> happening later today, kris, having their voice s heard. a hunger strike continues in san jose. dramatically reducing the case where renlters can be evicted without cause. >> bob, these protesters say they will fast until the city council meets this afternoon. and it's been a few days. >> reporter: correct. good morning to you. these people, some of whom say they haven't eaten since friday, are trying to convince the san jose city council at city hall to pass a new law that limits

the reasons tenants or landlords can evict tenants here in the city of san jose. currently, you can be evicted from your rental for no cause whatsoever. according to city records, there are 2200 so-called no cause evictions in san jose between 2010 and 2016. the renters rights coalition, which has organized the strike, believes the numbers could be higher because some evictions go unreported. it would require that landlords have a just cause to evict. the proposal would also push landlords to be more attentive to complaints. this is their reaction. san jose already has lawed to prevent landlords from evicting tenants for financial gains. the city needs to enforce those laws rather than create new legislation. reporting live outside san jose

city hall. bob redell, today in the bay. >> something to follow. bob, thank you very much. >> happening right now, a new push this morning from lawmakers for president trump to release his tax returns. this, of course, coinciding with the fact that today is tax day. today in the bay's tracie potts joining us live from washington with how the white house is responding, and they have been fielding these questions for a long time. >> reporter: and they're not really giving any different answers today on tax day, sam. a lot of people out there procrastinating and anxious about having to file, even with the three-day extension we got due to the calendar. also, an outpouring of emotion we're seeing with many taxpayers frustrated at not having seen the president's return. as millions scramble to meet tonight's tax deadline, president trump faces this. >> every other president has shown their tax returns, and i think there's something in there he wants to hide. >> now, this.

arkansas republican tom cotton explaining why the president, unlike his predecessors, won't release his tax returns. >> because he's still under audit. >> the president's view on this has been very clear from the campaign, and the american people understood it when they elected him in november. >> here's candidate trump. >> as soon as the audit is finished, it will be released. >> after he won the election, this. >> not releasing the tax returns because as you know they're under audit. >> the president tweeted he won, now tax returns are brought up again? describing tens of thousands of protesters as small rallies suggesting the organizers were paid. lawmakers are frustrated. >> i don't know who he thinks he's fooling or whether or not he is just totally disrespecting all americans. >> today, president trump heads to the midwest to urge people to buy american. with no indication his own buying power and how much he contributes to the government will ever go public.

tracie potts, nbc news, washington. >> it is 5:04 right now. a developing story, more fallout this morning in berkeley after these violent protests broke out over the weekend. 20 people already arrested and now there's concern over how police handle the escalating situation. berkeley's mayor weighed in in a meeting last night and praised the police chief's decision to not move more aggressively. the mayor said it would have made things worse as pro-trump supporters and self-described anti-fascists clashed in the street. the mayor said free speech can stay, but outside agitators have to go. >> i imagine it won't be the last time that, you know, right-wing provocateurs will be coming to our city to send a message. and we'll be ready to respond and keep our community safe. >> our reporter found that most of those arrests were people from the bay area. berkeley police say they are focused on the peaceful expression of free speech and will seek prosecution for those

who infringe upon that right. >> we're now in day three in the manhunt of the suspect who killed an elderly man and then prosoceeded to post a video on facebook. police are now expanding their search. law enforcement still looking dragnet style for 37-year-old steve stephens in at least five different states. 74-year-old robert godwin was killed on sunday in cleveland. >> and yesterday, dozens of family and friends held a individual frl the victim. the mother of two of his ten children said the outpouring of love and support she's received from the community is helping her to cope with the tragedy. >> i never knew how many people cared. how many people show support. showing me and my kids love. i mean, it filled my heart. it makes me feel better. >> well, there is now a $50,000 reward for any information leading to stephens' arrest.

a north bay mcdonald's turned into a gruesome crime scene and a novato man is now accused of taking a bite out of his ex-girlfriend's face. happened sunday at the mcdonald's in hamilton parkway. police say oscar de leon aguilar got into a fight with his ex and then bit her face and took off. the woman has now been released from the hospital. >> all right, 5:07 now. two men accused in a fraud scheme involving the closure of a golf course are now sought by authorities in contra costa county. here's a photo of one of the two suspects, kevin fitzgerald from brentwood. he was the general manager of the golf course which closed abruptly last year. the other suspect is mark madsen, a contractor from southern california. prosecutors say financial troubles at the golf course were made worse by theft and fraud committed by fitzgerald. >> serious headway to tell you about on the much needed repairs to the heavily damaged oroville

spillway. a deal has been made to immediately start on permanent repairs and have the dam fully operational in time for next fall's rainy season. the department of water resources says the winning bid came in at about $275 million. of course, problems with the spillway during the heavy rain led to thousands of people being evacuated. >> it is 5:08 on this tuesday morning. as you get ready to head out the door, let me know -- i'm going to let you know what to expect as we'll see the temperatures in the low to mid 50s as you head out and cloudy skies. off and on rain. it's still wet on the roadways in san francisco as well as the north bay, and then was we go into this afternoon, still some spotty showers and some peeks of sunshine. high temperatures up to 70 degrees in the south bay. the peninsula seeing a high of 67 degrees. and for the north bay, expect a high of 67. as we come up on 5:14, we'll talk about what to expect with our temperature trend for willow

a holiday, so today is tax day. washington wants to see what you earned, but tracie potts shows us president trump is still not revealing what he earned. he'll sign a new executive order cracking down on h1b visa use as well. he's calling the push hire american. we'll take a closer look at that at 5:45 as we examine day 89 of the trump presidency. >> stocks gained monday. united continental holdings said more people flew and the airline earned more than people expected, although that did not include the pr debacle of last week. >> facebook facing its own problems. we have been reporting on that nationwide manhunt for the murderer who broadcast the murder on facebook live. it starts as they begin their conference in san jose, a day that's supposed to be a big celebration of all things facebook today. facebook live was introduced two years ago at f-8.

and netflix says the number of people signing up for its service has slowed. talking with reporters and analysts yesterday afternoon, and pointed out the bigger you get, the harder it is to groy. >> also, netflix doesn't have a big hit right now like this, "the crown." as for the competition, amazon and hulu says netflix isn't competing with amazon and hulu. >> one more episode. i can do it. >> we have all been there. i know i'm not going to make it through work the next day, but i can't put the remote down. >> that's where coffee comes in. >> that's true. >> true. >> luckily, we're not binge watching anything right now so we're rested and refreshed and ready to talk about the rain. >> the rain is going to keep sam inside today so he can get his taxes done. and maybe catch up on netflix shows. >> i'm being publicly shamed today. >> i can't believe you waited so late. >> this is what i do.

this is my style. >> if it works for you. not for me. we're going to have at times sunshine coming through today, and then also some rain in the forecast. off and on rain. this is the kind of weather, i guess we're just getting used to with the rain falling at times and it's sunny. as we look at san jose, if you look close, you can see that the roads are still wet. and we have some rain that moved through not too long ago. it has stopped, as of now, the temperature trend for willow glen shows we will have cloudy skies and as we go through today, some sunshine. and also a mix of some clouds as well. so looking at those high temperatures around the bay area, 71 degrees in east san jose, and in cupertino, expect a high of 68 degrees. upper 60s to low 70s also for the east bay. antioch will be up to 69 degrees, and 67 degrees in belmont. san francisco and the mission district at 63 degrees. and some upper 60s for sonoma at 69 degrees. we did have some rain thatted

through. a lot of this tapering off. we do still have some spotty light showers moving in. as we open up the picture to see what else is out there, we do have another system that will be arriving for tomorrow evening. bringing us another round of rain, but we're still dealing with this one. and it's fairly weak system. it's not going to bring us significant problem around the bay area, but it's just enough to make that commute wet in spots, and then we'll also start to see more clearing later on today with a very slight chance that some of these showers that pop up this afternoon may also have some thunderstorms in the mix. very slight chance of that. later on tonight, all clear skies and then we start out the day tomorrow with some sunshine. the clouds start to move in from north to south, and then here we go with the rain again late tomorrow night into early thursday morning before this all clears out. looking at the seven-day forecast, expect a chance of showers today, and then another round of rain late tonight and early thursday morning. then after that, it's smooth

sailing as the temperatures warm up in san francisco to the low 70s. upper 70s for the inland area, up to 79 degrees on sunday, and on monday, sunny, 76 degrees, and can't say we're completely done with the rain, but it will be nice to have a little stretch there with no issues as far as any storm system moving in, vianey. how is it looking on the roads? >> i think we're still seeing spring break light traffic, but earlier the crash i was mentioning along eastbound 80 near the toll plaza, it looks like there are crews on scene. they have reported possibly a vehicle being on fire and it looks like that is already starting to cause some backup out there. now, i did report this earlier, but you know who else is on top of it. our nbc bay area wazers because you can see that tiny little icon and they are reporting an accident right there near 80 eastbound, which is what i was showing you earlier. if we bring it back out just a bit, zoom out, you can see there's slowing along 580 where

5:22 right now. a live look outside downtown san jose. not too far away on s the s.a.p center is rocking tonight. it will be a tense mood as the sharks are taking on the edmonton oilers in a must-win game four of their first round playoff series. they're down right now 2-1 in this. the sharkies narrowly losing game three to the oilers 1-0 on a third-period goal. the sharks last scored a goal when they won game one in overtime. so it's been a couple games since they scored. tonight's game gets started at 7:00. you can watch it on nbc sports california. >> mayor sam liccardo has tried to offer up a bet. we'll see what happens. >> nbc bay area responds to a san jose man who paid $1400 for a professional course that he says the school wouldn't let him take. >> we studied up on the situation. chris chmura joining us with the results. chris. >> paul mcdonald enrolled in an

emt course through national university. the school told him the only prerequisite was a high school diploma or ged. he went to high school in the uk, so he asked if he could use his bachelor's degree from a florida college instead. the school said, yeah, you could. he turned over his college transcript. fast forward a few months. paul was ending the emt course and said national university said it needed his high school transcript after all and barred him from completing the course without them. paul said getting the transcripts would take time so he was stuck. he couldn't finish the course, which had cost him $1400 in tuition, so he reached out to us for help. after we contacted national university, an executive vice president called paul and told him he could finish the course and receive his emt certification. he said he was thrilled about the news. national university had no comment for the story. if you have a consumer

>> thank you for all that doom and gloom. i'm kris sanchez in for laura garcia-cannon. >> and on top of that, it's tuesday. >> better than monday. >> tax day. what else? >> can't you see the enthusiasm on my face? it's going to be a great day. >> hey, we'll get a little sunshine today. and if that's all you need, you will get it. we'll also have some more rain in the mix as well. we have seen the showers off and on. now we have the cloudy skies and some wet roads left over from the rain we had earlier this morning. as i get you out the door with what you'll be feeling. 57 degrees in the east bay and 53 degrees in the north bay. and here's a look at what to expect for this afternoon. not too bad. there will be some spotty showers moving through and a high temperature in the to upper 60s. it looks better for the end of the week. i'll talk about that in eight minutes. vianey is tracking a trouble spot as you head to the bay bridge toll plaza. >> we have seen a few wazers report this accident. it looks like it's going to cause some big backups. especially right now.

5:30. hopefully the crews are out in time, but chp's latest report is saying they'll beep running a break, which is usually when chp hops on the highways and the routes and they start weaving back and forth to kind of slow down traffic, leading up to that accident or incident or any time they want the traffic to stop safely. so they will be running a break, which means, yeah, more slowdowns. we'll keep an eye on that. the speed spenensors are report the slowdown. if we look at the drive times, we can see it's starting to slow down. live look, 880, we're also seeing cars on the roadways. don't text and drive. >> very much. it's 5:31 right now. breaking news overseas this morning. a stunning announcement from british prime minister theresa may. she's calling for a new yerl general election three years early in order to bring a stronger mandate in the brexit negotiation. here's what she had to say in the last hour.

>> britain is leaving the european union. and there can be no turning back. as we look to the future, the government has the right plan for negotiating our new relationship with europe. >> tomorrow, theresa may plans to ask the house of commons to back her general election call. and now, 5:32, back here at home, an unbelievable story out of the peninsula. a family dog snatched off a bed in the home, and the intruder left prints, and they were paw prints. wildlife officials think a mountain lion went into this home in the pescaderos about five miles east of town yesterday morning where vicky and her daughter were sleeping. they say they often leave the back door open to get fresh air and so the dogs can and and go. they say as they slept, one of their two dogs, a 15-pound dog lenoir started barking and then

there was silence. vicky got up and took a closer look at what she thought was her other dog going outside. >> as it walked down our path, i thought, that looks a lot like a lion. >> the family saw large paw prints on the floor and concerned by the state wildlife warden found blood on the door. there has been no sign of their dog. >> happening today, the sentencing of three so-called drifters convicted of the murder of a canadian tourist and a north bay man. one man is facing 100 years, while lila could face 50 years behind bars. shaun angle iii struck a plea deal and testified against the other two. he'll receive 15 years in pris. those murders happened in october of 2015. >> a disturbing crime on a busy bay area trail is putting more officers on patrol. a jogger says a man tried to rape her while she was on the sonoma overlook trail this

easter sunday. someone posted a handmade warning at the head of the trail where sheriff's investigators say the 24-year-old victim fought off the attacker. she told them that he pushed her. he hit her, and then tried to sexually assault her. now, hikers are saying they're thinking twice about using the trail. >> it's really scary because i do go up there often. so it's like now i'm like, um, do i really want to go up there by myself? or even not by myself but with other people. you never know what you can find. >> that suspect is described as a 50-year-old white man with a bushy white beard, and she says she thinks he could be homeless. >> it is an important day and an important anniversary in san francisco's history here. happening today, hundreds gathering in san francisco this morning to remember one of the most devastating earthquakes to ever hit the state. the 1906 earthquake shook san francisco to its core and now more than 100 years later, they are still honoring the victims with this hannial ceremony. >> we heard the sirens at the

fountains earlier. pete is live in san francisco as the commemoration continues this morning. good morning, pete. >> good morning to you, kris and sam. the commemoration continues here near dolores park. i want to show you, they're getting ready, the set-up, san francisco fire, for the annual painting of the fire hydrant that saved the mission district during the 1906 earthquake. it's right there. there's folks standing in front of it, but they will be painting the fire hydrant shortly. as officials make their way over from another ceremony that just wrapped up on market street. that was the scene at the fountain on market street in san francisco at 5:12 a.m. a moment to honor the survivors and lives lost during the 1906 earthquake. today marks the 111th anniversary of that devastating event.

now, that fountain served as the meeting spot for people in the after' math of the earthquake, and in the past, we have heard from survivors at the event, but the last survivor passed away in january of last year. you see city leaders such as mayor ed lee and san francisco police chief william scott at that event. that just wrapped up. want to take you back out here live where you're seeing they're setting up for annual fire hidrnd painting event that goats to take place at 5:30. they're making their way here shortly and we'll have more coverage of that event in the next hour. live in san francisco, pete suratos for tb. >> all right. a solemn moment for the anniversary. >> a solano county high school teacher in trouble with the law once again. this time, though, the charges are a lot more serious. she's accused of having sex with a 17-year-old student. rihanna lane turned herself in sunday. she's an english and special needs teacher at benicia high school. earlier in the month, she was found with marijuana and stolen property in her car. the teenager she's accused of

having a relationship with admitted to stealing the items and putting them in her car with her permission. it was then they discovered she was having an inappropriate relationship with the teenager. >> now, san jose state is reportedly being sued by a man arrested two years ago for public drunkenness. he claimed campus police officers roughed him up during that arrest. the mercury news reports the man was asked to leave a campus event but did not promptly comply. the man says officers slammed his face into the sidewalk and he actually lost teeth in the process. the suit claims excessive force. the school tells the merc the case is being reviewed. >> in oakland, hundreds of people expected to rally outside city hall over a controversial resolution that is likely to be adopted. that resolution would adopt sanctuary work places for workers. >> a california suing two

charities that support veterans. accusing them of stealing money and spending them on shopping sprees. xavier becerra filed the civil case against the wounded warriors and the equine treat and retirement. they ran raffles to raise money and then used the money for personal travel, dining, and shopping. becerra want both charities terminated. >> some say that because california's bail system favors the wealthy and the poor are at a disadvantage, it should be eliminated all together. state assembly members will be debating a controversial member to end bail. it would allow individuals to be released at no cost while they're awaiting trial. judges would still be able to hold potentially dangerous suspects without bail. opponents say new jersey is now seeing a crime spike due to a similarly styled new law. >> 5:38. projects are planned with the

money brought in by governor brown's 12 cent gas tax hike. yesterday, state senators approved nearly a billion worth of road and train projects. the transportation project is exz pktded to raise $5 billion a year for road and transportation projects. one of the projects approved yesterday is an ace commuter train expansion between the bay area and the central valley. this was made to swing the vote of republican state senator anthony cannella. that plan involved extending the ace line that starts in san jose from stockton to merced. the state sembly still has to approve that bill. >> it is 5:39 as you get ready to head out the door, we had showers earlier this morning, but a lot of them clearing with light rain, mist, and drizzle in the north bay and in san francisco. as you get ready to head out for the start of the school day, it will be cloudy. still some drizzle coming down, and then recess, the kids will be able to enjoy some times of

rape charges in the death of vanessa marcote. she was killed on a jog at her mother's home last august. >> all new this morning, the supreme court ended up blocking arkansas's first inmate execution attempt in 12 years from actually happening. it happened at midnight last night. the inmate was one of eight scheduled to be executed before the end of the month because arkansas's supply of execution drugs is expiring. spokesman for arkansas's governor said the's decision did not serve justice to the victims. >> a lot of talk about the inmates. i would encourage you to remember the victims throughout the process and their families who have had to go through this nightmare for 20, 25, 30 years. and tonight, the justice they were hoping to get, they will once again not. >> so not surprisingly, the scheduled execution for two more inmates is also in jeopardy. but executions are currently not facing any legal road blocks.

today, protesters are expected to gather outside senator dianne feinstein's office in san francisco. this time, the rally is to urge the senator to fight against attacks on wildlife reform and civil rights. this comes after feinstein got an earful at a town hall in san francisco last night. >> stand up. stand up and be counted. >> audience members spend the majority of yesterday's town hall meeting with senior senator shouting at her. feinstein was applauded for saying she would vote for a bill to ban untraceable and unlimited political contributions. but then she was booed when she said she could not support single-payer health care if it meant more government control. the loudest calls were for the long time senator to show more force in opposing president trump. >> you want me to speak, you're going to have to let me speak. you're asking an individual

senator to do something that may be very difficult to do. >> senator feinstein will hold another town hall meeting on thursday. this one, though, is in los angeles. >> 5:47 right now, and happening now, vice president mike pence is in asia. curre currently, he's in japan as you see from the video out of tokyo. new video of pence meeting with shinzo abe. talks between the two leaders are largely expected to focus on trade and north korea. pence told japan he wants the country to be more open to free trade, creating a market for u.s.-made products and investing more in american infrastructure. >> scott, america is not in range of the missiles, but japan is. >> north korea is definitely hit japan with their missile technology that they have now. so if we attack north korea, it attacks south korea and japan.

>> let's get your kids ready for those who are not on spring break now. they're all cute, and it's rainy. >> raining off and on. it's still wet as you head out the door, even though we don't have a lot of rain coming down, we still have mist in san francisco as well as the north bay. again this morning, but as we take a live look outside at san jose, the rain has stopped falling but we still have puddles and standing water as you drive around and try to make your way out the door on this tuesday morning. it's 54 degrees in fairfield. 56 in napa. and palo alto starts out at 55 degrees. going to see the high temperatures today reaching 70 degrees in san jose. we'll be a little warmer today than it was yesterday. up to 69 degrees in walnut creek and hayward, 67. san mateo, 65, and lower 60s for the outer sunset and marina district. today, going to see a little bit of sun here and there. for the north bay, expect it to reach into the upper 60s today.

we're still tracking some very light rain moving across marin and southern sonoma county. other than that, mostly cloudy skies and a little bit of clearing for the south bay. but then as we get a look out the window in san francisco, it is still looking very dreary out there. and it's a day that you do need have hat to start and also some long sleeves to help keep you warm to start out the day. later on this afternoon, if you have on a jacket, you'll be taking that off as the temperatures will be warming up. we still see rain moving through in the bay area. as we go into the late morning, early afternoon, and then notice how we won't see a lot of that rain. a chance that a few of these could develop into thunderstorms. the south bay, still some of that activsty in the evening commute that may throw down heavy rain just briefly before it moves on. then later on today, all clear. another round of rain in the forecast for tomorrow evening. looking at some sunny skies to

start, and then look early thursday morning. some of the spotty rain starts to move in with activity moving from north to south for early thursday morning. looking at that seven-day forecast. expect it to reach into the low to mid 60s over the next few days. in san francisco and look at that weekend forecast. doesn't get any better than that. highs in the upper 60s to low 70s. inareas up to 79 degrees on sunday we're going from winter to spring all in just a matter of a few days. vianey, you're tracking a few issues on the roadways. >> definitely. a couple reports of a few accidents. we're still seeing the major backup. we can see it backing up near the toll plaza. that's because there was a car on fire. it looks like chp did manage to do a break in traffic, which is typically when they weave in the road to slow the traffic behind them. we're also seeing another accident, and this is a crash westbound 580, right near the 80 ramp. that's actually blocked.
