the scenes of the "time" gala. let's start on a wednesday morning with a big story. president trump revealing his long-awaited tax reform plan today. how will that change the way you calculate your returns? we start with peter alexander at the white house. good morning. >> reporter: good morning to you. white house aides tell me that today's reveal will be more of a rough draft, an outline, they say, of tax priorities and principles. the treasury secretary steve mnuchin, also the top economic adviser expected to roll out the details this afternoon. the headliner here, the proposed slashing of the business tax rate to 15%. that would apply to big corporations, to small businesses, even real estate firms like trump's. aides tell me the plans will include increase in deductions americans can claim, going significantly higher than the $6300 standard for individuals and $12,6 o o 00 for couples. also being noted, removing the

popular tax break for contributions to 401(k) retirement plans. this morning already critics are pouncing on the fact that the public has yet to see the president's own tax returns, questioning how president trump would stand to benefit from his own plan. matt and savannah? >> peter alexander, thank you. cnbc's jim cramer is the host of "mad money." jim, good morning. >> good morning, savannah. >> let's start with the individuals. the proposal looks to be an increase in the standard deduction. would that be good for the economy? >> i think it would be. i think people have more money in their pocket, that tends to mean they'll spend it more. it's good news. it certainly would make it so our tax returns are easier to make out. >> we all want easy tax returns. of course, there's the question of paying for it. already we're seeing some proposals floated, maybe reducing how much you can deduct for your 401(k), perhaps getting rid of or curbing the mortgage deduction. how is that going to fly? >> the home builders are not

going to let that happen. they're a very powerful lobby. the 401(k) would be something that americans would hate. it's just the best way we save. why would you take that away? >> i guess the idea is, if you're going to reduce taxes, that revenue is going down. and you have to make up for it somewhere. >> we're conditioned this is the >> later in life, yes, you do. i think people would not regard it as a tax break. >> the biggest terms of a tax cut goes to business. they're proposing, right now, the corporate tax rate is 35%, slashing it to 15%. first things first, do most corporations pay 35%? >> no. the average is 19%. retailers do, some media companies do. several industrials would be big winners here. but no, it's not. >> you cut the corporate tax rate, corporations have more money in their pockets so they put it back in the economy and create more jobs. is that likely to happen? >> many would buy back more stock and increase dividends.

you could argue that's good for people who own stock, about half of america. i think what would be is there would be businesses that want to do business here and not overseas. we're not competitive. it's a good idea. >> back to the issue, what we're talking about is a huge tax cut. and the question is how do you pay for it if at all. if you don't pay for it, raise spending or raise taxes somewhere else, you go into deficit spending. does that bother you? traditionally republicans don't like deficit spending. >> i have kids. anybody with kids or grandchildren, yes, because it's going to fall on them. if we repatriate the assets from overseas, more than $2 trillion, you get a one-time gain to make it so the president can get something through. it's vital we lower our corporate taxes, but no, we don't want to blow a hole in the deficit. >> jim, thank you very much. you can see jim on "mad money" weekdays on cnbc. >> thank you. the white house plan to cut funding from so-called sanctuary cities has taken a big hit from

a federal judge. but the president is vowing he's not done fighting. nbc white house correspondent kristen welker has more on that. kristen, good morning to you. >> reporter: good morning to you. this morning, president trump is lashing out add the judiciary once again, tweeting earlier this morning, first the court rules against the ban -- the reference to his travel ban -- and now it hits again on sanctuary cities. both ridiculous rulings. see you in the supreme court. it's yet another controversy with the 100-day benchmark looming. this morning, the trump administration is reeling, after being dealt a major blow by another federal judge. this time, over the white house withholding federal funds from so-called sanctuary cities, where local governments limit police cooperation with immigration authorities. the judge out of san francisco, calling the president's january 25th executive order unconstitutional. late tuesday, the white house fired back. chief of staff reince priebus saying, it's the ninth circuit going bananas.

adding, we'll win at the supreme court at some point. this is the third immigration order stopped by federal courts in the president's first 100 days. as that deadline approaches, a new cloud of controversy over ousted national security adviser, michael flynn, facing fresh scrutiny over his foreign business dealings. >> personally i see no information or data to support the negotiation that general flynn complied with the law. >> reporter: the house oversight committee says flynn may have broken federal law by not asking permission or disclosing that in 2015 he was paid nearly $34,000 to attend this dinner for a pro-putin russian television station. nor did he disclose his firm was paid $500,000 to lobby for the turkish government. in a statement, flynn's attorney says flynn briefed the defense intelligence agency which he headed under the obama administration about that russia trip before and after it happened. not good enough for congressional leaders, and they're also questioning the white house this morning, accusing officials here of not

turning over information about flynn's business ties to congress. >> the white house has refused to provide in committee with a single piece of paper in response to our bipartisan request. and that is simply unacceptable. >> reporter: but the white house insists the obama administration was responsible for most of the requested documents, including flynn's security clearance. >> right now, to ask the white house to produce documents that we're not in the possession of the white house is ridiculous. >> reporter: these new questions about flynn adding yet another layer to the investigation over russia's meddling into the u.s. election. meanwhile this comes amid an unprecedented meeting at the white house, all u.s. senators expected to be briefed by top officials on the latest situation in north korea. matt, savannah. >> kristen welker, thank you very much. in the meantime, ivanka trump is wrapping up her first official overseas trip as a member of her father's administration.

opening the borders to syrian refugees to in the u.s.? >> that has to be part of the discussion. that's not enough in and of itself. >> reporter: trump, promoting policies like expanded child care and paid leave, calling for bipartisan backing. >> i'm hopeful that legislation is put together. and i'm a big advocate. >> reporter: her title, assistant to the president. her label? >> who is a feminist on the panel? >> reporter: feminist and fierce defender of her father. >> i do think there's an obligation upon us and upon all women to support and to hold each other up and to be inclusive. >> reporter: as trump works to refine her role, there are questions about whether he talk on empowering women in the workforce will turn into action. trump says her father's tax reform rollout today will include child care tax breaks, one of her signature issues on the campaign trail. >> hallie jackson in berlin, thank you. here's the story that kristin welker mentioned. the entire senate will go to the white house for a briefing on north korea today. it comes amid growing tensions

in that region. the u.s. military has started to move parts of an anti-missile defense system to a deployment site in south korea. the move triggered protests by hundreds of local residents. the u.s. and south korean militaries had a firing drill features dozens of tanks and fighter jets. that exercise coming a day after north korea held its own major live fire drill. now troubling new findings when it comes to your safety on the nation's roads. a report just out this morning, raising alarms now about drugged driving. nbc national correspondent miguel almaguer with that story. >> reporter: good morning. the governor's highway safety association compiled the research. and it shows a disturbing trend. fatal accidents on the road now involve more drivers using drugs than alcohol. and the problem is only getting worse. the numbers are sobering. they call it drugged driving.

and according to a study out this morning, in 2015 drugs were present in 43% of fatally injured drivers. >> for the first time, there are more dead drivers showing positive for drugs than for alcohol. >> reporter: while the study includes all category of drugs, illegal and prescription, the numbers are especially concerning, say experts, in the 29 states and washington, d.c., where at least some form of marijuana is now legalized. mary gaston knows those statistics have real people attached to them. her son, blake, was killed in 2015 by a driver high on medical marijuana. >> there's no corresponding attention being paid to the consequences to the fact that we've chosen as a society to legalize marijuana. >> reporter: the new study found that with many drugged drivers, combining two or more substances, the danger on the road may be more prevalent than

ever. nearly a quarter of all adults admit to using marijuana. >> they think they're safe. but marijuana affects reaction time. that's important when you're driving. >> reporter: unlike alcohol, there are no standardized roadside tests for drugs, which can impact drivers differently. multiple states are instituting programs to help police determine if drivers are under the influence of drugs. for now, catching impaired drivers isn't easy. and it's costing more lives than ever before. right now, there are three types of roadside drug tests available. but developing a marijuana breath test is ongoing and likely several years away. the new study suggests more money should be spent on training police on how to spot drugged drivers. matt and savannah, back to you guys. >> thank you. bill cosby speaking out for the first time in more than two years. in an interview with nnpa news wire, cosby confirmed he is blind, a claim made by his

>> reporter: authorities say soules fled the scene. >> one of the subjects that was involved took off. i believe the name of the subject is going to be chris soules. >> reporter: soules was arrested five hours later near his farm. and was in possession of alcoholic beverages or containers. the complaint does not indicate whether or not he was intoxicated. the tractor driver, 66-year-old kenneth mosher died, despite efforts to save him. >> we tried hard. it just wasn't happening. >> reporter: mosher leaves behind a wife, two sons and three grandchildren. >> unfortunately in a small community, everyone knows everyone. >> reporter: soules' attorney says the reality star is devastated to know of mosher's death. and his thoughts and prayers are with his family. the tv star game in the limelight, appearing on the

tenth season of "the bachelorette" where he placed third. the fan favorite was brought back the following year as "the bachelor." >> i could potentially be meeting my future wife. >> reporter: the 29-year-old whitney bishop, proposing on air. the two split shortly after. in the years since, soules has been on social media, living life in iowa. the former-turned-tv star, facing a different kind of reality. iowa court records shows that soules was convicted of driving while intoxicated a decade ago. he faces five years in prison, the penalty for leaving the scene of a crash. there's no word if he was intoxicated in this crash. al, now it is your turn. it's good to know you're ready at all times. >> hold on. >> you're limbering up. >> do a down dog, real quick. >> the dog goes down. he just can't get back up.

>> reporter: privacy advocates say, what we listen to, from music to audio books, to podcast lectures can reveal a lot about us. our age, emotional state, religion, political party and sexual orientation. when computer specialist shawn davis looked at the bose music app, he discovered every time the app was used, it transmitted data to a third party. >> we noticed, wow, every song and the title, the serial number, all that information was sent. >> reporter: now, a class-action lawsuit accuses bose of violating the wiretap act and privacy laws. >> people thought they were buying wireless headphones. they didn't understand that bose had a totally different idea in mind, that they were going to track everything that people were listening to, and then send it on to data miners. >> reporter: on its website, bose acknowledges it collects information. and the play list information doesn't contain names and is not

the headliner, massive tax cuts to big and small businesses, slashing their tax rate to 15%. that's a cut that would extend to real estate empires like mr. trump's. the plan will increase deductions that americans can claim going significantly higher than the $6,300 standard for individuals. it's $12,600 for couples. what's left is to pay for the cuts. critics warn they can blow a hole in the deficit. to be clear, this plan is far from final. and democrats are pouncing, saying the fact that the public has yet to see the president's own tax returns raises questions about how he would stand to benefit from his own plan. this morning, president trump is lashing back after his latest setback in the courts, telling a federal judge's ruling ridiculous after the judge ruled against the white house, withholding money from sanctuary cities, that's where the local governments limit the

cooperation between police and federal immigration authorities. president vowing he will appeal to the supreme court. to be clear, he tweeted this morning, attacking the ninth circuit court of appeals, when it was a federal judge from the district court that blocked that order. back to you. peter, thank you very much. gusty winds pose a big challenge for firefighters, trying to contain a new brush fire that broke out overnight in the phoenix suburb of mesa, arizona. heavy smoke forced officials to close a stretch of the bush highway. that's a main route to popular hiking and camping areas. resources already stretched thin by a much larger fire that's been burning south of tucson. the 20,000-acre saw mill fire has forced about 100 people to leave their homes. the husband of former "happy days" star, erin moran, is sharing details about his wife's battle with skin cancer. on a message on scott baio's facebook page, he describes their last moments together.

here's nbc's joe fryer. >> why don't you take your hair out and get the oil changed. >> reporter: her career started with "happy days." but erin moran's life ended with many painful ones. in a heartfelt letter, husband steve fleischmann is opening up about moran's cancer. a private battle that lasted five months after she was diagnosed. it started in november. erin woke up and had a dime-size bloodstain on her pillowcase. she said i think i bit my tongue. but the problem got worse and it was squamous cell carcinoma. moran started radiation and chemo. but fleischmann says it got so bad so fast. by february, she could no longer speak or eat or drink. she had a feeding tube implanted. i fed her six to eight times a day. she was happy. she was active. she texted people on her phone all day. by last friday, she was having trouble breathing. and on saturday, he says, she was there watching tv in bed. i laid down next to her, held her right hand in my left.

i fell asleep, woke up about an hour later, still holding her hand and she was gone. she was just gone. indiana authorities confirm this week, complications of stage iv cancer likely caused moran's death. fleishman said the coroner told him, the cancer had likely spread to her spleen. she had a lot of fluid in her lungs and part of her brain was infected. as a teenager, moran rose to fame in the '70s, playing joanie cunningham on "happy days" and later on "joanie loves chachi." she spent her later years out of the spotlight. seen here at an indiana trailer park in 2012. the same city at age 56 her fight with an aggressive cancer tame to a surprisingly quick end. joe fryer, nbc news. >> difficult ending. just ahead, an interesting one. what is the last thing you searched online? would you fess up to it? the stars at last night's "time" 100 gala did.

up in your neighborhood. >> stephanie gosk is here to explain. >> reporter: the health care system is already complicated enough, the emergency rooms that have popped up don't make it less so. on the one hand, people may want more convenient access to emergency rooms. on the other, we found patients coming away with big bills they weren't expecting and aggravation they certainly didn't need. anyone who has had the misfortune of visiting an emergency room lately will likely have the same story. the weight was endless. wouldn't it be great if there was a solution. fewer crowds, more convenience. that, at least, is the idea of a new trend in health care known as the free-standing emergency room. >> it's part of our process, we don't want anybody to wait. >> reporter: you come in here and you get seen right away. >> immediately. >> reporter: an emergency room not connected to a hospital. a stand-alone building tucked in a strip mall next to denny's. the concept has spread to 35 states. the drinkwaters who have four

children, took one of their sons to a free-standing e.r., with stomach pain. thankfully it turned out to be nothing serious. but what was serious was the bill that showed up in the mail. >> i was shocked. you know that type of service might be a little bit more. but i mean, it was $7,600 for the visit. >> reporter: free-standing emergency rooms charge roughly the same prices as hospital e.r.s. and unwitting patients, even those with insurance, are getting stuck with big bills. the drinkwaters insurance covered some of the charges. but they were left owing more than $1,000. an nbc news investigation, uncovered example after example of sticker shock. more than $1,300 for a strep test. one visit for a sinus infection, $11,000. and for a kid with a cough and fever, more than $2,600. part of the problem is simply confusion. urgent care centers like this have been around for years. now, the free-standing emergency

rooms are popping up in places that look a lot like this. people are wandering in, not realizing there is a big difference. >> we can provide all life-saving -- >> reporter: dr. kara demoore who owns three e.r.s in the area, none in the examples that nbc found, said there's a reason the prices are high. the center is up 24/7, with a staff trained in emergency medicine. and more sophisticated equipment than a typical urgent care. >> it's more expensive to orderer a filet mignon than a hamburger. it's a different type of ware. >> reporter: dr. demoore said patients at the clinic are told the prices are different and are referred to her urgent care center if they don't have an emergency room. but a lawsuit accuses a different company, adeptus, the largest in the industry, of an unconscionable failure to

disclose its fees. adeptus would not comment on the lawsuit. we work to see patients, using highly visible signs. the drinkwaters say the emergency room they went to, did not explain the price differences at all. concerned parents can be easy to take advantage of. >> very. >> absolutely. you're not price-shopping when your kid is doubling over in pain. >> reporter: several states are looking at the best ways to regulate these centers. but you should be careful to look for the word emergency. and ask what kind of care center you are in if you're not sure. know and understand your insurance plan. if the clinic is out of network or you have a big deductible, you can get stuck with more of the bill. and that company adeptus that we covered in the piece, they filed for bankruptcy last week. >> our jaws dropped, $7,600. coming up next, a live

==topvo== the man bd laura garcia. good morning at 8:56 on your wednesday, i'm sam brock. the latest now, the man behind the shooting rampage, a story people here in the bay area remember very well is set to appear at any time in oakland. his appearance has been a long time coming. the plea hearing comes less than a week after a judge found him competent to stand trial.

he is accused of killing seven people during that mass shooting at a small nursing school in oakland. the legal proceedings were delayed so long because a judge years ago found him not to be fit to stand trial due to signs of paranoid schizophrenia. that court appearance may come as soon as the top of the hour. bob railwedell will have a live report from our midday newscast. "the new york times" is reporting that conservative commentator ann coulter may be on the verge of pulling out of her appearance after all this thursday at cal's campus. student groups who organized the event have already dropped their support, but those groups are still suing cal for even trying to delay her appearance, citing her freedom of speech rights being violated. we'll have more news for you coming up in 30 minutes.
