to say about the country's leader, kim jong un. >> he's 27 years old, his father dies, took over a regime. so say what you want but that's not easy, especially at that age. >> the president's comments coming as his secretary of state works toward a solution with the unpredictable volatile rogue nation. nbc's kelly cobiella joining us from seoul. tell us more about what u.s. officials are saying and about the growing tensions there. >> reporter: francis and yasmin, good morning. in that same interview president trump said he would love to solve this diplomatically but that it's, quote, very difficult. this morning the north koreans put out video of those military exercises that happened earlier this week and the leader, kim jong un observing those massive artillery drills. north korea said they would continue with their nuclear and missile programs, saying they will carry out a sixth nuclear

test at some point. secretary of state rex tillerson said china warned north korea of unilateral sanctions if that sixth test goes forward. when asked about this this morning, china's foreign minister said, look, that's a hypothetical, that sixth test, and i'm not willing to comment on it. also this morning, for the very first time, president trump taking on south korea saying perhaps south korea should be paying for thaad to the tune of $1 billion and he may pull out of a trade agreement with south korea calling it, quote, a horrible deal saying it has left america destroyed. frances and yasmin, back to you guys. >> new information regarding south korea. nbc's kelly cobiella, thank you for that. a late night vote in the senate put the government on the brink of shutting down. democrats blocked a short-term resolution that would have funded the government for the next seven days. the botched vote comes as house

republicans could make moves that could ensure a government spending measure passes their chamber. after announcing their decision not to vote on repealing and replacing obamacare. nbc's tracie potts joins us from washington. how is it that the democrats are not blocking the budget and what can you tell us about the republicans? >> reporter: democrats have already once blocked the effort to extend spending for about another week while they try to work it out. their big concern here is health care. they don't want a repeal vote on obamacare wrapped up in the emergency spending bill. now it looks like they might be able to go forward because republican leaders have said we will not see a health care vote this week. they will deal with these two issues separately. the timeline, we'll see a vote or are expecting to see a vote late morning into mid afternoon, no later than 3:00 we're told, to extend government funding and prevent this shutdown at

midnight. while that's happening, the white house also responding to what the pont gone is saying. the pentagon's inspector general is launching an investigation into fired former national security adviser mike flynn who failed to disclose tens of thousands of dollars in payments from foreign governments. new paperwork from capitol hill shows he had been warned about the necessity of those disclosures. the white house says they don't have paperwork on flynn because they did not do his security clearance. >> certainly a band-aid on that budget for now. nbc's tracie potts, thank you. have a great weekend, tracie. overnight arkansas carried out the execution of condemned killer williams. he was sentenced to death for shooting a farmer and former deputy warden. he's the fourth inmate executed in arkansas over the last eight days. the state rushed to execute as many as eight convicted killers over 11 days to beat the clock

on the expiration of the drug used in the executions. we have an update on the united airlines dragging incident that occurred 19 days ago. dr. david dao being seen here has reached a financial settlement with the airline for an undisclosed amount. his lawyer called it a quote home run and said dao has no plans to sue the city of chicago or anyone else for the incident. in delaware today flags at half-staff for a state trooper gunned down by a suspect who held police in a 20-hour standoff. s.w.a.t. teams used explosives to blow open the house before he came out shooting. with the state in mourning investigators don't have a motive. here is nbc's tom costello. >> reporter: in a quiet delaware suburb a violent night of gun fire and explosives after a standoff with a cop killer. it started less than 24 hours earlier at a convenience store when state trooper steven ballard approached a suspicious vehicle.

police say that's when the passenger, 26-year-old sealy, jumped out, pulled a gun and began shooting. as the trooper lay wounded sealy approached and executed him. seely then fled, barricading himself in his family's home. s.w.a.t. teams used explosives trying to coax him out. >> it was like five shots. like five shots, a break, then five more. >> reporter: at 9:17 seely came out shooting and was shot and killed himself. neighbors say seely and his family kept to themselves. >> they kept to themselves. never saw them outside. >> the family you never saw the family. >> no. >> reporter: out state state police troop 2, flags are at half staff, black bunting draped over the trooper's patrol car. eight-year veteran, married with a step daughter. >> yesterday exemplified the dedication -- >> reporter: officers and the governor choked back tears. >> he leaves behind his lovely wife louise, a daughter, and a
