to depart from tokyo to l.a. >> this guy is crazy. >> reporter: the passengers started fighting after the man in the red shirt, who was reportedly drunk, was asked to leave the plane after acting in an unruly manner. the man resisted and chaos ensued. after the fight seems to be over, the man in red returns, taking another punch to the face, before the video abruptly ends. the passenger who took the video tells nbc news, the man in red yelled, you think i'm crazy? the government is crazy, before leaving the plane. it's the latest in a series of viral videos. a united passenger dragged off a plane in chicago. an american flight attendant nearly coming to blows with a customer in san francisco. >> i am being asked to leave the plane. i had to use the restroom. >> reporter: and a delta passenger removed from a flight for using the rest rook, after being told to be seated. some top airline executives will get a grilling today, with members of congress suggesting

it may be time to pass a new passenger bill of rights. >> passengers have inadequate compensation and recourse for the clueless and careless misconduct of the airline. >> reporter: it was just last week that united ceo oscar munoz told lester holt the industry needs to recover. >> we have a black eye. >> reporter: many airlines announced policy changes. no longer involuntarily bumping seated passengers. offering more cash as an incentive, up to $10,000. southwest says it will stop overbooking flights. meanwhile, with 83% of seats full, flight attendants say the entire flight experience can be stressful. >> people are spending little for these tickets. they're getting packed in a confined space. humans are closer together and it creates conflicts. >> reporter: with so few airlines to choose among, passenger rights

advocates are skeptical anything will change. >> i think we're stuck with that for a while until someone comes up with a new way of approaching the public. >> reporter: this morning, passenger rights advocates and unions say recent incidents are symptomatic of an industry running near capacity, under strain, and passengers who are often just fed up and sometimes, as you saw, drunk. savannah, matt, back to you. >> still can't get over that video. tom, thank you very much. an interesting phone call taking place at the white house between president trump and russia's president, vladimir putin. it's their first direct conversation, since trump declared relations between the two countries at an all-time low. kristen welker has more on all of this. good morning to you. >> reporter: hi, matt. good morning to you. it is high stakes for that call today. with president trump and president putin, expected to discuss a range of topics from syria to the fight against isis. it comes as mr. trump has set off alarm bells for comments

regarding some of the most brutal dictators, including kim jong-un. tensions mountsing with that country today amid reports that north korean state tv saying the situation in the peninsula is being driven to a point "close to nuclear war because of the united states' recent provocations." this morning, white house officials will confirm that president trump will speak with russian president vladimir putin on the phone. it's the third call between the two leaders since mr. trump took office in january. and the first since the recent air strikes in syria. that strike, linked to a suspected chemical attack of bashar al assad, was criticized by putin. striving to salvage ties amid a fierce dispute over syria, secretary of state rex tillerson met with the president last month. >> there's a law level of trust between our two countries. the world's two foremost nuclear powers can not have this kind of relationship. >> reporter: today, as trump is

facing backlash about other world leaders. saying he would meet with kim jong-un. if i would be appropriate for me to meet with him, i would absolutely, i would be honored to do with it. just hours earlier, his own chief of staff said the opposite. >> the answer is not. i don't see that happening. >> reporter: under fire, press secretary sean spicer forced to explain why meeting with kim jong-un would be an honor. >> he is a head of state. there's a diplomatic piece. >> reporter: overnight, backlash from some of his republican republicans. >> what you do is a legitimize a person who is one of the really bad actors in the world. >> reporter: and the president surprised some officials of his own administration by inviting another brutal dictator to the white house, philippines president rodrigo duterte. one topic on the agenda, north korea's recent provocations.

that invitation, despite wide condemnation of duterte for executing thousands of his own suspects in his own country. >> does the president have a thing with the totalitarian leaders? >> the president understands the threat that they pose. >> reporter: it's not just foreign policy. this morning the president is threatening a shutdown in the fall tweeting, "either elect more republican senators in 2018 or change the rules to 51%. our country needs a good shutdown in september to fix mess." matt, savannah? >> kristen welker, thanks. may day protests turned violent in portland, oregon, last night. protesters throwing molotov cocktails and other items at police officers. the group of self-described anarchists also set fires in the streets. multiple people were arrested

and downtown businesses were damaged, including a police car which was destroyed. in the meantime, speaking of protests, tens of thousands of people took to the streets of paris to protest marine le pen. demonstrators there threw molotov cocktails at security three officers and several protesters were injured. we're learning more about the university of texas student accused of going on a stabbing rampage on the austin campus. the suspect surrendering to police after killing one person and injuring three others. nbc's kerry sanders has the latest on the investigation. kerry, good morning. >> reporter: well, good morning, matt. there are many heavy hearts here on the campus at the university of texas, where classes are expected to resume today. the president of the college canceled classes after a freshman was knifed to death, in what witnesses say was an unprovoked attack. beefed up patrols on campus at the university of texas in austin.

students anxious and confused by 19-year-old harrison brown's killing. the freshman was stabbed to death in broad daylight on a busy campus plaza. >> i am a little bit of mad. >> reporter: jeffery haslet has been best friends with the victim since they were in day care. >> he was funny, outgoing. he was a friend to everybody. >> reporter: harrison brown, killed. three others slashed by the attacker. >> one white male college student. he's been stabbed a couple of times. he is conscious. >> reporter: police say this man, another u.t. student, inexplicably went berserk monday. witnesses say at first, the stabbing spree seemed unreal. >> he grabbed this guy by the shoulder and stabbed him in the back. >> reporter: as video posted on social media shows, campus police wrestled the suspect to the ground. officials say the arrest coming two minutes after the police were first called. in custody this morning,

21-year-old kendrex white. still unclear, a motive. >> the individual didn't attack people that were right there. he walked a little ways. then he stabbed another individual and so forth. >> reporter: one classmate of the alleged knife-wielding attacker said he noticed a personality shift after white was arrested for a dui for last month. >> he was missing from class for a month. he was pretty depressed. >> reporter: harrison brown's former school district remembering him this morning, as an inspiration to everyone around him. one of the wounded was admitted to the hospital and treated over. the other two were treated and released. later this morning, the police say the suspect who is in charge is charged with, among other things, murder. matt? >> thank you very much. with the summer vacation season just ahead, the state department has issued a traveling alert covering all of europe. it says americans should be on guard for

flipped over in rising floodwaters. this morning, we're hearing from that family and the people who saved them. nbc's gabe gutierrez is in dallas. good morning to you. >> reporter: matt, good morning. first, some very good news. one of the two young children trapped inside that submerged car has been discharged here from medical center dallas. the other remains in intensive care but she is now breathing on her own. her parents and rescuers sharing a special bond. this morning, phillip and emily are thankful. thankful they and their two children survived this harrowing nightmare, when their pickup truck flipped over in a raging flood. >> water was coming in the cab of the truck. >> you can't see anything. you panic. >> reporter: grateful, beyond words for good samaritans like jaime martinez, who rushed to the rescue.

we have another round of storms that will start forming later as we go into wednesday. houston over new orleans and southern mississippi. that's the area where we could see a slight risk of stronger storms tomorrow. the biggest threat will be for isolated hail and damaging wind gusts, with an isolated tornado possible. you start to see the heavier rain work back into eastern kansas and oklahoma. and move back into the midwest, where flooding has been an issue for several days. that's going to exacerbate the flooding and the rivers there. more of the rain will head into southern indiana and illinois. across kentucky and into tennessee, too. today, though, things are fairly quiet across most of the country. a little gusty through the ohio river valley. it is going to be a hot one in the southwest. in the northeast, spotty good morning. i'm meteorologist kari hall. a lot of sunshine and very warm

i get a pass. then you get through that. check off the list. second one comes. we get knocked down. i felt like i got hit by a truck. we suffered through that one. this one comes. it's like, just keep an eye on it. see where it goes. we will figure it out. there's new options now. i'm weighing those. it was coming up with the right decision on when it's time to treat. >> when you say keep an eye on it -- this one did actually shrink some on its own. >> yes. >> how do the doctors explain that? >> god. >> is it that simple? >> it was that simple. there was two ways of looking at it. when this happened, i'm going to keep an eye on it. i'm going to get strong and i'm going to get strong in body and faith, strong in nutrition, strong in every possible way i can be strong. i'm just going to -- when i need to be taken care of this thing, i will.

first scan after the initial diagnosis was, it hasn't grown. that's the best news possible. then a few months later i go back and they go, it shrank. i said, how is that possible? they go, it's not. so when you are the benefit -- when you have the benefit of really having a miracle happen in your life, it's powerful. >> the series you share a lot of this. it started out as a single interview. they posted it online and 25 million people went -- >> it's up to 30. >> sorry. 30 million people went to see it. is it gratifying, heartwarming, surprising? what is your reaction? >> i felt like i was being obedient. i did this video and for whatever reason, there was interest in what i had to say. i felt like if i could minister to people, if i could help people, share with people and allow them to feel what i feel at peace during difficult times and really just share kind the

abundance of joy that's my life, that was the right thing to do. when people came to me and said, would you do this, i was like, i'm not doing a reality show. it's not. the crew showed up. when i tell you the last day of shooting, i miss these guys. they were the greatest people to work with. when you have something that intrusive that wasn't, it's kind -- >> how did the kids feel about it y it? you are a public person. how did they feel? >> it's obvious in the series. my redhead max, he wanted to be there all the time. >> he has a little of his dad in him? >> the other kids were like, i'm going to hang out in my room. >> a little time left. for all the time i have known you, through all of these health battles, i never heard you say why me. never. i have never heard you say that. how do you get away with that? >> it's just been the condition of my life. it's been something that's -- every single time i have gotten

vo a suspicious overnight fire destroyes a snack shack at following up on a story we have within covered all morning. a fire at a snack shack. the fire started about 2:30 this morning. a firefighter tells nbc bay area it seems the fire started at the base of the door outside and that's why they are considering this a suspicious fire. investigation continues right now. we are also learning someone broke into the structure last week. snack shacks are a key source of revenue to support athletic programs and we will bring you updates on the story. mike inouye tracking problems for cal transriders. >> we have delays up and down the peninsula. before there were signal problems for northbound trains.

and then southbound a train broke down with electrical problems. we have a systemwide delay as a result of both of those issues. around the bay we are showing drives slow for westbound 580 and northbound 808. through oakland things lighten up towards the bay bridge and in the south bay, recovery, northbound 101 an earlier crash that caused a huge backup. we saw the clearing and now the jam towards sunnyvale and 85 experiencing delays. back to you. >> thank you, mike. arochate that. 30 minutes.

was never found. if convicted garcia torres faces the death penalty. happening in oakland, the man accused of killing seven people during the university shooting is set to appear in court for a prehearing that's going on right now. this is a continuation of a hearing last week. he was found mentally competent to stand trial. the contra costa supervisor expected to vote on a plan to allow residents to choose their source of energy. the so-called community choice energy plan would let people get electricity from sources other than pg&e. this would open the path to what they say would be cheaper and cleaner options. the city of san jose is pursuing a similar plan and will vote on that later this month. that with will do it for us. more news coming up in just 30 minutes. now become to the "today" show.

birth, he found out he had a heart deflect. here's what happened. he talked about the terrifying hours after birth that ultimately led to a happy ending. we should say that. take a listen. >> my wife, molly, gave birth to a boy. a baby boy. his name is william john kimmel. [ cheers and applause ] thank you very much. we call him billy. it was an easy delivery. six pushes, he was out. he appeared to be a normal, healthy baby. it's a terrifying thing. you know, my wife is back in the recovery room. she has no idea what's going on. and i'm standing in the middle of a lot of very worried looking people, kind of like right now. who were trying to figure out what the problem was. and found out that billy was born with a heart disease.

he opened the valve and the operation was a success. the longest three hours of my life. this poor kid, which is what he looked like on monday. he's doing great. he's eating. he's sleeping. he pea epeeed on his mother whe was changing the diaper. >> it was beautiful. he infused humor. >> all of us are moms. and, dylan, you're a new mom. that moment when you come out of delivery and this child, all you care about, really, is the health. can you imagine, hearing that type of news? >> it was interesting because he said, they were doing the wellness checks hours after birth. and a doctor noticed that something wasn't right. or a nurse noticed it. they take him back. and there's a moment when you realize, something is wrong, when more doctors start coming in. and you can feel that energy. and all of us, you hear him

temperatures are going to quickly warm up as we go through the day with a lot of sunshine and not much of a wind until this afternoon. in san francisco, expect a high of 82 degrees, and in some spots we may be close to setting some new records. livermore, expecting a high of

90 there. also a high of 90 in san jose, morgan hill and concord. napa, 93. santa rosa, a high of 92. one more hot day before the cooldown comes. we're looking at the dumbarton bridge but it has been a slower drive westbound for much of the morning. anywhere north of there continuing to clear up, moving slowly through the maze. much more smoothly across the dumbarton bridge. no crashes reported, just a tough drive. the rest of the south bay builds -- clears to san jose. happening now, the new bay bridge bike pass is open seven days a week for riders instead of just on the weekends.
