get under way in the east bay. today in the bay starts right now. good thursday morning to you, thanks so much for starting your day with us. i'm laura garcia-cannon. >> i'm sam brock. we have been seeing live pictures of fog. the marine layer coming back to the bay area. we can't see this at home, but the golden gate bridge is covered in fog. that means cooler on the coast. >> absolutely. much more refreshing. cooler temperatures will be in san francisco. there's a live look out there right now. let's get to the seven-day forecast. temperatures in the upper 60s and lower 60s tomorrow. there will be a chance of some showers in the forecast. a look at those 60s spanning through the next wednesday. we're going to be warm inland, up to 86 degrees and trending back into the 70s for saturday as well as friday and gusty winds and a few spotty showers. we'll talk about that in the forecast but mike has the slow and clear from oakland?

>> that little bit we saw on highway 13 cleared as you're heading up to the maze. i wanted to point this out, westbound highway 4 at hillcrest avenue in antioch there is a crash, everything is off to the shoulder and no slowing shows up but that's the area i showed you with the as we. travel time still just about 45 minutes for that drive along the freeway. over here, the area moves well and 580 back down to 16 minutes for your drive time through oakland. earlier it was five minutes longer because of whatever was going on. i think equipment was moving. back to you. breaking news out of san jose to get to this morning. an investigation is under way after a string of fires popped up overnight in willow glen. >> today in the bay's kris sanchez joins us at lincoln and parkmore avenues with what we know so far. good morning, kris. >> reporter: good morning sam and laura. we're about a football field away from the underpass for 280

but this is what firefighters arrived to this morning. you can see two cars were torched, it appears. one is completely gutted, the other one is basically unusable and this happened right next to a window construction company and also an auto repair shop so the cars are packed in here tight and it could have spread. firefighters said they were able to put those fires out, they were looking around for clues as to how that fire started but at this point they say this is suspicious. adding to the suspicious nature of the two car fires is the fact that there were three other fires that were set around willow glen overnight, three of them were in trash cans so they're not exactly the same as this one but they are within the same time frame and that's why fire investigators will be looking at this as a potential arson investigation. we will update you on the latest coming up in an hour. in san jose, kris sanchez, today in the bay. >> thank you very much, kris. we're following more

breaking news this morning in the same willow glen neighborhood. last night officers shot and killed a man on a home at lauraville lane at lincoln avenue. these are live pictures from the scene. police say they were called out to shots fired at a home and that's when officers found two people shot and killed. when they encountered a suspect they then shot him. bob redell is there gathering the latest information. he'll have another live report at 5:30. more breaking news to get to. firefighters still at the scene of a fire at a south bay recycling yard. this happened at the valley recycling facility on south seventh street in san jose. you see them pouring water on the center. crews got the call before 4:00 this morning about a truck that caught fire when material on board that truck ignited. firefighters limited the damage to just the truck and nobody was injured. live to washington this morning where health care will dominate the day. house republicans are expected to bring a health care bill to

the floor for a vote and they're confident they have the votes to pass it. now there are some concerns surrounding the bill. the legislation allows states to opt out of obamacare rules that protect sick people from being charged high premiums but an amendment adds $8 billion over five years to cover high-risk people. that is in addition to $30 billion over 10 years that the original bill called for. that money will only cover people who've had continuous coverage. one michigan republican says president trump promised to protect the sick. the american medical association and the aarp say this health care bill would increase premiums. breaking news considering england's royal family. here's a live look at buckingham palace. it's been buzzing with activity since last night. a short time ago we found out why. prince philip, the husband of queen elizabeth, announced he will no longer carry out public engagements as of this fall. in a formal statement the royal family says the 95-year-old duke of edinburgh will scale back

public appearances in august though he may choose to attend certain events. the queen has no plans to ratchet back her engagement, however. 5:05. we have new details for you this morning. most streets in san francisco's castro district are reopened this morning. if you went to bed and that was not the case, they were closed after a suspicious package was found near castro and market. we first brought you this news as breaking news on our 11:00 newscast. that package was eventually found to be completely harmless. continuing coverage on the high profile sierra lamar murder case. the prosecution will get one more chance to make its case this morning. let's give you a live look at the courthouse where prosecutors will have the final word with a rebuttal. yesterday the defense attorneys for antolin garcia-torrez suggested lamar is alive and a runaway. the jury could get the case as early as this afternoon. sierra lamar disappeared five years ago on her way to school in morgan hill. changes to tell you about for your commute. upgrades are planned for the

lafayette bart station. today in the bay pete suratos there now with what's next for the 47-year-old station, perhaps some freshening up and, pete, this is a long time coming. good morning to you, sam, definitely a long time coming and those improvements will start in mid-may and it will be similar to improvements we've seen at iraq in bart stations. most recently work began. but let's bring up a map. we can show you the area that will be affected during construction. that is considered the project area between happy valley and deer hill road and the improvements are going to include paving and landscaping as well as better parking options. let's show you a rendering of the new parking lot that we'll see here when this is done. bart says there will be more options for motorcycles as well as cars that comply with the americans with disabilities act. they'll have a rain garden and that's there to your left in that picture. that will be used for waste water treatment purposes when it

comes to dealing with storm water runoff. during this construction, more than 200 parking spots will be affected during the construction period. it's going to be in two phases and it's expected to take up to eight months. we're live in lafayette, pete suratos for today in the bay. >> 5:07. we are following breaking news out of houston. take a look at these live pictures just coming in right now. huge fire response. this is at a barbecue restaurant in north houston. the good news so far, no reports of injuries so far but you see all that smoke billowing into the air. streets are shut down in this area this morning. once again, a fire at a barbecue restaurant in houston but bringing a lot of response there as well as smoke. it's 5:07 on this thursday morning. look at this fog looking at the golden gate bridge. finally it's back and that will help bring down those temperatures today. this is where we begin in san francisco. it's a nice and cool 53 degrees and we're going to see the high

today up to 68. now, as we start out the morning, patchy fog, not all over the place, but we are going to see that especially across the golden gate bridge. by this afternoon it will be a cooler day and breezy and that will help bring down those temperatures. by the weekend we will see some spotty light rain moving in and that will also bring down our temperatures even more with a few weather disturbances moving across the region looking at the highs today in santa rosa, we're going to be warm there, up to 84, 85 in livermore and san jose and palo alto will see a high of 83. coming up in three minutes, i'll have a look at the temperature trend for san jose. mike has a note about highway 17. >> that's right, kari. we're looking at highway 17 and the rest of silicon valley moving very well but if you're coming into the south bay as we look at the centers around this map, we have an issue from the santa cruz side just as you hit towards summit you may have a hazard in the lanes. we hear about a deer hit on the

==traffic maps full== good morning, no need for a jacket al show it has been cooler for parts of the bay area and it will be cooler throughout the day. we start without the temperature at 61 heading up to 85 so it will still feel like summer out there. we'll be in the low 60s throughout the morning, your lunch time temperature reaching into the low 80s already and mid-80s later today.

an easy drive. look at the that middle number. if that's your route heading up to the golden gate bridge, you'll end up in fog so we'll track the affect on your commute. >> thank you very much, kari and mike. look at this. frightening moments on board a school bus in louisiana. this is why you don't drive through those floodwaters. the driver tried to go through, you see the floodwaters there. it happened in the town of iowa. didn't make it. it tipped over, eventually got stuck but fortunately all the students made it out safely and no one was hurt. >> that is crazy trying to driv through that with the kids on the bus. a follow-up, we are learning some of the students at the center of racist instagram posts at albany high school are suing the district. the lawsuit alleges school administrators violated first amendment rights by punishing them for speech that was made outside of school grounds. in march, an investigation found several students have posted images targeted black students and a black staff member. most of those students were

suspended as a result. the superintendent says the district is reviewing the lawsuit and will take "appropriate action." families of the victims of the deadly san bernardino terror attack are suing silicon valley companies for damages. in december of 2015, a husband and wife killed 14 people. families of the victims have announced a lawsuit against q t twitter, google and facebook blaming the companies for providing terror groups a tool for spreading their agenda. there's a warning out about a scam on gmail that's taken in thousands of unsuspecting computer users. >> you may have received it yourself. scott mcgrew, i understand you did. >> reporter: i'm happy to say i didn't click on it. i sent it to our editor so she could show it to you on tv. here it is. i said for goodness sakes, don't click on it, either. google is issuing a rare and severe warning saying the fishing e-mail can give bad guys access to your google drive. now, it looks authentic, takes you to an authentic page.

but one tipoff is the e-mail is from h h h h h @mailinator.com. or ha. google suggests you use two factor authentification and you get a text message with a code you have to enter that helps protect your account. if you did click on the e-mail you can go to your google settings, revoke third party access to google docs, do that right away. if that made no sense to you what i just said, go online. the internet is filled with instructions on how to fix that this morning. the e-mail may have gone to a billion accounts. it then sends the e-mail back out to more users and so on like a nuclear chain reaction. facebook and tesla reported profits, facebook made a ton of profits, tesla didn't make any, that's about what we expected. apple announced a $1 billion fund to invest in companies willing to manufacture here in america. and we get the big jobs numbers tomorrow. aisha curry and famed

you get ready to head out the door and it's much cooler in the north bay, now 49 degrees and 52 degrees thanks to the fog in san francisco, that fog will help keep us cooler there as we go into the afternoon but not much help for the inland areas. 86 degrees, still very warm, our normal high temperatures 72 degrees. the tri-valley we're up to 86. the peninsula will be up to 83 degre degrees and 68 while the north bay will be at 84. so a wide range in temperatures. let me take you through the day in oakland. at 8:00 we start out at 61. as you head out for lunch, the upper 60s. low 70s as you look out the window, you're getting ready to head home from work. it will be very nice and comfortable and this evening down to 68 degrees taking the dog out for a walk. we've also seen the return of some fog along the coastline. we will see more clouds by tomorrow and then even a couple of cold fronts dropping down

that could bring us spotty showers on saturday during the afternoon and early sunday. we'll watch out for those lingering showers that may go into monday but rain chances very slight. it shouldn't ruin your outdoor plans. we will see fog in san francisco. highs in the upper 60s and lower 60s throughout the next several days. and for the inland areas, up to 86 today and 72 tomorrow with those winds kicking up. more clouds and a very slight chance of rain on saturday. we'll take another look at the forecast coming up. mike, anything major going on? nothing major. a smooth easy drive south bay peninsula, even north bay just watched that fog across the golden gate bridge. it's not a major issue, no surprises there. over here the tri-valley moves very well and nothing major for the dublin interchange.

the ninth circuit court of appeal ruled a lawsuit has sufficient evidence to proceed. the ruling overturns a lower court ruling that dismissed a case. this involves u.s. airways that american airlines merged with and here's the back story. a woman headed to california wanted her baggage fee refunded after the bags never arrived at the destination. >> interesting. the investigative unit underwent an undercover operation to expose a bustling black market on market street in san francisco. >> we found buyers and sellers setting up shop at a theater showing "hamilton." vicky nguyen has the story. >> reporter: this system a steal of a deal when it comes up to meat that could end up on your table. >> this is kentucky bourbon

>> a little bit today, especially for the coastline and in san francisco. the fog is back and we are going to have some cooler temperatures moving in today. let's get a look at what we're talking about with low visibility. this is the golden gate bridge and you can barely see anything. we have mist and clear conditions as we get a live look at palo alto. we start out in the 60s and make it into the upper 70s by lunchtime and by the afternoon, low 80s. much cooler temperatures for the weekend, we'll talk about that in eight minutes. all the earlier crashes have cleared according to mike. >> that's right. the one on highway 4 in antioch, the one on highway 17 the issue coming northbound has cleared also so we have a smooth drive in. a small build out of the altamont pass. i'll show you two live pictures.

the bay bridge toll plaza has the backup because metering lights were turned on on schedule and you see low clouds hovering over oakland and the golden gate bridge as kari showed you is in the fog. clouds touching the ground but a smooth drive so far. no surprises. back to you. thank you very much, mike. back to our breaking news out of willow glenn in san jose. we broke this on our 11:00 p.m. newscast. three people are dead, including a gunman. today in the bay's bob redell is live at the scene on lauraville lane and lincoln avenue. he has more information coming into our newsroom. this involves the second deadly officer-involved shooting in two days before the department. >> reporter: the san jose police department still processing the crime scene where three people were shot and killed at a house down laura ville lane. we're standing at the end here

just in lincoln avenue. police responded around 9:00 to a report of someone being shot at that address. officers found two people dead. both people with the man who shot them still inside the house refusing to come out. the merge unit, san jose's version of swat, arrived and tried to talk the man into surrendering. neighbors tell us they could hear police ordering the man to come out. eventually an officer shot and killed the suspect. it's not clear what happened in the moments before the officer fired his weapon. the officer is on paid administrative leave, normal in a situation like this, the d.a.'s office and the police homicide unit is conducting a joint criminal investigation which is standard when you have an officer involved in a shooting. this is the second deadly officer-involved shooting involving a san jose police officer. on wednesday night police shot a map while responding to a family disturbance in east san jose. he later died at the hospital.

he died yesterday morning. reporting live from san jose, rob redell, today in the bay. san francisco police chief says he is launching a thorough investigation after one of his officers shot and killed a stabbing suspect at a subway restaurant on a fight that appears to stem from a man wanting a sandwich this shut down parts of mid-market. subway employees say a man who appeared to be homeless ordered a sandwich and refused to pay for it. a security guard restrained the suspect until officers could arrive. the guard spoke to nbc bay area exclusively saying the suspect went after the officers and that is when a police officer shot him. >> the cop came in and told us to get down, he wasn't complying so i pushed him away from me and got out of the way and he came after the cop and the cop did what he had to, shot him one

time. >> the employee suffered non-life threatening injuries. happening now, a take over of an entire campus building at uc santa cruz continue this is morning. we told you about it yesterday on today in the bay. demonstrators are out there taking over the administration building. the efforts are organized by the african black students alliance. their demands, more housing and resources for african-american students. a uc santa cruz spokesperson said the university will let this unfold peacefully. counselors will be on hand to assist students who lost one of their known a tragic accident in the east bay. 16-year-old karen flew died when he was struck by a train as he was riding his bike. the train struck lu as he was crossing over a trestle bridge not meant for pedestrians. friends are overcome with grief. >> when the shock happens and the death sinks into their lives, like you won't see him any more at school, that's when

the tears start coming in. >> friends say lu was a 4.0 student who was very active in school. deputies are trying to figure out whether or not lu was wearing head phones at the time. flowers, letters and stuffed animals line the spot where a mother was killed in a mass shooting in san diego on sunday when a man opened fire at a pool party in an apartment complex. police shot and killed the man. yesterday friends and family gathered to remember the victim. >> even though monique is no longer present with us, she is a bright shining star and will forever be in our hearts. >> she didn't choose this evil. >> pris say the shooter's ex-girlfriend lives in the complex and the suspect was angry over their recent breakup. happening today the owner of the pulse nightclub in orlando is expected to announce plans of a permanent memorial at the site of the mass shooting.

49 people were killed and 68 others injured. now the owner wants a memorial site that will honor and remember all of the victims. >> scary moments on board a muni train. the "san francisco examiner" reporting a door flew off right in the middle of the commute. this reportedly happened on tuesday night on the muni light rail between castro and church. witnesses say the door flew off and landed somewhere in the tunnel behind the train, transportation officials tell the examiner this was a "rare incident" that has not happened in a decade. they say they don't expect it to happen again and that it was an isolated incident. the warriors have work to do this season on the court but off the court the team's landlord already thinking about next season. the chronicle reports the next season's oracle lease agreement may be approved by next week. there's a rent hike in store. the team will have to pay $2.5 million in rent. that's $1 million more than the current deal. the warriors will remain in oakland for at least two more

seasons. >> paying up to live in the bay area, an east by a city said to be one of the best places to live. the number one spot went to ann arbor, michigan. the other bay area spots that made the cut, sunnyvale number 15, san francisco at 24, santa clara at 29 and san jose coming in at 88. this study looked at a combination of crime, schools, jobs, and cost of living when compiling that list. >> as you get ready to head out the door, it's cooler than yesterday. it looks busy already this morning with all clear skies. these temperatures are coming down from yesterday, even starting out the day. it's 62 in san francisco, palo alto 65, oakland 56 and still in the low 60s for livermore as well as san jose. as you're about to wake the kids

up for school, it's cooler. they may need long sleeves but it will be warming up through the day so maybe some layers a necessity once again. by the time they head home it will be in the 80s for those inland areas with sun and light wind. we'll talk about much cooler temperatures in the forecast coming up in three minutes. mike is checking in on our roads and rails. that's right, kari. both are moving very well right now. we have no major issues and no major crashes. a little blip for 101 in san jose right here and i did hear about debris east 92 across the san mateo bridge but we've seen no slowing and no lanes are blocked from what i understand. i'm still tracking that, of course, though. meanwhile, here's the tri-valley, a little blip for 680 south and a tiny bit of slowing just starting for the castro valley. we're also talking about the transit system coming through that tri-valley area. bart no problems out of the pleasanton station and no problems along the route. the ace train notes like yesterday they have a large

negotiations don't lead to a new contract. the picketing will take place outside of several different schools. the union says classes won't be impacted. new details on a controversial proposal that will split up one of the largest school districts in the state. it was a packed house in walnut creek during the public meeting last night. a group of parents leading the charge to secede from the mount diablo unified school district. they say it would lead to segregation in local schools. the proposed new district would consist of 4600 kids from mostly affluent schools. the contra costa county board of education will make a decision that is up to the state. a senate shot of the future. if you're wondering what the bay area may look like in terms of housing and transportation, you can check out the region's 2040 plan for yourself. there are two open houses happening tonight at fremont city hall and sequoia high school in redwood city. the event is put on by the metropolitan transportation commission and the association

of bay area governments. >> san fan sranciscans won't be picking a new mayor for two years but already veteran san francisco and state lawmaker mark leno tells the chronicle "i am the first in the race." he says he wants to tackle homelessness, housing, traffic, and cost of living in the city. those issues are among the top concerns that san francisco voters have had previously during current mayor ed lee's leadership. leno has been a san francisco supervisor. he went on to serve in the state assembly and senate. today is a critical day for the trump administration. it is the last chance for the house to repeal and replace obamacare before the congressional recess. >> here's the key part. republicans think they have the vote. think. >> they won't take you to the house floor until they do. we'll know today. republican leadership feeling good after adjustments and amendments increased the amount of money to the pool, the coverage of people with

to testify in next week's hearings over russia's connection to the election. rice was accused by republicans of unmasking some of the americans caught up in a phone-tapping dragnet as the fbi and the nsa tried to figure out who was talking to the russians. rice has not been accused of doing anything wrong by actual law enforcement and the invitation was not a subpoena. now president trump tweeted this morning "susan rice, the former national security advisor to president obama is refusing to testify before a senate subcommittee next week on allegations of unmasking trump transition officials. not good." rice's refusal is giving her critics ammunition despite the fact that their allegations she did something wrong have been largely dismissed so even powerful democrats are urging her to reconsider. the hearings next week promised to be very interesting as the former acting attorney general will speak in public for the first time on allegations of

whole world upside down. police records show lemons was sbox dat intoxicated, slivering and soaking wet. he was taken to a hospital and treated for hypothermia before he was locked up at the sonoma county jail. he says when he was placed in a cell he was wearing his same wet clothing. he tells us he complained to medical staff at the jail about extreme pain in his legs and feet but for three days his complaints went unanswered. he ultimately had to have his left leg amputated. the sonoma county sheriff's office runs the jail and denies accusations that it ignored l lemons question for medical care. he's suing the county as well as california forensic medical group. the company declined our repeated requests for comment. as for the jail they say it conducted its own investigation
