thursday morning is here and the cooldown continues. grab a light jacket or sweater as you head out the door. we take a live look outside. beautiful bay bridge there in the distance. today in the bay starts right now. a very good morning to you, i'm laura garcia-cannon. >> i'm sam brock. a dramatic backdrop like paint brush strokes in the sky. very artistic. >> can't wait for sunrise. going to be nice through the day. looking at cooler temperatures, there will be a slight chance of rain in the north bay. we'll watch out far as we monitor the radar but looking all dry as you step out the door right now and looking live at san jose it's also dry there with mostly clear skies. we've seen a few passing clouds and the temperature now 56

degrees. it's 55 in napa and 54 in san francisco. not a bad start this morning. look at these highs later today. in the low 70s for the south bay and mostly upper 60s as temperatures continue to drop back. we'll look ahead to the weekend coming up in a few minutes but mike has a possible hazard in san francisco. i do, kari. this is nothing to be alarmed about but a note right now, we heard about it from chp as we look at your speed sensors. flo slowing for the south bay, either side of the bay or up here past the scene. you can see a little water coming underneath 280. that's right before you get to cesar chavez and just off the water and just off the freeway reports of some smoke or a roadside fire. sounds like a trash can fire. this is a distraction reported be i chp but no affect as far as the impact on your lanes of traffic and a smooth drive from the east bay to the bay bridge. back to you. thanks for looking at this for us. we are following breaking news.

san rafael asking for the public's help in finding a missing man who suffers from a medical condition and may be disoriented. 70-year-old robert rich was last seen about 5:00 last night. a witness says they saw rich at that time at the city council meeting. he was wearing a white jacket, a navy blue long sleeved striped t-shirt and blue jeans. his car was found a few blocks away from city hall but no sign of him. this is new search video that they're conducting out there this morning. police out there with flashlights are going to any they can to find him. bulking up on a new ban. there are reports the trump administration is set to expand a laptop and large electronic bans on commercial flights to the u.s. >> now it could include trips to european countries as well. kris sanchez is live at san jose international airport with what this means for travelers. good morning, kris. >> reporter: good morning. the homeland security secretary

is expected to do a controversicontrovers confidential briefing for senators and that could include the talk of expanding the laptop band to flights coming into the u.s. this follows a similar ban on laptops and cabins for passengers flying to the u.s. from eight countries in the middle east and africa. at this point one of the big concerns in going forward appears to be related to having a large number of lithium batteries in the cargo hold and we have video from the faa itself that is testing what happens when those lithium batteries explode in cargo containers that go underneath the plane. we'll show that to you coming up at 5:30, you might recall some of those batteries have exploded and caught fire inside the cabins themselves midair. the department of homeland security spokesman tweeted "no final decisions made on expanding the restriction on large electronic devices in aircraft cabins however it is under consider. dhs continues to evaluate the

threat environment and will make changes when necessary to keep air travelers safe." now, the reaction, as you might imagine, from travelers, was very swift and at times very colorful. i'll bring that to you coming up at 5:30. in san jose, kris sanchez, today in the bay. 4:34 on your thursday morning. a san francisco man is clinging to life after being randomly attacked during a trip to atlanta. police say that mark caleb, seen here, was leaving a nightclub saturday with two of his friends when a group of men came up and started to beat them. the suspects were captured on surveillance video. police say caleb was hurt the worst and he was found bleeding from his head. his family immediately threw l atlanta to be with their son. back in san francisco, friends are in disbelief. >> we're all in shock because mark is one of those people that when you first meet him he makes you feel included and special and he has spread so much love and we're all besides ourselves.

>> his friends set up a go fund me paris jackson to help caleb and his family. new details on a story we first broke yesterday morning on today in the bay. we're learning contra costa county fire investigators are looking into new leads after a string of car fires in three cities. people who live in those areas say it's suspicious nufr for them to take precautions. >> this is a very quiet neighborhood so to wake up in the middle of the night and see a car on fire and then find out it could be arson is quite scary. >> the three cities are orinda, martinez and walnut creek. we're told investigators are investigating those fires as arson but so far we have no clear evidence of that. people in san francisco are apparently feeling increasingly less safe and are increasingly concerned about homelessness. those nuggets come according to a new city survey. the "chronicle" is reporting

vobox == /boxes== good morning, i'm landon down di li dou dow di. stock futures ended mostly positive yesterday. the dow fell for the second straight day but the investigators largely shrugged off the firing of james comey. you want to look for data on unemployment and inflation. falling 32 points to 20,943. the nasdaq up 8. watch shares of snap, the parent of snapchat, which is down more than 20% in pre-market trading after posting disappointing results on the first quarterly report since its ipo.

snap reporting a $2 billion loss mostly due to cost associates with the ipo. user growth has slowed as facebook rolls out several copycat features including instagram stories. nbc universal, by the way, is an investor in snap. as competition heats up in the meal in a box market, the players are expanding their repertoire. hello fresh is launching a wine club starting next week. subscribers will get six bottles of red and white varieties for $89, they will also provide pairing suggestion partisan each wine. rival blue apron has been selling wine for the past two years. sam and laura, they had me at wine. >> no kidding and some side food, too. thank you very much. medical news this morning, people diagnosed with hiv are living much longer than they were just two decades ago. british researchers studied more than 88,000 hiv-positive people who began anti-viral treatment

between 1996 and 2010. during this time the number of deaths dropped and life expectancy increased by 10 years. in fact, a 20-year-old who began treatment for hiv may live longer than people in the general population. a new study may explain why girls tend to be diagnosed with autism later than boys. data showed most boys had autistic traits from the age of seven through their teenage years but many girls who were clearly autistic as adolescents had no social problems when they were young. it's not clear if these girls had autistic difficulties that just went unnoticed or untreated. we are keeping things consistent. cooler temperatures this morning but a nice start to our day kari. >> we'll also be tracking a showers for the north bay as this system dips in from the north. we'll talk more about the timing and how much we can see coming up next. and your live look at

will be even cooler and windy. we'll talk about that. let's get a look at what you're feeling as you head out the door. it's in the mid-50s in napa, 54 in san francisco, san jose at 56 with highs in the south bay preaching 71 degrees in morgan hill. it will be up to 68 in danville and hayward 67. for the peninsula, 68 in belmont while half moon bay is 58 and some 50s in san francisco from the outer sun set to the marina district. the mission district will be at 62 while sonoma is at 66. so as you're standing in the closet getting ready for the day looking out the window, it's cloudy to start and it will be a day for a hat because the winds will start to pick up. also some long sleeves because those temperatures will be a little cooler today. as we go throughout the day in oakland, we'll be in the upper 50s at 8:00, your noontime temperature 63 degrees. staying cool throughout the day and some breezy winds while the north bay will have a chance of some showers. this is the way it plays out

today. we start out with a lot of clouds and once again that will keep us cooler but we'll also start to see light spotty rain moving across the north bay from late morning into early afternoon, only measuring about a trace across those areas that do get some rain but most spots will stay dry. and then over the next several days we continue on with some more dry weather, some gusty winds picking up tomorrow. we may have some gusts up to about 30 miles an hour and staying breezy on saturday, highs in san francisco reaching the upper 50s this weekend for the inland areas, expected to reach 72 today and 68 degrees tomorrow. we stay in the 60s as we go into next week and a chance of showers starting next tuesday. heading over to mike, you're checking in with walnut creek? yeah, we have an unfortunate area reported to chp, we're looking at most of the bay. northbound 680, this is not uncommon this time of year, we have reports of a deer having been hit over there on northbound 680.

there will be activity as chp heads out there and to check the lanes and the condition of the deer. it's not affecting the interchange speeds right now. but let's check with waze because even though there's no slowing for that portion of the east bay or the bay bridge, some folks may be traveling for example from concord over toward richmond and maybe toward the richmond bridge we're comparing three routes, the purple is the easiest and quickest by five or ten minutes. you can compare your routes before you leave work. check with your waze app or android and make sure no matter what platform you use you select your profile and teams, nbc bay area is the team to help each other throughout the by a. governor jerry brown will released his revised budget plan at 10:00 in sacramento the original january budget called for $179 billion in spending. budget watchers believe president trump's policies may

restructure the budget. lawmakers will have five weeks to approve a budget plan. if it's not done by june 15 they must forfeit pay. cracks might have played a role in the failure of the main spill way in the oroville dam, you might remember those huge holes opening up. independent forensics experts told state lawmakers they are looking at 24 potential factors in the failure of the spillway. at the same time, some state senators are asking for $100 million for repairs of dams and levees throughout the state of california. >> we know what's coming and we want to be certain that we can repair what was damaged when oroville spillway was damaged but also to get ahead of things because we know there's more to come. >> it was an immediate crisis at the time. nearly 200,000 people had to be evacuated when the spill way showed vulnerability. thankfully the spillway was able to hold up enough until lake

levels dropped back don. topped about what to do about california's cap-and-trade program are heating up. state lawmakers heard from several groups yesterday. many are calling for changes in the carbon-reducing program that began in 2012 and expires in 2020. some want the program to expand to include greenhouse gas emissions. there are two bills moving through the state legislature right now that would extend that program. immigration officials have notified the u.s. congress, if you're reviewing deportation cases, do it quickly. the congress can review and rule on individual cases under what's known as private bills. i.c.e., of course, holds the individual until the congress decides. but now the agency says it's only going to hold people for a short time unless explicitly asked to do so. immigration advocates say i.c.e. is trying to shorten the review process, which hurts the chances of bills passing before people are deported. 4:50 right now. coming up next on today in the bay, we investigate. >> this is a classic case of environmental injustice. >> what's in drinking water that

might cause you cancer? coming up, we investigate a chem many people don't realize is in drinking water throughout california. but first, happening right now, a statue of confederate president jefferson davis has been removed from new orleans. it happened this morning. protests for and against that monument played out during the removal. the statue is one of four monuments related to confederacy that's in the process of being removed. also a huge cleanup on mount everest. four tons of trash have been removed and cleared away from the iconic mountains. discarded tents, bottles and climbing ropes are being transported off the mountain by more than 100 yaks. we're back in two minutes with more news. this is gus.

a very good thursday morning to you. look at that. people up and about already. a live look from the east bay overlooking dublin. mike will have a look at the morning commute to help you work around the traffic. 4:54 right now. millions of californians are drinking water that are making them sick or could even kill them. >> senior investigative reporter steven stock joins us with what he found. >> reporter: good morning, one expert calls it california's dirty secret. it's called 1, 2, 3 tcp, or try clorl propane. we found it in different water systems throughout the state serving more than one million people, four systems had levels of the tcp in the drinking water. it shows where state water quality tests on this map has found tcp in water systems and

district's current interim deputy superintendent kyla johnson tamil. she's an oakland native who has worked in the district for 18 years. the full board must still approve that deal. johnson trammell succeeds antoine wilson who left in january for a job in washington, d.c. propping up the budget, coming in summer people in palo alto could pay more in city fees. the city is considering raising more than 100 fees in july. that includes raising prices in fees for residential parking permits, employee parking permits could be increasing by nearly 300% in some parts of the city. full city council will take up those issues in june. coming up, it's 4:56. cooler temperatures across the bay area, but kari, is this where we should be? >> this is about average. even as we go into mother's day weekend we are looking at temperatures that will be in the upper 50s for the coast and for the bay 65.

thank you for being with us here on this thursday, three days in the books, we are just moving so close to that mother's day weekend. i'm sam brock. >> and i'm laura garcia-cannon. looking forward to the weekend. i'm liking these cooler temperatures. >> i am, too. when you don't have to blast the air conditioning and you can go out there and enjoy it, you have a nice breeze and people are biking to work today so i think they'll appreciate the cooler temperatures, too. as we get a look at what to expect as you head out the door now, some clouds overhead in spots. it's also fairly mild in the peninsula in the south bay, 56 degrees and 57 degrees in the east bay. as we go into this afternoon, expect the highs to reach into the upper 60s for the inland valleys, even a few low 70s while the coast will be at 58 at half moon bay and san francisco 62. we'll look ahead to the mother's day weekend forecast in eight minutes, but mike says the earlier problems have cleared. kari, we were talking about a roadside fire in san francisco, 280
